A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

Celem artykułu jest przedstawienie zróżnicowania ocen polityków kluczowych partii politycznych po wyborach parlamentarnych w 2011 roku w Polsce. Przeprowadzona analiza opiera się na założeniach teoretycznych dotyczących procesów kształtowania się postaw politycznych w ich emocjonalnym wymiarze, a bazuje na danych zebranych przez Instytut Studiów Politycznych Polskiej Akademii Nauk w ramach projektu Polskie Generalne Studium Wyborcze. Dane zbierane były w okresie październik – listopad 2011, więc w okresie bezpośrednio po wyborach parlamentarnych. Badaniem objęto 1919 pełnoletnich mieszkańców Polski. W opracowaniu wykorzystano wielowymiarowe techniki analiz statystycznych w celu przedstawienia nowych możliwości analitycznych. Analizy prowadzono przy użyciu oprogramowania IBM SPSS Statistics 21.
The aim of this article is to present the diversity of political assessments of key political parties after the parliamentary elections in 2011 in Poland. The analysis is based on theoretical assumptions concerning the processes of formation of political attitudes – in their emotional dimension – and is based on data collected by the Institute of Political Studies of the Polish Academy of Sciences within the project Polish General Election Study. The data were collected during October–November 2011, in the period immediately after the parliamentary elections. The study included 1,919 adult residents of Poland. The analysis uses multivariate statistical analysis techniques in order to present new analytical capabilities.

Subcarpathian voivodeship that was formed in 1999 as a result of the administrative reform preserved voting traditions from all former voivodeships that comprise the current territorial unit of the country. It is noteworthy that the most important factors that significantly influenced electoral preferences of the Subcarpathia voivodeship were dominating electoral habits after 1989; electoral system elements, selected socio-economic indicators, as well as historical and religious determinants. The abovementioned factors are also supported by the positively verified partitions hypothesis, according to which it is assumed that in each partition area different patterns of political culture as well as various dominating political and ideological orientations were formed. This process was determined by policies of partitioning powers towards Polish citizens in the annexed areas, as well as the character and way of organising state by the partitioning powers, the level of their economic and cultural development. It is by means of following tradition that the above patterns are passed from generation to generation, which firstly confirms its timelessness, and secondly finds its reflection in election results in Subcarpathia.

The aim of the article was to present factors that determined voting behaviour of citizens in national elections in 2015 in the perspective of party and personal attitudes of the interviewees. Except for presenting conclusions that result from the course of the research process in the aforementioned range, also the elements that could have affected eventual responses of the interviewees were indicated. These include changes at the position of PO (civic platform) leaders, appearance of new political entities (Ryszard Petru’s Nowoczesna, Together Party, Kukiz’15), or unification processes on the political right, and partially on the left. Personal conflicts and ways of conducting the campaign that could have affected attitudes of voters were also indicated.

Various aspects of the term Catholic Church can be considered: theological, sociological, legal or politological. For the purpose of this article the defi nition of the Church as formulated by political science will be essential, although in this discipline various connotations exist. The Church is referred to as a denomination, religious community, an interest group or a political entity. Among authors writing about the Church as a denomination are Wolfgang Ernst Böckenförde and Heindrun Abromeit. Both of them focus on the spiritual-religious aspect of Church activities, at the same time emphasizing that political activity is not the principal aim of the Church. Broader theories of Church activities as an interest group are presented by Carolyn M. Warner and Dietrich Hierlemann. Classifying the Catholic Church as an interest group C.M. Warner claims that this institution makes eff orts to get preferential treatment by political authorities, and its goal is to gain certain resources from the economic and political systems. The Church attempts to lobby democratic governments through political parties and other means, as it intends to have an infl uence on the educational system, impose its moral values on society through legislation, or retain certain tax reliefs. The Church tries to provide its members with certain collective goods (such as answers to moral and philosophical dilemmas), affiliation-based (e.g. cult site), or individual incentives (e.g. sacraments). The Catholic Church, therefore, in addition to an organized religion, can be referred to as an untypical interest group D. Hierlemann similarly states that the Church acts as a representative of interests and a lobbyist that attempts to make infl uential contacts, establish good relations with decision makers and play for resources. The Church acting in the secular sphere is subject to the same priciples as other associations (Verbände). This entity tries to promote its interests in the political process. In reference to theories describing the functioning of associations in the lay-political area we can examine the activities of the Church within the political system. From this perspective D. Hierlemann analyzes various forms of lobbying done by the Catholic Church in Poland.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?

