The author undertakes to discuss the problem of rivalry strategies of political parties in elections to the Citizens’ Assembly of the Free and Hanseatic City of Hamburg. The broadness and multidimensional character of the subject area requires moving beyond the limits of political science and entering other related domains, like broadly-conceived historical sciences, also reaching for a number of establishments within legal-historical domains. Firmly grounded historical, legal, polity-related and political aspects of the unification of Germany in the context of German federalism, encouraged and obligated the author, to attempt to bring the above problem up to date. I think that thanks to a broader analysis of elections to the Hamburg Citizens’ Assembly over the last 50 years, the real state of the problem area can acquire a fuller context, with an emphasis on the foundations of local government functioning. To prepare this paper I made use of Polish and German sources published by Polish, American and German researchers. Polish and German literature offered a valuable source to become acquainted with the history and the foreseeable future of Hamburg’s local government, in particular – the assumptions behind territorial and functional reforms, the evolution of which we have been able to follow in the Federal Republic of Germany since the 1970s.

In the 2016 Lithuanian parliamentary election the established political parties suffered an unexpected and crippling defeat at the hand of the Lithuanian Peasant and Green Union (Lietuvos valstiečių ir žaliųjų sąjunga, LVŽS), a populist one-size-fits-all formation. The aim of this article is to identify and analyze major reasons of the populist victory in Lithuania in the context of global trend of trumpisation of politics. The traditional message of the establishment parties to take care of the economy, to advance foreign investment and improve business climate did not appeal to voters, while the LVŽS made a point of talking about issues people wanted to hear: the need to tackle social exclusion and poverty; to address the privileged position of big business; to fight endemic corruption; to deal with the underfunding of education and culture. The electoral message of the winner combines the hard left promise of radical change on socioeconomic issues and the far right conservative approach to identity politics, human rights, minority rights, gender equality, and refugees. The LVŽS did its best to look as an anti-establishment, anti-party politics force, a loose and wide amalgam of contrasting personalities and contradicting messages. At the same time, the major factor behind the ‘revolutionary’ victory for radical change seems to be the inability of the mainstream parties to sense the change of sentiment of the electorate and to address the growing grievances of the public. The Lithuanian anti-establishment revolt is being compared with Donald Trump’s victory in the US, Brexit in the UK, Poland after the last election in 2015, and Hungary under Victor Orban.

Trade unions in Poland have not built the stable and long–term relations with political parties as are observed in Western democracies. By analysing the historical and symbolic background of the transformation to a democratic civil society and free market economy, political preferences of working class, trade union membership rates, and public opinion polls, we argue that, in case of Poland, the initial links between political parties and trade unions weakened over time. Polish trade unions never had a chance to become a long–term intermediary between society and political parties, making the Polish case study a double exception from the traditional models.

By May 29, 2019, Nigeria’s Fourth Republic and democracy had achieved an unprecedented 20 unbroken years of active partisan politics and representative democracy. The First Republic had lasted barely three years (1963-1966); the Second Republic and its democratic institutions lasted just four years (1979-1983) while the Third Republic (19921993) could barely hold its head for one year. Hence, by mid-2019, not many analysts have congratulated Nigeria for its longest democratic experience since its independence from Britain in 1960, but hardly did any of them identify the core reasons for such a sustained rule of democratic ethos for two decades. In this paper, we show the origin and practice of political parties in Nigeria. We argue that the country had succeeded in its Fourth Republic as a democratic country because its law and constitution together with the political culture of the people had permitted multiparty democracy by which governments had been formed, political inclusion and popular participation ensured, and public policies initiated. We also present an analysis of party politicking in the country from its beginning in 1923 and conclude that Nigeria has achieved meaningful and sustainable dividends of democracy in her Fourth Republic because of a maturing culture of partisan politics.

Last decades of the past century, as well as the current one, may be characterized by the increase of political role of the movements that are called “the protest parties.” Scholars, journalists and politicians put a lot of attention to that phenomenon. However, it is focused just on selected elements of the problem. Beginning from the 1980s European public opinion may observe the rise and development of groups of ecologists. The unexpected electoral success of the new type of party is called “the New Populism.” Back in the 1990s it caused many concerns, opinions and discussions on the issue whether such parties are harmful for modern and stabilized western European democracies. At the turn of the century the political scene has been dominated by new forms of activity, which are the anti-globalization and alternative globalization movements.

