Celem niniejszego artykułu jest analiza polskiej polityki migracyjnej po 2015 roku. Autorka chciałaby ukazać rozbieżności między politycznymi deklaracjami a rzeczywistością. Celem artykułu jest także pokazanie stanowiska rządu Prawa i Sprawiedliwości wobec polityki UE w sprawie rozwiązania kryzysu migracyjnego oraz otwartości Polski na rzecz przyjęcia uchodźców/imigrantów. W artykule postawiono tezę, że polityka migracyjna polskiego rządu w latach 2015–2019 była niespójna.
The purpose of this article is to analyze Polish migration policy after 2015. The author would like to show discrepancies between the political declarations and reality. Its purpose is also to show the position of the Law and Justice government regarding the EU’s policy on solving the migration crisis and Poland’s openness to admitting refugees/immigrants. The article proposes the thesis that the Polish government’s migration policy from 2015–2019 was inconsistent.

This article explores the interactions of migrant Polish business owners with the new entrepreneurial culture in their host country (the UK). The research question of the article concerns how migrant business owners experience the entrepreneurial culture of their host society and how this process reflects noneconomic aspects of labor market adaptation. In the theoretical dimension, the aim is to develop a perspective of examining the labor market adaptation of migrants as a cultural process which reflects certain values and internalized or institutionalized patterns of thinking and acting (Hofstede 2005). The study examines cross-cultural encounters in three interconnected areas: entrepreneurs’ relations with the state, their interactions with other business people, and their interactions with their employees. International mobility provides individuals with the potential to modify their habits and beliefs in the new structural settings and socio-cultural environment of their activities. Socioeconomic crises are moments of trial for migrants, highlighting the challenges of adaptation but also clarifying differences in values and behaviors. The COVID-19 pandemic perpetuated the migrants’ view of the host country as an entrepreneurship-friendly state and enhanced their vision of the host’s entrepreneurial culture as one based on a high level of trust in regard to business owners. The analysis is based on the qualitative method (53 interviews with Polish migrant entrepreneurs).

Opis:
Integration of the European Union has modified the traditional understanding of the notion of “migration”. As Adrian Favell puts it, currently - after the EU enlargement - migration from the Eastern European to the Western European states takes 2 forms: one is traditional immigration into European nation-states; the other one is “elite migration” of the EU citizens whose career strategies are cosmopolitan and post-national. Educational migration may be described as the second form; students are moving temporarily and they are open to decisions to further migrate. It is interesting to examine the links between these two types of migration; I will do this on the example of the Polish society in the UK, where both the labour migration and the educational migration has significantly increased after the Poland’s accession to the EU. My study is based on in-depth interviews, followed by a short questionnaire. The query took place in London in the academic year 2009/10 and included students and graduates of the four London universities: Westminster, Metropolitan, City University and colleges of University of London. In addition, I pay attention to government reports and statistic surveys.

This article examines how the United Kingdom (UK) trade unions organise Polish migrant workers in the aftermath of post EU enlargement migration, and what forms of inclusion strategies they implement. The benefits and limitations of various inclusionary approaches are scrutinised through the analysis of semi-structured interviews conducted with officers of three different large trade unions. These unions have at times, applied similar and at other times very different strategies, which depend on the unions' structures and decision-making. These approaches vary from equal treatment and the 'level playing field' approach to special treatment. While the first combined approach has resulted in some positive experiences in locating and recruiting Polish members, further inclusion through activism, however, calls for a special treatment approach.

Migration and care are normative in terms of the social expectations, obligations and common-sense which they involve. Intergenerational care in Poland is recurrently characterized as being highly binding in terms of filial responsibilities in home-based care arrangements. The on-going high rates of emigration therefore ought to challenge intergenerational care arrangements. The majority of research proves, however, that migration does not dissolve migrants’ care obligations toward their relatives in the emigration countries, but that they persist with some modifications and adaptations to its distant character. Previous studies therefore connect migrants’, and to a lesser extent their relatives’ in the emigration countries, care practices to the normativity of the distinct “care culture’’ in Poland. This article explores the idea that practices and obligations of intergenerational care are inherently tied to the social expectations and meanings attached to migration. Twenty interviews with Polish migrants in Germany and ten interviews with their relatives in Poland reveal how the binding character of familial care arrangements and high rates of emigration can co-occur in that transnational personal relations, between migrants and their non-migrant relatives, support the familial and home-based care arrangements by relational adaptations. The adaptations involve (self-)exclusions from (among others) mobility based on the intersection of previous migration experiences, the closeness of the family relationship as well as generation and gender, placing close, female and immobile family members (i.e. daughters) in a de-privileged position in transnational relations.

