According to the economics of welfare the need (or necessity) for state intervention starts when people experience market failures [Pigou, 1920], the goal and reason for state intervention is usually to develop the welfare of people. Studies of actual state interventions show that not only the market but state interventions can fail as well [Wolf, 1988]. The rehabilitation and revitalization of the unused industrial sites represent new development possibilities and a serious challenge to public policies. The question is how to minimize the cost of industrial changes, when industry has lost its function in some areas and it had a negative effect on people. In my study I will try to show the value of the effect and success of these policies without which economic growth is impossible, and which make brown field investments sustainable. In my opinion rehabilitation requires an interdisciplinary approach and one need to pay special attention to the rule of the local and country governance, and the ways of redistribution and financial support both from the European Union and the national state. For long term sustainability it is essential to avert the environmental damage, but without any government help it will not be successful and sustainable.

Opis:
The article discusses the importance of evaluation in shaping effective public policies. Its purpose is to answer the question of whether and in what conditions evaluations can be a tool for improving the efficiency of public policies. The article has a theoretical nature and is based on studies of both domestic and foreign literature. The analysis presented in the paper shows that from a theoretical point of view the evaluation (along with its methodology and analytical tools) can be an effective instrument for improving the efficiency of public policies. In practice, however, this efficiency mainly depends on such factors as: the model of governance or the mentality of public administration representatives.

Opis:
The aim of this paper is to analyze the information policy of selected central offices on the Internet. In the first part of the article the author defines the nature of information policy. Then the author intends to verify the following thesis: the central offices do not conduct a sufficiently effective information policy. This is due to the lack of systematic action, improper preparation of the content of the messages and the inability to cater to the needs of people with disabilities. The author answers the following research questions: whether the actions taken by the audited offices are in line with a specified strategy or just perform ad hoc actions; whether the information provided is written in intelligible, understandable language and if it is accessible to people with disabilities. Particular attention will be given to the content available on the Internet, in particular on the websites of central offices.

In Poland and other European Union member states, young people are disfavoured by employers in the labour market. This applies to the forms of employment (flexible and fixed- term contracts) and its financial conditions. In 2013, the unemployment rate among economically active population under the age of 25 in the EU was 23.1%, while in Poland it amounted to 27 %. The problems of the young people in the labour market include the mismatch of skills sought by employers and the ones mastered by potential employees, the limited number of new jobs, as well as the discriminatory practices of employers towards young people. Young people classified as NEET (not in employment, education, training) generate considerable social costs. In 2010, 16.5 % of individuals in the 18–24 group and 19.7 % in the 25 29 group in the EU were classified as  NEETs. The EU supported the member states’ governments actions regarding young people via the Lisbon Strategy and the Europe 2020 Strategy. The EU also proposed a new model for flexible management of the labour market (the so-called flexicurity) to improve the efficiency of labour markets and to ensure more jobs while fostering social security of workers. In Poland, the Ministry of Labour and Social Policy implemented the government policy as well as the recommendations of the European Commission through the “Youth in the labour market” programme.

Opis:
Purpose: This paper aims to analyze the importance of the urbanism planning and its relation with the effectiveness of the recently approved Spanish Housing Plan 2018-2021 of measures to favour access to dignified housing as a welfare state policy. Methods: With this purpose, the paper shows that the origin of the access to social housing depends on the urbanism activity using the method of the study of the enacted law. Results: The result of this research underlines that legislator must take in account this relation when approving urbanism regulations. Discussion: The central discussion is focused on improving urbanism regulations in order to ease the real access to dignified housing as a goal to lead to more effectiveness in the Housing Planning application.

Celem niniejszego artykułu jest analiza ekonomicznych skutków popularyzacji książek w wersji elektronicznej, obserwowanych na szeroko rozumianym rynku książki. Tekst zawiera analizę pojawiających się w tym kontekście wyzwań i problemów w trzech zasadniczych obszarach: modeli biznesowych, polityk publicznych oraz prawa autorskiego. Na tej podstawie prezentowane są strategie, które mają minimalizować negatywne efekty przemian oraz pozwolić na jak najlepsze wykorzystanie pojawiających się szans.
The aim of this paper is to analyze the economic impact of popularization of books in the electronic format. The text contains an analysis of challenges and problems in three key areas: business models, public policies, and copyright. On this basis, it is possible to establish strategies to minimize the negative effects of the recent developments and to make good use of new opportunities.

