Pojęcie potencjału wywodzi się z fizyki, jednak ma zastosowanie także w naukach ekonomicznych. W ekonomii, ekonometrii przestrzennej, rozważa się, między innymi, potencjał ludności, dochodu, analizuje się intensywność oddziaływania jednostek terytorialnych danego systemu na siebie nawzajem. Wartość potencjału zależy od elementów macierzy odległości pomiędzy jednostkami. Celem artykułu jest pokazanie sposobu obliczania potencjału ekonomicznego jednostek terytorialnych oraz zastosowanie analizowanej metodyki do pomiaru potencjału ekonomicznego organizacji. Artykuł składa się z dwóch części zasadniczych; w pierwszej omówiono metodykę badań, druga część zawiera wyniki analiz empirycznych.
The idea of potential derives from physics, however, it is also applied in economic sciences. In economics, spatial econometrics, among others, considered is the population's potential, income potential and analyzed is the intensity of mutual influence of territorial units of a given system. The value of the potential is dependent on the matrix of the distance between units. The aim of the article is to present the way of calculating the economic potential of territorial units as well as the application of the analyzed methodology in the measurement of economic potential of organizations. The article consists of two basic parts; the first one discusses research methodology, the second part includes the results of empirical analyses.

Plants are subject to stimuli from the environment on which they strongly depend and in contrast to animals, they are unable to escape harmful influences. Therefore, being able to receive stimuli they have developed adequate responses to them. Such a reaction can occur in the area of a stimulus action or cover the whole plant or its parts. In the latter case, it is a systemic reaction. The plant reaction is expressed by various intensity, rate and kind of response. It is interesting to know the character of the signal informing about a stimulus, the routes of its propagation and the transmission mechanism. Three conceptions of excitation are distinguished: 1) propagation of chemical agents formed at the site of a stimulus action with the flow of the phloem sap or through the atmosphere (in the case of volatile substances) to other plant parts, 2) a very fast transmission by the xylem in the wave of hydraulic pressure formed after a plant damage. From combining the "hydraulic" and "chemical" hypothesis a conception of hydraulic dispersion has been formulated which assumes that chemical substances synthetized after an injury can be transferred very fast with the wave of hydraulic pressure changes in the whole plant, 3) a stimulus evokes the action potential (AP), and its transmission along the whole plant, plant organ or specialized tissue, by local circuits from cell to cell. Strong, damaging stimuli can evoke variation potentials (VPs), the character of which differs from APs. It is postulated that transmission of VP occurs by a hydraulic dispersion and electrical changes seem to be secondary phenomena.

Artificial potential fields (APFs) are a popular method of planning and controlling the path of robot movement, including unmanned aerial vehicles (UAVs). However, in the case of nonholonomic robots such as fixed-wing UAVs, the distribution of velocity vectors should be adapted to their limited manoeuvrability to ensure stable and precise position tracking. The previously proposed local asymmetrical potential field resolves this issue, but it is not effective in the case of windy environments, where the UAV is unable to maintain the desired position and drifts due to the wind drift effect. This is reflected in the growth of position error, which, similar to the steady-state error in the best case, is constant. To compensate for it, the asymmetrical potential field approach is modified by extending definitions of potential function gradient and velocity vector field (VVF) with elements based on the integral of position tracking error. In the case of wind drift, the value of this integral increases over time, and lengths and orientations of velocity vectors will also be changed. The work proves that redefining gradient and velocity vector as a function of position tracking error integrals allows for minimisation of the position tracking error caused by wind drift.

The relevance of the research subject is related to the fact that exports are an integral part of the overall economic potential of any state and largely determine the pace of its economic development. The slowing of export growth relates to exports to the EU countries in recent years; the negative trade balance of Latvia with these countries increases the need to analyse the factors affecting the realisation of export potential and to search for opportunities to do so. The purpose of this study is to analyse the export potential of Latvia to the EU countries, categorised by groups of goods. To achieve the goal of the study, it was necessary to determine the essence of the export potential, identify factors that affect the implementation of the country’s export potential and assess the export potential of trade between Latvia and the EU countries by groups of goods. The study used quantitative and qualitative methods of analysis, statistical data analysis, as well as methods for assessing the potential of Latvian exports to the EU countries. As a result of the study, groups of goods with trade potential for export to the EU countries have been identified.

