Opis:
The Polish version of the article was published in Roczniki Humanistyczne 56 (2008), issue 2. This article is an attempt at systematizing the body of inscriptions that accompanied the heraldic and iconographic inscriptions on Polish military flags and standards in the course of past centuries. It presents the suggestion of dividing them into four groups. The first comprises property inscriptions, giving information about who the flag belonged to, who its owner was or who used it. In the second group are inscriptions called ‘funding’ ones; they contain data referring to the funders or makers of those objects. Commemorative inscriptions were included in group three; they commemorated important events connected with the history of the unit or with its tradition. The fourth group consists of inscriptions in the form of sentences, mottos or apostrophes, usually having a lofty and solemn character. In practice, inscriptions belonging to different groups often appear side by side on the same flag. Usually they contain important information and ideological content.

In this article, we analyze the relations between modern trends in accounting and the decisionmaking process based on the classic profit-opportunity-cost-risk construction. In this aspect, four main types of accounting practices may be distinguished: bookkeeping (classic accounting), accounting engineering, creative accounting, and praxeological accounting. This study complements the author’s series of publications on accounting engineering (which is herein defined as a concept), the structure of economic auxiliary sciences, and causal relations in management practice and theory based on Bertalanffy’s general systems theory. The article covers accounting systems which emerged as a result of combining IAS solutions with domestic accounting standards and balance laws, and relates primarily to accounting theory and practice in Poland. Nevertheless, the Polish system is rooted in accounting solutions previously used in other countries, and as such may be perceived as more utilitarian, also on an international scale.

Zwłaszcza dotyczy to zagadnień standaryzacji ostatecznej postaci produktu jaki stanowi dokumentacja inwentaryzacyjna obiektu w powiązaniu z obowiązującymi w Unii Europejskiej znowelizowanymi normami technicznymi opartymi o wdrożone normy serii ISO. Referat sygnalizuje wszystkie te aspekty w kontekście zaproponowanej metodyki w podejściu do rozwiązania zaistniałego problemu.
The wide application of laser scanning for inventory purposes (housing, architecture) has convinced all the interested parties that the existing regulations, as specified in obligatory technical instructions, should be verified. This is particularly relevant to issues related to standardization of the final product, i.e., the inventory documentation of a site, combined with modified technical standards, based on the implemented ISO series, obligatory in the European Union. The paper discusses all those aspects in the context of the proposed methodology developed to solve the existing problems.

Zgodnie z obowiązującymi w Polsce przepisami prawa pracodawca zobowiązany jest zapewnić pracownikowi bezpieczne warunki pracy. W przypadku narażenia pracownika na szkodliwe oddziaływanie środowiska zimnego, pracodawca musi zapewnić mu odpowiednio dobraną ciepłochronną odzież, spełniającą wymagania zapisów normy PN-EN 342:2018-01. Z uwagi na istotne zmiany, jakie zostały wprowadzone w nowym wydaniu wymienionego dokumentu, w szczególności w aspekcie metodyki badań izolacyjności cieplnej z wykorzystaniem manekina termicznego, w artykule zamieszczono informacje nt. różnic pomiędzy wydaniami normy PN-EN 342 z 2006 r. oraz 2018 r. Wyjaśniono również pojęcia związane z oceną skuteczności ochrony odzieży przed zimnem.
In accordance with the Polish law, employers are expected to provide employees with safe working conditions. In case of the possible exposure of the employees to the harmful influence of the cold environment, the employer has to provide them with properly selected protective clothing against cold, and in this instance "properly" equals meeting the requirements of PN-EN 342:2018-01. Due to significant changes that were introduced in the new edition of the above-mentioned document, in particular in relation to methodology of testing of thermal insulation with a use of a thermal manikin, the following publication contains Information about the differences between the editions of the PN-EN 342 standard from 2006 and 2018. The concepts related to the assessment of the performance of clothing protecting against cold were also explained.

