Przedstawiona w niniejszym artykule tematyka ma za zadanie określić istotę bezpieczeństwa przemysłowego, określić jej miejsce i role w systemie ochrony informacji niejawnych. Jak wynika z analizy przytoczonych treści aspekty bezpieczeństwa przemysłowego odgrywają istotną rolę w systemie ochrony informacji niejawnych. W dzisiejszej gospodarce przedsiębiorstwa prywatne są bardzo istotnymi podmiotami na rynku. Czasy, kiedy przemysłem zajmowały się przedsiębiorstwa państwowe już dawno minęły, a ich miejsce zajęły podmioty prywatne, które otrzymały tym samym dostęp do wrażliwych informacji z sektorów, w których prowadzą swoją działalność gospodarczą. Dlatego też ochrona informacji niejawnych polega na strzeżeniu, aby istotne dla państwa informacje nie dostały się w niepowołane ręce. Toteż przedsiębiorstwa świadczące usługi na rzecz państwa muszą być pod szczególną ochroną i być w pełni wiarygodne.
The subject matter presented in the article is to define the essence of industrial security and safety, its place and role in the system of classified information protection. The author’s analysis shows that industrial security and safety aspects play a vital role in the system of classified information protection. In a modern economy, private companies are very important entities on the market. The times when only state companies dealt with industry are gone and they have been replaced by private companies who, in this way, gained access to sensitive information in industries where they have placed their business. Therefore, classified information protection consists in guarding so as essential information for the state would not be intercepted by unauthorized persons. Thus companies rendering services for the state should be specially protected and be fully reliable.

Artykuł ma na celu określenie poziom ochrony środowiska w województwie dolnośląskim w kontekście pozostałych regionów. Autorka, korzystając z metody wzorca rozwoju, przeprowadza analizę porównawczą ochrony środowiska w Polsce na poziomie województw. Badaniem objęto pięć obszarów: wykorzystanie i ochronę zasobów powierzchni ziemi, wykorzystanie, zanieczyszczenie i ochronę wód, zanieczyszczenie i ochronę powietrza, ochronę przyrody i różnorodności biologicznej, odpady i hałas. Analizę przeprowadzono dla lat 1999 i 2007.
This article is meant to define level of environment protection in Lower Silesia region in reference to other Polish regions. The author using the pattern development method assessed and performed comparative analysis of environment protection in Poland, depending on the region. The research took into account five different areas: usage and protection of earth surface resources, water contamination and protection, air contamination and protection, nature and biodiversity protection, waste-management and noise-level. The analysis was performed for the following years: 1999 and 2007.

Praca przedstawia koncepcję ochrony elektrochemicznej przed korozją rurociągów i kabli napięciowymi falami wędrownymi wytworzonymi w chronionej konstrukcji przez impulsowe źródło napięcia. Pojedynczy impuls napięciowy przemieszcza się w rurociągu lub opancerzeniu kabla w postaci napięciowej fali wędrownej, która po dotarciu do jego nieuziemionego końca, ulega odbiciu, nie zmieniając swojej biegunowości. Odbita część fali napięciowej dodaje się do części fali przychodzącej zwiększając tym samym polaryzację końcowej części chronionej konstrukcji. W ten sposób polaryzacja konstrukcji impulsowym źródłem napięcia stwarza możliwość zwiększenia długości odcinka chronionej konstrukcji, który może być skutecznie chroniony przed korozją przy zasilaniu ochrony z jednego źródła.
The work presents a conception of electrochemical cathodic protection of a pipeline by means of voltage travelling waves generated by a source of repetitive voltage pulses. A single voltage pulse moves in the form of a voltage travelling wave that reaching pipeline end reflects backward without changing its polarity. The reflected part of the voltage wave superposes with the incoming one, strengthening, at the same time, polarization of the pipeline end. The above conception was verified by polarization of a steel pipeline at first with constant voltage and then with repetitive voltage pulses. Hence, pipeline polarization with repetitive voltage pulses enables increasing of the length of pipeline section that might be subject to effective electrochemical protection supplied from a single source.

