The meeting, held on 27-28 May 2014, gathered representatives of twelve SAIs – members of the Subcommittee on Internal Control Standards and representatives of external partners that cooperate with the Subcommittee – the International Federation of Accountants (IFAC) and the Organisation for Economic Cooperation and Development (OECD), as well as of the ministries of finance of Lithuania and Poland – to represent the main addresses of the documents that the Subcommittee develops. The participants of the meeting discussed the Subcommittee’s work plan for the years 2014-2016 that comprises, among others, a revision of the guideline on reporting on internal control and the guideline on risk management in the public sector. At the bilateral meeting, President of NIK Krzysztof Kwiatkowski and Auditor General of Lithuania Giedrė Švedienė discussed, among others, ideas for further cooperation of the SAIs of the Baltic and Eastern European regions, the initiative of the SAI of Lithuania to conduct a parallel audit of municipalities, and the organisation of the European Court of Auditors’ visits to the EU Member States.

Opis:
The purpose of the article is to present the current state of development of on-line services in retail banking and to discuss their future development. It covers a high level analysis of functional morphology of on-line banking in view of historical banking channel development. The final study provides a view on key strategies that can be used in the future to foster further development of on-line business models. The strategies are divided into organic growth, partnerships/intermediation and accelerated growth. Concluding remarks point out the leading role of banks in the digitalization of economic systems and support for e-government. They also emphasize the potential for further development of on-line banking towards universal service platforms which provide a secure environment for execution of auditable business transactions between known parties.
Celem artykułu jest przedstawienie obecnego stanu rozwoju usług on-line w bankowości detalicznej oraz dyskusja ich dalszego rozwoju. Artykuł obejmuje ogólną analizę morfologii funkcjonalnej bankowości on-line w kontekście historycznego rozwoju kanałów w bankowości. Strategie podzielone są na wzrost organiczny, partnerstwo/pośrednictwo oraz przyśpieszony wzrost. W zakończeniu jest wskazana wiodąca rola banków w digitalizacji systemu ekonomicznego oraz wsparcia usług e-administracji (e-government). Podkreślono również potencjał do dalszego rozwoju bankowości on-line w kierunku uniwersalnych platform usługowych, które zapewniają bezpieczne środowisko do realizowania audytowalnych transakcji biznesowych pomiędzy znanymi stronami.

Opis:
LPG is a cheap and ecological fuel for spark ignition engines. The sequential gas injection system can be installed at the factory and is then the Original Equipment of the Manufacturer. A vehicle with a spark ignition engine can also be converted to gas in an authorized workshop. In both cases, the vehicle must meet the same exhaust emission standards when running on alternative fuel as it does with the original fuel. Conversion of vehicles to LPG and CNG is regulated by law at the European Union level. The article describes the conversion of a low-emission gasoline vehicle that meets the Euro 6 emission standard to LPG. The configuration and calibration of the LPG system is described in detail. The compatibility of the gas system with the vehicle's on-board diagnostic system was then checked. Finally, road tests of the vehicle were carried out to compare the performance with the original fuel and the alternative fuel.

Rewolucja technologiczna wywiera ogromny wpływ na sposób funkcjonowania rynku medialnego, ale także na regulacje prawne w tym obszarze. Rozwój medialnych technologii cyfrowych dopro-wadził do stworzenia wielu nowych kategorii przekazów i modyfi kacji tradycyjnych schematów komunikowania. Jednym z najciekawszych przykładów tych zjawisk są tzw. media spersonalizo-wane. Status prawny mediów spersonalizowanych może budzić spore wątpliwości, tym bardziej że odnosi się do wielu płaszczyzn regulacyjnych i rozmaitych instytucji prawnych. Artykuł próbuje rozstrzygnąć jak należy – z punktu widzenia obowiązującego prawa – kwalifi kować taki rodzaj przekazów.
A dynamic development of media-related digital technologies has been observed throughout recent decades. These phenomena are conducive to significant social, economic, political and legal transformations. The development of digital media has led to the creation of many new categories of transfers and modifications of traditional communication patterns. One of the most interesting examples of these phenomena is personalized media. This could be media on-demand, but also media available via streaming, tailored to the needs of a specific recipient. The legal status of personalized media is surrounded by many doubts. This paper focuses on analyzing the legal rules defining the formal status of personalized media in the EU (particularly in the context of the Audiovisual Media Services Directive) as well as in Poland (the Broadcasting Act of 29 December 1992).

