Opis:
The escalating concerns surrounding personal data security in cyberspace necessitate a comprehensive examination of user awareness, attitudes, and behaviours. This study, conducted among University of Udine students, delves into the multifaceted dimensions of personal data security, exploring aspects such as perceptions and behaviours related to privacy, network security, and legal compliance. The research objectives involve assessing respondents’ awareness of data transfer on the network, their general concerns about cyber risks, and the coherence between awareness, concern, and actual online behaviour. A convenience sample of 518 predominantly young respondents was gathered through an online questionnaire. Results reveal a noteworthy disparity between declared awareness and actual concern, leading to a „privacy paradox”. While respondents express awareness of data transfer, their specific concern is limited, predominantly focusing on commercial aspects rather than acknowledging broader cybersecurity threats. This discordance extends to online behaviour and the predominant use of devices such as smartphones, which are simultaneously the most used by respondents but also perceived to have the greatest data loss and the least possibility of implementing data protection actions. The findings underscore the critical need for ongoing cybersecurity education, particularly targeting younger populations, to bridge the gap between theoretical awareness and practical implementation of secure online practices. This study prompts further investigation into diverse cultural contexts, proposing a shared model for technological education across European societies to foster secure behaviours in the digital landscape

W artykule zaproponowano uwzględnienie uwarunkowań kulturowych w objaśnianiu różnic w strukturze i progresywności opodatkowania dochodu oraz dobrobycie społeczno-ekonomicznym kobiet w państwach OECD. Stwierdzono występowanie związku między strukturą opodatkowania dochodu i jego progresywnością a dobrobytem społeczno-ekonomicznym kobiet oraz nierównościami płci, determinowanym uwarunkowaniami kulturowymi. W oparciu o klasyfikację wymiarów kultury Hofstede dokonano podziału państw OECD na siedem klastrów. Najwyższy poziom dobrobytu kobiet oraz najniższe dysproporcje względem płci wykazał model cechujący się niskim poziomem wskaźnika dystansu do władzy, umiarkowanym poziomem wskaźnika indywidualizmu, najwyższym poziomem kobiecości, niskim poziomem unikania niepewności, relatywnie niskim poziomem wskaźnika długoterminowej orientacji oraz silną pobłażliwością. Ujawniono, że wyższemu poziomowi dystansu do władzy, męskości, powściągliwości i unikaniu niepewności, towarzyszy niższy poziom dobrobytu i wyższy poziom nierówności społeczno-ekonomicznych względem płci, a w przypadku zmiennych charakteryzujących opodatkowanie dochodu – niższe znaczenie fiskalne PIT, a wyższe składek na ubezpieczenia społeczne. Wykazano, że państwa o wyższym dobrobycie kobiet i niższych nierównościach ekonomiczno-społecznych względem płci cechuje wyższe znaczenie fiskalne PIT w przeciwieństwie do składek na ubezpieczenia społeczne, ze względu na wyższe stawki PIT w obu grupach dochodowych, niższy stopień progresji w PIT i klina podatkowego. Wyniki stanowią oryginalny wkład, dostarczając dowodu, że społeczeństwa egalitarne, o wyższym poziomie dobrobytu kobiet i niższych dysproporcjach w dobrobycie względem płci, wykazują preferencje wyższego opodatkowania dochodu podatkiem od dochodów osobistych, o niższej progresywności w porównaniu do obciążenia dochodu składkami na ubezpieczenia społeczne.
The article proposes the inclusion of cultural conditions in explaining differences in the structure and progressivity of income taxation and the socio-economic welfare of women in OECD countries. A connection was identified between the structure of income taxation and its progressivity, the socioeconomic well-being of women, and gender inequalities, determined by cultural conditions. Based on Hofstede’s cultural dimension classification, OECD countries were divided into seven clusters. The model characterized by a low power distance index, moderate individualism, the highest level of femininity, low uncertainty avoidance, relatively low long-term orientation, and strong indulgence showed the highest level of women’s welfare and the lowest gender disparities. It was revealed that a higher level of power distance, masculinity, restraint, and uncertainty avoidance is associated with lower welfare and a higher gender inequality, and in the case of variables characterizing income taxation, a lower fiscal importance of PIT, and higher social security contributions. It has been shown that countries with higher women’s welfare and lower economic and social gender inequalities are characterized by the higher fiscal importance of PIT as opposed to social security contributions due to higher PIT rates in both income groups, a lower degree of progression in PIT, and a lower tax wedge. The results provide evidence that egalitarian societies with higher levels of women’s welfare and lower gender disparities preferred higher personal income taxation, with lower progressivity compared to the burden of social security contributions to income.

