The text is concerned with the history of police education in 1919–1939. The reconstruction of Polish statehood after World War I involved the establishment of a service responsible for security and order in the country in 1919. Parallel to the organisation of the State Police, work on the creation of a modern system of police education continued. Throughout the period of this force’s existence, many reorganisations were made in order to create a system that would ensure the professional preparation of police offi cers for service. The article presents only an outline of the changes related to police education in the interwar period, and does not fully exhaust this subject matter.

The aim of this article is to evaluate the current situation as regards the use of dogs for various police duties in Poland based on the results of the research conducted by the author at the Police Academy in Szczytno as part of the research task, financed by the Ministry of Science and Higher Education, entitled “Efficiency of the use of police dogs in the Polish Police”. The author has decided to deal with the subject matter in view of alarming statistics, which show a decrease in the number of police dogs. This fact has led the author to make an assumption formulated as the following research hypothesis: Nowadays, in Poland the use of police dogs in not adequate for the sake of public order and safety. The main research method has been a diagnostic survey using a tool in the form of a questionnaire. The survey has been addressed to a group of 154 dog handlers, most of whom work with a patrol and tracker/sniffer dog from three police garrisons, covering the territory of the following provinces: Kujavia-Pomerania, Podlasie and Lubuskie region. The author believes that the research findings indicate the need for changes in this respect, which should involve implementation of new systemic, organisational and legal solutions.

The text concerns the names of Polish police forces, their symbols, semantics, etymology and the way they are written down (spelling). The article contains historical and linguistic content. The reconstruction of the Polish state in 1918 made it possible to establish the police as a typical organisation. The Seym passed an act establishing a new, uniform police force (the State Police) on 24 July 1919. It was the first Polish police organisation to survive formally until 1944. In post-war Poland, the traditional functions (tasks) of the police were taken over (performed) by the Citizens’ Militia. Contrary to its own name, the militia did not have the status of civic activism for the common good, but was a state body, centralised, hierarchical, rejecting the principle of nonpoliticality and linked to the security apparatus. The modern police are the heir not only of the State Police, but also of all previous Polish police forces. To sum up, the article brings closer and commemorates the important moments of our history, giving an idea of the changing reality of everyday service and the role of police in the various forms of the political system.

The article discusses issues related to the effectiveness of the use of police dogs in the Police in Poland on the basis of research conducted on a representative group of police experts all over the country. The research questionnaire was completed by police officers who perform their daily duties in the field of police cynology — coordinators in the uniformed departments of the Regional Police Headquarters competent for the implementation of tasks related to the use and maintenance of police dogs in the uniformed branch and experts in osmological research in forensic laboratories of Regional Police Headquarters. The author describes the issues in regard to alarming statistical data, which show a significant decrease in the number of police dogs at the disposal of the Polish Police. The research was based on a research hypothesis, in which it was assumed that police dogs in today’s Polish Police are misused in the activities for public safety and order. In the author’s opinion, the necessary regulations should aim at adapting new systemic and organisational and legal solutions in order to make the best and most effective use of police dogs in the work of the Polish Police.

One of the state entities which have the task of preventing and combating terrorism is the Police, while the Police Academy in Szczytno is their intellectual base. It is not only an organisational unit of the Police, but also a higher education institution with legal personality. This status entitles it to teach at different levels of civilian higher education, as well as conduct in-service training for police officers. Education in the area of terrorist threats and counteracting them is aimed, on the one hand, at making the students aware of the scale of such threats and their accurate identification, as well as the ways of responding to them by the state and its institutions, and, on the other hand, at learning specific reflexes that will allow anyone who finds themselves in an area threatened by a terrorist attack to quickly assess the resulting threat and to react immediately. The goals set in this way are reflected in the employment structure of the academy, which includes specialist organisational units, and among the scientific and teaching staff are experts, including practitioners, who in the past carried out the tasks of the state at different levels of the system for counteracting terrorist threats. They systematically participate in scientific undertakings, including research projects, scientific conferences and publication work, participate in the work of expert teams, both national and international, and cooperate extensively with external entities. The result of their multidimensional activities is shaping and deepening social awareness of terrorist threats and desired attitudes towards them, as well as appropriate preparation of police officers, but also other services, to safely perform tasks related to the elimination of terrorist threats.

This paper focuses solely on issues related to the obligatory suspension of police officers from official duties. The relevant provisions are contained in Art. 39 (1) of the Act of 6 April 1990 on the Police. Suspension from official duties is obligatory when the stage of preparatory proceedings conducted against a police officer changes from in rem to ad personam. Such change automatically results in loss of impeccable opinion, which is a necessary condition for serving in the Police. Attention is focused on the objective to be achieved by the institution. The limits of the meaning of the phrase “initiation of proceedings against a police officer” were also indicated as a prerequisite for the application of the legal construction of Art. 39 (1) of the Police Act.