W artykule oceniono przepisy dotyczące rejestrowania obrotu przy użyciu kas on-line oraz obowiązek podawania numeru identyfikacji podatkowej (NIP) na paragonach przez podatników, którzy następnie otrzymali fakturę VAT. Dotychczasowe publikacje na ten temat ograniczały się do informacji bez analizy skuteczności wprowadzonych zmian. Celem artykułu jest odpowiedź na pytanie, czy dzięki tym zmianom zostały wyeliminowane patologie związane z korzystaniem z kas rejestrujących. Po przeprowadzonej analizie stwierdzono, że omawiana nowelizacja przepisów nie wpłynęła znacząco na zmniejszenie skali zjawiska nieewidencjonowania obrotu przy użyciu kas rejestrujących on-line oraz na wyeliminowanie procederu wystawiania paragonów z niskimi cenami celem dalszej sprzedaży towarów po cenach rynkowych bez opodatkowania. Stwierdzono jednak wpływ na likwidację patologii polegającej na wystawianiu faktur dla podatników, którzy nie dokonali faktycznego zakupu towarów lub usług na podstawie paragonu.
The article assesses the changes in the turnover registered with on-line cash registers and the obligation to provide NIP on receipts by taxpayers who then received a VAT invoice. Previous publications on this subject have been limited to information without analyzing the effectiveness of the introduced changes. The aim of the article was to answer the question whether the introduced changes eliminated the pathologies related to the use of cash registers. After the analysis, it was found that the discussed changes to the regulations did not significantly reduce the lack of registration of turnover using online cash registers and the elimination of issuing receipts with low prices in order to continue selling goods at market prices, without taxation. However, the impact on the elimination of the pathology consisting in issuing invoices to taxpayers who did not actually purchase goods or services on the basis of a receipt was found.

The purpose of the article is to study the sources and analyse the effects of one way of manipulating information on law in the media, i.e. the phenomenon of bullshitting’ (saying nonsense, sharing pseudo-information) on law and its work. A linguistic statement that involves ‘bullshitting’ is an eristic technique in written or oral communication, expressed by the sender in a specific environment with the purpose of convincing the addressee (audience) that things are so and so and making an impression of being professional and masking the fact that the sender does not care what the truth is. The ‘bullshitter’ does not make attempts to make their input into the conversation factual; they say anything, without any conviction of the truth; they say what they do not have sufficient grounds to claim. This phenomenon is an important factor that makes building the prestige of law (also in Poland) more difficult. Without taking care of the organisation of professional communication about law from professionals to citizens, manipulating information on law will cause permanent damage to legal awareness. The author compares this eristic technique with statements with include lies, provides examples of ‘bullshitting’ on law by politicians and journalists, and deals with the circumstances and effects of the phenomenon.

At present, there are different methods to increase the performance of compression-ignition engine with Common Rail fuel supply system. One of them is to use external modules of the Tuning Box type. These modules are the simplest and cheapest solution to increase power and torque and reduce fuel consumption. Another method is to re-programme original bitmaps in control unit memory. The charge storage is read from engine controller memory via a diagnostic connector to EDC16 engine control units or by mechanical intervention into the driver itself. It is a labour-intensive method, which involves removing the driver from a vehicle, dismantling the cover, unsoldering the memory chips, reading the data programmer and re-programming the memory chip. This method is used for vehicles equipped with EDC15 engine control units. The paper presents a modification of the control unit software of BMW E39 530D vehicle which increases its torque at low and medium engine rotational speed range by eliminating the so-called “turbo lag” and improves vehicle driving dynamics. Reading was done with EEPROM programmer device and software via an EOBD diagnostic connector; fuel injection, EGR valve, boost pressure and smoke limiter bitmaps were modified and the memory was re-programmed.

