Opis:: This paper is the fourth in a series of publications presenting the process of installation, testing and long-term assessment of the navigational parameters of the Polish DGPS system. This series of publications intends to present – to the general public – the accomplishments of teams of Polish scientists who have been working for years to make the DGPS the main positioning system used in the Polish sea areas. A considerable part of the materials presented in this paper has never been published. The article presents changes in the position accuracy of the Polish DGPS system over 20 years. Both dynamic tests performed on vessels as well as static measurements campaigns were analysed. The publication contains selected results achieved in its installation and testing in 1995–1997 supplemented with the results of studies conducted in the years: 2006, 2010, 2014, 2017. During this period the position accuracy increased from 2–8 m (1996) to approx. 1–2 m (2010) due to three reasons: turning – off the Selective Availability (2000), technical modernization of reference stations (2010) and continuous – over many years – reducing GPS signal-in-space pseudorange errors, which results in increased position accuracy in all GPS augmentation systems.

Opis:: The article presents the determinants of creating candidate lists in European Parliament elections in Poland. Its subject context is the evaluation of importance of selected factors with reference to the effect obtained in the election. The main study hypothesis assumes different patterns of creating candidate lists in EP elections in comparison to parliamentary elections, involving the combined occurrence of several determinants. The first of them is the tendency to fill the highest positions in candidate lists with popular people well-known in the media, who have an advantage over anonymous ones. The second factor is territorial bonds connecting candidates with the electoral district where they stand for election. Another determinant taken into consideration is the territorial form of the candidate list. The last important element of analysis is the concentration of support, determined by the position on the candidate list.

Opis:: Polish credit unions have been operating on the Polish financial market for nearly twenty five years and have been providing services to nearly two million of their members, which may be an indicative of their competitiveness. The analysis of their situation points out that the market is heterogeneous and diversed by the unions’ size, number of members as well as the quality of their resources. Due to the fact that environmental factors for most Polish credit unions are similar, it is necessary to search for reasons of differences in the achieved competitive position within these organizations. In this context, the question arises about the factors that cause some credit unions to achieve significantly better competitive positions than others. A literature review suggests that the intangible resources might have an influence on the achieved competitiveness. The purpose of this paper is to empirically verify the relationship between intangible assets and the competitive position achieved by Polish credit unions. The author conducted a study in which she examined whether the intangible resources of credit unions could differentiate them in terms of achieved competitive position. The article is a presentation of the results of research in this area.
Polskie unie kredytowe działają na polskim rynku finansowym od prawie dwudziestu pięciu lat i świadczą usługi blisko dwóm milionom swoich członków, co może świadczyć o ich konkurencyjności. Analiza ich sytuacji wskazuje, że rynek jest heterogeniczny i zróżnicowany pod względem wielkości kas, liczby członków oraz jakości ich zasobów. Ze względu na to, że czynniki środowiskowe dla większości polskich SKOK-i są podobne, należy poszukiwać przyczyn różnic w osiągniętej przez nie pozycji konkurencyjnej. W tym kontekście pojawia się pytanie o czynniki, które powodują, że niektóre unie kredytowe osiągają znacznie lepsze pozycje konkurencyjne niż inne. Przegląd literatury sugeruje, że zasoby niematerialne mogą mieć wpływ na osiągniętą konkurencyjność. Celem niniejszego opracowania jest empiryczne zweryfikowanie zależności między zasobami niematerialnymi a pozycją konkurencyjną osiąganą przez spółdzielcze kasy oszczędnościowo-kredytowe. Autorka przeprowadziła badanie, w którym zbadała, czy zasoby niematerialne SKOK-ów mogą je różnicować pod względem osiągniętej pozycji konkurencyjnej. Artykuł stanowi prezentację wyników badań w tym obszarze.