Rezerwaty przyrody są – obok użytków ekologicznych, lasów wodochronnych i programów małej retencji – jednym z ważnych ogniw w zachowaniu zasobów wody w Lasach Państwowych. Około 6,5% powierzchni rezerwatów zajmują wody (w postaci akwenów lub cieków), około 7,4% – bagna i torfowiska, a ok. 15,1% – podmokłe bory i lasy. Stanowi to łącznie prawie 30 tys. ha, zgrupowane głównie w rezerwatach leśnych, torfowiskowych, faunistycznych i krajobrazowych. Większość tej powierzchni podlega ochronie czynnej, przy czym zabiegi ochronne zrealizowane w analizowanym roku dotyczyły zarówno siedlisk hydrogenicznych, będących przedmiotem ochrony w danym rezerwacie, jak i tych, które są tylko jednym z typów środowisk w nim występujących. Należałoby jednak przyjrzeć się efektywności ochrony wodnych i podmokłych siedlisk przyrodniczych, gdyż w pewnych przypadkach zastosowane reżimy i metody ochrony odbiegają od zalecanych standardów.
Apart from ecological utility areas, water-protecting forests and programs of small retention, nature reserves are also important for water resources conservation in the State Forests. About 6,5% of reserves’ area is occuppied by water (reservoirs or streams), about 7,4% – bogs and marshes, and about 15,1% – soppy forests. It gives in total almost 30.000 ha, which are located mainly in forest, peat-bog, faunal and landscape reserves. The majority of this area is actively protected. In the year in question, the conservation activities concerned water-related habitats, which were the scope of protection in these reserves, or simply one of biotope types existing there. In some cases, however, it seems necessary to review the effectiveness of water and wetlands conservation, because adopted rigours and methods diverge from the recommended standards.

The article describes Decision Support System for Fire Service. The system is based on Distributed Directory Services and Case-Based Reasoning technique. The introduction of this article contains description of the current problems with decision taking in Fire Service. Short revision about currently used solutions in other fields is also described. Introduction also contains motivation and argumentation of the Recognition-Primed Decision (RPD) model choice in Fire Service. The second part of the article contains principles of Case-Based Reasoning (CBR). CBR is the most similar to the RPD model of Artificial Intelligence technique. Therefore, it was used as a base for the Decision Support System in Fire Service. The third part of the article is a description of the proposed Decision Support System. It consists of four subsections. The first describes distributed architecture of the Case Base. The pros and cons of using distributed architecture are described. The second subsection contains methods description concerning representation of Fire Service operations in the Case Base. The third subsection contains the description of procedures and methods used in collecting and acquisition of cases for the Case Base. The last subsection describes evaluation process of the cases stored in database. The article is summarized with short conclusion about the proposed system and further works.
W artykule przedstawiono projekt systemu wspomagania decyzji dla strażaków PSP. System wykorzystuje katalogową bazę danych w architekturze rozproszonej do przechowywania opisu interwencji PSP. Podstawę dla wyszukiwania i porównywania przypadków zapisanych w bazie stanowi metoda CBR.

