Over the years, with the increase in consumerism and accelerated globalisation, there has been a growing trend in the use of water resources, including oceans. This results in, among other things, pollution. In order to assess the existing state of the oceans and the instrument that can mainly contribute to the protection of water resources, environmental taxes are used. The objective of this study was to evaluate the significance of environmental taxes in SIDS (Small Island Developing States) with particular emphasis on ocean-related taxes. The article describes the current threats to the ocean economy, in particular pollution and loss of biodiversity. Based on the analysis of the literature and quantitative data, it can be concluded that the number of taxes related to the oceans in SIDS is marginal. Tax revenues from environmental taxes in SIDS are relatively small compared to other countries. The research methods used in the paper are literature analysis, analysis of existing data and the inference method.
Na przestrzeni lat, wraz ze wzrostem konsumpcjonizmu i przyspieszoną globalizacją, następuje zwiększenie wykorzystania zasobów wodnych, w tym oceanów. Skutkuje to między innymi zanieczyszczeniami. W celu oceny istniejącego stanu oceanów oraz instrumentu, który może w głównej mierze przyczynić się do ochrony zasobów wodnych, stosuje się podatki środowiskowe. Celem tego badania jest ocena znaczenia podatków środowiskowych w SIDS (Small Island Developing States), ze szczególnym uwzględnieniem podatków związanych z oceanami. W artykule scharakteryzowano współczesne zagrożenia dla gospodarki oceanicznej, w szczególności zanieczyszczenia oraz utratę różnorodności biologicznej. Na podstawie analizy literatury oraz danych ilościowych można stwierdzić, że liczba podatków związanych z oceanami w SIDS jest marginalna. Dochody podatkowe z podatków środowiskowych są stosunkowo niewielkie w porównaniu z innymi krajami. Metody badawcze zastosowane w artykule to analiza literatury, analiza danych zastanych oraz metoda wnioskowania.

Maritime information services supporting European agencies such as the FRONTEX require European‐wide forecast solutions. Following a consistent approach, regional and global forecasts of the sea surface conditions from Copernicus Marine Service and national met‐ocean services are aggregated in space and time to provide a European‐wide forecast service on a common grid for the assistance of Search and Rescue operations. The best regional oceanographic model solutions are selected in regional seas with seamless transition to the global products covering the Atlantic Ocean. The regional forecast models cover the Black Sea, Mediterranean Sea, Baltic Sea, North Sea and combine the North Sea – Baltic Sea at the Danish straits. Two global models have been added to cover the entire model domain, including the regional models. The aggregated product is required to have an update frequency of 4 times a day and a forecasting range of 7 days, which most of the regional models do not provide. Therefore, smooth transition in time, from the shorter timerange, regional forecast models to the global model with longer forecast range are applied. The set of parameter required for Search and Rescue operations include sea surface temperature and currents, waves and winds. The current version of the aggregation method was developed for surface temperature and surface currents but it will be extended to waves in latter stages. The method relies on the calculation of aggregation weights for individual models. For sea surface temperature (SST), near real‐time satellite data at clear‐sky locations for the past days is used to determine the aggregation weights of individual forecast models. A more complicated method is to use a weighted multi‐model ensemble (MME) approach based on best forecast features of individual models and possibly including near real time observations. The developed method explores how satellite observations can be used to assess spatially varying, near real time weights of different forecasts. The results showed that, although a MME based on multiple forecasts only may improve the forecast, if the forecasts are unbiased, it is essential to use observations in the MME approach so that proper weights from different models can be calculated and forecast bias can be corrected. It is also noted that, in some months, e.g., June in Baltic Sea, even SST was assimilated, the forecast still show quite high error. There are also visible difference between different Copernicus Marine Environment Monitoring Service (CMEMS) satellite products, e.g. OSTIA and regional SST products, which can lead different forecast quality if different SST observation products are assimilated.

The prospect of implementing the concept of the Blue Economy is currently still at a relatively early stage of achieving its full potential. The purpose of this paper is to present the idea of the ocean economy and selected aspects of its financing, including initiatives undertaken in this area by the European Union. Part I characterises the Blue Economy, part II discusses selected aspects of financing a sustainable ocean economy, and part III analyses the institutional approach, particularly within the EU, to the financing process of this type of economy. The descriptive method was used to conduct this study, and the available literature on and legal acts related to the subject of the article has been analysed. The undertakings made so far, especially by the EU, are impressive and, moreover, are driving global activity towards the sustainable financing of the Blue Economy. It is becoming a fundamental priority to realise the governments' and international organisations' aspirations to make economies independent from excessive carbon emissions, to counteract water degradation, overfishing, and shrinking drinking water resources. In the long term, it is important to develop coherence between the actions of national entities and the sources and methods of international funding. This is in order to develop a mutual, global good of innovative financing of coastal projects for sustainable development.

