The reduction of natural resources and the ever increasing demand for energy forces research on new energy sources. In the case of obtaining energy from non-renewable sources of energy, natural resources are used as fuel in the combustion process. This way relatively high calorific value is achieved but it is associated with the number of fundamental flaws. Among other things, this may include destruction of the environment in the vicinity of extraction of conventional fuels’ sources, emission of large amounts of harmful substances during the combustion of conventional fuels causing the pollution of natural environment and there is a danger of life or health loss for people working in the extraction of fossil fuels. The use of renewable energy sources is related to interesting investment opportunities in the energy field and there are no problems mentioned above. For these reasons, it is worthwhile to conduct research on improving investment efficiency by using new, renewable sources. Therefore, the purpose of this paper is showing the opportunities of improving efficiency of electric power investment by using renewable energy sources. This article presents a comprehensive overview of renewable technologies used to produce electricity. Then, the attention was focused on assessing the financial efficiency of wind turbines. The considerations were illustrated with the examples of calculation of financial ratios NPV and IRR for a hypothetical investment in the production of electric power using the wind farm. The calculations and analysis conducted can provide interesting basis for further research on improving electric power investment efficiency by using renewable energy sources and new comprehensive evaluation methods of such investments. Comprehensive evaluation methods should take into consideration multifaceted nature of the projects.

The CEFR encourages teachers to resort to task-based activities in the language classroom. However, some resistance has been offered to this approach, due to lack of appropriate training and difficulty in meeting some basic practical conditions, as well as in finding resources and examples of good practices, as shown in a survey conducted within the scope of ETALAGE. PETALL (Pan European Task-based Activities in Language Learning [2013-2016]) seeks to construct a transnational strategy for ICT-based task design management and aims to design tasks that can be implemented in different educational contexts. This paper offers an overview of the internal evaluation procedures to be followed at different levels and stages of the project, and discusses the objectives, underlying principles and criteria applied.

The instrument of evaluation is being more and more valued, and the need to deploy it is perceivable in almost every field of activity. Evaluation should impose rational actions, therefore it has the same importance for the public sector as the market mechanism for the private sector. The visibly growing popularity of evaluation research results from modern tendencies of organization management (among others Total Quality Management, New Public Management), and in the context of the European Union from the increasing role of structural funds. This paper has a survey character and deals with problems of evaluation in the wide perspective. The essential aspect of study is the methodology conducting evaluation of structural fund. In this paper the peculiarities of using different methods during individual evaluation phases have taken into account and preliminarily assessed their usefulness. Author has done the review of literature, legislation and Polish and UE documentation, as well as evaluation reports with the aim of indicating tendency in the application of quantitative data in evaluation.
Ewaluacja staje się coraz bardziej doceniana, a potrzeba jej prowadzenia zauważana jest w niemal każdej dziedzinie działalności. Ewaluacja powinna wymuszać racjonalność działań, jest więc dla sektora publicznego tym, czym mechanizm rynkowy dla sektora prywatnego. Obecna rosnąca popularność badań ewaluacyjnych wynika ze współczesnych tendencji w zakresie zarządzania organizacjami (m.in. Total Ouality Management, New Public Management), a w kontekście Unii Europejskiej z wzrastającej roli funduszy strukturalnych. Niniejsza praca ma charakter przeglądowy i porusza problematykę ewaluacji w szerokim ujęciu. Kluczowy aspekt analizy stanowią zagadnienia metodologiczne związane z ewaluacją funduszy strukturalnych. Autorka dokonała przeglądu literatury przedmiotu, aktów prawnych oraz dokumentacji polskiej i unijnej, a także raportów ewaluacyjnych w celu wskazania tendencji w zakresie aplikacji metod ilościowych w ewaluacji.

This study presents a customized root cause analysis approach to investigate the reasons, provide improvements measures for the cost overruns, and schedule slippage in papermachine-building projects. The proposed approach is an analytical-survey approach that uses both actual technical data and experts’ opinions. Various analysis tools are embedded in the approach including: data collection and clustering, interviews with experts, 5-Whys, Pareto charts, cause and effect diagram, and critical ratio control charts. The approach was implemented on seven projects obtained from a leading international paper machine supplier. As a result, it was found that the main causes behind cost and schedule deviations are products’ related; including technical accidents in the Press section, damaged parts, design issues, optimization of the machine and missing parts. Based on the results, prevention measures were perceived.