For a number of years we have been observing the negative phenomenon of a constant deterioration of the quality of documentation accompanying assorted conservation undertakings. The reasons for this state of affairs appear to be myriad, and their enumeration would soon change into a long list of grievances. Mention is due to systemic transformation and the end of an era of a monopolist – the State Ateliers for the Conservation of Historical Monuments, which for decades defined the principles of professional documentation. Other noteworthy factors include the contemporary dictate of the investor and his frequent and exaggerated expectations concerning the future use of monuments. Let us also notice the decline of the profession and a dramatic absence of the professional training of architects acting in the realm of architectural monuments; the latter context entails the discernible conflict between the properly understood value of a monument, which deserves to be protected, and the creative ambitions of the designer. Finally, let us stress insufficient financial funds, which impose the necessity of tackling, first and foremost, the threatened historical substance instead of time-consuming research and project documentation, preceding all other work. In this situation, who would even think about documenting assorted endeavours concerning the monument? At the same time, we should also ask: who is to speak in favour of the monument as such, often seriously threatened or outright damaged by ill–considered, incorrectly planned, badly designed and unprofessionally documented conservation? You will find an attempt at delineating indispensable standards for project documentation in a dialogue about these fundamental questions. I would like to draw your attention to a new perception of a prominent issue, associated with the suitable preparation of a conservation project and conduct affecting monuments of architecture. At this stage, it is worth recalling a wider historical context connected with conservation projects, and thus becoming acquainted with the origin of the present-day situation, focusing on a diagnosis of the prevailing state of things, recollecting the oft-forgotten elementary rules and principles and, finally, reaching for the proposals made by interdisciplinary efforts intent on devising contemporary documentation principles. A closer examination of these topical texts is proposed by examples illustrating the way in which project errors may damage the qualities of authenticity, and hence permanently deprive valuable monuments of their assets, thus questioning the very sense of initiating and conducting conservation. This issue of ”Ochrona Zabytków” opens with a text associated with the conception of creating a Polish archaeological heritage database. The necessity of embarking upon such a task is all too obvious. Before this takes place it is necessary to realise a number of organisational and methodological tasks by basing ourselves to a great measure on European experiences. Suitable work carried out by the National Heritage Board of Poland should in the nearest future produce a cohesive realisation concept. Numerous monuments across the country continue to conceal assorted secrets connected with the history of their erection and consecutive transformations. In order to unravel them it is mandatory to commence the cooperation of architects and archaeologists. The effects include an article about the heretofore little examined monument of Romanesque architecture in Krzyworzeka (the county of Wielun). It is worth examining the past of this particular monument, while at the same time becoming acquainted with the workshop applied by outstanding experts on architecture. By way of contrast with churches maintained in good condition, we discuss the ownerless and abandoned churches facing total devastation in north-western Ukraine. Unfortunately, the time when we shall take a last look at the rapidly disappearing traces of valuable monuments of Polish culture is approaching at an equally quick rate; registering them is, therefore, our common obligation. Another interesting topic is the assessment of the resources of historical castles. The investment projects pursued by numerous managers of historical complexes of mediaeval architecture frequently remain at odds with the elementary principles of conservation. We still have a chance to satisfactorily protect and display the extraordinary landscape qualities of castle ruins. Superficial adaptation and reconstruction can deprive us of such an opportunity. This topic, of immense importance within the context of plans for the reconstruction of many mediaeval castles, will be soon considered in ”Ochrona Zabytków”. I also recommend other interesting articles on the practical problems of the daily protection or conservation of historical monuments. Conservation ethics is based on responsibility for the past and respect for the original substance of the historical monument, i. e. the essence of authenticity decisive for its value. It determines activity intent on examining the history of given monuments, their state of preservation, and decisions made about the trend of assorted conservation undertakings. Reaching the original substance of the monument remains a source of immeasurable satisfaction, as evidenced by the discoveries made in the church of St. Ursula and Eleven Thousand Virgins in Stroƒsko, presented in this issue of our periodical. Pertinent examination disclosed earlier unknown elements of the Romanesque solid of the church as well as its interior and outfitting, making it possible to establish the chronology of particular stages of development. Similar emotions are experienced by researchers attempting to recreate former townplanning premises – the work of outstanding architects, such as David Gilly in Dobrzany. The requirement to show consideration for the authenticity of the substance does not gratify either the authors or the conservators of contemporary works of art. Representatives of both groups deliberate on methods of protecting the original conception, expression and message of a given work, as well as the artist's intention, enclosed in frequently ephemeral matter. The article on authenticity in contemporary