Amendment to local government political acts, introduced in January 2018, expanded the catalogue of legal instruments for participation of residents of local government units in solving the actual problems of their self-governing communities. The catalogue included a citizens’ resolution-passing initiative, which may be classified as a means of integrating members of a given community and involving them in the process of law making. Until the entry into force of legal solutions, introduced by the amending act, the issues of the resolution-passing initiative were subject to statutory regulations. The scope of these regulations was diverse, which is why the legislator decided to harmonise them. The study includes an analysis of applicable legal solutions that shape the institution of the citizens’ resolution-passing initiative as well as their assessment and an attempt to formulate de lege lata conclusions.

Nowelizacja samorządowych ustaw ustrojowych, dokonana w styczniu 2018 roku, poszerzyła katalog prawnych instrumentów partycypacji mieszkańców jednostek samorządu terytorialnego w rozwiązywaniu rzeczywistych problemów ich wspólnot samorządowych. Katalog ten objął obywatelską inicjatywę uchwałodawczą, którą można kwalifikować jako środek integrujący członków danej społeczności oraz angażujący ich w proces stanowienia prawa. Do czasu wejścia w życie rozwiązań prawnych, wprowadzonych ustawą nowelizującą, problematyka inicjatywy uchwałodawczej stanowiła przedmiot regulacji statutowych. Zakres tych uregulowań był zróżnicowany, dlatego też ustawodawca zdecydował się na ich ujednolicenie. W niniejszym opracowaniu poddano analizie obowiązujące rozwiązania prawne kształtujące instytucję obywatelskiej inicjatywy uchwałodawczej, a następnie dokonano ich oceny oraz podjęto próbę sformułowania wniosków de lege lata.

The ship domain – the area around the ship that should be clear of other vessels or objects – depends on many factors. In this paper authors present results of simulation research on ship domain determination. The influence of ship size on domain shape and dimensions in the restricted area have been analyzed. The method of determining ship domain is characterized. The results have been presented. The domains of ships of different sizes have been compared and conclusions formulated.

Poemat Le Passe-Temps Michała Tailleventa wpisuje się w ważny nurt twórczości poetyckiej późnego średniowiecza, koncentrujący się na temacie upływu czasu postrzeganego z perspektywy konfrontującej się z nim jednostki. Pytania, na jakie niniejszy artykuł próbuje dać odpowiedź, brzmią: W jaki sposób Michał Taillevent przedstawia problem upływu czasu? Czy uświadomienie sobie tego procesu stanowi, według poety, wartość stałą w ludzkim życiu, czy też sposób postrzegania czasu ewoluuje w miarę starzenia się człowieka? Czy poemat Le Passe Temps proponuje jakąś drogę uchronienia się przed całkowitym załamaniem w obliczu własnego przemijania? Eponimiczny czas objawia w utworze ciekawe funkcje i oblicza. W artykule najpierw omówiony został obiektywny wymiar czasu, potraktowanego jako przedmiot obserwacji piszącego o nim poety, a następnie wymiar subiektywny, w którym wyodrębniony został nie tylko czas miniony i czas antycypowany, ale także czas nieuświadomiony i czas uświadomiony, wreszcie czas wykorzystany dobrze i czas zmarnowany. Poemat Tailleventa proponuje także różne sposoby stawienia czoła nieuchronnemu procesowi przemijania, pośród których szczególnie skutecznym i zalecanym remedium byłby literacki akt twórczy.
Poem Le Passe Temps by Michault Taillevent entered the important movement of poetic output of Late Middle Ages, focusing on the theme of time elapse, as seen from the perspective of a confronting it individual. This paper tries to answer the following questions: in what way does Michault Taillevent articulate the idea of passing of time? Is, according to the author, the appreciation of that process a longstanding value in human life, or does the perception of time evolve with advancing years? Does Passe Temps poem offer any way of protecting against a total breakdown in the view of passing of somebody’s life? Eponymous time reveals intriguing functions and countenances in the work. The paper starts with talking over the objective dimension of time taken as an object under observation of the writing about it poet, and then come the subjective descriptions that distinguish the past and anticipated time, as well as, realised and beyond realisation periods, and finally, well used and wasted time. The poem by Taillevent, puts also forward different ways of standing up to inevitable process of passing, where especially effective and recommended remedy would be a literary work.