Fund from the update of the evaluation, peculiar category of own capital, reflecting effects of the update of the evaluation of fixed assets and assess of investments ranked among long-lasting active members. To this capital he/she refers ensuing as a result of the update of the evaluation difference of net value of fixed assets it cannot be destined for the division, until means which the up date of value created this capital, enterprises are in an instruction. In the case of selling or the liquidation of fixed assets previously brought up to date it is subject to reducing the evaluation of these means from the update by the difference. This difference influences spare or different capital about similar character. Also copies are reducing this capital on account of permanent loss value of long-lasting funds for the effect of the cha nge of the technology of the production, as signing to the liquidation or withdrawing from the use, if value of these means previously was brought up to date. Effects are in creasing this fund assess of investments ranked among long-lasting active members, causing the increase in their value to the level of market prices. He is surrendering to however reducing investment as a result of lowering value to the rate of the amount of the previous platform, if amount of the difference around assess till the day of the evaluation wasn't accounted. With capital from the update of the evaluation also a surplus is being asked to account for the title assess value of sold investment, if effects of it assess influenced this capital. From the update of the evaluation as one of kinds of capital and so capital constitutes the essential element revealing the financial reporting in Polish and international standards to the bookkeeping as well as the state by the element.

Polish and international applicable regulations PN (Polish Standard) and ISO have been presented in the article, which are used in vibroacoustic diagnostics of rotary machines such as: steam turbines, rotary pumps, fans, rotary electrical drives, power generators with the capacity over 50MW. The most import ant standards dealing with the issues of dynamic states of rotary machines have been presented in four groups assuming the level of connection with the problem as a criterion: basic, auxiliary and loosely connected Polish standards, as well as international standards. The texts of two selected standards have been discussed: PN-ISO 10816-1:1998 and PN-ISO 7919-1:2001, dealing with measurements of vibration signal of rotary machines operating on non-rotating parts, as well as on rotary shafts. Significant changes and benefits of applying the standards dealing with vibrations and mechanical shocks of rotary machines in the process of current use, maintenance, diagnostics and protection of human health and the environment, have been indicated.
W artykule przedstawiono polskie i międzynarodowe regulacje normatywne PN i ISO wykorzystywane diagnostyce wibroakustycznej maszyn wirujących, takich jak: turbiny parowe, pompy wirowe, wentylatory, wirnikowe napędy elektryczne, generatory o mocy przekraczającej 50MW.Najważniejsze normy zajmujące się tematyką analizy stanów dynamicznych maszyn wirnikowych ujęto w podziale na cztery grupy, przyjmując jako kryterium stopień powiązania z zagadnieniem: polskie normy podstawowe, pomocnicze i luźno związane oraz standardy międzynarodowe. Opisano zawartość dwóch wybranych norm: PN-ISO 10816-1:1998 i PN-ISO 7919-1:2001traktujących o pomiarach sygnału drganiowego maszyn wirnikowych prowadzonych na częściach nie wirujących oraz na wałach wirujących. Wskazano istotne zmiany i korzyści płynące z wykorzystania norm zajmujących się drganiami i wstrząsami mechanicznymi maszyn wirujących w procesie bieżącej eksploatacji, konserwacji, diagnostyki oraz ochrony zdrowia człowieka i środowiska.