Opis:: Poland held its first ever popular presidential election at the end of 1990. Since then four such elections have been held i.e. in 1995, 2000, 2005 and 2010. In the meantime the position of the president gradually evolved hence giving rise to the question about which method for the election of the head of state is most “appropriate”. However, this issue was not an object of political deliberation for the major Polish political parties of the last 20 years. Firstly, this resulted from the popularity of the presidential election within society, which was reflected in high turnouts (considering Polish reality). Secondly, especially until the enactment of the Constitution of the Republic of Poland of 2 April 1997, no party wanted to run the risk of being accused of returning to the political transition solutions adopted at the Round Table. Thirdly, until the beginning of 2010, the competition for the office of president was “reserved” for charismatic leaders or party leaders. It was finally Donald Tusk, who decided not to contend for the presidential election of 2010 thus wanting to change the perception of the institution of president in the system of power and draw attention and emphasize the role and the importance of a government with a strong (normatively and factually) prime minister as the leader.

Opis:: One of the imperative priorities of the European Union countries is the pursuit of the strategy of the social-economic development in the respect of the natural environment. The implementation of the strategy which is defined like that can be named the policy of sustainable development. It results directly from the concept of sustainable development. The aim of the considerations is not only to identify the chances and challenges, but the justification that both in theory and especially in the practice of life of societies, it is unjustified at present to analyse separately processes of economic, social and environmental development. These three developmental elements should be investigated altogether, because they are closely conditioned and linked to each other. The comprehensive conceptualization of the development should also include spatial and regional factors.
Jednym z nadrzędnych priorytetów krajów Unii Europejskiej jest realizacja strategii rozwoju społeczno-gospodarczego w warunkach poszanowania środowiska naturalnego. Realizację tak określonej strategii możemy nazwać polityką zrównoważonego rozwoju. Wynika to bezpośrednio z treści pojęcia zrównoważony rozwój. Celem rozważań prowadzonych przez autorkę jest nie tylko zidentyfikowanie szans i zagrożeń, ale także uzasadnienie, że zarówno w teorii, jak i zwłaszcza w praktyce życia społeczeństw bezpodstawne jest obecnie odrębne analizowanie przebiegu rozwoju gospodarczego, społecznego i środowiskowego. Te trzy elementy rozwojowe powinno się rozpatrywać łącznie, ponieważ są one ściśle wzajemnie uwarunkowane. Kompleksowe ujęcie rozwoju powinno zawierać także czynniki przestrzenne i regionalne.

Opis:: Przedmiot badań: Przedmiotem badań jest wprowadzona nowelizacją z dnia 4.07.2019 r. do Kodeksu postępowania cywilnego instytucja umów dowodowych w postępowaniu odrębnym w sprawach gospodarczych. Cel badawczy: Celem artykułu jest nie tylko zbadanie zakresu zastosowania regulacji art. 4589 k.p.c. i dopuszczalnych wyłączeń w umowie dowodowej, ale także określenie skutków zawarcia umowy dowodowej oraz potencjalnych zalet i wad, jakie mogą się wiązać z zawarciem takiej umowy z perspektywy celu nowelizacji (jakim jest usprawnienie postępowania) oraz pewności obrotu gospodarczego. Metoda badawcza: W analizie wykorzystano metodę dogmatycznoprawną. Wyniki: Przeprowadzone rozważania prowadzą do wniosku, że wprowadzenie umów dowodowych może pod pewnymi warunkami prowadzić do usprawnienia postępowania cywilnego. Jednakże w sytuacji konieczności badania skuteczności i ważności umowy dowodowej korzyść ta może być iluzoryczna. Regulacja ta może także skutkować nadużyciem pozycji ekonomicznej między dużymi a małymi przedsiębiorcami.
Background: The subject of this research is the institution of evidence contracts introduced by the amendment of 4.07.2019 to the Polish Code of Civil Procedure in commercial cases proceedings. Research purpose: The first purpose of the paper is to examine the scope of applying the provisions of Article 4589 and admissible exclusions in the evidence contract. However, the paper also determines the effects of concluding an evidence contract and their potential pros and cons from the perspective of the purpose of the amendment (i.e. speed of proceedings) and certainty in business transactions. Methods: The formal dogmatic approach was used in the analysis. Conclusions: The conducted research leads to the conclusion that the introduction of evidence contracts may under certain conditions increase civil justice efficiency. However, this benefit may be illusory in situations requiring examination of the effectiveness and validity of an evidence contract. Furthermore, this institution may also result in abuse of economic power between large entrepreneurs and small enterprises.