The author analyses the concept of liberal democracy, trying to present the problems connected with this issue. The Republic of Türkiye was founded on Ottoman parliamentary tradition introduced in 1878. However, debates on system change have always been on the agenda. The Turkish political elite has occasionally presented proposals on the need to shift from a parliamentary to a presidential system. The times of political crises set a suitable ground for such favourable arguments. This article focuses primarily on the realisation of the system change witnessed under Recep Tayyip Erdoğan's leadership. In the first part, it argues that the three-phase strategy of the AK Party has made its political dreams come true. An issue is first popularised, then narrativised, and finally securitised. Consequently, the new presidential government system was adopted with the April 16th, 2017 referendum. The article analyses how the system change has modified the formation of such alliances among the political parties beyond customary ways. It questions to what extent this novel dimension of party politics would be sustainable. The second part thus elaborates on the formation of alliances and the efforts to make them functional on the way to consensual politics. Lijphart's classification of democracies as majoritarian governments versus consensus governments has provided a theoretical base for a discussion on the return to a strengthened parliamentary system. The article sheds light on the new dynamics of government/opposition relations and their influence on Turkish democracy.

The main issue dealt with in this article pertains to a certain aspect of democratic rules, understood at large, occurring presently in Poland, which are: not serving full terms by various levels local government elected officials and members of parliaments (UE parliament included) due to running for other offices. Statistics of these practices are not reported by the State Board of Election, consequently estimating the level of this phenomenon is hard, for it requires following particular cases, which may lead to errors. While considering this author undertook an attempt to estimate this phenomenon. I will examine the issue of cutting short term due to candidacy for another position, from the legal point of view and then from the ethical and philosophical evaluation of such action with focus on the statistics of not fulfilling electoral term due to taking another preferred position. Finally I will examine how this affects public opinion according to Poland wide surveys conducted on representative samples at the turn of 2015 and 2016.

The goal of this paper is to present the evolution of populism in Poland using the examples of two political parties: the “Samoobrona” (“Self-Defense”) political party of Andrzej Lepper (a populist party which garnered most support in the first decade of the 21st century) and the “Kukiz ‘15” movement – the dark horse of the last Polish parliamentary elections. Both of these groups superbly illustrate the demagogy characteristic of populism, linked with an affirmation of the people (nation) which in turn would not be possible without the anti-establishment stance of the political leaders and the electorate. A comparison of these two examples allows us to monitor the transformations occurring in populist groups over the last few years, especially in the age where the Internet is employed as a vital means of communication. The paper presents the alternative conceptualizations of the idea of populism, and moves on to employ the N. Baar scheme (2009) and secondary and primary data (data obtained from the “Barometr Wyborczy” voting advisory application), and press releases to draft various types of correspondence between these two cases, which makes it possible to identify new, interesting characteristics of populism.
Celem artykułu jest przedstawienie ewolucji populizmu w Polsce przy użyciu dwóch przykładów partii politycznych: „Samoobrony” Andrzeja Leppera (była to partia populistyczna, która uzyskała największe poparcie w pierwszej dekadzie XXI wieku) oraz ruchu „Kukiz’15” – czarnego konia ostatnich wyborów parlamentarnych. Oba te ugrupowania znakomicie ilustrują demagogię charakterystyczną dla populizmu, związaną z afirmacją narodu, która z kolei nie byłaby możliwa bez anty establishmentowej postawy przywódców politycznych i elektoratu. Porównanie tych dwóch przykładów umożliwiło nam monitorowanie przemian zachodzących w ugrupowaniach populistycznych w ciągu ostatnich kilku lat, zwłaszcza w czasach gdy Internet służy jako podstawowy środek komunikacji. W artykule zaprezentowano kolejno alternatywne konceptualizacje idei populizmu, a później – korzystając ze schematu N. Baara (2009) i danych drugorzędnych i podstawowych (dane uzyskane w internetowym poradniku wyborczym „Barometr Wyborczy”), oraz publikacji prasowych – zarysowano różnorodne powiązania występujące między obydwoma ugrupowaniami, co pozwoliło w rezultacie określić nowe, ciekawe cechy populizmu.

The victory of the National Front Party led by Ms. Marine le Pen within the European Parliamentary Election in France by May 2014 raised the question whether or not it signals the end of the French left-right bipolarized party system. This option remains uncertain. The far-right party of the 45-year-old daughter of National Front founder, Jean-Marie Le Pen, gained new voters, deepening the national audience of the extremist party geographically and in the different categories of the population. But the still remaining French “presidentialist” constitutional political regime continues to operate under a strong constraint in favor of bipolarization. Meanwhile, the possible presence of Ms. Le Pen as the two-qualified opponent for the second round of the presidential election is currently determining, and will continue to determine for the next two years, the political strategies of the 2017 future running candidates and parties.

