    The paper presents the critical opinion expressed by Osiejewicz (2018b) who supports the view of Legislative Council of26 January 2018 on the draft act on the Polish Geological Agency that the German federal geological survey (Bundesanstalt fur Geowissenschaften und Rohstoffe - BGR) can be considered as an appropriate formula for the Polish Geological Institute - National Research Institute (PGI - NRI). This opinion is groundless and ignores the fact that because of the federal nature of FRG, many tasks of the national geological survey can, and are, accomplished by the state geological surveys only, and cannot be realized by BGR. PGI-NRI in turn accomplishes tasks of both BGR and the state geological surveys and in addition, possesses bigger potential to undertake new tasks.

    Most western geological surveys, and in particular European Union countries and the USA, focus on public-good science for government, and research to understand earth and environmental processes, in order to supply neutral and independent advice and information about all geoscientific and natural resources issues to the government and society. In contrast, the current draft law on the Polish Geological Agency aims at introducing coherent hydrogeology and geology management as well as implementation of state policy in the field of resources security. Thus, the conclusion that the Polish Geological Agency is an analog of geological surveys, existing in many other developed countries, is absolutely unjustified.

    Opis:
    Celem opracowania było wykazanie, że rolnicze badania naukowe są nakierowane na wspieranie konkurencyjności polskiego rolnictwa. Analizę przeprowadzono na przykładzie działalności Instytutu Uprawy Nawożenia i Gleboznawstwa - PIB w Puławach. Podstawowe źródło informacji stanowiły sprawozdania z działalności statutowej i realizacji programów wieloletnich oraz wyniki publikowanych analiz. Stwierdzono, że wyniki badań rolniczych służą poprawie konkurencyjności polskiego rolnictwa przez wspieranie decyzji produkcyjnych i organizacyjnych. Wskazano na celowość współpracy różnych środowisk naukowych, m.in. agrotechników i ekonomistów, w zakresie kształtowania konkurencyjności.
    Taking the Institute of Soil Science and Plant Cultivation-State Research Institute in Puławy as an example, it has been demonstrated that agricultural research is focused on increasing the competitiveness of Polish agriculture. Research results have a significant impact on the agricultural sector by implementing environmentally friendly production technologies, management systems and cost optimization. The proper location of agricultural production and the use of biological and technological progress make it possible lo improve product quality. It has been stated that to develop Polish agriculture competitiveness, there is a need to stimulate collaboration of different research teams and enhance the effectiveness of research results transfer to agricultural practice via advisory system. Agriculture differentiation between the regions and groups of farms must be taken into consideration.

    W artykule podjęto próbę podsumowania dotychczasowej współpracy geologów polskich i litewskich, szczególnie w ostatnich 20 latach (1990–2010). Współpraca ta obejmowała przede wszystkim aspekty geologii środowiskowej. W trakcie kilku etapów badań specjaliści Państwowego Instytutu Geologicznego – Państwowego Instytutu Badawczego oraz Służby Geologicznej Litwy na obszarze przygranicznym przeprowadzili prace kartograficzne prowadzące do opracowania szeregu map tematycznych, w tym zanieczyszczenia gleb metalami ciężkimi, geopotencjału, map zagrożeń środowiska i innych, zgromadzili materiał dla opracowania bazy geotopów, analizowali zdjęcia satelitarne pod kątem zmian użytkowania terenu oraz zorganizowali i prowadzili monitoring wód podziemnych. Bardziej szczegółowo omówione zostały miejsca związane z osobą marszałka Józefa Piłsudskiego i ich potencjał geoturystyczny. Miejsca te cechuje duża atrakcyjność pod względem krajobrazu, jak również wyróżnia interesująca budowa geologiczna. Dotychczasowe badania stworzyły dobre podstawy dalszej wielostronnej kooperacji geologów polskich i litewskich. Współpraca geologów obu krajów jest zgodna z zaleceniami Unii Europejskiej dla wprowadzania Zasad Europejskiej Polityki Rozwoju Przestrzennego, które mają przyczynić się do redukcji zanieczyszczeń i poprawy warunków środowiskowych w Europie. Wynikiem wspólnych badań jest opracowanie szeregu publikacji, w tym na szczególną uwagę zasługuje Atlas – Geology for environmental protection and territorial planning in the Polish-Lithuanian cross-border area, 1:500 000.
    Summary of cooperation between specialists from Polish Geological Institute – National Research Institute and the Geological Survey of Lithuania during the last 20 years (1990–2010) is presented in this paper. During several stages of work and investigations, they have gathered data and created common databases for the border zone, e.g. geosites database. Groundwater monitoring was organized and initiated, analysis of satellite images was made in terms of land use changes. Different thematic maps, including maps of soil contamination by heavy metals, were performed, too. Additionally, the sites connected with Marshal Józef Piłsudski were described in detail, with the special attention to its geotouristic and nature values. These sites are very attractive from the landscape point of view and are characteristic by interesting geological conditions. These comprehensive studies have created a good base for the multidirectional cooperation of the Polish and Lithuanian geologists. Such cooperation is in agreement with the European Union recommendation to introduce Principles of the European Territorial Planning Policy. The aim of this policy leads to the reduction of pollution and improvement of environmental conditions in Europe. Results of common studies were presented in several papers, including the Atlas – Geology for environmental protection and territorial planning in the Polish-Lithuanian cross-border area, 1:500,000.

    Udział rodzin bez gospodarstw rolnych w populacji rodzin wiejskich systematycznie wzrasta. W okresie od 1988 do 2005 r. zwiększył się o ponad I5 punktów procentowych. Analiza danych o osobach pracujących na wsi jest jednym z elementów określających zakres zamian zachodzących w strukturze zawodowej ludności wiejskiej, co z kolei wiąże się z rozwojem gospodarczym tych obszarów.
    Share of non-farming families in rural population is systematically increasing. In 1988-2005 it went up by more than 15 percentage points. Analysis of data on population working at rural areas is an important factor of changes in employment structure of rural inhabitants, what influences on economic development of rural areas.

    Opis:
    Przedstawiono pierwszy w Polsce niekomercyjny system wspomagania decyzji w ochronie ziemniaków, dostępny i funkcjonujący dzięki Internetowi. Omówiono schemat funkcjonowania, sposób korzystania i możliwości jego rozbudowy oraz udoskonalania. Korzystanie z tej formy pomocy w określeniu właściwych terminów zabiegów zwalczania sprawcy zarazy ziemniaka (Phytophthora infestans) pozwoli uzyskać wyższą skuteczność fungicydów oraz mniejsze obciążenie środowiska ś.o.r., m.in. dzięki redukcji liczby zabiegów z zastosowaniem fungicydów.
    First in Poland non commercial DSS in potatoes protection, available and working through internet was presented. The working scheme, using principle, possibilities of extending and improvement were described. Application of this kind of support in determining the right time of potato blight control makes possible to obtain higher efficacy of fungicides, and less environmental contamination with pesticides through reduction of number of fungicides application.

    The rich history of the Polish Geological Institute is a very valuable cultural heritage of Poles after 1918. Several generations of eminent natural scientists, the multitudes of dedicated staff members of the Institute, contributed to the recognition of the geological structure of Poland and to the discoveries of natural deposits, extremely important for the science and economic development of country. The research potential of the Institute at the threshold of the second 100 years of its existence is the most valuable component of the Polish Geological Survey, within which it has to be fully involved. Marginalization of the Institute’s role and competence in plans for the next decades would be a reprehensible mistake, very harmful to the geology of Poland.