Ophiolitic blocks, represented by metagabbro and serpentinite containing relict pyroxene, olivine, baddeleyite, zirconolite, Ni-pyrite and pyrrhotite, were found as exotic blocks in an olistostrome in the Magura Nappe, Outer Western Carpathians. The geochemical and isotopic features of the blocks suggest they represent mantle-derived rocks, with within-plate geochemistry signatures, modified by subduction, with lithospheric mantle input. A U-Pb apatite cooling age (614 ±3 Ma) is within age uncertainty of a published U-Pb zircon magmatic crystallization age (~614 Ma) implying rapid post-crystallization cooling. Pervasive alteration with replacement of primary minerals by low-temperature assemblages is observed in all rock fragments and is interpreted as contemporaneous with shearing. The secondary mineral assemblages and temperature modelling allow the interpretation that the pervasive ocean-floor metamorphism is the alteration in these meta-mafic rocks. These ophiolitic fragments can be linked to the Neoproterozoic break up of Rodinia/Pannotia.

Today, the global conveyor belt of ocean currents is controlled by the configuration of continents and the climate. Conversely, ocean currents influence water and air temperatures as well as the amount of rainfall on a regional to local scale. In addition, they govern species distribution patterns, sedimentation patterns and the dispersal of nutrients in both oceans and epeiric seas. Therefore, the reconstruction of palaeocurrents is crucial for the understanding of ancient environments and the past climate. An important driver for the global ocean circulation is the formation of deep water. However, deep-water production is difficult to estimate, and its circulation is difficult to reconstruct, not only today but especially in the geological record. Palaeocurrent reconstructions are often based on the temporal and spatial distribution of marine species. In this presentation, a new approach is proposed which uses the occurrence of glendonites as a proxy for cool bottom currents. Glendonites are pseudomorphs after the hydrous carbonate mineral ikaite (CaCO3·6H2O) which only forms in environments characterised by near-freezing temperatures. Throughout the Phanerozoic, glendonites can be found in successions which were deposited in high latitudes. However, examples of glendonite occurrences in mid-latitudinal sections are also reported. One of these examples are upper Pliensbachian (Lower Jurassic) glendonites from a shallow-marine succession in South Germany which was located in the European epicontinental sea  – an area, where it was technically too warm to form the precursor mineral ikaite. Based on petrographical and sedimentological investigations as well as stable isotope analyses it is concluded that a low temperature was the main factor for ikaite formation in the studied section. To explain the low water temperatures, a model for a thermohaline circulation in the European epicontinental sea is proposed. The cool climate in the late Pliensbachian initiated the growth of sea ice in high latitudes, leading to the formation of cold and saline bottom waters analogous to the modern formation of North Atlantic Deep Water (NADW) and Antarctic Bottom Water (AABW). The cold bottom current flowed southward from the Arctic Realm through the Viking Corridor into the European Epicontinental Sea, thereby causing a massive cooling of the deeper parts of the epeiric sea, which led to the formation of ikaite in temperate areas. After passing the shelf, the bottom current entered the Western Tethys, probably forming a deep water mass. The proposed model can help to explain mid-latitudinal glendonite occurrences not only in the Pliensbachian, but also in other areas and time slices which are characterised by cooling. Moreover, it enables the use of the pseudomorph as a tracer for cold bottom currents which can be a helpful tool for the reconstruction of global ocean current patterns.

The Citarum River flows through different characteristic of terrestrials with 297 km length and become one of the largest rivers in West Java. It potentially transfers debris from land into the sea. This research aimed to define the Marine Debris (MD) trajectories based on seasonal monsoon. The method used was numerical analysis combined with artificial debris pathways. The simulation controlled by ocean currents, tide, wind pattern, and bathymetry conditions. The MD observations were conducted in four mouth of estuaries across the Muara Gembong areas. These simulations with specific time during two main monsoons (the northwest and southeast Monsoon) period. The results showed that the debris trajectory patterns vary in the two monsoons. The macro debris trajectory showed the waste patterns similar to oceanographic condition, especially the ocean currents pattern. The trajectories of waste from two estuaries flow towards the south and southwest follow the coastal contours. Specifically, in Northwest Monsoon, MD spread to the south and was stranded in the surrounding coast areas. In Southeast Monsoon, MD was forced to the central of Jakarta bay and surrounding islands in the western and southern side of the estuaries. Compared to the Bendera estuary, the MD that comes from Jaya estuary affects the surrounding areas, including in the northern side and southern side.