Prowadzone badania miały sprawdzić, jak w typowym dla południowej Małopolski środowisku uczniowskim postrzegana bywa praca policji. Wyniki badań pokazują, że młodzież raczej negatywnie ocenia pracę policji, co niewątpliwie nie wystawia tej formacji wysokiej oceny moralnej. Prowadzone badania nie przesądzają o tym, że tak się dzieje w całej Polsce, ale sygnalizują, że dobrze by było ów wizerunek zmienić bądź nieco poprawić, gdyż policja może się przecież pochwalić niewątpliwymi sukcesami w walce z przestępczością. To, jak młodzi ludzie postrzegają pracę policji, nie pozostanie bez wpływu na dobór kadry policji w przyszłości. Jeżeli przekaz o pracy policji będzie negatywny, to trafią tam ludzie niepewni, szukający mocnych wrażeń i niekoniecznie przekonani o dobrym wyborze zawodu. Jeśli przekaz będzie pozytywny, to zawód policjanta wybiorą jednostki silnie zmotywowane do tego charakteru służby, chcące pomagać społeczeństwu. Kluczem do większej wykrywalności przestępstw i lepszej pracy policji jest jej wizerunek w oczach społeczeństwa, a szczególnie młodzieży, która w niedługim czasie stanie przed problemem podejmowania decyzji zawodowych.
The research conducted was meant to check how the police work is perceived by a student environment typical for southern Lesser Poland. The results indicate that young people perceive the police work rather negatively, which certainly does not give this force any high moral evaluation. The research done is not indicative for the whole Poland, but indicates that it would be better to change that image, because police does surely achieve success in fighting against crime. The way young people perceive the police work will have an impact on police personnel selection in the future. If the message about the police work is negative, these forces will be strenghtened by people who are uncertain, look for more excitement and are not necessarily convinced that they made a good career choice. If the message is positive, the police profession will be chosen by strong individuals, motivated to such type of duty, willing to help the society. A key to better crime detection and better police work is the image of police in the eyes of the society, especially of young people who are about to take professional decisions.

The possibility of taking up and practising liberal professions is generally dependent on the possession of professional qualifications, set out in law. The need to obtain certain qualifications often stems from the necessity to protect such goods as life, health and property. These might be referred to as ‘police goods’. They are existential for the functioning of the state, society and individuals, and are protected within the most important and most significant function of the state, which is the police. One of the areas of the police is the economic police, related to the protection of police goods against threats that may arise as a result of economic activity.Among the liberal professions there are those for which the requirements of obtaining certain qualifications result from the need to protect life and health. These are, in the first place, professions whose performance on the basis of appropriate qualifications guarantees a high level of protection of the life and health of the direct recipients of services provided by a person performing a liberal profession. This applies to the medical professions – doctors, dentists, nurses, midwifes, pharmacists and physiotherapists. Secondly, it is necessary to mention the professions the performance of which on the basis of appropriate qualifications guarantees a high level of protection of life and health of the undetermined group of persons. These professions include that of the architect and civil engineer.A disputable issue is whether professions whose representatives are to protect their clients against unfavourable or unlawful disposal of their own property can be considered liberal professions, where the requirement to obtain certain qualifications results from the need to protect police states and goods. These are legal professions, as well as the professions of investment advisor and property appraiser.

The article discusses the pension of police officers upon their retirement and is an analysis of the rules related to the granting police pensions and the determinants conditioning their amount and form. Police officers, as well as other representatives of uniformed services, are covered by the pension system which differs significantly from the general pension system provided by the Social Insurance Fund. This difference results mainly from the nature of the police officers’ work and the duties imposed on them. The differences are manifested by the rights granted to officers, which include, among other things, the possibility of a faster retirement benefit in comparison with other workers. The current legal provisions regulating the matter of granting and shaping benefits of police officers’ pensions have been reviewed several times. As a result, retired officers have been now covered by a police pension in three options. These options differ in terms of the length of service for which a policeman in question is entitled to a pension and the manner in which the pension can be increased. Classification into any of the possible pension variants depends on the date of commencement of service in the uniformed formation. In addition, regulations were also introduced involving the possibility of reducing the size of pension in the case of officers employed at the time when Poland was a totalitarian state. The variety of benefits granted within a single formation and the complexities associated with the regulation of police pensions cause many problems arising from their interpretation and the determination of pension benefits for present and former officers.

