The changes introduced in the system of internal security in Poland after 1990, especially the activities of the Polish Police, are aimed at perceiving the servant role of the whole formation in relation to the society. Progressive professionalisation is connected not only with continuous improvement and exchange of equipment resources, but above all with high expectations towards the officers themselves. In this sense, in order to carry out the statutory tasks well, the policeman should obviously have the latest technological achievements, but it is equally important that he or she has a high sense of morality. In difficult situations, he or she must have no doubts as to how he or she should behave, what is good and what is wrong - what is bad. Ethically deepened professionalism means not only taking care of the quality of their work and its effects, but also taking care of good interpersonal relations, effective protection against unnecessary tensions, observance of the rules of appropriate behaviour and the accompanying diligence and efficiency of their actions. Openness of the Police to society, including building public trust based on ethical principles and absolute respect for human rights, supported by social research, is a testimony to the growing professionalism. The indicated trend in the development of the Polish Police is a new challenge. It is characterized by a return to the ethos of the State Police, but as it should be believed, it will not always meet with full recognition and understanding of the police community. This justifies undertaking research on the relationship between the rules of professional ethics of the police officer and their impact on the safety in service. This article contains a scientific exploration of the issues raised, supported by empirical research on a group of 326 Polish Police officers.

After the defence war in 1939 was lost, the authorities of the Third Reich forced Polish State Police offi cers to serve in the occupier’s security structures in the General Government. This formation was used to implement various activities directed against the Polish nation. The policy of the Nazi authorities varied depending on the existing priorities in this regard. The Germans carried out brutal pacification operations directed mainly against the Jewish population using Polish police. One should not forget about the harmful actions of Polish policemen against Jews. The tragic part of the occupation history of the Polish police was their participation in operations against the resistance movement. Collaboration in the Polish police was a part of this phenomenon in the General Government. The cooperation of Polish policemen with the resistance movement deserves attention. They made a significant contribution to the preparation and implementation of subversive actions as well as the execution of attacks and sentences. They were present on almost all fronts of underground activity. Knowledge of the role of the Polish police in the dark period of the occupation is not satisfactory and requires further research.

The Polish police have come a long way in transforming from highly politicised state policing that functioned under socialism (1949-1989), to that of a service to the public. The aim of this paper is to examine the views on Polish police and contextualise them within a broader, sociological framework by way of presenting selected findings from my doctoral research. My participants’ opinions on the police formed a chronologically-constructed picture, which shed light on the pre- and post-1989 policing in Poland and corroborated Ian Loader’s argument that there is a reciprocal relationship between lay people and the police/quality of policing, and that views on the police remain an avenue by which lay people of a given society share stories about themselves. In this article I argue that lay views on the Polish Police are embedded in a wider perception of the ‘world that they have lost’, post-socialism nostalgia, remembering of the post-1989 transformation processes and constant comparison with the perception of Western standards in police work. The views also serve as an avenue to look into the notion of the Polish legal culture.

Praca B. Sprengla składa się z kilku części. Pierwsza z nich zatytułowana Historia formacji w nowatorski sposób prezentuje wpływ kadry dowódczej policji na funkcjonowanie Policji Państwowej – rozdz. I, na funkcjonowanie Milicji Obywatelskiej – rozdz. II oraz na funkcjonowanie współczesnej Policji – rozdz. III. Najbardziej rozbudowany liczbą stron i wyszczególnionych problemów jest rozdział III. Było to następstwem z jednej strony znajomości realnych problemów Policji wyniesionych przez Autora ze służby w tej formacji, z drugiej znacznie szerszej podstawy źródłowej niż w stosunku do poprzedzających ją formacji. B. Sprengel prezentując i analizując dokonania tej grupy zawodowej nie podążył utartym tropem poprzez prezentację ich biogramów, lecz zaproponował zupełnie nowatorski sposób analizy, wiążąc ich aktywność z działaniami zmieniającymi policję w różnych obszarach jej działalności. Wymagało to niemal perfekcyjnej znajomości organizacji i działalności policji, szczegółowej wiedzy o kadrze dowódczej policji oraz umiejętności powiązania jej pomysłów i koncepcji z faktycznie przeprowadzonymi zmianami w formacji. Nie ma wątpliwości, że byłoby niepowetowaną stratą, gdyba praca ta nie ukazała się.
Bolesław Sprengel's work consists of several parts. The first, entitled The History of Formation, presents, in an innovative way, the influence of the police command staff on the functioning of the State Police - chapter I, the Citizens' Militia - chap. II and the modern po-lice - chapter III. Chapter III is the most extensive in the number of pages and the problems listed. On the one hand, this was a result of the author's knowledge of real police problems he experienced during his service in this formation, and on the other hand, the source content was much broader than in case of the preceding formations. In analyzing the achievements of this professional group, Sprengel did not follow the usual path by presenting their biog-raphies, but proposed a completely innovative way of analysis, linking their activity with ac-tions changing the police in various areas of duties and responsibilities. This required almost perfect understanding of the structure of the organization and activities of the police, detailed knowledge of the police command staff, and the ability to link their ideas and concepts with the actual changes carried out in the formation. There is no doubt that it would have been an irreparable loss if this work had not been published.