art proposes a solution to numerous questions. Our other publications recollect the crafts, indubitably more enduring than certain examples of contemporary art but equally prone to destruction especially if, as in the case of the cast and wrought iron decorations by Roman Szewczykowski, they remain scattered and doomed to oblivion. Inevitable transformations affect also the cultural landscape around us. In the environs of Zielona Góra it was granted a specific ambience by the local vineyards, whose inseparable elements assumed the form of vineyard cottages (Weinbergshäuschen). Only several monuments have survived out of a total of 697 standing in 1865. We also recommend two articles on the legal situation of historical monuments in Poland and along the state frontier. The cover of this issue of ”Ochrona Zabytków” features the characteristic logo of the National Heritage Board of Poland, which this year has taken over numerous new tasks associated with a widely comprehended protection of the Polish cultural heritage and its promotion. In this symbolic manner, we wish to inaugurate a next stage in the history of our publication, of considerable importance and merit for the conservation milieu. It is our intention to endow ”Ochrona Zabytków” with an appearance that which would enable it to become a veritable forum for a wide exchange of ideas and experiences, to present assorted conservation problems and threats facing cultural space, to discuss successful realisations and professional criticism of inopportune practices, and to become a source of information about current events involving the protection of historical monuments. We are determined to improve the scientific rank of ”Ochrona Zabytków” by obtaining the highest possible point in the assessment of scientific institutions. All our articles will be subjected to scholarly reviews, as has been the case already in this issue. Well aware of the fact that some of the presented opinions could provoke a wider exchange of views, we would like to feature this form of communication. More, we wish to initiate a discussion concerning crucial topics related to the system of principles entailing the protection of historical monuments and care for cultural heritage. Since we shall not realise the presented plan by ourselves we appeal to the entire conservation environment for joining work on the contents of our periodical: articles, polemics, assessments and information. We anticipate extensive cooperation with conservation services, voivodeship conservators of historical monuments, the staff of the voivodeship offices for the protection of monuments, and self-government conservators. We foresee ”Ochrona Zabytków” as a joint accomplishment. We also hope to attract scientific milieus associated with the protection of historical monuments, and to present newest trends and achievements in this particular domain without forgetting the practical aspects of conservation represented by numerous disciplines and specialisations. We are open to cooperation with assorted NGOs, in particular the ICOMOS Polish National Committee, the Association of Historical Monument Conservators, the ICOM Polish National Committee as well as the Association of Polish Architects and the Society of Polish Town Planners. We count on joining forces for the sake of a more effective protection of our joint cultural heritage. Furthermore, we remain open to presentations of foreign experiences and shall try to cooperate with friends abroad. The form of our periodical will to a large measure depend on the activity of the readers. The National Heritage Board of Poland – publishers, editorial board and editors – will do its best to guarantee the highest possible scientific and editorial level of ”Ochrona Zabytków” and to avoid delays. In accordance with the years-long tradition of “Ochrona Zabytków” we are open to co-operation with experienced representatives of assorted sciences serving the preservation of the cultural heritage, workers of the conservation services, as well as the guardians and users of historical objects. We would like to draw your attention to the particularly noteworthy article about conservation at the Museum-Castle in Łańcut as well as texts about the Beautiful Well in Nysa, the town hall in Jawor, or the exciting history of the non-extant Pompeian Cabinet at the former Municipal Museum in Szczecin. The section devoted to landscapes includes material about the restored parks and gardens of Warmia and Mazuria. Authors writing about non-material heritage describe its assorted and prominent, albeit frequently ignored aspects. An extremely interesting and commendable article on the tasks of archaeology involved in the revalorisation of gardens stresses that the significance of excavations conducted in parks and gardens simply cannot be overestimated. The part played by garden archaeologists in becoming familiar with the historical shape of old gardens remains outstanding. The interest encountered by “Ochrona Zabytków” testifies to the necessity of our publication and confirms its assigned role. Together with the authors we make all possible efforts to meet the requirements of our readers and maintain a high level of the publication (contents and editing). It is our intention to present varied problems which may interest readers representing assorted specialisations and non-professionals. The articles proposed in this issue deal with a wide gamut of topics. We discuss, i. a. the protection of historical towns at a time of the ongoing systemic transformation and the protection of Iraqi cultural heritage by the Polish stabilisation mission. The latter question appears to be particularly topical in the context of the universally available recent publications on the subject. Other texts concern the history of Warsaw monuments, Christian cemeteries in the Bieszczady Mts., and the adaptation of former defensive systems and objects for the purposes of contemporary tourism. Furthermore, we have introduced a new section on “Non-material heritage”, in which we plan to discuss the protection of old names, customs and tradition – the other monuments of our culture and tradition. Their non-material nature renders them even more susceptible to damage and oblivion, becoming