The paper presents a new adequate look on the character of motion of any material body, such as moving vehicle. It has been proved, that motion of material bodies has a quantum character. Due to this their consecutive energetic states are obtained by a jump. The phenomenon of quantum in the reference to vehicle kinetics has been derived by indicating its place on the background of characteristics of whole mechanics. The length of vehicle way in particular phases of its motion is that source characteristics the derivatives of which form the development of motion description of a material solid/body. It has been indicated that the quantum nature of body motion does not depend on its magnitude. Thus, as has been noticed, there is an analogy between the macro-body motion and electron motion which change its energy also by jump, by getting from one orbit (energetic level) to another.

Dynamic characteristics of the whole machining system are considered by determining forces being the measures of particular reasons for material cutting. The reasons are the following forces: gravity, inertia, and repel. In the last Part 3 of the work, a special attention is to be paid to the work description and the energy notion.

This work investigates kinetics, dynamics and energy of solid on the example of a tool fixed flexibly under the process of cutting. The original approach to the tool kinetics was considered by the Authors earlier. This work consists with three parts referred to the kinetics, dynamics, and energy of solid. Present work is concerned on the development of kinetics problems of a solid represented by a tool fixed flexibly and is a continuation of the problem. Part 1 covers the definition and characteristics of the machining space-time and is referred generally to the kinetics. Then the kinetic and dynamic magnitudes characterizing tool in the space-time are described. The set of these magnitudes has been extended by introducing the properly understood impulse and time-effect. Part 2 of the work is to consider the dynamics of tool in the machining space-time. In Part 3, types of works in the machining space-time and energy of the tool fixed flexibly will be considered; the focus is to be put on an essential difference between work and energy.

Operationally complete representation of work done and the corresponding to it potential energy within the usual radial/center-bound, nonrotating gravitational force fields comprises two extra terms: linear nonradial and angular nonradial, in addition to the usual radial term. Since these nonradial terms have negative signs, they suggest presence of potentials corresponding to repulsive forces generated by the very same, usual radial attractive force field. The extra linear nonradial term depends on exposure of an orbiting satellite to the distribution of mass within the field, whereas the extra angular nonradial term also depends on that as well as on exposure of the satellite to density of matter of the mass source that generates the usual, locally dominant radial/center-bound attractive gravitational force field.

In this paper, we have solved the spinless Salpeter equation (SSE) with Hellmann potential under the framework of NIkiforov-Uvarov (NU) method. The energy eigenvalues and corresponding wave functions for this system express in terms of the Jacobi polynomial are also obtained. With the help of approximation scheme the potential barrier has been evaluated. The results obtained in this work would have many applications in nuclear physics, chemical physics, atomic and molecular physics, molecular chemistry and other related areas as the results under limiting cases could be used to study the binding energy and interaction of some diatomic molecules. As a guide to interested readers, we have provided numerical data which discuss the energy spectra for this system.

This work is a continuation of the problems of kinetics and dynamics of solid on the example of a tool fixed flexibly under cutting. Present work is concerned on the development of work and energy. A special attention has been paid to the work description by underlying a distinctness and lack of connection with the energy notion. Polarization of these two magnitudes has been revealed. An adequate and extended definition of energy in general, with mechanical energy in particular, is formulated. There are three kinds of mechanical energy considered, located on the stable static potential field being one of the limits of the machining space-time. They are the following energies: repel, inertial, and gravitational. Proper measures/potentials have been assigned to these energies, treating the energy as a mental notion, having no physical meaning in contrast to the potential as the physical magnitude.

The author's new potential-safety approach of human engineering system safety is presented in the article. The concept of the potential of safety as a difference between disposed safety and required safety is defined. On this basis, the potential-safety criterion of human engineering system safety has been concretised. Reasoning is supplemented with examples of introduced concepts.