In the European legal culture evolved into a model of justice. Th is model refl ects a legal tradition derived from Roman law and Canon law. It was based on the so-called principles, which include: openness of procedures, impartiality, discretion, professionalism and openness of procedures and the same proceedings. Th ereby, it aspire to objectifi cation procedural steps, while judges detach from judgments or decisions. Th ese standards have been saved in a number of acts of international law and in the constitutions of the various states, including the Constitution of Polish Republic. Modern judicial system provides advanced and equal access for all people not only to courts and tribunals but also to a just and public assessment of the case by a proper, independent and impartial court. In other words, it is one of the most fundamental human rights.
W europejskiej kulturze prawnej wykształcił się pewien model wymiaru sprawiedliwości. Jest on odzwierciedleniem tradycji prawnej, wyrosłej na gruncie prawa rzymskiego i prawa kanonicznego. Został oparty na tak zwanych zasadach, do których zalicza się: jawność postepowania, bezstronność, dyskrecja, profesjonalizm oraz jawność procedur i samych postępowań. Przestrzeganie tych zasad ma na celu dążność do obiektywizacji czynności procesowych i oderwanie sędziów od subiektywnych ocen czy decyzji. Standardy te zostały zapisane w wielu aktach prawa międzynarodowego, a także w konstytucjach poszczególnych państw, w tym w Konstytucji RP. Nowoczesny wymiar sprawiedliwości zapewnia na wyższym poziomie równy dostęp wszystkich ludzi do sądów i trybunałów oraz do sprawiedliwego i publicznego rozpatrzenia sprawy przez właściwy, niezależny i bezstronny sąd. Jest to jednocześnie jedno z najbardziej fundamentalnych praw człowieka.

The aim of this article is to discern the crux of SME sector social responsibility in developing countries. An attempt is made to identify, empirically, the ethical standards subscribed to by small firms in Poland and to compare them with the standards of small firms in the UK. The methodology of empirical analysis of the ethical standards of Polish entrepreneurs running small businesses was modelled on Laura Spence’s research on the priorities, practices and ethics of small firms in the UK (Spence 2000). This analysis has revealed certain similarities and significant differences in the way CSR is perceived by Polish and British entrepreneurs. British entrepreneurs manifest a higher degree of awareness with regard to the issue of social responsibility and are more strongly motivated by their external environment to take up social responsibility issues than Polish ones.

The purpose of the article is to assess the security of Polish listed banks and the entire banking sector in terms of their liquidity. This article characterizes the liquidity of the Polish banking sector and Polish listed banks in the years 2009–2019. Methodology. The analysis was based on post-crisis LCR and NSFR liquidity ratios. The calculations used the financial data provided by the Bank Focus database, the Polish Financial Supervision Authority and consolidated financial statements of Polish listed banks. To achieve the set objective were used methods of comparing documents and legal acts (especially in the part of the article concerning the characteristics of the international standards of liquidity) and the methods of descriptive statistics (in the empirical part of the article). Results of the research. The above analysis is the basis for the verification of the hypothesis that international liquidity standards increase the level of security of Polish listed banks and the entire banking sector.

Purpose: The aim of this article is to assess the scale of differences between IFRS 15 and Polish GAAP in terms of revenue recognition. Methodology/approach: The methods used include studies of professional articles and legal acts, including the Polish Accounting Act, Polish Accounting Standards and relevant IAS/IFRS. Findings: The research has proven that Polish regulations can be categorised into two seg-ments. The first segment is KSR 15, which, compared to IFRS 15, contains very similar regulations regarding the general criteria for revenue recognition, including time point and measurement basis. The second segment comprises the Polish Accounting Act and KSR 3, which are based on international standards which are already superseded – IAS 11 and IAS 18, which dealt with revenue recognition over time. Practical implications: The article points out the differences between Polish and interna-tional regulation in terms of revenue recognition, which may play an important role for entities changing the basis for preparing their financial statements from Polish GAAP to IFRS. Originality: The article is the first attempt to compare the scale of similarities between the two sets of regulations in terms of revenue measurement and recognition

This paper analyses the population censuses on the Polish area, particularly, the subject of censuses and their thematic scope. the study refers to the censuses in the 19th and 20th centuries (the study closes with the 1988 census). The paper consists of three parts. The first one presents the origins of censuses and the first censuses conducted in Europe in the 18th century. This part also shows the efforts of international statistical institutions to normalise and standardise national censuses. It allowed for building international standards to make national censuses comparable. The second part shows censuses in the 19th century, and the third part discusses censuses in the 20th century. A fundamental feature of the censuses is a set of questions common to demographic and social issues. This makes it possible to carry out comparative analysis in different regional cross-sections on a secular basis. It should also be provided that census categories are not always comparable, hence various conversions and estimates are necessary. The universality of the censuses have made them a huge organizational challenge each time. The greatest effort was borne by the statistical institutions responsible, not only for conducting the censuses, but also during the compilation and publication of the data.

