The scope and intensity of international interventionism in the case of East Timor were unusual in every respect. The successive UN peacekeeping operations established in this country wielded unprecedentedly wide powers. The International Force for East Timor (Interfet) was authorized to „use any means necessary to restore peace and security in East Timor". The United Nations Transitional Administration in East Timor (UNTAET) became in fact a regular government wielding absolute administrative and judiciary power over the country and enjoying the right to conclude legally binding international treaties with other states and international organiza¬tions (including the UN itself). This rather spectacular instance of international interventio-nism ended, however, in an outright failure. No lasting internal peace was instituted, the process of national reconciliation brought negligible results and the tribal animosities which were aroused in the newly created Timorese army brought the country to the verge of anarchy. It was only when Australia, being itself a major regional power and a key sponsor of the East Timor independence cause, decided to act independently of the UN institutions that the country's definite collapse could be successfully prevented. The reasons for the ineffectiveness of the international inte-rventionism in East Timor seem to stem from the East Timorese distinct political culture, whose tenets include preserving strict so¬cial hierarchy, uncompromising elitism and the paramount impor¬tance of kinship relationships. This kind of socio-cultural value set by no means could be reconciled with the Western standards of competitive liberal democracy and consensual decision-making that were to be promoted by the peacekeeping operations in East Timor.

Operations under the auspices of the Security Council mandate span over 70 years. Repeatedly involved in resolving armed conflicts, they have made a significant contribution to ensuring security and stability around the world. In practice, they have taken the form of operations by individual states, coalitions, other international organizations or simply as United Nations missions composed of contingents provided by Troop Contribution Countries (TCC). While operations under the auspices of the United Nations have been involved on several occasions in offensive activities under Chapter VII of the Charter of the United Nations, and the question of responsibility for these actions has been the subject of many legal analyses and judgments, missions organized by the United Nations are always recognized as neutral, and their activities as conciliatory and focused on monitoring the cessation of hostilities, or supervising the disengagement between the parties of the conflict, with the use of force limited to self-defence. Thus, such operations benefited from legal protection, and any action against them was considered a violation of international law. The current engagement of United Nations goes far beyond the traditional understanding of peacekeeping operations. UN missions are frequently authorized to employ all necessary means, up to and including the use of lethal force or even neutralization of the armed group. This creates a situation where in the light of International Humanitarian Law, such actions can be recognized as involvement in armed conflict. This article is intended to show the problems that the international community will soon face to in using United Nations’ missions as an instrument for resolving armed conflicts and as a tool for restoring peace and providing stability and securityin the area of operations. It presents the processes of decision-making and subordination, which in some circumstances might result in the United Nations missions being deprived of legal protection and, in addition, made liable for non-compliance with the provisions of International Humanitarian Law.

The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

Polish troops carried out various tasks during the UN, NATO and the EU peacekeeping operations – from peace stabilization, through disarmament of aggressive groups and rebuild of areas under Polish administration, to distribution of humanitarian aid. In 2009, The Polish government withdrew all military of the UN contingents. The main reason of such decisions, was connected with engagement in the missions of the NATO: Afghanistan (ISAF) and Kosovo (KFOR) and Althea carried out by EUFOR.

Artykuł zawiera opis działań Polskiej Wojskowej Jednostki Specjalnej na Bliskim Wschodzie w operacji Drugich Doraźnych Sił Zbrojnych ONZ w Egipcie – UNEF II w latach 1973–1979. W pierwszej części materiału autor przedstawił tradycje służby polskich żołnierzy w komisjach rozjemczych w okresie 1953–1973 w Korei, Indochinach oraz Nigerii. Główną część artykułu stanowi historia służby polskiego kontyngentu wojskowego w Egipcie w misji UNEF II. Po raz pierwszy Wojsko Polskie miało wystawić zwarty oddział do misji pokojowej prowadzonej pod flagą ONZ. Jednym z kluczowych wyzwań organizacyjno-logistycznych okazało się przerzucenie ludzi i sprzętu do rejonu mandatowego. Główną część transportu wyposażenia i zaopatrzenia wzięły na siebie statki Polskich Linii Oceanicznych, zbudowane w szczecińskiej stoczni. Opis tych morskich doświadczeń oraz wspomnienie o dwóch jednostkach uwięzionych w tym okresie na wodach Wielkiego Jeziora Gorzkiego stanowi kolejną część artykułu.
The article describes activities of Polish Special Military Unit in the Middle East which took part in the Second United Nations Emergency Force in Egypt – UNEF II in the period 1973–1979. There are presented traditions of Polish military service in the multinational commissions in Korea, Indochina and Nigeria in the period 1953–1973. The history of Polish military contingent in UNEF II is the main body of the article. Polish Army the first time was ordered to set up a battalion sized military unit to UN mission. It was big organizational and logistic challenge. The main part of contingent.s supply transporting was realized by Polish vessels. They were build in Szczecin shipyard. The activity description is a second part of the article.