This article analyzes intimate partner violence and femicide in Ecuador from an ecological perspective. The qualitative study, involving the participation of 61 individuals, took place in the province of Imbabura and was based on eight interviews with qualified experts and seven focus groups made up of professionals from the field of social and public services. The study comprises: a) the characterization of the dynamic of violence and risk of femicide; b) the analysis of the microsystem in relation to the family, neighbors, and professionals; c) an examination of the institutional response; and d) the assessment of the patriarchal culture, the role of the church, and indigenism. The results point to the permanence of a naturalized, chauvinistic culture, the lack of an effective network of resources to support victims, and a rigid administrative structure. As a consequence, victims have little confidence in public institutions, rates of reporting and prosecuting cases of violence are very low, and there is a perception that the aggressors are able to act with impunity, increasing the risk of severe violence and femicide.

In the proposed study consideration is given to the problem of the interdependency and distinction of priorities of public opinion, news media and public policies on the local level. The theoretical and methodological basis of the paper consists of the agenda-setting and political responsiveness approaches. The empirical data is divided into three agendas: public, media and policy, which were analysed using comparative statistical analysis. The conclusions pointed at the substantial distinction of the priorities formulat-ed by public opinion and the policies implemented by local government and, to a certain extent, at the interdependency between the news media and local public policy agenda.

Research objective: The aim of the article is to examine the circumstances of introduction and subsequent functioning of the minority language from the perspective of local authorities. The hypothesis that bilingualism is a part of the creation of a multicultural image of communes, as well as an element of their promotion and strategic development has been verified. The research problem and methods: The main problem of the publication is the non-symbolic daily practice of language policy in 33 communes that introduced an auxiliary minority language. In the research process, the analysis of evoked sources, critical analysis of content posted on the Internet and the case study method were applied. The process of argumentation: The argument consists of four main parts. The first part discusses the symbolic use of the minority language. The second part presents basic information on the Polish context of policy towards minority languages. The third part presents the main assumptions and results of empirical research. The last part of the paper is devoted to theoretical remarks on the limitations of the analysis of public policy in relation to social phenomena heavily loaded with symbolism. Research results: Research shows that non-symbolic language policy practices are rarely used. Local authorities do not promote the possibility of communicating in a minority language and do not use it themselves. Communes that have introduced a minority language as an auxiliary language rarely use bilingualism in the creation of a local brand or as an element of tourism promotion or in the context of cross-border cooperation in the development of business.Conclusions, innovations, and recommendations: Identity-oriented preferences differ from preferences public policy typically deals with because they do not fulfill the instrumental rationality expectation assumed by the public policy analysis.

Artykuł przedstawia wiedzę na temat europeizacji i jej transferu na polityki publiczne państw członkowskich Unii Europejskiej, na wybranym przykładzie polityki rolnej Polski. Europeizacja jest narzędziem zrozumienia procesów wywierania wpływu przez Unię na kraj członkowski oraz analizy, czy presja Unii wywołuje jakąś reakcję krajów członkowskich. Definicja europeizacji wykorzystana w tym artykule łączy trzy tradycyjne definicje tego pojęcia: po pierwsze, z dołu na górę (przesyłania), po drugie, z góry na dół (pobierania), i po trzecie, okrągła europeizacja. Istnieje również spora grupa badaczy rozumiejących europeizację jako adaptację narodowych polityk oraz struktur zarządzania państwem do poziomu europejskiego oraz projekcję narodowych preferencji w Unii Europejskiej. Niniejszy artykuł podejmuje próbę przedstawienia i wyjaśnienia istoty i współczesnych trendów europeizacji.
The article presents the knowledge about Europeanisation and its transfer to public policies of European Union Member States on a selected example of Poland’s agricultural policy. Europeanisation is a tool for understanding the processes of influence by the Union on a member state and for analysing whether the pressure of the Union causes any reaction of the member states. The definition of Europeanisation used in this article combines three traditional definitions of Europeanisation: first: bottom to top (upload), second: top to bottom (download), and third: Europeanisation circle. There is also a large group of researchers understanding Europeanisation as the adaptation of national policies and structures for managing the state to the European level, and the projection of national preferences in the European Union. The article attempts to present and explain the essence and contemporary trends of Europeanisation.