W niniejszym artykule zaprezentowano analizę przepisów prawa dotyczących opisu przedmiotu zamówienia poprzez odniesienie do znaków towarowych, patentów, norm, specyfikacji oraz pokazano problemy, jakie mogą się pojawić podczas stosowania tych przepisów w praktyce. Autor wskazuje, iż przedmiotu zamówienia nie można opisywać przez wskazanie znaków towarowych, patentów lub pochodzenia, źródła lub szczególnego procesu, który charakteryzuje produkty lub usługi dostarczane przez konkretnego wykonawcę, jeżeli mogłoby to doprowadzić do uprzywilejowania lub wyeliminowania niektórych wykonawców lub produktów, chyba że jest to uzasadnione specyfiką przedmiotu zamówienia i zamawiający nie może opisać przedmiotu zamówienia za pomocą dostatecznie dokładnych określeń, a wskazaniu takiemu towarzyszą wyrazy „lub równoważny”. Konstruowanie opisu przedmiotu zamówienia za pomocą norm, aprobat i specyfikacji technicznych musi uwzględnić okoliczności związane z udzielaniem danego zamówienia na rynku zarówno polskim, jak i wspólnotowym. Podkreślenia wymaga fakt, iż jeśli zamawiający ma możliwość opisania przedmiotu zamówienia bez konieczności posłużenia się nazwami własnymi, to powinien tak postąpić. Jeśli zaś Zamawiający decyduje się na dokonanie opisu poprzez odniesienie się do znaków towarowych, patentów, norm i specyfikacji, powinien to zrobić umiejętnie, znając zasady i granice odpowiedzialności w tym zakresie.
This article presents an analysis of the legal regulations concerning the description of the subject-matter of the contract by reference to trade marks, patents, standards, specifications and the problems that may arise while applying those regulations in practice. The author states that the subject matter of the contract can not be described by the indication of the trade mark, patent or origin, source or particular process that characterizes the products or services provided by the particular contractor, if this leads to the privilege or elimination of certain contractors or products, justified by the specific nature of the object of the contract and the contracting authority can not describe the object of the contract with sufficiently precise terms, the indication is accompanied by the words "or equivalent." The structuring of the description of the subject of the contract by means of standards, approvals and technical specifications must take into account circumstances related to the award of the relevant contract on the Polish and Community market. The emphasis is on the fact that if the contracting party has the ability to describe the subject of the contract without the need to use own names, then it should do so. If the contracting party chooses to do so by referring to trademarks, patents, standards and specifications, it should be done knowingly( with accurate precision)  and with knowledge of the rules and limits of liability in this regard.