The purpose of this study is to attempt to discover the relationship between the right to freedom of speech and national security, using a comparative analysis. For this purpose, reference was made to the comparison of the legal system of the Republic of Poland with the law of the Russian Federation. The legal issues of freedom of speech in Poland were examined, and then the legal system of the Russian Federation was analyzed, in which both national acts, such as the constitution and legal regulations regarding the operation of the media and freedom of expression, do not differ significantly from those found in other democratic countries. In addition, the Russian Federation is a signatory to most supranational agreements, such as the Universal Declaration of Human Rights. However, the problem lies in the actual application and enforcement of these rights and freedoms in practice. The conclusions drawn from this analysis are unequivocal. As long as there are no alternative credible information distribution channels, the existing political system in the Russian Federation will certainly be maintained, because the lack of an alternative perpetuates the monopolization of the media market. However, tightening the information transfer to government propaganda, limiting freedom of speech, will not be conducive to the internal stability of this country in the long run.
Celem niniejszego opracowania jest próba wykazania zależności pomiędzy prawem do wolności słowa a bezpieczeństwem narodowym i obywatelskim z wykorzystaniem analizy porównawczej. W tym celu odwołano się do porównania systemu prawnego Rzeczypospolitej Polskiej z prawem Federacji Rosyjskiej. Analizie poddano kwestie prawne wolności słowa w Polsce, by dalej przejść do systemu prawnego Federacji Rosyjskiej, w którym zarówno akty krajowe, takie jak konstytucja oraz regulacje prawne dotyczące działania mediów oraz swobód i wolności wypowiedzi, w swoim zapisie nie różnią się znacząco od spotykanych w państwach demokratycznych. Ponadto, Federacja Rosyjska jest sygnatariuszem większości umów ponadnarodowych, na przykład takich jak Powszechna Deklaracja Praw Człowieka. Jednakże problem tkwi w rzeczywistym stosowaniu i egzekwowaniu tych praw i wolności w praktyce. Wnioski, które nasuwają się z niniejszej analizy są jednoznaczne. Dopóki będzie brakować alternatywnych wiarygodnych kanałów dystrybucji informacji z pewnością utrzyma się dotychczasowy system ustrojowy w Federacji Rosyjskiej, ponieważ brak alternatywy siłą rzeczy utrwala monopolizację rynku medialnego. Ale zacieśnienie przekazu informacyjnego do propagandy rządowej ograniczające wolność słowa, na dłuższą metę nie będzie sprzyjać stabilności wewnętrznej tego państwa.

Człowieka identyfikują zarówno czynniki materialne, jak i niematerialne, wśród nich uczucia religijne, określające jego indywidualny stosunek do przedmiotu kultu, ale także determinujące sposób jego życia. Uczucia religijne, odnoszące się do szczególnej relacji z przedmiotem kultu, któremu należy się cześć i szacunek, bardzo często są jednak naruszane przez słowa, gesty czy zachowania innych osób, nasilone zwłaszcza ostatnimi czasy. Odbywa się to w sposób ostentacyjny, kiedy wprost kontestuje się lub ośmiesza wartości cenne dla wyznawców danej religii, głównie katolickiej, albo pod pretekstem wolności artystycznego wyrazu. Wobec tego niezwykle ważne jest wskazanie przepisów, na podstawie których możliwa byłaby ochrona uczuć religijnych przed tego rodzaju przejawami jawnej bądź zakamuflowanej pogardy. W kontekście przepisów prawa cywilnego zadania tego podjął się autor recenzowanej książki, podkreślając słusznie, że uczucia religijne, jak każde dobro osobiste, podlegają cywilnoprawnej ochronie.
Man is identified by both material and immaterial factors, including religious feelings, determining his individual attitude to the object of worship, but also determining his way of life. Religious feelings relating to a special relationship with the object of worship, which deserves reverence and respect, are very often violated by words, gestures or behavior of other people, especially in recent times. This is done in an ostentatious way, when values that are valuable for the followers of a given religion, mainly Catholic, are directly contested or ridiculed, or under the pretext of freedom of artistic expression. Therefore, it is extremely important to indicate the provisions on the basis of which it would be possible to protect religious feelings against such manifestations of overt or camouflaged contempt. In the context of civil law, this task was undertaken by the author of the reviewed book, rightly emphasizing that religious feelings, like any personal interest, are subject to civil law protection.