Crucial role of management is proved in realizing the potential of enterprise management system. The proper course of speech development heavily influences the cognitive and personal development of children. It is a condition for achieving preschool and school successes – it facilitates socializing and expressing feelings and needs. Impairment of language and its development in children represents a major diagnostic and therapeutic challenge for physicians and therapists. Early diagnosis of coexisting deficits and starting the therapy influence the therapeutic success. One of the basic diagnostic tests for children suffering from specific language impairment (SLI) is audiometry, thus far referred to as a hearing test. Auditory processing is just as important as a proper hearing threshold. Therefore, diagnosis of central auditory disorder may be a valuable supplementation of diagnosis of language impairment. Early diagnosis and implementation of appropriate treatment may contribute to an effective language therapy.

Nowadays, in addition to the thermodynamic properties of refrigerants, their impact on the environment is of high significance. Hence, it is important to use refrigerants with the lowest possible values of ozone depletion potential and global warming potential indices in refrigeration, organic Rankine cycle (ORC), air conditioning, and heat pump systems. Natural refrigerants are the most environmentally friendly; unfortunately, they have less favourable thermodynamic properties. Currently, low-pressure refrigerants from the FC (fluorocarbons, fluorine liquids) and HFE (hydrofluoroether) groups are increasingly used. This paper presents the most important properties and applications of selected refrigerants from these groups and also reviews the literature on their use.

This paper is a continuation of [5] and provides necessary and sufficient conditions for double exponential integrability of the Bessel potential of functions from suitable (generalized) Lorentz-Zygmund spaces. These results are used to establish embedding theorems for Bessel potential spaces which extend Trudinger's result.

Jednym z istotniejszych czynników rozwoju państwa i jego regionów jest potencjał innowacyjny, wspierający m.in. zwiększenie dobrobytu gospodarczego i przewag konkurencyjnych. Na znaczenie tego zagadnienia zwrócono uwagę m.in. w Strategii Lizbońskiej oraz w Strategii Europa 2020. W celu lepszego rozpoznania zachodzących zmian można analizować potencjał innowacyjny także w ramach węższych komponentów, które pozwalają dokładniej rozpoznać jego specyfiki nie tylko na poziomie krajowym, ale także na regionalnym. Wyniki dotychczasowych badań wskazują na pozytywne oddziaływanie potencjału innowacyjnego na krajowy oraz regionalny poziom konkurencyjności czy też poziom życia mieszkańców. Na podstawie powyższego przyjęto założenie, że im wyższy jest poziom potencjału innowacyjnego, tym oddziaływanie takie może być większe, co przekłada się także na rozwój regionalny oraz całego kraju. Autor podjął próbę ustalenia zmian poziomu potencjału innowacyjnego w Polsce na poziomie krajowym, jak i regionalnym, w podziale na cztery autorskie komponenty składowe.
One of the most important factors of the development of the state and its regions is the innovative potential, supporting e.g., increasing economic prosperity and competitive advantages. The importance of this issue was highlighted, among others, in the Lisbon Strategy and in the Europe 2020 Strategy. In order to better recognize the changes taking place, the innovative potential can also be analyzed within narrower components, which allow for even more precise recognition of specificities not only at the national level but also at the regional level. The studies conducted so far indicate a positive impact of innovative potential on the national and regional level of competitiveness or the standard of living of the inhabitants. It was assumed that the higher level of innovation potential might increase the positive impact on regional and country development. Hence, the author made an attempt to determine changes in the level of innovation potential in Poland at the national and regional level, broken down into four auctorial components.

Celem artykułu jest identyfikacja i analiza czynników potencjału finansowego oraz inwestycyjnego jednostek samorządu terytorialnego, determinujących jego aktywność inwestycyjną. Wnioskiem płynącym z pracy jest to, że na aktywność inwestycyjną wpływ mają czynniki ekonomiczne i pozaekonomiczne. Aby zrealizować postawiony w pracy cel, wykonano studia literatury przedmiotu, gdzie wykazano, że na poziom aktywności inwestycyjnej samorządów najbardziej oddziałują przyjęte rozwiązania dotyczące polityki finansowej oraz sposobu i zakresu finansowania samorządów, położenie geograficzne, dostępność zasobów czy terenów inwestycyjnych, a także zapotrzebowanie na inwestycje i źródła finansowania. Dlatego problematyka długoterminowej aktywności inwestycyjnej jednostek samorządu terytorialnego jest wciąż aktualna.
The main aim of this article is to identify and analyze the key factors of the financial capacity and investment of local government units. General conclusion of the work is that on that investment activity of local governments affected by diversified factors: economic and non-economic. On the basis of conducted query literature demonstrated that the level of investment activity of local governments most affected by the solutions adopted for the financial policy and the manner and scope of financing local governments. However, it should be noted that both the functioning legislation laying down rules for the functioning of local governments and their financial situation are constantly changing, so the problem of long-term investment activity of local government units is still valid.