Niniejszy artykuł skupia się na percepcji form trybu rozkazującego u rodzimych użytkowników języka polskiego i niderlandzkiego w spontanicznych konwersacjach i podsumowuje wyniki pilotażowego badania standardów grzecznościowych w Polsce i Holandii. Z uwagi na fakt, że użycie trybu rozkazującego w obu językach różni się pod względem ilościowym i jakościowym, można przyjąć, że również i percepcja tego rodzaju form może się różnić u użytkowników obu języków. Za pomocą ankiety, polegającej m.in. na ocenie wybranych wypowiedzi pod względem grzeczności, podjęto próbę zbadania, za jak uprzejme respondenci uważają formy trybu rozkazującego oraz jak na ich ocenę wpływa kontekst wypowiedzi.   Het doel van deze bijdrage is een antwoord te vinden op de vraag of intransitieve werkwoorden met voorzetselvoorwerpen gepassiveerd kunnen worden. Om dit antwoord te kunnen geven, wordt eerst het voorzetselvoorwerp gepresenteerd en een korte beschrijving van het Nederlandse passief gegeven.
Het doel van deze bijdrage is een antwoord te vinden op de vraag of intransitieve werkwoorden met voorzetselvoorwerpen gepassiveerd kunnen worden. Om dit antwoord te kunnen geven, wordt eerst het voorzetselvoorwerp gepresenteerd en een korte beschrijving van het Nederlandse passief gegeven.
This contribution focuses on the perception of the imperative forms in spontaneous informal conversations among native speakers of Polish and Dutch, and reports on a pilot survey of standards of politeness. Since imperatives in Polish and Dutch are used qualitatively and quantitatively in a different way, we can assume that their perception is also different for native speakers of both languages. Using a survey consisting of, among other things, an assessment task, an attempt was made to investigate how polite the respondents think the imperative forms are, and how their assessment is influenced by the context of the utterance.

In the way of changes, the global e-learning system including Polish e-learning systems throught the process of development has reached a level on which its usefulness to support the educational and cognitive human activity ceases to be questioned. The phenomenon of distance education based on the global computer network is manifested, among others, in an outstanding ability of e-learning for quick assimilation of innovation in information technology. The purpose of the article was to examine the connections between technology already present on the market and authoring tools capabilities available for instructional designers. In accordance with this intention, the authors of the article compared instruments and standards of the e-learning courses used on the Polish market several years ago and presently. The authors relied on their own experience in designing courses. They have undertaken a review of the available materials and studies in this field. There was a significant transformation in the field of e-learning courses development. The consequences of a big boom in mobile devices and the popularity of computer games were pointed out. The attention was also paid to the limitations concerning the use of certain forms of e-learning.

The article deals with the development of students’ information proficiency in the Polish Republic and Ukraine. The article is devoted to the implications brought into the process of teachers training by the impact of key competencies and information technologies. Special attention is paid to information proficiency and future teachers’ skills that are the most important for their training and perspective career. Monitoring of future teachers’ information proficiency forming at Polish establishments of higher education has been carried out which resulted in developing methodology recommendations for raising the level of the students’ information pro ciency at Ukrainian pedagogical higher educational establishments. Level of scienti fic development of the issue of future teachers’ information pro ciency forming has been described. Competence approach to training teachers for information society has been paid attention to. Peculiarities and structure of future teachers’ information pro ciency have been characterized. Standards and criteria of Polish teachers have been systematized, contents of future teachers’ information proficiency forming at Polish establishments of higher education have been analysed; projects and programmes as means for future teachers’ information proficiency forming have been characterized.