Celem artykułu jest przedstawienie funkcji ewaluacji i wskaźników w cyklu polityk publicznych oraz omówienie problemów związanych z realizacją tych funkcji. W szczególności uwzględniono fazę oceny i planowania polityk oraz omówiono funkcje pomiaru efektów programów przy pomocy wskaźników jako kluczowej funkcji ewaluacji. W pierwszej części artykułu opisano szczegółowo funkcje diagnozy, wskaźników i ewaluacji w cyklu polityk publicznych. W drugiej części zaprezentowano ewaluację i wykorzystanie wskaźników na etapie oceny zakończonych projektów. W tej części rozważań omówiono również koncepcję ewaluacji opartą o teorię programu oraz znaczenie pomiaru efektu netto dla zidentyfikowania przyczynowego oddziaływania interwencji. Autorzy stoją na stanowisku, że należy traktować jako rezultaty wszystkie zamierzone konsekwencje interwencji (programu, polityki) dla bezpośrednich grup (układów) docelowych, niezależnie od tego, czy występują natychmiast, czy po pewnym czasie od interwencji; jako oddziaływania należy traktować zamierzone i niezamierzone skutki interwencji dla szerszego układu, w którym wystąpił problem wymagający interwencji (Komisja Europejska traktuje odłożone w czasie rezultaty jako oddziaływanie). Wskazano trudności wiążące się z pomiarem oddziaływania interwencji, a jednocześnie podkreślono, że uzyskanie wymiernego rezultatu jest warunkiem koniecznym oczekiwania, że interwencja miała swoje oddziaływanie. W części trzeciej poddano dyskusji rolę wskaźników i ewaluacji w planowaniu polityk publicznych. Szczególną uwagę zwrócono na właściwe definiowanie celów w procesie programowania polityk oraz wagę ustalenia dobrych wskaźników. Położono nacisk na różnice w sposobie ujęcia celów jako ogólnych zamiarów i wizji, precyzyjnie ujętych zamierzonych efektów działań i zaplanowanych wartości przyjętych wskaźników tych efektów. Przedstawiono problemy z ustalaniem wartości wskaźników oraz związków występujących pomiędzy pomiarem produktów, rezultatów i oddziaływania interwencji. Autorzy podkreślają w artykule, że ewaluacja i wskaźniki mogą być użytecznym narzędziem prowadzenia polityk publicznych, ale zastosowanie ich w praktyce wymaga poradzenia sobie z omówionymi w tekście problemami.
he purpose of the article is to present the functions of evaluation and indicators in a public policy cycle, as well as discuss problems related to the execution of those functions. In particular, policy formulation and evaluation phases as well as measurement of programs'effects via indicators are taken into consideration. The first part includes a detailed description of the functions of diagnosis, indicators and evaluation in a public policy cycle. The second part of the paper outlines evaluation and the utilization of indicators at the evaluation stage of the cycle. The part concludes with a discussion of theory-driven evaluation and the significance of measuring net effects for the identification of causal impacts of a given intervention. The authors believe that we should treat as results all the intended effects of a given intervention (program, policy) for ultimate beneficiaries, regardless of when they occur, whether they are immediate or delayed, whereas impacts should be construed as intended and unintended effects for the broader system in which problems have arisen (the European Commission considers delayed results as impacts). Difficulties related to the measurement of impacts of an intervention impact are also discussed. The authors note that obtaining measurable results is a necessary condition for any impact of the intervention to take place. In the third part of the article, the authors discuss the role of indicators and evaluation in public policy formulation. Special attention is drawn to the need for a proper definition of objectives and the choice of relevant indicators in the process of public policy formulation. The authors underscore the fact that there exist considerable differences in defining purposes or intentions as goals, objectives and targets. The paper also discussed problems related to the setting of target values for indicators as well as the relationships among the measurement of outputs, results, and impacts of an intervention. In conclusion, the authors emphasize that evaluation and indicators can constitute useful tools in conducting public policies, but putting them into practice requires coping with problems discussed in the article.

The usage of the evaluation concerning IT projects by software producers constitutes a crucial element of their preparation and realization. From many generally accessible methodologies the authors chose two methods (Delphi and UCP1 ) as well as undertook an attempt of analyzing obtained results. Conducted results will support the evaluation of newly realized projects. The objective is an attempt of comparing the efficiency of selected methods of pricing the software with indicating the areas of their usage as well as factors which influence the realization of those projects.

Celem pracy jest przedstawienie wyników badań nad konstrukcją metamodelu jako narzędzia służącego do bieżącej oceny bankowego projektu inwestycyjnego. Głównym efektem inwestycji w nowy projekt bankowy jest tzw. portfel klientów, który cechuje się odpowiednią strukturą ryzyka i rentownością. Dzięki odpowiednio szybko i dokładnie działającemu narzędziu do szacowania rentowności ex ante można dokonywać bieżącej oceny rentowności nowo sprzedawanych produktów bankowych, w szczególności kredytów. Dokonywane na tej podstawie decyzje dotyczące parametrów cenowych i ryzyka pozwalają tworzyć odpowiednio rentowny portfel, co wpływa na wartość budowanego banku.
The aim of this paper is to present the results of research on the metamodel as a tool for ongoing evaluation of a bank investment project. The main result of investment in a new banking project is the so-called a customer portfolio that has a suitable risk structure and profitability. Thanks to the fast and accurate ex ante profitability tool, an ongoing assessment of the profitability of new banking products, especially loans, is possible. On this basis, price and risk pricing decisions allows to create a reasonably profitable portfolio that affects the value of the bank beeing built.