Artykuł ma na celu zwrócenie uwagi na problem ochrony danych osobowych i roli oraz zadań Inspektora Ochrony Danych w archiwach państwowych. Wraz z wprowadzeniem unijnego rozporządzenia o ochronie danych osobowych zmieniło się wiele w postrzeganiu osób, którą tymi zagadnieniami się zajmują. Inspektor Ochrony Danych zajmuje się przede wszystkim należytym postępowaniem z dokumentacją, która jest wytarzana w toku działalności każdej jednostki organizacyjnej, w tym również archiwom państwowym. Rola i zadania Inspektora Ochrony Danych w archiwach państwowych jest taka sama jak w innych jednostkach organizacyjnych. Ze względu na specyfikę działalności państwowej sieci archiwalnej i specyfiką instytucji jaką są archiwa państwowe zadania Inspektora Ochrony Danych są niezwykle ważne. Z jednej strony państwowa służba archiwalna posiada dokumentację o wieczystym przechowywaniu tzn. kategorię A, a z drugiej strony działa jak normalny urząd obsługujący petentów oraz ze swoją strukturą organizacyjną. Właśnie zarządzanie bezpieczeństwem informacji w dobie społeczeństwa opartego na wiedzy jest kluczowym problemem w  każdej instytucji, za który odpowiada Inspektor Ochrony Danych. Sam system bezpieczeństwa informacji musi być systemowy i dobrze przemyślany. Ustawodawca unijny w swoim zamyśle stworzył funkcję Inspektora Ochrony Danych, aby chronić także naszą prywatność. System ochrony danych osobowych działa w Polsce od dwudziestu pięciu lat, a po wdrożeniu RODO (wraz z karami o nienależyte przetwarzanie danych osobowych) coraz bardziej podchodzimy do tego jako naszego niezbywanego prawa, aby nasze dane osobowe były dobrze przetwarzane i nie udostępniane osobom nieupoważnionym. 
This article aims to assess the issue of data protection and the role and tasks of theData Protection Offi cer in the National Archives. With the introduction of the EU Data Protection Regulation (GDPR), much has changed in the perception of those who deal with these issues. The Data Protection Offi cer’s main concern is the proper handling ofrecords that are produced in the process of any organizational unit’s activities, including those of the State Archives. The role and responsibilities of the Data Protection Offi cer in the state archives are the same as in other organizations. Due to the nature of the activities of the state archive network and the specifi c nature of an institution such as the archives, the duties of the Data Protection Offi cer are extremely important. On the one hand, the state archives service holds records with permanent retention, i.e. category A, and on the other hand it operates like a normal offi ce serving the public with its organizational structure. The management of information security in the age of the knowledge societyis the key issue in any institution, for which the Data Protection Offi cer is responsible. The information security system itself must be well designed and thought out. The EU legislator intended the function of the Data Protection Offi cer to protect our privacy as well. The system of personal data protection has been in place in Poland for twenty-six years, and after the implementation of the GDPR (along with penalties for improperprocessing of personal data), we are increasingly considering it as our inalienable right to have our personal data well processed and not shared with unauthorized persons.