Głównym celem tego opracowania jest zainicjowanie dyskusji nad kształtem systemu oceny jakości w Polsce. Obecne rozwiązania w obszarze szkolnictwa wyższego dotyczące oceny jakości kształcenia budowane są bowiem bez strategicznej, tzn. długookresowej wizji. Konieczne tym samym staje się udzielenie odpowiedzi na nastepujące pytania: 1) Jaki ma być profil działalności PKA? Czy ma to być urząd kontrolujący uczelnie, czy też ekspercka jednostka doskonaląca procesy kształcenia na uczelniach? 2) Czy w momencie przejścia PKA na poziom jednostki eksperckiej nie powstanie niebezpieczna luka w systemie kontroli uczelni, co spowoduje zwiększenie liczby uczelni „sprzedających dyplomy”? 3) Kto w naszym systemie szkolnictwa wyższego powinien zająć się kontrolą, a kto zarządzaniem jakością? Warto także rozważyć pomysł stworzenia jednostki, która profesjonalnie zajmowałaby się kontrolą w szkolnictwie wyższym – analogicznej do Komisji Nadzoru Finansowego czy Urzędu Ochrony Konkurencji i Konsumentów. W artykule zostały wykorzystane etnograficzne badania własne. Uwzględniono w nim stan prawny z dnia 1 listopada 2016 r.
The main objective of this paper is to initiate a discussion on the system of quality evaluation of HEIs (Higher Education Institutions) in Poland. The author of this article points out that the current solutions applied within the field of Polish higher education concerning the assessment of the quality of HEIs are built without a reference to a strategic (long-term) vision. So it seems necessary to answer the following questions: 1) What is the profile of PKA (Polish Accreditation Committee)? Should it be the office controlling the HEIs? Or an expert unit enhancing the process of teaching at universities? 2) If PKA would became an expert unit, would it become a dangerous gap in the control system of HEIs that will increase the number of “diploma mills”? 3) Who within the Polish higher education system should take care for the control and quality assessment? The author presents the idea of creation of an unit that would deal professionally with the quality control in higher education - similar to the Financial Supervision Commission or the Office of Competition and Consumer Protection. The article uses ethnographic research conducted by the author. This article has been written with reference to the legal status of November 1st, 2016.

The nuclear power plant site was determined following the formal analysis of the Polish economy and energy supply, with respect to societal reality. Beforehand, comprehensive studies were carried out covering essential geological factors and terrain circumstances. Every country undertakes sovereign decisions regarding nuclear power plants, based on legitimate regulations. In practice, guidance regarding general requirements, technical solutions and safety measures are derivative from experiences in other countries published by the International Atomic Energy Agency (IAEA) and the US Nuclear Regulatory Commission. The paper presents interrelations between the international guidelines and the Polish legal instructions.

The mainstream theoretical and empirical research presented in the study is a comparative analysis of comprehensive income reporting by groups listed in the Polish and German capital markets. The theoretical part of the article is dedicated to a scientific discussion on the determinants of the capital market and corporate governance in continental Europe and the so‑called ‘new governance’, related to the convergence of financial reporting standards, including IFRSs, that oblige groups of entities to prepare consolidated statements of comprehensive income. It also assesses the relevance of comprehensive income to capital market players. The empirical part contains the results of comparative research on the format and structure of consolidated statements and the nomenclature of their components, as well as the findings from studies of the value relevance of comprehensive income for the WIG30 and DAX groups in 2009–2019.
Wiodącym nurtem badań teoretyczno‑empirycznych zaprezentowanych w opracowaniu stanowi porównawcza analiza raportowania wyników całkowitych grup kapitałowych notowanych na polskim i niemieckim rynku kapitałowym. Część teoretyczną artykułu poświęcono dyskusji naukowej wokół uwarunkowań rynku kapitałowego i nadzoru korporacyjnego w Europie kontynentalnej oraz tzw. „nowego ładu korporacyjnego” związanego z konwergencją standardów sprawozdawczości finansowej, w tym MSSF, które obligują grupy kapitałowe do sporządzania skonsolidowanego sprawozdania z wyniku całkowitego. Dokonano również oceny znaczenia wyniku całkowitego dla podmiotów rynku kapitałowego. W części empirycznej znajdują się wyniki komparatywnych badań nad formą i strukturą skonsolidowanego sprawozdania z wyniku całkowitego oraz nomenklaturą jego komponentów, a także badań wpływu wyniku całkowitego na wartość rynkową grup kapitałowych z indeksu WIG30 oraz DAX w latach 2009–2019.