Celem artykułu jest przedstawienie metodyki kategoryzacji projektów w procesie implementacji strategii przedsiębiorstwa. Analiza i kategoryzacja projektów mają znaczenie uniwersalne, niezależne od sposobu rozumienia i formułowania strategii w przedsiębiorstwie. Zastosowanie odpowiedniej metodyki oceny projektów może znacząco usprawnić proces wdrażania strategii. Na początku artykułu omówiono wpływ projektów na efektywność zarządzania rozwojem przedsiębiorstwa, a następnie proces zarządzania portfelem projektów. W drugiej części artykułu zdefiniowano pojęcie kategoryzacji i oceny agregatowej oraz zreferowano etapy proponowanej metodyki kategoryzacji projektów. Zagadnienia podjęte w artykule mogą stanowić podstawę doskonalenia systemu zarządzania projektami, w szczególności usprawniania decyzji w zakresie oceny i doboru przedsięwzięć w procesie realizacji strategii przedsiębiorstwa.
The aim of the article is to present the methodology of project categorization in the process of company’s strategy implementation. The article adopted a hypothesis stating that the analysis and categorization of projects are of universal importance, independent of the way of understanding and formulating strategies in an enterprise. At the beginning of the article, the impact of projects on the effectiveness of enterprise development management is discussed, followed by the project portfolio management process. The second part of the article defines the concept of categorization and discusses the stages of the proposed project categorization methodology. Issues taken up in the article can be the basis for improving the project management system, in particular for improving decisions in the field of evaluation and selection of projects in the process of implementing the company’s strategy.

The aim of the following article was the confirmation of the viability of implementation of the project called the “Żuławy Loop”. Solving the problem requires an analysis of the available documentation and research conducting. Feasibility study of the project showed a negative profitability of the project at the financial level. No financial feasibility was a reason to refrain from investments. The basic method of assessing the effectiveness of infrastructural projects, where the beneficiaries are public, is the economic analysis. It showed the profitability of the project for the local community. The benefits generated by the investment confirmed the results of own research. The project will contribute to improving the socio-economic situation of the region. Therefore, the implementation of the project was most certainly justified.

The paper presents an original evaluation model for innovative research projects that can be used by entrepreneurs and other institutions in the process of project management. The model has two aims: to be a support for the organisations, which plan to submit the project proposal (ex-ante evaluation) and, on further stages of the project (on-going, ex-post, follow-up), to decide if the topics undertaken in the project are worth being continued or terminated. The requirements of the evaluation process from the 2014–2020 perspective are considered in the model as this perspective is directed to companies, although the research institutions also can take part in the projects. The aim of the 2014–2020 perspective is to support companies in developing products that should be successfully implemented in their business activity or on the market; therefore, the evaluation must be performed precisely and carefully, and it should indicate the elements that are compulsory for the ex-ante evaluation, and which must be considered when applying for funds.
Artykuł przedstawia autorski model ewaluacji innowacyjnych projektów badawczych, który może zostać zastosowany przez przedsiębiorstwa i inne instytucje w procesie zarządzania projektem. Model ma dwa cele: być narzędziem wspomagającym dla organizacji, które planują złożyć propozycję projektu (ewaluacja ex-ante) oraz, na dalszych etapach projektu (on-going, ex-post, follow-up), umożliwiać podjęcie decyzji, czy uruchomione tematy należy kontynuować, czy zaprzestać. W modelu uwzględniono wymagania dotyczące ewaluacji w perspektywie finansowej 2014–2020, jako że ta perspektywa skierowana jest głównie do firm, mimo że inne instytucje również mogą brać udział w projektach. Celem perspektywy finansowej 2014–2020 jest wspomaganie przedsiębiorstw w opracowywaniu produktów, które powinny być pomyślnie wdrożone w ich działalności gospodarczej lub na rynku, dlatego też ewaluacja musi być prowadzona starannie i dokładnie i powinna uwzględniać elementy, które są obowiązkowe w ewaluacji ex-ante propozycji projektu.

The purpose of the following report is presenting the findings of the evaluation conducted in the field of the project realised in the Complex of Car-Service Schools in Skarżysko Kamienna whose topic was pro health education. School education should consider the health topics in a number of ways implemented into the didactic-educational process by means of innovative teaching methods. Hence, it is worth striving to enrich the health knowledge and strengthen prophylactic actions amongst the youth since effective pro health education allows improving general well-being.

Opis:
This paper presents the outline of the valuation method of development projects in which there are real option situations. The proposed method takes into account the dependence of the project as a result of two independent random economic factors, which are called state variables. Based on binomial trees, and uses multicriteria dynamic programming. Its use should allow not only to make the right decisions about the project, but also to support decision making during its implementation.