the prime reason for their protection and preservation for future generations. The protection of non-material heritage is discussed in articles about urban names, the history of Łódź, and folk traditions in the life of of the residents of Poznań. We sincerely hope that the new section will meet with the approval of our readers and potential authors. Finally, we renew our constant appeal for texts from all those whose work serves the preservation of our cultural legacy: may “Ochrona Zabytków” act as a periodical of all those concerned with Polish culture, art and cultural heritage. The current issue is to a great extent devoted to questions associated with town planning and architecture. The article about the town-planning development of Białogard connects this topic with principles for the protection of cultural heritage. Material about the former Teutonic Order castle in Rogóźno-Zamek considers ways of suitably protecting ruins while referring to an article about assorted methods of conserving historical ruins, published in the previous issue of our quarterly. We also propose texts dealing with small urban architecture – more precisely, with the historical street surfaces in Szczecin and their protection. This prominent question constitutes an extremely important supplement of conservation undertakings aimed at salvaging, protecting, and displaying municipal historical space as a whole and not merely its particular fragments and individual objects. We propose also other articles, such as the one about the church of St. Catherine of Alexandria in Golub; here, an examination of the painted elevations closely connects architecture with painting. The text about the revalorisation of the Branicki Garden in Białystok and the article about the provenance of the Strzelno sculptures and columns (in the collection of the National Museum in Poznań) are especially relevant. On a boundary of centuries, the negative environmental impact of human economical activities has come close to such level, which already threatens the very existence of mankind. To overcome these negative tendencies, the huge expenses are demanded. However, the investments themselves do not guarantee any radical change of the ecological situation. Moreover, not coordinated environment protection activities have appreciable positive effect only at a local level. From global or even regional point of view, its application can even cause deterioration of the situation. Environment protection activities demand application of accessories, fuel, water, and chemical reagents, as well as execution of different check and automatics functions. Energy expense augmentation means proportionally increasing of technogenic nature impact. Protective devices should be produced and the spent things procured, delivered, prepared, etc. At all these stages not only padding expense of energy, but also direct complementary pollution occur. The secondary technological effects are also possible: augmentation of air paths hydraulic resistance, lowering productivity of equipment, secondary contamination of other natural mediums. Consequently, the effect gained at a local level can be simply destroyed by chain reaction of secondary unfavorable actions, displaced in time and space. The optimization of a global and local level interrelation is especially important for environment protection activities scheduling and accomplishment at the stage of design strategy formation. Our analysis shows that investments in ecological measures are comparable to expenses for the basic industrial effecting. Fuel, energies and stuffs ungrounded expenses result in augmentation of destructive action for the environment. Decrease of harmful materials outliers in one place is inevitably accompanied by augmentation of pollution in other regions of the country or in neighbor states. Therefore, the coordination of activities for environment protection at a state level is very important. Nevertheless, such coordination demands solid scientific and methodological bases. The process of autonomous object design is considered as a method of helping an engineer to perfect his qualification and to get the highest efficiency of environment protection technology. This process is based on the decision-making theory. It is necessary to emphasize, that presented analysis is in the master of fact, only general methodology of activities for atmosphere protection. It does not give ready solutions in specific issues, although it is an important tool of optimization because it does not allow to omit key elements of the analysis, forces determination necessary questions and issues in proper time, without which it is not possible to reach final, positive effect of improvement of atmosphere and The whole natural environment state.

Opis:
Investigated flexible self supporting water tank is made of fibre reinforced rubber and can be used in fire-extinguishing actions to protect buildings and other civil engineering structures. Its self supporting ability results from the air-tight floating flange. Preliminary investigations of the rubber material done in the laboratory and of a prototype tank led to the tank redesign. Deformations of a new tank were measured under its operating conditions with four tons of water inside. Resulting hoop and longitudinal strains exceed four percent and are in agreement with theoretical considerations. Developed measurement methods can be adapted for testing the shell structures and other coverings made of technical fabrics.
Testowany elastyczny, samonośny zbiornik na wodę wykonany jest z gumy wzmocnionej włóknami i może być użyty w akcjach gaśniczych w celu ochrony budynków i innych obiektów cywilnych. Jego samonośna zdolność wynika ze szczelnego samonośnego kołnierza. Wstępne badania materiałowe gumy przeprowadzone w laboratorium, jak i badania prototypu zbiornika doprowadziły do zmian w jego projekcie. Dokonano pomiarów odkształceń w nowym zbiorniku, zawierającym 4 tony wody, w warunkach prowadzenia akcji. Powstałe obwodowe, jak i wzdłużne odkształcenia przekraczają 4% i zgadzają się z teoretycznymi założeniami. Opracowane metody pomiarów mogą być wykorzystane do testowania konstrukcji łupinowych oraz innych pokryć wykonanych z włókien technicznych.