Opis:
Vessels moored at port terminals may be subject to excessive strain on mooring lines, induced by other ships passing in their vicinity. This phenomenon is called hydrodynamic interaction, and well known in the international literature as Passing Ship. It occurs due to the displacement of the mass of water between the two vessels, which, consequently, induces hydrodynamic stresses on the two ships. Within this context, scale models are a powerful tool for hydrodynamics studies, being able of reproduce the complex water flow phenomena that take place around passing and moored ship. This paper presents a scale model technique to study the Passing Ship phenomenon and its application on a case study developed for the Santos Port. The study was based on the analysis of the results of simulations performed on a 1:170 scale model to compare the effect of various navigations conditions on the mooring lines of a docked ship.

In each discipline of lighting technology where light has influence on the users' health and safety, for the use of lighting devices, the so called, maintenance systems was established. Based on the accepted algorithms, among the others, intervals of light sources replacement and cleaning of luminaries are determined. The subject of the influence of headlamps dust deposits' on their photometric parameters is very rarely tackled in the vehicle lighting technology. Probably the reason for this is the assumption that a driver will control visually lighting condition of his vehicle. Unfortunately, in practice this assumption is not met usually. Only a few vehicle models are equipped with headlamp washers or wipers. During normal service life of the vehicle the lenses of headlamps are cleaned occasionally, mostly during the vehicle washing, or sometimes after noticing heavy dirt deposits. However, internal surfaces of headlamp are not cleaned at all. Paradoxically, in the winter, when it gets dark earlier and headlamps' light is used for a longer periods, the vehicle cleaning is more rare, because of very low temperatures. The article present examples of measurement results of dirt deposits' influence on illuminance distribution changes on the road surface (on measuring screen) of headlamp equipped with halogen bulb and discharge light source. The concept of solving headlamp lens maintenance problem by using lens soiling detector, is also illustrated.

Passing away is an inevitable and a natural process which effects on all material and immaterial things. Elements of nature pass away, culture passes away, and the works of art created by man pass away too. Every day we observe a continuous and the oldest cycle of death and birth - spectacle played out throughout day and night. Mystical phenomenon of succession of dawn and dusk has a direct impact on the human environment, including architecture, which is also subjected to the process of passing. At the turn of the century we can see a sine wave of changes, which buildings are subjected to - evolution of their form and function. All occurring transformations are caused by the need, and erecting architectural objects aims at satisfying this need. With time the role which they have played disappears. The objects get older and pass away.

Tradycyjnie postrzegani i identyfikujący się jako podgrupa Afroamerykanów zgodnie z zasadą „jednej kropli krwi”, dawni „Mulaci” zyskali w ciągu ostatnich dziesięcioleci nowe możliwości definiowania swej tożsamości rasowej dzięki teoriom postetniczności i hybrydowości, tożsamości „new mestiza” i wpływom świata latynoskiego. Jednocześnieujawniły się głosy krytyki wobec porzucenia esencjalistycznego postrzegania rasowości. Porównując przeciwstawne stanowiska w tej sprawie, artykuł przedstawia różne możliwości (auto)identyfikacji rasowej w USA.