The article presents the issues aimed at introducing and describing the criteria for distinguishing police models and indicating the types of policing structures that have been adopted in European countries, including Poland. The diversity of police forces and their distinct organization allows to pinpoint various criteria enabling the description of contemporary police structures. They are characterized differently, which additionally hampers the establishment of the full catalog of basic features that would strictly define particular police models. The article refers to numerous discussions held in the literature addressing the issue of the organization of uniformed services.
Artykuł prezentuje problematykę mającą na celu przybliżyć i scharakteryzować kryteria dotyczące wyodrębniania modeli Policji oraz wskazać rodzaje modeli, które zostały przyjęte w państwach europejskich z uwzględnieniem Polski. Wielość formacji Policji i odmienne ich zorganizowanie pozwala na wskazanie różnych kryteriów, które umożliwiają opisywanie współczesnych modeli Policji. Charakteryzowane są one odmiennie, co dodatkowo utrudnia ustalenie pełnego katalogu podstawowych kryteriów, które ściśle określałyby poszczególne modele. W artykule nawiązano do licznych rozpatrywań w piśmiennictwie dotyczących problematyki organizacji służb mundurowych.

The subject of this Article is the offi cial position of the commandant of the Police Academy in Szczytno. In contrast, the author’s aim is to present the process of shaping the special attributes of this position, which is the status of an academic teacher. The article presents the se quence of organisational and legal changes to which the academic institution in Szczytno has been subject since 1972, as well as their impact on combining the status of academic teacher with the position of commandant of the Police Academy in Szczytno. The author comes to the conclusion that the process, which led to combining the status of an academic teacher with the position of the commandant rector of the Police Academy in Szczytno, was extremely tedious. This outcome was achieved only in 2018, i.e. almost fifty years after the unit in Szczytno obtained the status of a higher school. In the author’s opinion, it is an appropriate solution, because it fulfi lls the postulate of uniformity and systemic cohesion. Thanks to this, the legal situation of the rector of a higher education institution subordinate to the minister responsible for internal affairs was equated in the discussed scope to the situation of rectors of military higher education institutions and other rectors of public higher education institutions. In the opinion of the author, linking the position of the rector of a government service higher education institution with the status of academic teacher is also benefi cial for the institution itself and the person holding this offi ce. The author emphasises that the officers appointed to the position of commandant rector will be able to carry out scientifi c research activities and educate scientifi c staff in the institution they manage as academic teachers. A higher education institution may, in turn, list them and include their scientifi c output in the lists and reports required to be prepared as part of the procedures for the assessment of the quality of education provided by the institution and for the evaluation and categorisation of its scientific activities.

Each scientific or developmental project brings with it new challenges and risks, but also an opportunity to gain knowledge and development. The results of projects funded through national and international initiatives and programmes should be disseminated so that the experience and knowledge gained can be used in the future for the benefit of the police, academics and the public at large. It should be emphasized that the Polish Police is a uniformed formation dynamically developing new technologies for security. Project financing and management institutions, in particular the National Centre for Research and Development, play an important role in the indicated development, as well as in setting priorities and financing scientific research for security and defence. The 100th anniversary of Poland's regaining independence and the establishment of Poland's largest uniformed formation responsible for security and public order justify scientific exploration of the issue under discussion. The article discusses research activities in the police in three time frames: after 1919, after 1945, and after 1989 - the regaining of independence and sovereignty. The period of modern research activity in the Police was presented on the example of scientific activity of the Police Academy in Szczytno and the Central Forensic Laboratory of the Police. Good practices applied by the Police were indicated, i.e. the procedure for submitting by the Police projects in the area of state security and defence for financing within the National Centre for Research and Development funds. Moreover, the selected research projects of the Police implemented for the benefit of state security and defence were approximated. Apart from the indicated areas raised in the study, at the same time an attempt was made to answer the question whether the Polish Police makes use of the research experience of its predecessor (the State Police) in the field of creating technologies for security?

The article presents the history of the city of Police from the oldest traces of existence of the population, to regaining lost autonomy in the early nineteenth century. Currently, the district in Police, and earlier the Mścięcino burgh, opens the history of the city's development in the ninth century. Later, the population from the Mścięcino burgh moved north to the area of today's marketplace. Police received city rights in 1260 by Duke Barnim I. The city suffered during wars, lost its autonomy for Szczecin. It was not until 1809, after the defeat of Prussia in the war with Napoleon, that political and social changes would regain the independence of Police.
Artykuł przedstawia dzieje miasta Police od najstarszych śladów bytowania ludności, do odzyskania utraconej autonomii w początku XIX wieku. Obecnie dzielnica w Policach, a wcześniej gród Mścięcino otwiera historię rozwoju miasta w IX wieku. W późniejszym okresie ludność z Mścięcińskiego grodu przeniosła się na północ, w okolice dzisiejszego rynku. Prawa miejskie Police uzyskały w 1260 roku, z nadania księcia Barnima I. Miasto ucierpiało podczas wojen, utraciło autonomię na rzecz Szczecina. Dopiero w 1809 roku, po klęsce Prus w wojnie z Napoleonem, przez zmiany ustrojowe i społeczne Police odzyskały niezależność.