The article presents an analysis of 140 random lexemes of Greek and Latin origin excerpted from Słownik kieszonkowy polsko-rosyjski i rosyjsko-polski [Pocket Polish-Russian and Russian-Polish Dictionary] edited by I. Mitronova, G. Sinicyna and G. Lipkes. The corpus is, according to lexicographers and linguists, an effect of mutual influences of Polish and Russian languages. The opinions on origins of words differ among researchers, and the article attempts to verify the previously accepted judgements by M. Vasmer, W. Witkowski and Z. Rysiewicz, based on informations included in monographs by D. Moszyńska, H. Leeming, S. Kochman, and in historical dictionaries of both languages. With reference to almost 75% of the analysed material, the direction of loanword acquisition proposed by Vasmer, Witkowski and Rysiewicz has been confirmed. However, for about a quarter of the random sample of words, the accepted opinion is not confirmed by more recent historical dictionaries, nor by the lexical material provided in the monographs. The article proposes new results for the direction of loanword migration in this group of vocabulary.

In this article I will attempt to answer the question of why systemic solutions to (social) problems of Polish economic migrants fail to be instituted in Poland by means of social negotiations. Therefore, while emphasising the social dimension of Polish migration, I briefly present its specificity and point to some associated threats. Referring to the category labelled as social problem, I demonstrate the nature of obstacles which prevent a debate on Polish migration in the area of social negotiations from taking root on public ground in Poland. I also refer to the mechanisms of degradation of the public sphere as those which are preventing the development of systemic solutions to the problems of Polish migrant workers by means of social negotiations.

‘Mobility’ is a zeitgeist of the European Union. European enlargement and the removal of borders in Central and Eastern Europe has reinvigorated geographical mobility in Europe while the extension of neo-liberal economic reform across the region has been said to offer opportunities for social mobility to a new demography. The right to spatial and social mobility in the EU is described as enhancing freedom, opportunity and choice for large numbers of people living in Central and Eastern Europe, yet the reality for many people living and working across borders in the EU is marked still by poverty, uncertainty and immobility. How do we conceptualise this inequality within a discourse of ‘free movement’ and ‘equality of opportunity’ in Europe? In this paper I will discuss theories of mobility that have shaped the discourse on mobility and immobility in the EU in recent times. I will explore the ways in which this discourse has contributed to an almost immutable acceptance of the EU as a ‘mobile space’. Adding to this I will present some early empirical findings from case studies in the Edinburgh, Scotland and Krakow, Poland to show that the everyday experiences of young Polish people who negotiate the invisible borders of the EU to find ‘opportunities’ has many dimensions, raising further questions about how ‘mobility’ is perceived and enacted by young Polish people living and working in the UK.

The article focuses on Andrew J. Borkowski’s collection of short-stories Copernicus Avenue published in 2011 and awarded the 2012 Toronto Book Award. Written by the son of a Polish war veteran, Copernicus Avenue shows how deeply the trauma of the Second World War has affected the Polish diaspora in Canada. The article begins with an analysis of the stories located in Poland, illustrating the ambivalent moral choices of the protagonists during the war. The traumatic memories of war haunt the protagonists in their New World homes and influence the lives of their descendants as well. On the example of three characters, I illustrate the different approaches to diaspora and homeland in the Polish post-war community in Toronto. I also trace the complex itineraries of the characters, showing that the concept of roots shapes their identity as much as the complicated routes of migrations. As a result, the Polish diaspora in Copernicus Avenue appears a heterogeneous space of community and antagonism, solidarity and exclusion.

The article discusses family practices and gender relations in the interethnic couples of Polish women having foreign partners. While the theoretical framework engages with conceptualizations of family practice, binational coupledom, cultural diffusion and gender orders, the mix-methods methodological approach combines cases from three qualitative and thematically-linked research projects on Polish migration across three EU destination countries. We argue that spousal attitudes to gender orders shape the degree of cultural diffusion in interethnic couples formed by Polish women in Western Europe. In addition, we propose that gender orders of the spouses must not align with the ethnic belonging, but rather illuminate the pre-existing preferences for a traditional or egalitarian model. More broadly, we observe that women remain the key agents of sustaining or rejecting the Polish heritage and practices in the everyday life. In other words, the women determine the degree and shape of the intra-family cultural diffusion.

