Opis:
One of the main factors that determines voter turnout is the mobilisation of the constituency of a given party compared with that of its opponents. The turnout in the 2019 European Parliament election in Poland was twice what it had been in previous years, and the result was forecast accordingly. The media initially reported that the victorious PiS had benefitted from new votes. The present article shows that drilling down to the lowest level of administrative unit (viz. the gmina) actually reveals a negative correlation between higher frequency and increased support for PiS in many cases. This implies that PiS did not win solely as a result of new voters being mobilised, but also, and perhaps predominantly, because KE voters switched their allegiance to PiS. Many new voters actually voted for the opposition.

Among all the elections organized in Poland, presidential elections are not only the ones with a highest turnout, but also most eagerly investigated by the researchers. However, the studies concerning the importance of this particular voting is not often examined. On the one hand, there are arguments to classify it as first-order election, on the other, for certain reasons they ought to be regarded as second-order. The aim of this article is to answer the question whether 2015 Polish presidential election were of first or rather second-order importance. In his analysis, the author focused on the following issues: personal strategies, programme strategies, the course of the campaign in the traditional and new media, the level of electoral participation and the influence of the election on the course and outcome of the parliamentary campaign.

This article presents an assessment of the involvement and impact of the activities of the public safety apparatus in Warmia and Masuria during the “election campaign” and elections to the Sejm of the People’s Republic of Poland on 26 October 1952. It focuses on the previously unpublished post-election report of Lt. Franciszek Szlachcic, head of the Provincial Public Security Office in Olsztyn, which was prepared for the Ministry of Public Security in Warsaw. The findings and statistical data, as well as the opinions and conclusions relating to the operational work of the coercion apparatus, represent valuable material for research on the forms and scale of repressions against the inhabitants of the then Olsztyn voivodeship during the Stalinist period.
Artykuł przedstawia ocenę zaangażowania i skutków działalności aparatu bezpieczeństwa publicznego na Warmii i Mazurach podczas „akcji wyborczej” i wyborów do Sejmu PRL I kadencji 26 października 1952 roku. Przedmiotem analizy objęto niepublikowane dotąd sprawozdanie powyborcze ppłk. Franciszka Szlachcica szefa Wojewódzkiego Urzędu Bezpieczeństwa Publicznego w Olsztynie, sporządzone na potrzeby Ministerstwa Bezpieczeństwa Publicznego w Warszawie. Zawarte w nim ustalenia i dane statystyczne, a także opinie i wnioski dotyczące pracy operacyjnej organów aparatu przymusu, stanowią wartościowy materiał do badań nad formami i skalą represji stosowanych wobec mieszkańców ówczesnego województwa olsztyńskiego w okresie stalinizmu.

The article presents the current state of research into parliamentary elections in Poland during the period of communist rule. The author outlines the development of the electoral system of the Polish People’s Republic in the 1940s and 50s, and also analyses its singular features in the years when elections to the Sejm were fully controlled by the ruling Polish United Workers’ Party. The final part of the paper is devoted to elections in the 1980s, when this electoral model collapsed, thereby contributing to the disintegration of the communist dictatorship in Poland.

Ziel des Beitrages ist es, die Polarisierung bezüglich der polnischen Gesellschaft zu untersuchen. Analysiert wird zudem der deutsche Diskurs über die Präsidentenwahl im Juli 2020 in Polen. Den Untersuchungsgegenstand bilden deutsche Presseartikel, die Mitte Juli 2020 veröffentlicht wurden. Mit der Analyse soll die Frage beantwortet werden, welches Bild der polnischen Gesellschaft während der Präsidentenwahl von den deutschen Medien inszeniert wurde. Anhand der durchgeführten Analyse werden Bilder zweier Gruppen ermittelt, die ihre Präsidentenkandidaten unterstützt haben.
Celem artykułu jest zbadanie polaryzacji w odniesieniu do polskiego społeczeństwa. Analizę przeprowadzono na podstawie niemieckiego dyskursu o wyborach prezydenckich w lipcu 2020 roku w Polsce. Materiał badawczy stanowią niemieckie artykuły prasowe, które opublikowano w połowie lipca 2020 roku. Analiza pozwala odpowiedzieć na pytanie, jaki obraz polskiego społeczeństwa podczas wyborów prezydenckich został wykreowany przez niemieckie media. Na podstawie przeprowadzonej analizy zbadano obrazy dwóch grup, które popierały swojego kandydata na prezydenta.
The aim of the paper is to investigate the polarization with regards to the image of Polish society. The German discourse on the presidential election in Poland in July 2020 has been analyzed. The scope of the research consists of German press articles which have been published in mid-July 2020. On the basis of the analysis, the question has been answered, what image of Polish society during the presidential election has been created by the German media. On the basis of the conducted analysis, images of two groups have been determined which had supported their presidential candidates.