The theme of melancholy in the Polish prose of the 21st century is still valid and directly related to the issue of identity and maturity of protagonists. People who suffer from depression exist in a world in which “ all that is solid, melts into the air”. This feeling complicates their existence because they often cannot describe their own identity (both individual and collective). The modern homo melancholicus often treats his or her own life as someone else’s project, which intensifies the experience of incoherent self-image and sense of alienation. In the latest realistic prose, reflections on passing away appear in thirty-year-old protagonists who lose the illusion of a quick career which would give them (apparently) happiness. Recalling the past, rooted in communist Poland, turns out to be a type of autotherapy. Melancholics see their lives as scattered, deformed, similar to the puzzles that should be put together again. The ongoing depersonalization and identity problems make that the heroes wander around the labyrinth, looking for a way out of it. The experience of melancholy proves to be the experience of transgression in which a person can find himself by accepting the complexity of the world.

Parafia to podstawowa jednostka organizacyjna Kościoła katolickiego. Jest to przede wszystkim wspólnota wiernych, której zwierzchnikiem jest proboszcz działający pod władzą biskupa diecezjalnego. Proboszcz jest więc odpowiedzialny za duszpasterstwo w swojej parafii i za dobra materialne tej wspólnoty. Urząd proboszcza jest nierozerwalnie związany z parafią. Wykonywanie posługi pasterza parafii, obejmujące pełną pieczę duszpasterską, zakłada w sposób absolutny pełnienie władzy wynikającej ze święceń. Dlatego, aby ktoś mógł zostać ważnie mianowany proboszczem, musi spełniać wymogi kanoniczne związane z powierzeniem urzędu. Niniejszy artykuł jest próbą ukazania tych wymogów w świetle obowiązującego Kodeksu Prawa Kanonicznego.
A parish is a basic organisational unit of the Catholic Church. In the first place it is the community of the faithful where the parish priest is a superior acting under the diocese bishop authority. In this case the parish priest is in charge of spiritual leadership in his parish as well as the material goods belonging to this community. The parish priest office is intrinsic to the particular parish. Performing the service of the parish shepherd including the complete spiritual leadership supervision assumes serving resulting from the ordination in an absolute way. For this reason, so as to nominate someone a parish priest quintessentially, they have to fulfill the canonical requirements related to passing on the office. This article is an attempt in order to demonstrate these requirements in the light of ruling Canon Law Codex.

Celem artykułu jest ukazanie wartości wspomnień, które mają charakter terapeutyczny i odmładzający. Pamięć, która jest zdolnością zapamiętywania, przechowywania i przypominana rzeczy minionych jest procesem, który towarzyszy człowiekowi przez całe życie, składając się na jego osobowość i charakter. Wydobywanie wspomnień z przeszłości ma swój sens i cel, który zawiera się w pragnieniu swoistego katharsis. Tytułowa bohaterka Sońki Ignacego Karpowicza wraca wspomnieniami do tragicznych przeżyć z czasu II wojny światowej i dzięki przeprowadzonej przed obcym człowiekiem spowiedzi życia uwalnia się od balastu i ze spokojem, odmłodzona i wyzwolona odchodzi ze świata żywych. Karpowicz stworzył powieść „ocalającą”, wpisując się tym samym we współczesny nurt twórczości przywracającej wspomnienia czasów wojny, ukazanych w nieco innym, bardziej ludzkim wymiarze.
The aim of the article is to present the value of memories which have a therapeutic and rejuvenating character. Memory, which is the ability of remembering, storing and recollecting past events is the process accompanying humans throughout all their lives and thus influencing their personality and character. Extracting memories from the past has its own meaning and purpose evoked in the desire for catharsis. The title character of Sońka by Ignacy Karpowicz recollects the  memories of the tragic experience of the Second World War and through the confession in front of a stranger she becomes free from the ballast of her life and dies rejuvenated and liberated. Karpowicz created the “salvaging” novel, which falls into the contemporary trend of literature that works with memories from the war times presented in more human dimension.

In response to recent controversies about racial transitioning, I provide an argument that deceptions about ancestry may sometimes constitute fraud. In order to arrive at this conclusion, I criticize the arguments from analogy made famous by Rebecca Tuvel and Christine Overall. My claim is that we should not think of racial transitioning as similar to gender transitioning, because different identity groups possess different kinds of obstacles to entry. I then provide historical surveys of American racial categories and the various types of passing common in American history, in order to distinguish the potentially fraudulent from the relatively innocent styles of passing.