The development of migration policies, as well as the processes of tying them to the questions of security (which have been going on in Western Europe since the mid-1970s) has already been extensively analyzed by many scholars. However, so far the focus has only been on the European and national levels of analysis. This paper takes on a different perspective on the matter, arguing that the process of securitization of migration takes place on a number of levels. The regulations set up at the European level and subsequently introduced into the legal systems of particular EU Member States undergo many modifications before being implemented in the regional and local dimension. This leads to the question about the role of the regional level in the process of the securitization of migration. This paper analyses this question using the example of the Subcarpathian Voivodship, a region at the Polish-Ukrainian border.

Polacy licznie emigrują począwszy od XIX w. Zjawisko to wyhamowało po II wojnie światowej na skutek polityki władz państwowych. Sytuacja ta uległa zmianie w 1989 r. Zintensyfikowanie ruchów emigracyjnych nastąpiło w 2004 r., po wejściu Polski do Unii Europejskiej. Oceniając zjawiska migracyjne zwraca się uwagę na pozytywy i negatywy. Z jednej strony doświadczenie pobytu na obczyźnie sprzyja „cywilizacyjnemu ubogaceniu” poprzez umocnienie takich cech, jak przedsiębiorczość, decyzyjność, tolerancja, krytycyzm, z drugiej zaś ujawniają się zjawiska negatywne, nierzadko o charakterze patologicznym. Polska jest miejscem, w którym osiedlają się przybysze z innych krajów, przede wszystkim z byłego ZSRR oraz Dalekiego Wschodu.
The phenomenon of migration in the Polish society has been observed since the beginning of the 19th century. In that century many Poles left their country, looking for „happiness” abroad. In the second half of the 20th century emigration brought to a stop – it was not the phenomenon accepted by the state authorities. The situation changed after 1989. The intensification of emigration movements followed the access of Poland into the European Community on May 1st, 2004. Evaluating migration phenomena, attention is paid to advantages and disadvantages. On one hand the experience of stay abroad is favourable for „civilization enrichment” by strengthening such features as enterprise, decision making, tolerance, criticism, on the other hand though, negative phenomena come to light, not infrequently of pathological character. Poles who go abroad contemporarily, undertake the jobs as factory or farm workers, they are also valued as qualified work force. Many find jobs in the health care system among others as doctors, nurses or pharmacists. Poland is not only the country from which people emigrate only. It is also a place in which newcomers from other countries settle. Those, who come from the former Soviet Union integrate quickly with the Polish society. Mixed marriages contribute to it and also participating in religious services within the Roman Catholic Church. Immigrants from far eastern territories establish enclaves in Poland, within which they nourish the tradition of their countries of origin. The language barrier is a problem for foreigners with which they are confronted in Poland – in relation to „common” citizens and in offices.

The migrations of population are considered to be one of fundamental values in the life of cultures and civilisations . They are regarded as a force that generates social and economic progress, political aspirations, a “school” of attitudes, behaviour, tolerance, entrepreneurship, criticism. At the same time it is pointed out that they should not be a spontaneous phenomena and process. It is essential to prepare oneself for functioning in an immigration reality, for various barriers reveal themselves in it and are overcome by immigrants only with effort. The psychological factor is important in this respect. A number of people encounter difficulties to adapt to a new cultural reality because of their personality (e.g. because of neuroticism, distrust towards the outside world, introvertism).

Artykuł jest refleksją nad rozwojem i nad przemianami, przed którymi staje współczesna glottodydaktyka polonistyczna i wobec których musi się jakoś opowiedzieć w ciągu następnych lat. Pierwsza część zawiera omówienie książki W. Miodunki poświęconej powstaniu, stanowi obecnemu i perspektywom rozwojowym glottodydaktyki polonistycznej, jak również opis zbiorowej pracy na temat nauczania języka polskiego w świecie i perspektyw rozwojowych edukacji polonistycznej. Druga część omawia konieczność ustosunkowania się glottodydaktyki wobec dokonującego się zwrotu w naukach humanistycznych, jak również wobec kryzysu ekologicznego, migracji i pandemii.

Miodunka’s book on the creation, current status and developmental prospects of Polish glottodidactics, as well as a description of a collective work on teaching Polish as a foreign language in light of the prospects for development of education in the field of Polish studies. The second part discusses the need for glottodidactics to take a position on the turnabout taking place in the humanities as well as on the environmental crisis, migration and the pandemic.
