Opis:
The Kuyavian-Pomeranian Voivodeship constitutes one of the smallest of the Polish voivodeships. It is composed of nineteen land districts and four city counties, including Bydgoszcz, Torun, Wloclawek and Grudziadz. According to the data provided by the Public Electoral Commission (PKW), in 2009 the Kuyavian-Pomeranian Voivodeship was inhabited by more than 2 million people, 1.65 million of whom had the right to vote. Despite the relatively small number of inhabitants, due to provisions of the act regulating the process of voting for the Members of the European Parliament, the voivodeship in question became a separate electoral district with the electoral commission located in Bydgoszcz. This decision was infl uenced mostly by members of the Democratic Left Alliance (SLD) representing this region in the Polish Parliament. This lobbing activity seemed benefi cial from the party’s perspective, since SLD has been gaining extraordinary support in the region. But for this lobbing, the voivodeship under consideration would have been included in one district together with the Pomeranian Voivodeship, where the majority of voters are prone to give their support to the right-wing and centre-wing parties.

Information and communication technologies play a vital role in the lives of individuals, social groups or society as such. This fact is related not only to new devices but also to a further- and further-reaching software offer. Nowadays, e-services are offered not only by commercial entities (eg. e-banking or electronic trade platforms) but also by central administration (eg. mDokumenty [personal documents available on electronic devices], Regionalny System Ostrzegania [Regional Warning System] or by self-governments (eg. the application BLISKO). Frequent use of these programmes requires providing data which, when improperly secured, may be taken advantage of by criminals. Users, both individual and institutional ones, should remain alert while availing themselves of information and communication technologies. That is why, diagnostic research with respect to estimating threats – also in the realm of internal security – resulting from technological development is so important. Underestimating dangers may result in risky behaviours. Negligence or simply not conducting this sort of explorations usually lead to misfired educational-informational actions or to the increase in the number of crimes. The present paper presents the results of the research conducted among the inhabitants of Kuyavian-Pomeranian voivodeship in the area of threats to internal security, with the threats being contingent upon the development of ICT.

Opis:
In the era of intense demographic changes that can be observed after Poland’s accession to the European Union, the modernisation of society is also noticeable in small Polish cities. The transformation process is clearly not as intensive in small cities as it is in the metropolitan areas where the population behaviour mostly corresponds to the second demographic transition. The analysis of the small cities of the Pomeranian Voivodeship that were selected for the purpose of this study shows that the demographic process in these administrative units becomes standardised. The main problem in this case is the rapid population ageing, as well as the increasing migration of young people which is primarily a result of the partial opening of the Western labour markets for citizens of the countries that joined the European Union in 2004.

Opis:
Monarchist ideas after the First World War were introduced to Polish political life by student circles. It took the first years of activity to crystallize the programme, which finally led to its revival and establishing contacts with well-known representatives of conservative circles. These activities resulted in the establishment of the Monarchist Organisation in Poznan in 1925, whose operations soon included the area of the Pomeranian Voivodeship, largely owing to its interim president, Józef Bolesław Robakowski, who came from that region. Considering the leadership and financial background of the new organization, its establishment and development should be connected with the landed gentry’s attempt to counteract the agricultural reform, which was adopted with the support of the National Democracy in summer 1925. The postulate of the restoration of the monarchy was based on the pre-war sense of order, which was very widespread, especially in Western Poland. The right-wing sympathies spread among the inhabitants of this region gave hope for the support of a movement that appealed to nationalism, Catholic faith and royal authority. The Pomeranian landed gentry was, however, divided in the assessment of this political movement, and some influential activists explicitly distanced themselves from such views. These views seemed to be detrimental to the common interests of landowners and owners of smaller farms, which had been developed in the region for years. After two years of activity, the Monarchist Organisation merged with the All-Estate Monarchist Organisation, the Pomeranian leaders of the royalist movement joined the conservatives who had already been supporting the political movement of ‘Sanation’. The Monarchist Organisation turned out to be an anachronistic group and did not gain much public support. Nor did it find unequivocal approval among the Pomeranian landed gentry which had been subjected to social modernization for a long time. With a more pragmatic approach, the organization was able to effectively pursue its political goals in the following years.

Opis:
The European Commission put a growing emphasis on the territorial and integrated approach to policy support addressed in the frame of regional policy. In a special way this process refers to cities along with their functional environment. In Poland the National Spatial Development Concept 2030 has introduced the concept of functional areas, among others – Functional Urban Areas (FUAs). There is also a new tool – Integrated Territorial Investment (ITI) – for FUAs in the EU programming perspective of 2014-2020. The scope of the article includes FUAs of regional and sub-regional centers in Pomeranian Voivodeship. The objectives of this paper are: to identify the diversity of projects planned for FUAs; to identify factors that integrate the projects mentioned above. The following main methods have been applied: analysis of documents; typology of projects proposed for implementation concerning their subject and integrating factors. Territorial agreements basing on regional operational program were a formula of development planning in the researched FUAs, more liberal than the formula of ITI. In 95% projects integrating factors can be identified (as hypothesis) and classified. The projects relate to many fields, the most to energy efficiency, health and transport.

Opis:
In January and February 1920 the Polish Army and civil administration annexed the greater part of the Vistula Pomerania to the Republic of Poland, which had been granted to it by the decision of the Paris Peace Conference of 28 June 1919. The centenary of the return of Pomerania to Poland, celebrated in 2020, becomes an impulse for the reflections on the events that took place during the first year that Pomerania belonged to Poland, and their significance for the integration of this region and its society into the Republic of Poland. With a review of historical research and analysis of published and archival sources as a starting point, the article provides a comprehensive account of the problems related to the incorporation of Pomerania into the Polish statehood in 1920, which affected the Polish, Kashubian and German populations in different ways. They were mainly associated with the frail Polish administration established from scratch, the lawlessness brought about by undisciplined military units stationed in Pomerania, as well as the policy of the state authorities aimed at the economic unification of this region with Poland. These phenomena were accompanied by changes in nationality structure and economic ownership, which resulted from the departure of the majority of German population to the Reich, and the war with Soviet Russia. The negative experiences during the first year of unification with Poland were largely unavoidable. However, their long-term consequences, the most serious of which was an increase in the sense of separate and distinctive regional identity among the inhabitants of Pomerania, had an inhibiting effect on the process of integrating Pomerania into the Republic of Poland during the interwar period.