League of Polish Families (LPR) achieved great political success against other na-tional parties in 3rd Republic of Poland. The party had representatives in the Polish parliament and government, European Parliament and Voivodeship sejmiks. This success was a result of their political programme, exposing sovereign national policy and consol-idation of different parties of Polish national right. Defeat of LPR was caused by ideolog-ical and personal conflicts amongst the party’s leaders and between central management and local structures. Those problems led to internal divisions in party and decrease influ-ence of LPR in Polish society.

Streszczenie: Artykuł jest nowym politologicznym wyjaśnieniem genezy rządu T. Mazowieckiego. Omawia rozwój wydarzeń politycznych w 1989 r. od zawarcia kontraktu okrągłego stołu do podjęcia decyzji o powołaniu pierwszego od 1945 r. niekomunistycznego premiera w Polsce. Za najważniejszy czynnik sprawczy tego zwrotu uznaje społeczne protesty wywołane decyzją rządu Rakowskiego o urynkowieniu cen żywności. Przeraziły one gen. W. Jaruzelskiego i jego najbliższych współpracowników: gen. Cz. Kiszczaka i gen. F. Siwickiego. Obawiając się społecznego buntu, generałowie porozumieli się z hierarchami Kościoła i uzgodnili powołanie na premiera wskazanego przez episkopat T. Mazowieckiego. Artykuł docenia znaczenie czynnika uważanego dotąd za główną przyczynę powstania rządu T. Mazowieckiego, czyli rozbicie przez L. Wałęsę koalicji PZPR z ZSL i SD, ale przypisuje mu mniejszą od buntu społecznego rolę sprawczą.
This political science article proposes a new explanation of the genesis of T. Mazowiecki’s government. It describes the political events of 1989 from the conclusion of the Round Table contract to the decision on the designation of the fi rst noncommunist Prime Minister in Poland since 1945. The article identifi es the public protest initiated by Rakowski’s government’s decision to subject food prices to market forces as the reason for this development. Fearing a revolt, General W. Jaruzelski and his closest collaborators, General Cz. Kiszczak and General F. Siwicki, came to an understanding with Church hierarchy, and agreed to designate the episcopacy’s choice – T. Mazowiecki – as Prime Minister. The article recognizes that L. Wałęsa’s efforts to split the coalition of the Polish United Workers Party with the United People’s Party and the Alliance of Democrats played an important role in the creation of T. Mazowiecki’s government, however it attaches more importance to public protest, contrary to the current scientifi c consensus.

The League of Polish Families campaigned on the position that the European Union threatened the political, economic and cultural sovereignty of the Polish state. The danger was the aspiration towards closer integration of the EU which, according to the opinion of party’s leaders, was the first step towards the creation of a transnational system, and a Poland (and others among the poorer European states) dependent on the decisions of the EU’s author-ities. In the new EU Poland would have to execute orders from Brussels, contrary to Polish national interests and preclusive its development. LPR took part in the election to the European Parliament, because of their desire to have their own deputies within the EU’s structures, who could stand up for better conditions of Polish membership, advan-tageous decisions in the EP and popularize their own political ideas in Polish and interna-tional environment. LPR took advantage of the lack of enthusiasm of Polish citizens towards Polish accession to the EU, so their anti-EU and national propaganda gained the support of a large proportion of the electorate and strengthened their position on Polish politi-cal scene.

The paper presents the differences and similarities in the economic platforms of candidates for presidency of Poland. An attempt is also made to assess which promises made by the candidates in the realm of economy generated support, and which were responsible for the conflicts arising between them. Economic problems were the subject of the electoral declarations of many candidates. Privatization, the tax system and the development of businesses attracted most attention. The visions of the Polish economy presented by the candidates were similar. Only Janusz Korwin-Mikke advocated a minimum of state intervention in economic life. The commercialization of the national health system and agricultural subsidies were the centre of the disputes between Bronisław Komorowski and Jarosław Kaczyński. The fact that the former won a judicial argument about the privatization of the health system did not help him to win over undecided voters, which was clearly evidenced in the opinion polls conducted before the election. Komorowski was elected Poland’s president by a small majority. Kaczyński’s defeat was due to the fact that he commanded a significant negative electorate.
