In December 1927, at the Polish-Lithuanian meeting in Geneva the state of war between the two countries was lifted. As a consequence of this meeting, both sides decided to take the necessary measures to establish bilateral relations in the future. The Polish government counted on constructive dialogue, which allowed to sign the agreement on launching the railway transport, postal and telegraph service, transit and local border traffic. The Lithuanian side did not recognize the need to establish the direct relations, and the note of losing Vilnius by Lithuania in 1920 was heard in the comments of Lithuanian diplomats. The Polish-Lithuanian negotiations started on 30 March 1928 in Konigsberg. Their pace aroused keen interest among the diplomatic missions and was extensively commented in the Polish and Lithuanian press. The Polish side greeted the beginning of the negotiations with great hope, counting on normalizing the mutual relations. However, with time it became obvious for the Polish delegation that reaching the agreement suggested by Poland would be impossible because of the unrelenting stance of Lithuanians. Signing an agreement on the local border traffic was the only result of the negotiations.

This article discusses the armed Polish-Lithuanian conflict during 1919–23. It flared in May 1919 when the first open clash between Lithuanian and Polish troops took place. It gradually escalated into an undeclared war and lasted until late November 1920 when, in Kaunas, both sides agreed to stop fighting along the neutral zone established by the League of Nations. However, there was no final peace agreement signed, only a truce, and low-scale paramilitary violence continued unabated in the neutral zone until as late as May 1923. The author argues that the conflict involved various paramilitary formations which terrorised the civilians in the disputed borderland. For the Lithuanian government, the war against Poland provided an opportunity for total mobilization of the Lithuanian society. The fact that, during the entire interwar period, the conflict remained open-ended, ensured that the paramilitary structures and military laws that emerged during it would remain in place for much longer.

The article presents the hitherto unknown correspondence of the inspector of the general assembly of missionaries Piotr Hiacynt (Jacek) Śliwicki to the papal nuncio in the Polish-Lithuanian Commonwealth – Alberic Archinto, which is now preserved in the Vatican Archive. It includes three letters – two letters of 1754 and one of 1757, which are the evidence of the cooperation between the Church dignitaries. In the first letter Śliwicki referred to the conflict concerning the tithe, which lasted in the Polish-Lithuanian Commonwealth in the years 1752–1753. In both letters of 1754 he described to the papal nuncio the situation at the court of the bishop of Poznań Teodor Kazimierz Czartoryski, who was surrounded by Lutherans. In the letter of 1757 Śliwicki characterized the situation of Lazarists in Krasław, requesting some support (including financial help) from the Pope. The article was complemented by the source edition of the above-mentioned correspondence in the original language – French.

Opis:
The article examines the role of Lithuania in the struggle for the Eastern European region during the Soviet-Polish War of 1919–1920. The author shows that from the very beginning, from the first days of January 1919 and later until the autumn of 1920, the military conflict in the space between Warsaw, Kaunas and Minsk was trilateral, as Lithuania actively participated in it (not counting the participation of other forces north and south of the specified region). In 1919, Lithuanian troops acted against the Reds in a de facto alliance with the Poles. Soviet Russia pretended that it was not waging war with Poland and Lithuania, hiding behind formally independent Soviet Lithuania and Belarus, which in February 1919 were united into a single republic, abbreviated as Litbel; it was supposed to play the role of a “buffer” between Russia and Poland. The existence of Litbel excluded the recognition of a separate Lithuania by Soviet Russia. The Soviet-Polish-Lithuanian conflict developed in a territory where the formation of modern nations was far from complete, the borders were still plastic and ethnic interstices prevailed. There was a struggle of incompatible projects on this territory. The Soviet Federation opposed the federation project centered on Warsaw. But even in Poland, the desire to create a state with a Polish majority and non-Polish minorities without any federation or national autonomies was influential. The Lithuanian leadership in Kaunas sought to implement a similar project. At the same time, there was an irreconcilable contradiction between the national Polish and Lithuanian projects – the question of Vilna (Vilnius). The disappearance of the Soviet-Lithuanian front in January 1920 opened the possibility for the conclusion of the Soviet-Lithuanian peace. But its specific parameters depended on the course of the Soviet-Polish war. Under the conditions of the Red Army’s offensive on Vilna (Vilnius), the Lithuanian side agreed to sign peace on July 12, 1920, which was advantageous from a territorial point of view and actually turned Lithuania into a military ally of Soviet Russia. As a result of the defeat of the Red Army near Warsaw, Lithuania could not hold Vilnius, which, due to the position of the Entente, required a complex solution with the formation of a “Central Lithuania” joining Poland. But the Soviet side continued to support Lithuania’s claims to Vilnius, which determined the relatively warm Soviet-Lithuanian relations in the interwar period.