The article addresses two major issues: the legacy of the communist regime on the popular attitudes towards religion and the Church, and the patterns of religious politics and the political behaviour of the Lutheran Church in a traditionally Lutheran post-communist country. In Estonia, the general alienation from organized religion has, in addition to the experience of the communist regime, also been aided by a weak relationship between the Estonian national identity and the Lutheran church of the pre-communist period. Religious politics in post-communist Estonia follows four main types—civil religion, an unofficial neoliberal-conservative-clerical alliance, the emergence of a Christian-Protestant political party and a moderate anti-clerical left-wing religious ideology. In general, Lutheranism in Estonia provides a framework of religious politics, where religious symbols and values culturally unite the whole political community, and allows the ‘politics of religion’ and ‘religious politics’ to be interpreted to a large extent according to the private preferences of individual politicians and activist pastors.
Artykuł omawia dwa podstawowe zagadnienia: wpływ reżimu komunistycznego na obecny stosunek obywateli do religii i Kościoła oraz paradygmat polityki religijnej i zaangażowania politycznego ze strony Kościoła luterańskiego w kraju postkomunistycznym, tradycyjnie luterańskim, jakim jest Estonia. Jej obywatele w większości znajdują się poza instytucją zorganizowanej religii – spowodowane jest to doświadczeniem reżimu komunistycznego oraz słabym związkiem estońskiej tożsamości narodowej z Kościołem luterańskim przed epoką komunistyczną. Polityka religijna w postkomunistycznej Estonii przybiera cztery podstawowe formy: religii obywatelskiej, nieoficjalnego związku neoliberalno-konserwatywno-klerykalnego, chrześcijańsko-protestanckiej partii politycznej oraz umiarkowanej antyklerykalnej lewicowej ideologii religijnej. Ogólnie rzecz ujmując, luteranizm w Estonii definiuje i tworzy ramy polityki religijnej, w której symbole oraz wartości religijne stanowią kulturowy łącznik pomiędzy członkami wspólnoty politycznej. Kościół luterański poprzez swoje działania powoduje, że polityka religijna („politics of religion” i „religious politics”) może być definiowana w dużej mierze w zależności od indywidualnych preferencji poszczególnych polityków oraz zaangażowanych politycznie pastorów.

For a growing group of voters the UKIP party ceases to be a second choice, and it becomes a main party. But, contrary to popular belief, its electoral success is only partly due to its Eurosceptic program. Its growing support is rather the result of disappointment in policies of the main parties and a sense of alienation of a growing social group, failing to find its way in a liberal, multicultural society. Note, however, that the UK electoral system rewards parties that have geographically concentrated support, yet in case of UKIP it is distributed fairly evenly. For this reason, even a significant popular support will translate only in a small degree into the seats in the House of Commons. UKIP electoral successes has forced the major political parties to modify their policies, which manifested mainly in radicalization of their programs in the area of immigration and asylum policy, as well as their attitude towards the UK’s membership in the European Union.

The stability of the political programmes and election platforms and image of politicians is a very important research question in political science. The issues are also very important components of the voters’ decision making process. The voters judge the potential of politi-cians this way. The Real Politics Union is attached to liberal and conservative conceptions and cannot reach higher levels of awareness of voters and also cannot achieve regular election success. There are two kinds of obstacles, with the first being the image of the party and its leaders (tenacity, stubbornness, lack of confidence) and the second are the several objective elements (parties financing system, media silence, the electoral system). The article tries to give a partial answer to the problem of the functioning of small, extra-parliamentary parties and their efforts to enter the mainstream of Polish political arena.

The paper explores the dynamics of parliamentary campaigns in Europe. Results obtained in the fields of pharmacology and psychology indicate that the emotional tension among the electorate rises as the election day draws closer. Therefore, parties should adjust their campaigning strategies accordingly. I am attempting to verify whether these dynamics influence the proportion between interest and value-related appeals within party communication. Using newly collected data from the Comparative Campaign Dynamics Project, I demonstrate that there is no general tendency towards the increasing saliency of either of the dimensions. However, the relationship under scrutiny becomes strong and robust after the moderating effects of inequality have been accounted for. Most strikingly, as the election draws closer, parties tend to focus more attention on economic issues only if the country experiences high or rising rates of inequality.