Książka Bolesława Sprengla pt. Generałowie policji stanowi pionierskie opracowanie w zakresie nauki o policji. W książce tej po raz pierwszy przedstawiono sylwetki generałów polskich formacji policyjnych, począwszy od Policji Państwowej, poprzez Milicję Obywatelską, a kończąc na Policji. Autor przedstawił życiorysy generałów, ich ścieżki kariery, a także rolę jaką odegrali w funkcjonowaniu swojej formacji, uwzględniając osiągnięte sukcesy, ale również porażki. Bardzo istotne jest to, że autor nie ograniczył się wyłącznie do oficerów zajmujących stanowiska komendantów głównych tych formacji lub ich zastępców.
The book by Bolesław Sprengel, Generals of Police, is a pioneering study in the field of police science. This book presents the profiles of the generals of polish police formations for the first time, starting with the State Police, through the Citizens' Militia, and ending with the Police. The author presented the biographies of the generals, their career paths, and the role they played in the functioning of their formation, taking into account the successes achieved, but also failures. It is very important that the author did not limit himself only to the officers holding the positions of the chief commanders of these formations or their deputies.

Conflicts in the 21st century have forced qualitative changes in the way of training missionary personnel. Police forces are currently used in various joint operations, which include, among others, elements of the fight against terrorism, ensuring the security of civilians and training of security forces. New types of operations require corrected preparation systems. This article analyses the previous way of preparing such units as Individual Police Officers, Specialized Police Teams, Formed Police Units, as well as the issue related to the training modification proposal, and one of them is the implementation of the virtual game “Gaming for Peace” as a supplement to the training gap through modern and more effective training.

W artykule omówiono zaangażowanie polskiej policji w międzynarodową współpracę policyjną w kontekście teorii dóbr publicznych. Celem było udowodnienie hipotezy, że we współczesnej rzeczywistości współpraca między instytucjami państwowymi na całym świecie jest niezbędna dla zapewnienia bezpieczeństwa pojmowanego jako dobro publiczne. Przykładem tego zaangażowania są działania polskiej policji. Kolejno zaprezentowano założenia teorii dóbr publicznych oraz zagadnienia bezpieczeństwa jako dobra publicznego. Następnie przeanalizowano formy zaangażowania polskiej policji we współpracę międzynarodową od początków lat 90. XX wieku aż do dzisiaj. Przedstawiono misje pokojowe, w jakich brały oraz nadal biorą udział polskie kontyngenty policyjne pod auspicjami ONZ, UE, OBWE i UZE. Następnie wskazano inicjatywy lokalne, regionalne i globalne, w które angażują się siły policyjne na poziomie operacyjnym i pozaoperacyjnym, w tym działania w ramach: UE, międzynarodowych organizacji policyjnych, sieci oficerów łącznikowych, a także współpracy bilateralnej. Zaprezentowany przegląd form międzynarodowej współpracy policji pozwolił udowodnić przyjętą hipotezę.
The article discusses the involvement of the Polish police in international police cooperation in the context of the theory of public goods. The aim was to confirm the hypothesis that in today’s reality, cooperation between state authorities around the world is necessary to ensure security, which is regarded as a public good. An example of such involvement are actions taken by the Polish police. The article presents the assumptions of the theory of public goods and the notion of security as a public good. It is followed by an analysis of how the Polish police were involved in international cooperation from the beginning of the 1990s until today. The article presents peacekeeping missions of the UN, EU, OSCE and WEU in which the Polish police participated or are still participating. Then the author presents local, regional and global initiatives in which the police are involved at an operational and non-operational level, including activities coordinated by the EU, international police organizations and networks of liaison officers, as well as activities which are a part of bilateral cooperation. The presented overview of international cooperation undertaken by the police made it possible to confirm the initial hypothesis.