Celem pracy jest wskazanie roli i znaczenia dowódcy ochrony w zapewnianiu bezpieczeństwa podczas ochrony osób. W artykule przedstawiono hipotezę: rolą dowódcy podczas zapewniania bezpieczeństwa osób jest planowanie, organizowanie i kierowanie podległymi mu pracownikami ochrony. Osoba dowódcy ochrony ma istotne znaczenie w zapewnianiu bezpieczeństwa ochranianych osób. W pracy zastosowano jakościową metodę badawczą: analiza i krytyka powstałych na ten temat prac naukowych. Z przeprowadzonych badań wynika, iż dowódca ochrony, jako najbardziej doświadczony pracownik posiadający odpowiednią wiedzę i cechy charakteru, przydziela pracownikom ochrony odpowiednie zadania podczas zapewniania ochrony osób, a także ustala zasady ich współdziałania. Od decyzji dowódcy zależą podjęte działania, a także rodzaj i forma sprawowania ochrony. Zadania, które wykonuje dowódca ochrony, mają ogromne znaczenie w zapewnianiu bezpieczeństwa ochranianej osoby. Przeprowadzone w artykule badania pozwalają na potwierdzenie hipotezy. Dowódca ochrony jest odpowiedzialny za zaplanowanie sposobu ochraniania ważnej osoby, zorganizowanie ochrony, a także kierowanie działaniami pracowników ochrony. Rola dowódcy ochrony w zapewnianiu bezpieczeństwa jest istotna, dlatego wato skupić się na predyspozycjach danej osoby na to stanowisko. W pracy przedstawiono zadania dowódcy ochrony. Analiza tych aspektów pozwala na poszerzenie wiedzy z zakresu zadań dowódcy ochrony podczas ochrony osobistej, jego predyspozycji psychofizycznych oraz stylów dowodzenia. Pozwala to na skuteczniejsze zapewnienie bezpieczeństwa ochranianej osoby.
The aim of the work is to indicate the role and importance of the security commander in ensuring safety while protecting people. The article presents the hypothesis: the role of the commander in ensuring the safety of people is planning, organizing and managing his subordinate security personnel. The person of the security commander is important in ensuring the safety of the protected persons. The work uses a qualitative research method: analysis and criticism of articles on the subject. The conducted research shows that the security commander, as the most experienced employee with appropriate knowledge and character traits, assigns security personnel appropriate tasks while ensuring the protection of persons, and also determines the rules of their cooperation. The actions taken, as well as the type and form of protection depend on the commander’s decision. The tasks performed by the security commander are of great importance in ensuring the safety of the protected person. The research carried out in the article allows to confirm the hypothesis. The security commander is responsible for planning the method of protecting an important person, organizing security and managing the activities of security personnel. The role of the security commander in ensuring security is important, therefore it is important to focus on the suitability of a given person for this position. The work presents the tasks of the security commander. The analysis of these aspects allows to broaden the knowledge of the tasks of the security commander during personal protection, his psycho-physical predispositions and command styles. It allows to ensure more effectively the safety of the protected person.

The apparatus of repression in People’s Poland, including the security services, employed illegal methods also from the point of view of the contemporary law applicable to its functionaries. Unfortunately, today such activities are oft en considered justifi ed due to the so-called service that the security services (UB, SB) rendered for communist Poland. The article presents selected cases of this criminal activity, which included invading the privacy of correspondence, practicing blackmail by the use of compromising materials (for example, regarding the person’s sexual preferences), and oft en combined with intimidation, cessation of investigation proceedings involving off enders, as well as tolerance of protection, nepotism, and alcoholism in the inner circles. While the legal assessment of these activities is challenging, their historical evaluation ought to be easy.

