The paper presents a method of assessment of the long-term impact of migration on the development of population and labour force in 287 regions of Europe in 31 countries. The first stage of the study was to prepare population projections in several variants. An important issue was to address the problem of the availability and quality of data on international migration. The measurement of the impact of migration on total population and labour force was conducted by comparing the percentage changes in population and labour force obtained in various simulations. The impact on the age structure was examined by analyzing demographic and labour force dependency ratios. A method of comparing the impact of various components of population change: natural change and different categories of migration flows (extra-European migration, international migration within Europe and internal migration) was proposed. In the second part of the paper, selected results of the simulations, showing potential long-term consequences of the observed migration flows, were presented. Special attention was paid to the regional differences in the consequences.

The main aim of the article is to analyze the demographic situation of the Czech Republic and to present the prospects for Czech demography in the coming years. The text is divided into sections related to the most important components of the demographic situation - population size and factors that influenced it in the past (e.g. the baby boom phenomenon), live births, the structure of the aging society in the Czech Republic (there are more people aged 65+ than in the age group 0-14), deaths (caused largely by cancer and cardiovascular diseases). An important part of the analysis is the problem of external migration. The article was prepared on the basis of data from the Statistical Yearbook (Statisticka Rocenka Česke Republiký), published by Český Statistický Úřad (CSU). The text ends with conclusions and recommendations on demography. The author believes that the demographic problems of the Czech Republic are part of the overall demographic problems of the European Union, such as the low fertility rate (TFR), which is still far from the simple replacement of the generations. The result is an ageing European population, which will have a negative impact on the economy, social systems and external policies.

In this paper, a new mechanism for detecting population stagnation based on the analysis of the local improvement of the evaluation function and the infinite impulse response filter is proposed. The purpose of this mechanism is to improve the population stagnation detection capability for various optimization scenarios, and thus to improve multi-population-based algorithms (MPBAs) performance. In addition, various other approaches have been proposed to eliminate stagnation, including approaches aimed at both improving performance and reducing the complexity of the algorithms. The developed methods were tested, among the others, for various migration topologies and various MPBAs, including the MNIA algorithm, which allows the use of many different base algorithms and thus eliminates the need to select the population-based algorithm for a given simulation problem. The simulations were performed for typical benchmark functions and control problems. The obtained results confirm the validity of the developed method.

The main aim of the article was to review measures of the population ageing process. In the first part, traditional (conventional) measures of population ageing are presented (i.e. old-age rate, median age, ageing index, dependency ratios, potential support ratio, parent support ratio). These measures are based on chronological age and give a coherent picture of population ageing. However, they do not take into account changes in life expectancy. In other words, they are based on the assumption that a 65-year-old person in 2000 is considered to be just as old as a 65-year-old person in 1900. But the probability of surviving in these two years is different: the remaining life expectancy at age 65 was much higher in 2000 than in 1900. Therefore, the second part of the article presents the new (alternative) measures of population ageing, which are adjusted to life expectancy. In particular, it describes the following measures: proportion of the population in age groups that have a remaining life expectancy of 15 years or less (Prop. RLE15-), prospective median age, population average remaining years of life, and prospective old-age dependency ratio. In the last section, the results of a comparison between conventional and alternative measures are presented. The new measures indicate a slower pace of population ageing in the future than the traditional ones. Thus, the measures recommended for designing governmental programmes aimed at the elderly are the new measures, which take into account life expectancy.

The aim of research presented in the paper is to explore the comparison of Total Fertility Rates of Polish women in England and Wales, with the rates for Polish women who are residents in Poland. Population censuses in Poland and the United Kingdom in 2011 provide information for such comparisons and show higher fertility rates of Polish women abroad than in Poland. Two specific questions were investigated. The first one is the question of the number of children born in Poland. It was observed that the number estimated on the basis of census data was not consistent with birth records in the register. The second question concerns the number of the usually resident population in Poland. We provide quality assessment of 2011 population census in Poland, estimates of actual and usually resident population. Based on thorough evaluation, a correction of the population estimates is proposed (RAF). Due to non-response and data omissions, the idea of Small Domain Estimation is applied with two a priori age and sex distributions: from the Polish Census Survey and upon the UK census. Fertility in Poland is estimated with regard to usually resident population published on the Census Hub, our RAF estimates and LFS data. The estimates of women at reproductive age differ for over 495,000, what cause certain discrepancies in TFR. Additionally we analyse changes in timing of birth and provide tempo adjusted TFR. The paper shows consequences of population estimates for measuring fertility. It was found that depending on the population estimates TFR in Poland differs from 1.31 for actual population to 1.45 for RAF estimates and 1.63 for tempo-adjusted TFR. Via detailed empirical examination of the usually resident population estimates in Poland we show inconsistencies resulting from the flexibility in interpretation of definitions given by EU 1260/2013 and specific regulations of individual countries.