Sport has accompanied mankind since ancient times. It is thanks to sport that we are healthier and can enjoy life. The smallest sporting effort causes the body to produce endorphins that make us feel happy. Not without significance is the fact that sport, but in its professional dimension, prepares people who practice it to a great effort. In the face of threats, unforeseen events, people who practice sports can find their way around the situation and take appropriate actions. Therefore, just as police officers face difficult service in the present day, police officers had to face up to the challenges posed in the interwar period. In 1918 Poland regained its independence, and the authorities were responsible for ensuring the security of the country. Therefore, on 24 July 1919, the State Police was established by law. Due to the nature of the tasks performed, the police officers were required to be physically fit. In order to meet this challenge, pro-sports organizations were established, which by their actions were to raise the level of sports skills of both the society and the officers. The factor which was to motivate uniformed officers to work on their physical fitness was the introduction of the National Police Sports Competitions, which were nationwide in scope. Undoubtedly, this form of competition, as well as mobilization, led to the fact that on the basis of Police Sports Clubs, physical culture in the State Police significantly developed. The article presents the face of sport in the interwar period in the Polish State Police, its development and influence on the officers themselves, as well as its further importance in the history of sport in Poland.

W artykule na tle przedstawionego modelu i zasad funkcjonowania polskiej Policji podjęta została próba charakterystyki i oceny przyjętych i stosowanych w niej zachowań organizacyjnych. Autor odnosi się przy tym do wyznaczników jakie za pożądane w organizacji wskazuje nauka zarządzania. Zostaje podkreślone, że pomimo istnienia od wielu lat negatywnych zachowań organizacyjnych zarówno w kontekście wewnętrznym jak i zewnętrznym, które rzutują na jakość pracy Policji, nie podejmuje się skutecznych kroków mających rozwiązywać czy też zapobiegać występowaniu przedmiotowych problemów. Autor jest przekonany o konieczności kontynuowania dyskusji w tym temacie, która ostatecznie powinna służyć wypracowaniu optymalnego modelu zarządzania polską Policją.
In the article, against the background of the presented model and principles of functioning of the Polish Police, an attempt was made to characterize and evaluate the organizational behaviors adopted and used in it. The author refers to the determinants which management science deems desirable in the organization. It is emphasized that despite the existence of negative organizational behaviors for many years, both in the internal and external context that affect the quality of the work of the Police, no effective steps are taken to solve or prevent the occurrence of these problems. The author is convinced of the need to continue the discussion on this topic, which should ultimately be used to develop an optimal model for managing the Polish Police.

Aim of research. The main aim of research is to present the common understanding of apoliticality as a concept and to contrast it with the scientific approach. This will make it possible to re-discuss the politics of the service, not only in the context of the Police. Methodology. The rule of apoliticism was investigated by using a method of analysis of primary and secondary sources. Research results. Common understanding of the rule of apoliticality, especially in the context of disability groups, can be assessed as insufficient. In the paper, the police's apolitical nature has been shown through the prism of five frames: historical, formal, legal, political, sociological and ethical.
Cel badań. Celem badań przeprowadzonych w ramach tematu jest zaprezentowanie powszechnego rozumienia pojęcia apolityczności oraz skonfrontowanie go z podejściem naukowym. Umożliwi to podjęcie na nowo dyskusji o polityczności służb, nie tylko w kontekście Policji. Metodologia. Zasada apolityczności została zbadana metodą analizy źródeł pierwotnych oraz wtórnych. Wyniki badań. Potoczne rozumienie zasady apolityczności, zwłaszcza w kontekście grup dyspozycyjnych, można ocenić jako niewystarczające. W artykule apolityczność Policji została ukazana poprzez pryzmat pięciu ujęć: historycznego, formalnoprawnego, politologicznego, socjologicznego oraz etycznego.
