Opis:
Cooperation is one of the fundamental processes which shape the natural, social, economic and cultural environments. Therefore, it appears evident that this concept gained recognition within numerous scientific areas, which include, among others: management, economics, anthropology, sociology, political science, the psychology of work, and others. The scope of concerned aspects relates to human relations, it seems necessary to reflect on the subject of consideration from the point of view of sociology. In the contemporary world everybody operates within a global system, therefore everyone is interdependent. The paradigm of the organization constitutes of a man, the purpose and structure. Cooperation is the opposite of social conflict, hence by the means of cooperation conflicts may be prevented and through cooperation conflicts may be solved. Currently, the rescue system in Poland is based on organized but dispersed areas of responsibility among public authorities and non-governmental organizations. In Portugal, civil protection and relief operations are multidisciplinary activities developed by agencies, services and entities, at the national, district and municipal levels, duly organized in the Integrated Protection and Relief Operations System. Therefore cooperation between agencies should be a never ending process which is realized through all crises management phases. Only then it brings the synergy effect in the key moments of complex life-saving operations. These two agencies are almost always present on a scene of small and major incidents. Therefore the authors recognized that the problem is worth to be addressed as a comparison study on the base of Polish and Portuguese experiences.

Autor przedstawia w sposób przekrojowy kształtowanie się modelu służby dyżurnej w strukturach instytucji policyjnych w poprzednim stuleciu, aż po czasy obecne. Zwraca uwagę na postrzeganie stanowiska dyżurnego jednostki organizacyjnej Policji na przestrzeni dziesięcioleci w jednostkach terenowych. Dostrzega coraz to donioślejszą rolę sprawowanej funkcji w strukturach jednostek na szczeblu lokalnym. Uzmysławia wartość, jaką ze sobą niesie to ogniowo w funkcjonowaniu działań Policji i innych służb  na rzecz zapewnienia szeroko pojętego bezpieczeństwa wewnętrznego. Publikacja ukazuje najważniejsze zadania, jakie spoczywają na policjancie kierującym obsadą stanowiska kierowania, w kontekście ukierunkowania wstępnych działań w związku z wystąpieniem zdarzenia.
The author cross-sectionally presents the shaping of the model of the duty service in the structures of police institutions from the previous century until now. He draws attention to the perception of the position of the duty officer over the decades in local units. The author perceives an increasingly important role of this position in the structures of units at the local level. He highlights the value of this in the functioning of the Police and other services in order to ensure the generally understood internal security. The article describes the most important tasks of the police officers in charge of the staffing of the control room in the context of directing the initial actions related to incidents.

Artykuł omawia Krajowy System Ratowniczo-Gaśniczy bezpieczeństwa państwa publicznego, który stanowi integralną część bezpieczeństwa państwa. Przedstawia organy sytemu, do których w szczególności zalicza się Ministra Spraw Wewnętrznych, jako nadzorującego działania i funkcjonowanie oraz podległe mu organy najbardziej zaangażowane: Policję, Straż Graniczną, Państwową Straż Pożarną i Obronę Cywilną, jak również pozostałe organy ratownicze, państwowe, samorządowe, związki, organizacje pozarządowe, itd. Organizatorem Krajowego Systemu Ratowniczo-Gaśniczego jest Komendant Główny Państwowej Straży Pożarnej. W związku z powyższym do zadań organów w ramach systemu należy: ratowanie życia, zdrowia, mienia ludzi, ochrona środowiska, prognozowanie, rozpoznawanie i zwalczanie pożarów, klęsk żywiołowych lub innych miejscowych zagrożeń. System ten funkcjonuje na trzech poziomach: powiatowym, wojewódzkim i krajowym. Dużą rolę odgrywają w nim stanowiska kierowania, które zbierają najważniejsze informacje o wszelkich zaistniałych zdarzeniach na danym obszarze. Krajowy System Ratowniczo-Gaśniczy funkcjonuje w dwóch stanach: stałego czuwania i doraźnego reagowania oraz wykonywania działań ratowniczych. Jest systemem otwartym, żywo reagującym na wszelkie zmiany i w szerokim zakresie współpracującym z otoczeniem, co jest wyrazem, iż jest on bardzo elastyczny.
The article discusses the National (Emergency) Rescue and Fire System, which is an integral part of national security. It presents the bodies of the system, which in particular include the Minister of Home Affairs, as the supervisor of activities and functioning and its most involved subordinate bodies: Police, Border Guards, State Fire Service and Civil Defence, as well as other rescue authorities, i.e. state, local government, unions, NGOs, etc. The organizer of the National Rescue and Fire System is the Chief of State Fire Service. Therefore, the tasks of the bodies within the system include: saving lives, health, and property of people, environmental protection, prediction, detection and fighting of fires, natural disasters or other local hazards. This system operates at three levels: district, provincial and national levels. The major role play the control rooms, which collect important information about any event occurring in the area. National Rescue and Fire System operates in two states: constant vigilance and emergency response, and performing rescue operations. It is an open system quickly responding to any changes and in a wide range co-operating with its surroundings, which reflects its flexibility.

The article describes the system of police education in the Czech Republic on the basis of the mandatory obligations that regulate it. Most importantly, it is act No. 361/2003 Coll. on Service Relationship of Members of the Security Corps, whose section 45 contains the obligation of the Security Corps’ members to educate themselves. Having described the specificity of the Czech Police in the light of the abovementioned regulations, and having depicted the educational system that prepares Czech policemen to their service, the authors follow on to the assessment of the current state of police education in Czech Republic backed up by statistic data. Finally, fact-based scenarios are presented on how the contemporary Czech police education system may be improved in the future.