The paper describes the construction of a tool designed to measure opinions on the menopause. The main assumptions and the process of construction is described step by step. The tool consists of 35 items and allows to evaluate both positive and negative aspects of the menopause (POZ and NEG subscales) on 5-points Likert type scale. It allows also for comparisons of both types of opinions (DIF index). Reliability coefficients (test-retest, Cronbach’s α and Spearman-Brown’s coefficient) are sufficiently high. The temporary norms were calculated based on frequency distribution from a study of 175 women.

We consider on-line Ramsey numbers defined by a game played between two players, Builder and Painter. In each round Builder draws an the edge and Painter colors it either red or blue, as it appears. Builder’s goal is to force Painter to create a monochromatic copy of a fixed graph H in as few rounds as possible. The minimum number of rounds (assuming both players play perfectly) is the on-line Ramsey number (H) of the graph H. An asymmetric version of the on-line Ramsey numbers r(G,H) is defined accordingly. In 2005, Kurek and Ruciński computed r(C3). In this paper, we compute r(C4,Ck) for 3 ≤k ≤ 7. Most of the results are based on computer algorithms but we obtain the exact value r(C4) and do so without the help of computer algorithms.

Introduction. Osteoarthritis is the most common disease of the musculoskeletal system. Osteoarthritis progresses slowly, but with time it results in movement disability and chronic pain. Its progression is also significantly associated with personality functioning and the ability to make rational life choices regarding various aspects of human life, including the economic sphere. Aim. The aim of the research was to determine how personality correlates with a tendency towards indebtedness between patients with and without osteoarthritis. Material and methods. The researched sample consisted of two groups - 50 patients diagnosed with osteoarthritis hospitalized in the Department of General and Neuro Rehabilitation in the Institute of Rural Health in Lublin and 50 healthy people. The KOS-B Questionnaire, the IVE Questionnaire, the SES Scale, the SPP-25 Scale, the Delta Questionnaire and the APSZ questionnaire were used in the research. Results. In the group of patients with osteoarthritis, the leading correlates of indebtedness are: assessment of the stress situation related to the current economic situation seen as a threat, and perceiving it as harm or loss. In the healthy group, the leading correlates of incurring financial liabilities are impulsiveness, self-esteem, assessment of the stress situation related to the current economic situation seen as a threat, openness to new experiences and sense of humor, empathy, and the need for social approval. Conclusion. In the group of patients with osteoarthritis, the factor conducive to incurring financial liabilities is the assessment of the stressful situation related to the current economic situation seen as a threat, while perceiving it as harm or loss leads to abandoning reliance on credit. In the healthy group, the factors that favor this type of activity are impulsiveness, self-esteem, the assessment of the stress situation related to the current economic situation seen as a threat and the need for social approval; the factors protecting against indebtedness in healthy persons are openness to new experiences and sense of humor as well as empathy.

Opis:
The main purpose of the article is to present and assess the changes in the directions of expenditure on cybersecurity in Poland from the state budget and their impact on the assessment of technological advancement in comparison with the EU. The formal and legal regulations that came into force over the last years in the EU and in Poland in this area are reviewed as well. The first part of the article focuses on the evolution of definitions and regulations regarding cyberspace, cybercrime and cybersecurity. It also highlights the entities involved in the cybersecurity system and their role in preventing threats in cyberspace. Next, the author briefly examines main threats in the digital space of the European Union and Poland. The final section assesses directions of financing cybersecurity in Poland versus the EU. The author argues that as the use of technology increases, it will be necessary to increase public spending on cybersecurity in order to maintain the level of security.