W pracy przeprowadzono analizę teorii podstawowych zjawisk fizycznych występujących na powierzchni metali i półprzewodników. Przedyskutowano powstawanie na powierzchni: potencjału elektrycznego, bariery potencjału, kontaktowej różnicy potencjałów (napięcia kontaktowego) i innych parametrów powierzchni. Omówiono spektroskopię fotonapięcia powierzchniowego i jego inwersję. Podano przykładowe wartości różnicy potencjałów kontaktowych na granicy zetknięcia się metali lub między kolektorem a emiterem w próżniowym kondensatorze kulistym służącym do badania fotoemisji elektronów.
In this paper we analyse the theory of basic physical phenomena on the surface of metals and semiconductors. We discuss a phenomenon of: electrical potential, potential barrier, contact potential difference, and other surface parameters arising on the surface. The spectroscopy of surface voltage and its inversion are described. We present the examples of values of the contact potential difference for metals or between collector and emitter in vacuous spherical capacitor for investigation of electron photoemission.

In this paper, we study the behaviour of compact relativistic objects with charged anisotropic matter distribution considering Tolman VII type potential for the gravitational potential Z(x) and a particular form of the metric function y(x) proposed for Komathiraj and Maharaj (2007). The Einstein-Maxwell field equations are integrated analytical and we obtain the radial pressure, energy density, charge density, anisotropy and the mass function. A physical analysis of electromagnetic field indicates that is regular at the origin and well behaved. The new stellar model satisfies all physical properties in a realistic star.

The article deals with the basis that human potential development is the most valuable resource of any society. Empirical research has been carried out to determine what expenditures and population opinion influence the formation of the human potential. The author’s definitione of “modernization of the human potential” has been suggested. The impact of income and expenditure of the household on the qualitative improvement of human potential was examined. It was established that education is the most important component of human development which provides wider choices for a person, shaping the quality of life. Implementing the method of facilitating as a basic tool of informal education was determined to be one of the directions of modernization of the educational system in Ukraine. It has been proved that overcoming negative effects in the employment sphere, improvement of the wage policy, and the development of social infrastructure are the priorities of sustainable development of within a region.

The article comes as a summary presenting one of the stages in the realisation of a project carried out at the Chair of Logistics at Gdańsk School of Banking (WSB Gdańsk) in the cooperation with Fachschule in Stralsund. The project concerns the use of multi-criteria decision models for assessing competitiveness of commercial sea ports based on their logistic potential. The project team, whose members have a lot of experience in the field of sea logistics gained during their long professional practice, has verified a preliminary concept representing a logistic model of a commercial sea port. The project team has also provided the analysis of the use of multi-criteria decision models for the assessment of the suggested model, in terms of the competitiveness of the analysed entities. The suggested model of the logistic potential of a commercial sea port is graphically interpreted and described with the use of a multi-criteria assessment sheet. It refers strictly to the factors which determine the macro-, micro-, and mezzo-economic levels of competitiveness presented by such an economic entity as a commercial sea port. The logistic potential of a commercial sea port is presented as a hierarchical set of criteria, sub-criteria and diagnostic features assessed at the level of the analysed installation, which is directly compared with other competitive installations. During the research and in the course of analyses, it has been decided that further assessment shall be performed with the use of the following method: the analytic hierarchy process of decision making. This method comes as an optimal instrument to provide mutual assessment of logistic potentials of the analysed entities which operate in particular sea areas. An adequate methodology has been also selected to comply with the suggested solution – it allows the authors to quantify the logistic potential of a commercial sea port in terms of its competitiveness.