The institution of provocation in criminal law is an extremely interesting phenomenon, for it may refer both to people who do not perform any public functions as well as to people who hold such a position. In this perspective, it was necessary to indicate in the article the origin of the word provocation and its etymology. Therefore, one conducted an analysis of various definitions and their components. One also indicated the origin of the eponymous institution and the examples manifested in international body of rulings. In a description of such phenomena as provocation, it is necessary to indicate the responsibility of the person who commits the offence(s) mentioned in Art. 24 of the Penal Code. An interesting element has to do with the indication – in one of the subchapters – of the utilisation of provocation in operation- and situation assessment-related activities, which are a result of the act of law about the Police and about other services. Finally, one should ask oneself the question about the extent to which one may shift the application of regulations about responsibility, considering the catalogue of institutions which may employ such technique(s)? Therefore, should not one delimit the scope of the competence of organs such as the Public Prosecutor General/Minister of Justice, in order to enhance the efficiency of the system which was mentioned above? The conclusion of the article constitutes an attempt at answering the question about the aforementioned questions and to consider the plausibility of the combining these positions in the context of the subject which is discussed.

The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.

It is important to keep the right security standard of the state safety. This requires a proper condition of military and emergency services. Moreover, it needs a professional co-operation between them. According to these needs professional assignments have to be organized. All formations and subjects are in operation of emergency and security field. However, we have to consider two things – if these assignments are realistic projects or if they are only a part in a particular scenario.
Utrzymanie właściwego poziomu bezpieczeństwa państwa wymaga odpowiedniej kondycji służb oraz podmiotów ratowniczych, a także profesjonalnej współpracy pomiędzy nimi. Wychodząc naprzeciw tym potrzebom, organizuje się ćwiczenia zgrywające pracę formacji i podmiotów funkcjonujących w dziedzinie ratownictwa i ochrony ludności. Jednak należy zastanowić się, czy ćwiczenia te są realistycznymi przedsięwzięciami, czy też polegają jedynie na odegraniu roli określonej w scenariuszu.

Artykuł obejmuje tematykę zakazu podejmowania zajęć zarobkowych poza służbą oraz innych zajęć i czynności przez funkcjonariuszy Policji. Z uwagi na obszerność tematu analiza ogranicza się do zakresu przedmiotowego oraz zakresu podmiotowego tego zakazu. Autorka wskazuje na trudności interpretacyjne w wymiarze podmiotowym i przedmiotowym zakazu podejmowania dodatkowych zajęć. Ponadto zwraca uwagę na praktyczne problemy związane ze stosowaniem przepisu art. 62 ust. 1 ustawy o Policji, w którym zostało uregulowane to zagadnienie.
The article raises the subject of profit-making activities out of the service in Police as well as the subject of other occupations and activities exercised by police officers. Having considered the extent of the problem, the Author focuses exclusively on the subjective scope and the objective scope of police officers’ additional occupation. The Author demonstrates di\culties with interpretation of law in this area. Furthermore, the Author points out that article 62 of Police officers’ Act generates considerable obstacles in application.

The hundredth anniversary of establishment of the civil service in Poland provides an excellent opportunity to discuss it. In this article, it was done primarily in order to present the civil service in the Police. This was preceded by showing the status of the civilian employees of the Police even before the regulations allowing the functioning of the civil service were introduced. The presentation of the civil service in the Police includes the description of the background of historical events accompanying the establishment of the Police, as well as the description of the civil service itself was. The primary desire was indicated to build both institutions as part of the state’s administrative apparatus, fulfilling its servant role towards the society. The next part of the article presents changes that occur in the created civil service as a result of the successive legal acts, which are a consequence of changes on the political scene. This picture shows the possibility of applying these acts to the functioning of the civil service in the Police, at the same time pointing to the imperfection of the adopted solutions. The subsequent part of the article is devoted to the status of the civil service in the Police. Figures were presented showing the involvement of the civil service in the implementation of the Police tasks. Conclusions from the presented content are formulated at the end.

The fundamental rights and freedoms, as the highest values in a democratic society, need to be adequately protected, thus states create the mechanisms to protect them. This mechanism of protection of fundamental rights and freedoms also includes the police, especially the Police Force, whose primary task is to protect the life, health, fundamental rights and freedoms of citizens and individuals in the Slovak Republic. The role of the Police Force defining the basic aspects forms the content of this study, with a further focus on the tasks performed by the police. Following the above, the study focusses on the activity of police officers, carrying out service actions and interference with fundamental rights and freedoms. The procedure of the police in carrying out service actions tends to be the subject of further examination due to their appropriateness and legality. This issue is considered highly serious in the society, and recently it has been a subject of not only scientific discussions in the Slovak Republic. Currently, the Academy of the Police Force in Bratislava is carrying out a research project which focussing on service actions with the cooperation of the police experts. The core material is presented in the paper, which aims to point out the basic organisation and activities of the Police Force as the authority responsible for the protection of fundamental rights. The emphasis is put on the selected issues of the police while interfering in human rights and freedoms. Chronologically, from general to specific matters, the paper introduces fundamental rights and freedoms and the police interventions into this area. Theoretical research is supplemented by practical cases, conclusions and possible recommendations for the police practice by the use of several methods, in particular analysis, abstraction and deduction.

The history of attempts to recruit Irena Golec, a popular activist, as a communist political police informer is to show methods used by PRL’s security services to enlist secret collaborators. The article presents a network for people's surveillance from the perspective of communists who felt uncertain politically in the Radzyń county in the 1940s and 1950s. Secondly, it describes a phenomenon which has been non-existent in the current historiography, namely the “right wing” political revival of former Peasants’ Battalions’ soldiers and activists of the Polish People’s Party. Stanisław Mikołajczyk from Radzyń Podlaski, who shortly after the transformations of October 1956 joined the ranks of the pro-communist United People’s Party, is a typical example.