The article is devoted to the early parliamentary elections in Serbia, which took place on 16 March 2014, less than two months after the beginning of negotiations on accession to the EU. The parliament elected in May 2012 was dissolved on 29 January on the strength of a decision by President Tomislav Nikolić. The head of state’s decision to dissolve the Skupština was based on the government motion which stated that painful reforms were in store for Serbia and that new legitimisation from voter was vital in order to implement them. The main initiator of the early elections was the leader of the Serbian Progressive Party (SNS) and the first deputy prime minister, Aleksandar Vučić, who wanted to consolidate his power.
Artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Serbii, które odbyły się 16 marca 2014 roku, czyli niespełna dwa miesiące po rozpoczęciu przez serbski rząd negocjacji w sprawie przystąpienia do Unii Europejskiej. Parlament, wybrany w maju 2012 roku, został rozwiązany 29 stycznia na mocy decyzji prezydenta Tomislava Nikolicia. Tym samym głowa państwa przychyliła się do wniosku zgłoszonego przez rząd, w którym podnoszono, że do przeprowadzenia koniecznych, aczkolwiek bolesnych, reform niezbędne jest uzyskanie nowej legitymacji od wyborców. Głównym inicjatorem przedterminowych wyborów był lider Serbskiej Partii Postępowej (SNS) i pierwszy wicepremier Aleksander Vučić, który liczył na umocnienie w ich następstwie swojej władzy.

The immigration crisis has in recent years become the leitmotif of electoral campaigns in the states of the Three Seas Initiative. Politicians do not avoid anti-immigration rhetoric, presenting immigration, mainly from the Middle East and Africa, as the greatest threat to their countries today. They create an extremely negative image of immigrants coming to Europe, generally identified as Muslims. This was the case, e.g. during the last elections in Hungary, Slovakia or the Czech Republic. This last case is the subject of analysis in this article. The author investigates the causes and effects of this phenomenon and highlights the topics related to immigration that dominated the 2017 and 2018 electoral campaigns.

This paper is devoted to the snap parliamentary elections in Macedonia, which took place on 27 April 2014. The main initiator of the early elections was the DUI, which represents the interests of the Albanian minority and was the junior coalition partner in the government led by Nikola Gruevski from the VMRO-DPMNE. The DUI’s activists did not want to advocate the candidacy of the incumbent head of state, Gjorge Ivanov, who was seeking re-election. After the elections the SDSM, the main rival of the ruling VMRO-DPMNE, has not recognised the result and refused to take up their parliamentary seats.
Niniejszy artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Macedonii, które odbyły się 27 kwietnia 2014 roku. Ich głównym inicjatorem była reprezentująca interesy mniejszości albańskiej DUI, która dotychczas pełniła rolę koalicjanta rządzącej VMRO-DPMNE premiera Nikoli Gruevskiego. Kością niezgody, która doprowadziła do przedterminowej elekcji, była odmowa poparcia przez działaczy DUI kandydatury wspieranego przez konserwatystów i ubiegającego się o reelekcję szefa państwa - Borde Ivanova. Mimo to po wyborach doszło do odnowienia dotychczas rządzącej koalicji. Natomiast główny rywal VMRO-DPMNE - SDSM nie uznała ich wyników i konsekwentnie od kilku miesięcy odmawia objęcia zdobytych mandatów.