There is a strong global tendency to codify ethical norms concerning various professions. Creating ethical codes aims at counteracting breaching moral boundaries. At times norms of journalistic professional ethics are not written into separate codes, but are an integral part of statutes or press offi ce rules. There have been attempts of creating international ethical codes, with a global or regional dimension. The system of European journalistic ethical standards was established during European conferences of ministers dedicated to policies on means of social communication. Ethical standards were also shaped by the Parliamentary Assembly of the Council of Europe. Particularly important is resolution 1003 of the Assembly. An attempt at defi ning journalistic ethical standards was also made in the legal fi elds of the European Union. It is worth noting that journalistic ethical codes indicate a lack of sense of security and are forms of defense from growing reluctance on the part of receivers. The hidden agenda of their existence is self-promotion of the industry. Polish ethical codes strike us as general and lacking precision.
Na świecie istnieje silna tendencja do kodyfi kowania norm etycznych dotyczących różnych zawodów. Tworzenie kodeksów etycznych ma przeciwdziałać przekraczaniu granic moralnych. Niekiedy normy dziennikarskiej etyki zawodowej nie są wpisywane do odrębnych zbiorów, lecz stanowią integralną część statutów bądź regulaminów redakcji. Podjęto próby formułowania kodeksów etycznych o charakterze międzynarodowym, przy czym mają one wymiar albo globalny, albo regionalny. System europejskich standardów etyki dziennikarskiej był wypracowywany na europejskich konferencjach ministerialnych poświęconych polityce wobec środków społecznego przekazu. Standardy etyczne kreowało także Zgromadzenie Parlamentarne Rady Europy. Istotna wydaje się zwłaszcza rezolucja 1003 tegoż Zgromadzenia. Próbę określenia standardów etyki dziennikarskiej podejmowano także w obszarze prawnym Unii Europejskiej. Wypada jednak skonstatować, że kodeksy etyki dziennikarskiej świadczą o braku poczucia bezpieczeństwa i są formą obrony przed narastającymi falami niechęci ze strony odbiorców. Ukrytym celem ich istnienia jest autopromocja środowiska. Polskie kodeksy etyki dziennikarskiej rażą swoją ogólnikowością i brakiem precyzji.

Purpose: The goals of the paper was a comparative analysis of educational systems as well as educational standards and funding in Poland and the United States. This was done for the purpose of identifying the best practices in both systems. Design/methodology approach: Two educational systems, Hazleton (PA-USA) and Rybnik (Poland) were analyzed from the perspective of the structure of education, educational standards and funding. The sources of information included, but not limited to the Polish Ministry of Education, Hazleton Area School District, Pennsylvania Department of Education and the United States Department of Education. Findings: The educational systems in Poland and the United States have more similarities than differences. The subjects being taught as well as the educational standards are similar. The educational system is more uniform throughout Poland because it is centrally administered by the Ministry of Education. The Performance scores of students are slightly higher in Poland. This is true in Mathematics, Reading and Science. The educational system in the United States is neither uniform throughout the country nor throughout the state of Pennsylvania. It may also vary from one school district to another school district. Research Limitations: The research limitation was the comparison of one school district Hazleton, PA (USA) with the school district in Rybnik (Poland). No competency testing was done by the authors in either of the school districts. Student competency comparison was done by using the standardized testing data obtained from the Ministry of Education (Poland) and the Department of Education (Pennsylvania). Practical Implications: A comparative analysis of the educational systems in Poland and the United States may allow for identifying the best and most effective practices which could be implemented in both countries. Social Implications: The educational system in the United States allows for dual enrollment (high school and university at the same time). Piloting a similar model in Poland would have significant social implications. Originality/value: Identifying the best and most effective educational practices in Poland and the United States is critical for planning improvements and developing a best practices model.