The category of security may be found in many fields of science and its individual disciplines. This makes security a polysemantic concept and acquires diverse meanings depending on science, discipline or practice [33]. In social sciences, it is situated within the area of needs and values. Consequently by comparing the above-discussed classifications of security approaches, one may reasonably conclude that the coupling between personal security (which directly concerns individual subjects - the person/individual) and structural security (which indirectly concerns those involved in social relations) has the dimension of a relationship with double connotations. In the case of certain security systems, when the individual’s sense of security (personal security) is affected by a threat, the effective functioning of the system (structural security) depends to a large extent on the ability to act of officers who may be considered as components of individual subsystems [29]. Their ability to act under threat (personal security) determines the effectiveness of the specific security system (structural security), and hence the sense of security of ordinary citizens who expect it to be restored (personal security). The state’s duties with respect to personal security of the citizens include not only their obligation to recognise hazards, prevent them and eliminate their consequences but also a special duty to take action to provide soldiers and officers with adequate equipment for their tasks, training, legal regulations and a system of support in the event of any injury to health [30]. In the latter area, it is imperative to have an effective medical and psychological support system organized, both before and after being assigned to particular tasks. It is also essential to ensure an adequate level of legal safety, indicating precise boundaries of powers and responsibilities to the entities obliged to perform safety tasks. The results of the analysis discussed in the publication allow making a presumption that the link between personal security (relating directly to individual entities - a person / an individual) and structural security (relating indirectly to entities involved in social relations) has the dimension of a relationship with double connotations.
Przedmiotem badań przedstawionych w niniejszej publikacji jest bezpieczeństwo personalne i strukturalne w ujęciu nauk społecznych. W artykule dokonano charakterystyki ewolucji pojęć bezpieczeństwa personalnego i strukturalnego w ujęciu nauk społecznych. Kategoria bezpieczeństwa występuje w wielu dziedzinach nauki i jej dyscyplinach. Dlatego bezpieczeństwo jest pojęciem polisemantycznym, ma wiele znaczeń zależnych od dziedziny nauki, jej dyscypliny albo praktyki [33]. W dziedzinie nauk społecznych jest ono sytuowane w obszarze potrzeb i wartości. Porównując zatem omówione wyżej klasyfikacje ujęć problematyki bezpieczeństwa, można zasadnie uznać, iż sprzężenie pomiędzy bezpieczeństwem personalnym (dotyczącym bezpośrednio indywidualnych podmiotów – osoby/jednostki ludzkiej) a strukturalnym (dotyczącym pośrednio podmiotów zaangażowanych w relacje społeczne) ma wymiar relacji o podwójnych konotacjach. W przypadku części systemów bezpieczeństwa, gdy indywidualne poczucie bezpieczeństwa (bezpieczeństwo personalne) doznaje uszczerbku wskutek zagrożenia, sprawne funkcjonowanie systemu (bezpieczeństwa strukturalnego) zależy w znacznej mierze od zdolności do działania funkcjonariuszy będących komponentami poszczególnych podsystemów [29]. Od ich zdolności do działania w warunkach zagrożenia (bezpieczeństwo personalne) zależy zatem efektywność działania określonego systemu bezpieczeństwa (bezpieczeństwo strukturalne), a tym samym poczucie bezpieczeństwa zwykłych obywateli oczekujących jego przywrócenia (bezpieczeństwo personalne). Obowiązki państwa w obszarze bezpieczeństwa personalnego obywateli obejmują więc nie tylko zobowiązania do rozpoznawania zagrożeń, zapobiegania im i usuwania ich skutków, ale również szczególny obowiązek podejmowania działań na rzecz zapewnienia żołnierzom i funkcjonariuszom adekwatnego do powierzonych zadań wyposażenia, szkoleń, uregulowań prawnych oraz systemu wsparcia w przypadku powstania jakiegokolwiek uszczerbku na zdrowiu [30]. W tym ostatnim obszarze szczególne znaczenie ma organizacja efektywnego systemu wsparcia medycznego, psychologicznego zarówno przed skierowaniem do realizacji wyznaczonych zadań, jak i po ich zakończeniu. Istotne znaczenie ma także zapewnienie odpowiedniego poziomu bezpieczeństwa prawnego, wskazującego podmiotom zobowiązanym do wykonywania zadań z zakresu bezpieczeństwa jednoznaczne granice uprawnień i obowiązków.

Nowadays, we are observing the growing role of leadership not only in organizations but also in hierarchical units. This importance is related to shaping the organizational culture of individuals and teams working in them. The aim of the article is to present the importance of leadership in shaping the security and organizational culture of hierarchical units on the example of the War Studies University. The analysis was made using Geert Hofstede's organizational culture model using participant observation. On the basis of the conducted analysis, it can be indicated that the discussed hierarchical unit is characterized by a high power distance, collectivism, masculinity, a high degree of avoidance of uncertainty and short-term orientation in time. Such dimensions of organizational culture as: avoidance of uncertainty, collectivism and power distance have the greatest impact on the occurrence of a specific leadership style, and their verification should be an integral element of the exercised power in order to increase the level of structural security of the institution and personal security of members of this organization.