The article presents the demographic conversion factors that have been used for a hundred years in the research on Poland’s population of the second half of the 16th century. The forerunner of research in that sphere and the editor of basic sources was Adolf Pawiński; his proposal for the conversion factors was criticised by many researchers, among others Włodzimierz Czerkawski, Witold Kula, Irena Gieysztorowa. After a hundred-year discussion it may be said that «Źródła Dziejowe» and the method of computing urban populations used by Pawiński are not the recommended tools; similarly, demographic conversion factors for rural populations should be modified or specified.

Thomas Young (2001) argues that overconsumption and procreation are morally equivalent, and thus that anyone who disapproves of overconsumption must arrive at the same normative judgment concerning procreation (or procreation beyond a certain threshold). Young presents an analogical argument in support of his claim, and defends it against four varieties of objections intended to show that the analogy is weak or faulty. I argue that Young’s defense of his argument fails, and that though a stronger case can be made for his claim of moral equivalence between procreation and overconsumption, a full defense of the claim would unfortunately require a moral theory that we presently do not have (namely, Derek Parfit’s Theory X, the theory of beneficence that would tell us how many people there should be). This is unfortunate because in the absence of successful rational grounds for such a claim concerning the moral value (or disvalue) of procreation relative to resource consumption, we are likely to overlook or misjudge the moral and other costs of population growth.

The article presents the problem of lack of compliance with population registration requirements, in relation to the factual place of residence. This problem persists in Poland due to the reliance of official statistics on the data on current registrations, and also due to adoption of the legal, rather than factual definition of residence. To estimate the extent of this phenomenon for Mazovia voivodship, the data of the Social Insurance Institution (ZUS) are used, which enable a comparison of the addresses of permanent residence with the address for correspondence of the insured persons. Depending on the age group, the identified differences were quite high, especially for the most mobile ages (e.g. over 9% for people aged 27 years). Spatial concentration was also shown, especially with respect to underestimation of the true population of Warsaw and its suburban areas, and overestimation for peripheral regions. In many communes the problem of non-compliance with registration requirements concerns over 10% of the registered population. This limits the scope of demographic analyses, especially in the context of their practical applications and population projections

This research assesses population variability and heat bias prediction of Africa from 2019 to 2049. Heat bias data were generated from Elaboration of data by United Nations, Department of Economic and Social Affairs, Population Division and projected up to 2049 using the population mathematical model. With different population growth rates of African countries, the Continent recorded annual heat bias of 6.7 ºC in 2019, 6.7 ºC in 2029 and 6.8 ºC in 2039 as well as 6.9 ºC in 2049 with decadal growth rate of 0.1 ºC indicating that it has exceeded the 0.5-0.25 ºC standard comfort threshold. In Africa, the countries with highest heat bias are Nigeria (6.1 ºC), Ethiopia (5.9 ºC), Egypt (5.8 ºC) and Democratic Republic of Congo (5.8 ºC). Country with highest population density was Mayotte at 510 P/Km2 and 4.0 ºC heat bias, Mauritius was the second country with high population density of 626 P/Km2 and 4.5 ºC heat bias. Rwanda ranked third with population density of 519P/Km2 and 5.2 ºC heat bias; Comoros and Burundi had population density of 457 P/Km2 and 451 P/Km2 as well as heat bias of 4.3 ºC and 5.2 ºC respectively. Countries with very low population density were Western Sahara (2P/Km2 and 4.2 ºC heat bias), Namibia (3 P/Km2 and 4.7 ºC heat bias), Libya (5.0 ºC) and Botswana (4.7 ºC) both having population density of 4 P/Km2. Results show that heat bias in Africa does not differ across the decades. Also, the climatic characteristics operating on the land of Africa influence heat bias of the continent. Heat wave could result to death of people in Africa; therefor planners in Africa should implement environmental, health and land-use management strategies with immediate action in order to make Africa a heat bias free place to live.

In the twentieth century, changes in the population number of microstates were very diversified. It is possible, however, to observe similarities in population changes. On the basis of the following two criteria a typology of population changes was developed, i.e. the population growth rate and the variability coefficient of the population growth rate. Five types of population changes wei'e singled out: from countries with a very smali population growth and a smali variability coefficient to those characterised by very large values of both of the discussed criteria.