W artykule omówiono wyniki badań polegających na porównaniu plamy świateł mijania emitowanych przez reflektory pojazdów samochodowych. W badaniach uwzględniono różne rodzaje żarówek H1 oraz reflektory w różnym stanie technicznym. W pierwszym przypadku badaniu poddano reflektory, w których powierzchnia klosza była zużyta w sposób zmniejszający przejrzystość. W drugim przypadku badaniu poddano reflektory, w których powierzchnia klosza była przejrzysta i nie zużyta.
The article discusses the results of the study of the comparison of dipped headlamps emitted by automotive headlamps. Different types of H1 lamps and headlamps in different technical condition are included in the study. In the first case, headlamps were used in which the surface of the lens was worn in a manner that reduced transparency. In the second case, headlamps were used in which the surface of the lens was clear and not worn out.

What is time? What is its nature, designation and aim? Saint Augustine attempted to resolve these and other questions in his greatest exegetical-homiletical work, Enarrationes in Psalmos. The Bishop of Hippo, commenting on particular verses of the Davidic Psalms, comes to the conviction that time is a variable and fragile value, just like the world and man, which are subject to its laws. The time created by God had a beginning, it abides, and it will have an end. However, this does not mean that the passing of time should be viewed only in a negative sense, for at a concrete moment in time the Son of God became incarnate in order to save man. Time also exists so that man has an opportunity to be converted and to enter eternity. For the Bishop of Hippo, there is no concept of time in eternity, which is changeless and lasts forever. In his conception of time, we can see not only its pure physical aspect, but above all, its theological dimensions. In particular, it contains a message for man that refers not only to the present, but predominantly to the future, to an eternity that inspires great optimism for all people.
Czym jest czas? Jaka jest jego natura, przeznaczenie i cel? Na te i inne pytania próbował odpowiedzieć św. Augustyn w największym swoim dziele egzegetyczno-homiletycznym Enarrationes in Psalmos. Biskup Hippony komentując poszczególne wersety psalmów dawidowych dochodzi do przekonania, iż czas jest wartością zmienną i kruchą, podobnie jak świat i człowiek poddany jego prawom. Czas stworzony przez Boga miał swój początek, trwa i będzie miał też koniec. Nie oznacza to jednak, że ze względu na przemijanie czasu, należy postrzegać go wyłącznie w sensie negatywnym. W konkretnym bowiem czasie wcielił się Syn Boży, by zbawić człowieka. Czas jest również po to, by człowiek miał możliwość nawrócenia i wejścia do wieczności. Tam nie ma pojęcia czasu, wieczność bowiem, zdaniem biskupa Hippony, jest niezmienna i trwa. W Augustyńskiej koncepcji czasu dostrzegamy nie tylko aspekt czysto fizykalny, ale przede wszystkim wymiar teologiczny. Zawiera ona bowiem przesłanie do człowieka odnoszące się nie tylko do teraźniejszości, ale przede wszystkim do przyszłości, do napawającej wszystkich głębokim optymizmem wieczności.

Opis:
The problem of determining the optimal passing route of the ship between its current position and a remote destination point including the navigation situation occurring during moving along the route has been a subject of many papers and so far has not been definitely solved. In order to determine an optimal and safe route of the ship and its control along it, the author suggests application of an agent system. In the presented agent system three goals are accomplished. The first relies on data acquisition about current navigation situation around the ship and on analysis of possible collision risk. Second target – so far not present in anti-collision systems – relies on automatic negotiations between ships that operate in the same water region or between the coast stations in order to determine the potential area thru which a passing route could have been set. The third one connected to determining the passing route and its autocorrecting depending on current navigation situation.