Opis:
The paper is an attempt to diagnose the visible phenomenon, though still informal, of forced privatization of tasks assigned to law enforcement authorities within the current Polish legal system of counteracting money laundering and financing terrorism. It is also an attempt to assess the situation when law enforcement and supervisory institutions as well as cooperating bodies marginalize their duties connected to preventive and investigative activities. The author advances the thesis that shifting the point of gravity of the indicated actions to the obligated entities (mainly of a non-public character) leads to an unacceptable, from the point of view of constitutional principles, threat to freedoms and rights and constitutes an obligation that does not fit into the conditions specified in art. 31 of the Constitution. The article is a picture of reality.
Artykuł jest próbą diagnozy dostrzegalnego, choć niesformalizowanego zjawiska przymusowej prywatyzacji zadań organów ścigania w ramach obowiązującego w Polsce systemu przeciwdziałania praniu pieniędzy oraz finansowaniu terroryzmu. Jest on również próbą dokonania oceny systemowego marginalizowania przez organy ścigania oraz instytucje nadzorcze, a także jednostki współpracujące obowiązków, które stoją u podstaw działań prewencyjnych i wykrywczych w ramach posiadanych kompetencji. Autor stawia tezę, że przeniesienie środka ciężkości wskazanych działań na podmioty obowiązane (głównie o charakterze niepublicznym) prowadzi do nieakceptowalnego z punktu widzenia zasad konstytucyjnych zagrożenia wolności i praw oraz stanowi obowiązek nie mieszczący się w warunkach określanych przez art. 31 Konstytucji.

The article refers to the currently shaped issues of human personal safety in relation to threats arising from events and situations. At the same time, it points out that an exhaustive expression of the need for security is rather unfeasible because this scope in personal view will be categorized by: physiological properties, age, environmental and situational conditions, knowledge, and socio-cultural conditions, as well as life experiences. The author focuses in particular on the analysis of organized crime in Mexico and the impact of these structures on the personal safety of people, social, ethnic, and professional groups, indicating their causes. The rooting or deepening of the indicated social problems and the lack of perspectives to improve them means that the main assumptions of the security strategy, including among others public safety improvement programs, and thus personal safety, is a very complex and extended process. The analysis of the functioning of the Mexican state in the security sphere clearly shows that in this respect state institutions transfer this issue to the citizen. Fears for their safety result from the presence of criminal structures, shocking ones, their uncompromising attitude, sense of impunity, and ruthlessness towards anyone who has been defined by "crime syndicates" as a threat to their existence.

An issue that is essential to contemporary society is the question of state security and personal safety of the citizens. Therefore, the state has to deal with one of the most important threats, i.e. radicalization. The phenomenon of home-grown radicalism is known in Western European countries. The phenomenon of radicalization should not be identified solely with contemporary domestic Islamic terrorism. Radicalism is not limited to one ideology. The question about the process of acquiring extremist beliefs is one of the most important for political scientists, political psychologists, sociologists and criminologists. Wanting to deal with the etiology of the decision about a terrorist attack, the focus should be on the moment when potential terrorists start and undergo the process of radicalization. The article aims to signal the problem of radicalization in Polish penitentiary units. The authors do not provide the knowledge necessary to counteract this phenomenon in penitentiary units. However, they point to the definition problems, the theoretical model of radicalization, the place of radicalization in the European Union's policy. They also present the penitentiary unit as a place susceptible to radicalization. They formulate general remarks on combating radicalization among prisoners. They inform that the Prison Service should not be left alone in counteracting the radicalization of prisoners. It is an element of the state security system. It also cooperates with other entities in the rehabilitation of prisoners. The authors acknowledge that the way to prevent the negative effects of the radicalization process of prisoners is first of all training personnel in this field. It is also the fundamental issue to isolate prisoners who are a source of danger. In this area, the authors suggest that if the radical attitudes of prisoners are intensified, it is worth considering introducing legislative solutions facilitating faster and adequate operation of prison staff in such cases.

The Rohingya is an ethnic-religious Muslim minority that has struggled with serious human rights violations for decades. Indian migration to Burma, stimulated by British colonial rule, is pointed to as the main cause of the Muslim-Buddhist conflict. Although Indians in Burma currently constitute a fraction of the population (2.3%), resentment remained. The aim of the article is to analyze the threats to many aspects of the personal security of the Rohingya population. It is one of the most populous groups of stateless persons in the world; moreover, since the 1960s, this ethnic group has experienced oppression on a huge scale: from restrictions related to work and movement as well as difficult access to health care and education, through deprivation of civil rights , to physical violence and even death. All this is happening in the 21st century in front of the world. In order to better understand the Rohingya conflict with the Burmese army, the historical context and the course of the conflict were presented. The assistance activities of the European Union and possible solutions to this humanitarian crisis were also indicated.