Niniejsza praca ma na celu przybliżyć zainteresowanym zagadnienie ochrony przeciwkorozyjnej rurociągów będących w bezpośrednim oddziaływaniu środowisk elektrolitycznych. W celu zahamowania procesów korozyjnych w technologii ochrony elektrochemicznej wykorzystuje się zjawisko polaryzacji elektrycznej, która jest następstwem przepływu stałego prądu elektrycznego pomiędzy powierzchnią chronionego obiektu a otaczającym środowiskiem korozyjnym. Uzyskanie efektu pełnej ochrony przeciwkorozyjnej rurociągu za pomocą polaryzacji katodowej jest możliwe wyłącznie wtedy, gdy prąd ochrony katodowej wyeliminuje pozostałe prądy wypływające z powierzchni metalu przy powstałych defektach powłoki izolacyjnej. Ciągle nierozwiązanym problemem jest ochrona przed korozyjnością przemiennoprądową.
The aim of this report is to bring closer the issue of the anticorrosive processes protection in pipelines which are in direct interaction of electrical polarization environment. The phenomenon of the electrical polarisation, which is the sequence of continuous flow of electical drift between the surface of protected object and surrounding corrosive environment, is harness in the aim of apprehand the corrosive processes in the electrochemical protection technology. The effect of whole anticorrosive protection in pipelines with the aid of cathodic polarisation is possible only in the case when cathodic protectioned drift would eliminate the residual drifts flowing from the metal surface with some defects of isolationing mantle. However, the nonsolved problem is the protection for the currentalternating corrosivity.

Po II wojnie światowej duże ilości amunicji chemicznej zatopiono w Morzu Bałtyckim, co powoduje głęboki niepokój społeczności krajów nadbałtyckich. Od 1974 r. wiele wysiłku poświęcono na ochronę środowiska morskiego i przywrócenie jego walorów. W niniejszym opracowaniu przedstawiono wyniki badań środowiskowych dotyczących analizy wybranych niebezpiecznych substancji chemicznych zatopionych w Morzu Bałtyckim. Szczegółowej analizie poddano frakcje wyłowionej bryły iperytu siarkowego oraz dokonano oceny możliwości zniszczenia porzuconego adamsytu w procesie jego stapiania z siarką.
This paper discusses the results of environmental investigations carried out on the sulphur mustard remains of the chemical munition dumped in the Baltic Sea. The fractions of the yperite lump fished up were analysed in detail by several chromatographic techniques combined with chemical visualization, mass spectrometry and atomic emissions detection. The results indicate the presence of a large number of dangerous compounds; some of them were more toxic than sulphur mustard. There also was found arsenic (III), which occurs as a persistent constituent of many chemical munitions. Due to this the destruction possibility of the abandon adamsite in the process of their melting with granulated sulphur was proposed.

Niniejszy artykuł prezentuje możliwości wykorzystania transformaty Fouriera jako przekształcenia bazowego do opracowania metody steganograficznej wykorzystującej dźwięk jako kontener. Pokazuje możliwości rozwiązania problemu wprowadzania słyszalnych zakłóceń podczas wykonywania operacji w dziedzinie częstotliwości.
This article presents a new sound steganography method based on Fourier transform. Proposed method assure the steganographic capacity up to 40 bits per second. Hiding data is realised in frequency domain. Masking is used to avoid audible interference introducing. Idea of the algorithm relies on finding the biggest value strip in the spectrum. It is treeted as masking strip. Next we look for the strips which are masked by the biggest strip in it's proximity. Two of them are choosen to hide data. Their values are change to achieve the value difference meeting conditions for hiding bit value. In this way it is possibile to obtain signal withought audible interferencje thanks to the masking effect. Hidden data Has a big robustness to common sound processing operations and compression.
