Opis:: Agriculture and development of rural areas are important sectors of Polish-Moldovan cooperation and development aid. Importantly, both of them constitute structural problems, similar to those which faced agriculture in Poland in the 1990s. Through Polish aid and development cooperation, various measures are initiated which increase the competitiveness of Moldovan agricultural production, improve sanitary and phytosanitary conditions, bring technological innovations in agricultural farms, ensure modernization of rural infrastructure, providing support to small and medium-sized entrepreneurs, cooperatives, and agricultural consultants, along with professional activation of the Republic’s residents.

Opis:: The article is concerned with the latest strategies of Polish development policy in the light of shifting global economic and political power structures, when North-South relationships are fundamentally changing, and so the conditions that frame European and polish development aid policy. Key documents define Polish development aid activities as the important field of foreign policy. The first part of the article analyses the determinants and experience of polish development cooperation. The second part examines the legal basis for development cooperation (Act on Development cooperation approved on 16th of September 2011 by the Polish Parliament) and the medium term vision for Poland’s development cooperation (Multiannual development cooperation programme 2012–2015, development cooperation plan for 2012 and 2013). The last part of the analysis characterizes geographical and thematic areas of polish aid. The article presents strengths and weaknesses of Poland’s official development assistance (ODA). The author intends to describe basic principles of the organization of the Polish development policy under Development Cooperation Department of the Ministry of Foreign Affairs and so their implementation.

Opis:: No matter what the reasons are for providing development aid, the “how and where” of the countries doing it infiuences their image in international relations and testifies to the intelligent power of a country. Helping a country such as Tajikistan is difficult, and not only because of its geographic location or high level of poverty. It is hard to make some changes there (especially in the field of democracy) when a donor country has to face the despotic presidency of Rachmon and the high level of support for Putin’s policies. Since 2004 Poland has been providing aid to this country (mainly with the participation of Polish NGOs), regardless of the fact as to whether it was on the list of priority countries or not. What are the main areas of Polish aid there? And what does Poland want and expect to achieve by helping the Tajiks? In this research and analysis the author looks for answers to these two questions.

Opis:: Objectives This paper focuses on the normative solutions established under the Polish Rural Development Programme (RDP) 2014–2020 for the support of water-law companies involved in the protection of agricultural production against the consequences of adverse weather conditions such as flooding, partial flooding or torrential rain. Material and methods The paper aims to determine to what extent, if any, the aid ensures the continued operation of an agricultural producer (farm sustainability). In terms of methodology, the research relies chiefly on a dogmatic analysis of legal texts. Legal considerations are supplemented with statistical data under access to public information regulations. Results The study of the research material has revealed that water-law companies are more inclined to invest in the protection of the producer’s workplace when presented with favourable financial terms and clear legal regulations.With regard to operations performed by water-law companies to protect agricultural production against the effects of adverse weather conditions such as flooding, partial flooding, or excessive dampness caused by flooding or torrential rain, this aid has a narrow thematic scope and addresses the need for public intervention due to drainage and irrigation hazards. Conclusions It may be assumed that the analysed form of ex-ante support dedicated to water-law companies – “Support for investments in preventive measures for the mitigation of damage caused by probable natural disasters, adverse climatic phenomena, and catastrophic events” – ensures farm sustainability with respect to the explicitly identified risks.

Opis:: The paper examines the factors that determined the emergence of non-governmental development organizations (NGDOs) in Poland and their impact on the appropriation of development norms and practices by the Polish aid system. These processes are understood as a natural continuation of, on the one hand, the international appeal of the trade union and mass movement "Solidarność" in the 1980s and, on the other hand, the country’s participation, dating back to the Cold War era, in the system of development aid. The contemporary development cooperation system has been shaped by geo-political factors. Polish aid, however, has also beneﬁted from its cooperation with the NGDO sector, which willingly shared its hands-on experience and know-how in providing humanitarian aid, development cooperation, and global education projects. The indirect inﬂuence of foreign donors on Polish development cooperation should likewise be acknowledged.
Artykuł przedstawia czynniki, które ukształtowały ewolucję polskich organizacji pozarządowych zaangażowanych w politykę rozwojową oraz wpływ tych podmiotów na przyswojenie praktyk i norm związanych z międzynarodową współpracą na rzecz rozwoju przez rządowy program „Polska pomoc”. Procesy te są rozumiane jako kontynuacja posłania NSZZ „Solidarność” do ludzi pracy Europy Wschodniej oraz zaangażowania Polski w międzynarodową współpracę na rzecz rozwoju jeszcze z czasów „zimnej wojny”. Współczesny system współpracy rozwojowej ukształtowany został przez czynniki geopolityczne. Niemniej jednak rządowy program „Polska pomoc” zyskał na współpracy z polskim sektorem pozarządowym, który podzielił się swoją wiedzę i doświadczeniem w dostarczaniu pomocy humanitarnej, współpracy rozwojowej oraz edukacji globalnej. Uwzględniono również pośredni wpływ zagranicznych darczyńców w analizowanych procesach.

Opis:: Polish-Moldavian cooperation is multi-dimensional and recent extends very rapidly, as evidenced by the number of official bilateral visits. It isn’t limited to intergovernmental cooperation and focuses primarily on cooperation at the level of local governments and enterprises, mainly in the economic dimension. Besides economic cooperation, very important is political cooperation, which implemented on the basis of the Parliamentary Assembly of the Republic of Poland and the Republic of Moldova and Moldavian-Polish Forum for European Integration.
Польско-молдавские сотрудничество многомерно и в последнее время является достаточно интенсивным, о чем свидетельствует ряд официальных двусторонних визитов. Оно не ограничивается межправительственным сотрудничестве, а сосредоточено на сотрудничестве на уровне местных органов власти и предприятий, работающих, главным образом, вәкономической сфере. Кроме әкономического сотрудничества, большое значение имеет политическое сотрудничество, которое осуществляется в форме Парламентской Ассамблеи Республики Польша и Республики Молдова, а такжемолдавско-польского Форума по европейской интеграции.
