    Opis:
    The “Prevention through Design” (PtD) concept considers construction safety during the design process. Several countries are currently practising PtD, including the UK, Singapore, Malaysia, Australia, and the USA, which is still not the case in the Philippines. The study presented in this paper aimed to indicate the current level of awareness of the PtD concept among the structural engineers and purposed to generate a basis of initiatives to introduce or improve the understanding and adoption of PtD in the Philippines. A knowledge, attitude, and practice (KAP) questionnaire was distributed to survey respondents selected through a snowball sampling method, consisting of structural engineers currently working in the Philippines. Sixty-one (61) structural engineers responded and were analysed in this study. Results indicated that PtD was relatively a new concept for most structural engineers in the Philippines. Similarly, the designers’ knowledge of the concept was still low. However, structural engineers viewed PtD as necessary and its implementation as essential in the construction industry. Despite the known concerns in the PtD implementation, structural engineers favoured the adoption of the concept. The paper also discussed challenges and key drivers for implementing PtD in the Philippines based on the questionnaire results and supporting literature reviews. The findings and methodology presented in this paper could serve as a baseline for a larger sample size covering other design trades, such as architectural, electrical, and mechanical design services leading to the broader adoption of PtD in the Philippines. Furthermore, the framework of this study could also apply to other countries with similar contexts.

    Opis:
    In the municipal “Programme of the Security Improvement for the City of Kraków 2018– 2020” one of the main goals was pointed out as “the improvement of the protection of public buildings in Krakow against the terrorist attack”. Antiterroristic prevention of public buildings and public space is a difficult and controversial issue. On the one hand, it is connected with the need of provision a public safety but on the other hand it may affect the protection of freedom and personal rights of citizens. In practice the fortification of public buildings threatens its functionality, in symbolic dimension it undermines the basic principles of democracy. In the article, the author depicts evaluation of different approaches and effects of antiterrorist policies, which may be implemented in order to protect public facilities in Kraków.
    W „Programie poprawy bezpieczeństwa dla miasta Krakowa na lata 2018–-2020” jako jeden z celów operacyjnych wymieniono „poprawę stopnia przygotowania obiektów użyteczności publicznej w Krakowie w zakresie przeciwdziałania atakowi terrorystycznemu i na wypadek ataku terrorystycznego”. Problematyka prewencji antyterrorystycznej w odniesieniu do budynków publicznych i przestrzeni miejskiej pozostaje kontrowersyjna, gdyż dotyka z jednej strony kwestii konieczności zapewnienia mieszkańcom odpowiedniego poziomu bezpieczeństwa, a z drugiej – potrzeby zagwarantowania wolności osobistej i poszanowania praw obywatelskich. W wymiarze praktycznym fortyfikacja budynków publicznych zagraża ich funkcjonalności, a w wymiarze symbolicznym jest zaprzeczeniem demokracji. W artykule rozważane są możliwości i ewentualne skutki wprowadzenia w życie przedsięwzięć, które mogą służyć ograniczeniu ryzyka ataków terrorystycznych w przestrzeni publicznej i budynkach użyteczności publicznej w Krakowie.

    Rockfall is one of the most critical geological events that can affect quarrying activities. Nevertheless, few tools are currently available to help designers and managers correctly define the risk conditions and quantify the advantages, in terms of workers' safety and quarry management, that can be obtained using suitable prevention devices. For this reason it is necessary to evaluate the various parameters that are involved, and to define the most important and which have the greatest influence on rock-fall phenomena, taking into account the Prevention through Design approach. A risk evaluation system which is able to support decision makers in the critical rockfall risk assessment phase, and offer decision makers the updated information that is necessary for a continuous and dynamic operation design during exploitation activities is here presented and discussed.
    Obrywanie się skał jest jednym z najbardziej niebezpiecznych zjawisk geologicznych zachodzących przy wydobywaniu kamienia. Obecnie zarządzający i projektanci dysponują szeregiem środków, które pomagają precyzyjnie określić stopień ryzyka, jednocześnie podnosząc bezpieczeństwo pracy zarówno kamieniarzy/pracowników bezpośrednio wydobywających kamień jak i kadry kierowniczej. Środki te mają przede wszystkim funkcję prewencyjną. Dlatego też sprawą pierwszej wagi jest określenie różnorodnych parametrów specyficznych dla danych warunków oraz precyzyjne zdefiniowanie, które z nich są najbardziej istotne w przypadku obrywania się skał poprzez stosowanie metody Zapobieganie poprzez Projektowanie (Prevention through Design-PtD). Zaprezentowany tutaj system oceny ryzyka, na którym mogą się oprzeć decydenci w najbardziej krytycznej fazie oszacowania niebezpieczeństwa przy oderwaniu się skały, oferuje również aktualne informacje niezbędne do prowadzenia prac przy eksploatacji kamieniołomów przy równoczesnym zminimalizowaniu ryzyka.

    Universities are often considered to be safe sanctuaries. However, many higher education institutions have increasingly been confronted with crime and unrest. Violence and other crimes on campuses are currently an international concern. This paper reports on a study that investigated student’s perceptions of safety on two campuses namely Lahti University of Applied Sciences in Finland and the North-West University in Potchefstroom, South Africa. Theories from Environmental Psychology and Urban Planning are combined in this study in order to incorporate aspects of the individual, social setting and spatial environment. Increasing people’s safety help to optimise their experience of their environment and can in turn create an enabling context for people to flourish and improve their quality of life. The research followed a qualitative research approach. In this study, 21 participants from a Finnish university and 16 participants from a South African university were selected through purposive sampling. Data were generated through semi-structured interviews supported by visual data of the spatial environment. All data were transcribed verbatim and analysed through qualitative content analysis. The literature and findings of the research both support that the spatial and social environment influences safety. It is therefore recommended that safe campus environments require a multi-disciplinary and integrated approach to proactively develop a Comprehensive Safe Environment Plan (CSEP). From a planning perspective, students’ perceptions of campus environments’ safety may include the creation of compact dedicated campus areas, land uses, building placing and orientation, territoriality, landscaping, visibility, control over fear-inducing activities, maintenance, security measures and pedestrian orientated areas.