Istniejący od 1936 r. Polski Rejestr Statków jest instytucją kwalifikacyjną, która działając jako podmiot prawa prywatnego (spółka akcyjna), realizuje cele o charakterze publicznym zorientowane przede wszystkim na zagwarantowanie bezpieczeństwa na morzu, wykonując także określone zadania w odniesieniu do systemu żeglugi śródlądowej. Jedną z najbardziej charakterystycznych cech jego funkcjonowania jest zatem fakt, że z jednej strony, może on prowadzić „klasyczną” działalność klasyfikacyjną, wykonywaną na ogół na podstawie umowy zawartej z na przykład właścicielem statku, z drugiej jednakże, działając w niezmienionej formie organizacyjnoprawnej, wypełnia zadania administracji morskiej. Celem niniejszego opracowania jest zatem próba szczegółowej charakterystyki PRS, który będąc spółką akcyjną, stanowi element struktury administracji publicznej i kwalifikowany jest jako tzw. nietypowy podmiot administrujący.
Polski Rejestr Statków Spółka Akcyjna (the Polish Shipping Register, founded 1936), is a classifying institution which operates as a joint stock company on the grounds of private law, pursuing public objectives focused primarily on ensuring safety at sea, but also performing specific tasks for Poland’s inland navigation system. Hence one of the most characteristic features of its operations is that it may carry out “classic” classification activities generally carried out on the grounds of a contract concluded with entities such as a ship owner; but it may also perform maritime administrative tasks, acting in the same organising and legal capacity. Te aim of this study is to attempt to give a detailed description of the Polish Shipping Register, which is a joint stock company but also part of the Polish public administrative structure, which makes it an untypical administrative entity.

Opis:
Niniejsza publikacja jest próbą ustalenia zakresu ochronnego nauczycieli akademickich w kontekście problemu wielokrotnego zawierania umów na czas określony i częściowego wyłączenia przez ustawę o szkolnictwie wyższym zastosowania art. 25(1) Kodeksu pracy do umów o pracę na czas określony tej grypy pracowników. Autorka nie zamierza powielać obszernej literatury w tym zakresie zaprezentowanej przez doktrynę prawa pracy. W tym opracowywaniu broni tezy, zgodnie z którą stosunek pracy nauczyciela akademickiego powinien zostać poddany szerszemu oddziaływaniu przepisów ochronnych Kodeksu pracy, w tym także funkcji ochronnej prawa pracy, w sytuacji kiedy nie ma normatywnych przeszkód do rozszerzenia takiego oddziaływania.
This paper attempts to determine the scope of protection of academic teachers in the context of repeated concluding fixed-term contracts and the partial exclusion by the Act on higher education of the application of Art. 25(1) of the KP to employment contracts of this group of employees. The author does not intend to duplicate the extensive literature in this area presented by labor law doctrine. In this publication, the author defends the thesis that the employment relationship of an academic teacher should be subject to a broader impact of the protective provisions of the Labor Code, including the protective function of labor law, in a situation where there are no normative obstacles to extending such impact.

Opis:
Niniejszy artykuł zawiera przegląd niektórych praw językowych mniejszości narodowych na Litwie oraz omówienie sytuacji faktycznej mniejszości polskiej w tej mierze. Analizie zostały w nim poddane prawa szczególnie istotne z punktu widzenia zachowania tożsamości przedstawicieli mniejszości: prawo do używania języka mniejszości przed organami instytucji samorządowych, w życiu publicznym, w procesie wyborczym, prawo do umieszczania dwujęzycznych nazw topograficznych, prawo do pisowni i oficjalnego uznania oryginalnego zapisu imienia i nazwiska. Praw tych nie można rozpatrywać w oderwaniu od doktryny ochrony języka państwowego, która na Litwie została rozwinięta w orzeczeniach Sądu Konstytucyjnego RL i Litewskiego Naczelnego Sądu Administracyjnego i która wywiera zasadniczy wpływ na treść i zakres praw językowych mniejszości.
This article provides the review of the linguistic rights of national minorities in the practical aspects of the situation of polish national minority. The paper discusses the essential rights for the preservation of national identity: the right to use the language of national minority in communication with local authorities and in public, in the electoral process, in topographic indications, as well as the right to write names and surnames in the language of national minority. These rights are presented in the context of constitutional doctrine of state language protection, as it largely affects the content of mentioned rights of national minorities.