The article aims to show the main political-geographic trends of the 2020 parliamentary elections in Georgia. The political systems of the post-Soviet counties are still imperfect and fragile. Although international observers recognised the vote results in Georgia as legitimate, many opposition parties boycotted the parliament for almost six months. It took several western officials to engage in regulating the post-election crisis. The work focuses on analysing turnout and voting patterns pointing to the changes that occurred in the last decade. A geographical study of elections enables one to identify the merits and drawbacks of the electoral process from the regional standpoint. The findings of the work underline the complexity of the election outcomes. While certain legal and political changes bring Georgia closer to European democracies, the country still lags in terms of several electoral/geographical features.

Analyzes of individual election campaigns in which the Solidarna Polska party took part showed the dominant position of Law and Justice on the right side of the political scene. Jarosław Kaczyński’s party, receiving 37.58% of votes in the parliamentary elections in 2015, as the first after 1989, independently took over the governments. Zbigniew Ziobro’s party undertook program activities and initiatives that would distinguish it from the PiS and contribute to the fact that it would become an alternative to right-wing voters. Unfortunately, she did it without much success. Solidarna Polska managed to win a small electorate, and support not exceeding 5% did not make it a strong party dominating the right and threatening Law and Justice.

The paper deals with specific links between presidential and parliamentary elections in contemporary France. The main goal is to demonstrate that the timing of the two types of political events is a significant factor preserving the configuration of a pro-presidential majority fact as one of the possible variants of French semi-presidentialism. This raises the question of the role of both elections as instruments for controlling the process of setting up a space of political rivalry that could be perceived as optimal from the viewpoint of ruling camps. The author analyses possibilities to provide the convergence of presidential and parliamentary elections under the conditions of a seven-year presidential term as well as after its shortening to five years in 2000. Hence, of particular importance is the impact of some mechanisms used in this field on the institutional logic of the French political system. Specific application of constitutional tools and some normative changes introduced in previous years cause the extent of the aforementioned control to be now much greater than in the first decades of the Fifth Republic. Looking at the convergence of both types of elections from the perspective of the evolution of the existing political system, the author argues that it is legitimate to divide the whole period of the Fifth Republic into three sub-periods: 1. the absence of electoral convergence (1958–1981); 2. partial electoral convergence (1981– –2002); full electoral convergence (since 2002). Due to the acceptance of the pro-presidential paradigm, the latter formula is now definitely preferred and supported by legal regulations, which affects the flexibility of French semi-presidentialism (significantly reduced, but not fully eliminated, probability of cohabitation).

This article analyses the parliamentary elections held in the Republic of Moldova in 2021, as a result of which the right-wing party, formerly in opposition, won, and was able to form its own single-party government with a parliamentary majority, which has not happened in Moldova exactly 20 years – since 2001. In this article the basic positions of the “left” and “right” political camps in the Republic of Moldova before the elections are analysed; as well as the mechanics of the electoral campaign and the voting process in different socio-geographical profiles. In 2021 The Republic of Moldova, for the first time in many years, faced the phenomenon of “overturning elections”; understanding the mechanics of which contributes to the development of a much better political and electoral process in general. At the same time, despite the special nature of the 2021 elections, the electoral political process in the Republic of Moldova continues to show several fixed tendencies, such as the geographical polarization of Moldovan voters residing in the EU or Russia, and the overall objective decrease of interest in the electoral process in general, regardless of the degree of the political and social representation of the political parties represented in the elections.

This part of the report describes two problems, which were included in both questionnaires from 2010 and 2011. First issue asks about the time, when the voter made his decision for which political option he would vote for. Second problem concerns about factors, which determines for which candidate, he would choose. In 2010 we research this problem in reference to Local election. This time our questions refers to candidates in elections to Sejm and Senate. We wanted to verify the trends we observed in Local and Presidential elections in Parliamentary election. Obtained data in great part confirms conclusions from previous researches. Once again it turned out that majority voters was sure of their political preferences long before the voting, so they weren’t susceptible to electioneering. Another observation, which was confirm by the researches made in the end of 2011, relates to limited effectiveness of electioneering on voter. Our researches don’t show any greater differences in factors, by which voter made his decision for which candidate he vote for in Parliamentary election.