The paper deals with most recently damages caused ship accidents and their number in the World Ocean. A lot of them are a result of bad technical condition or human mistake. The first reason is due to ship age, non- qualitative maintenance and non- qualitative repair of ship hull thought its life cycle, while the second reason is mainly of labour safety neglect. Analyzed period covers 27 years, from 1994 up to 2021. The analyze is done for two ships group- merchant and special ships. The paper described damages on ship hull and its structural members caused ship accidents and environmental pollution in relation with age of ships. The number and degree of marine causalities are analyzed. Moreover, statistical analysis presents the often causalities and areas in the World Ocean by ship and damage types. Finally, probabilistic density distributions of damages were shown by Fisher distribution curve. The damages on Fisher distribution curve are presented independent one another.

We identify loops and eddies from the trajectories of the drifters in the North Indian Ocean (NIO) from October 1985 to March 2019. We use the geometric identification method to identify loops and eddies and compare them with the loops identified from loopers provided by Lumpkin (2016). In NIO, the number of loops estimated from loopers is less than the number of loops and eddies identified by the geometric identification method. A total of 761 loops are identified, of which 346 are eddies, whereas the loops identified from loopers are only 149. Larger radii loops and eddies are observed in the western and central Bay of Bengal (BoB) and the southwestern part of the Arabian Sea (AS). Temporal variation of loops and eddies shows a peak during April—May in the AS and September—October in the BoB. In the BoB, the temporal variation of cyclonic eddies matches with the variation in chlorophyll

The research was taken up because of the author’s interests. The author is an active participant of all mass events in Poland and goes to music festivals at least once a year. Being an attendee of such festivals and also a member of the community under investigation, the author started to notice the recurring behaviour of the visitors. The author’s main interest in this area is the motives the clients of the entertainment industry have when choosing the form of spending free time and how the organisers of music festivals in Poland can influence this decision. In order to gather the necessary data, the author used the theoretical division of client layers offered by W. Chan Kim and Renée Mauborgne in the ‘Blue Ocean Strategy’. The data have also been supplemented with the author’s own knowledge about the practical side of this problem. By constructing an extensive yet very interesting form, the author got 1000 answers altogether related to the position of Poles in the surveyed area. Using a number of recommendations from the Marketing and Strategy positions, the collected results have been supplemented with noteworthy theory.

Praca rozważa znaczenie Arktyki w obecnej rywalizacji Stanów Zjednoczonych Ameryki i Chin, a także rolę Rosji w tym konflikcie. Sytuacja geopolityczna Arktyki uwzględnia jej status prawny, istniejące tam zasoby, możliwość wykorzystania szlaków morskich w obliczu redukcji pokrywy lodowej, zwłaszcza Północnej Drogi Morskiej, a także znaczenie strategiczne wynikające z położenia między Ameryką Północną, Azją Wschodnią i Europą. Rola Federacji Rosyjskiej w obecnej rywalizacji między Stanami Zjednoczonymi a Chinami przedstawiona została w kontekście analizy porównawczej faktów i koncepcji geopolitycznych. Autor wskazał ponadto na analogie między obecnym konfliktem a wojnami napoleońskimi, z naciskiem na rolę Rosji na początku XIX stulecia. Mocarstwo to rozstrzygnęło wówczas rywalizację francusko-brytyjską na korzyść mocarstwa morskiego. Obecnie może ono również wpłynąć na losy konfliktu, udostępniając Chinom Północną Drogę Morską w przypadku ewentualnej blokady Morza Południowochińskiego przez marynarkę Stanów Zjednoczonych.
The paper examines the importance of the Arctic in the current US-China rivalry, as well as Russia's role in this conflict. The geopolitical situation of the Arctic takes into account its legal status, existing resources, the possibility of using sea routes in the circumstances of reducing the ice cover, especially the Northern Sea Route, as well as the strategic importance resulting from the location between North America, East Asia and Europe. The role of the Russian Federation in the current rivalry between the United States and China has been presented in the context of a comparative analysis of current events and geopolitical concepts. The author also pointed to the analogies between the present conflict and the Napoleonic wars, with an emphasis on the role of Russia in the early nineteenth century. This power then resolved the Franco-British rivalry in favor of the maritime power. At present, Russia can contribute to the resolution of the conflict by offering China the possibility of using the Northern Sea in the event of a possible blockade of the South China Sea by the US Navy.

W artykule przeanalizowano wyzwania i zagrożenia związane z rozwojem Chin. Omówiono globalne znaczenie Morza Południowochińskiego oraz obecność krajów Zachodu na Indo-Pacyfiku. Tłem do analizy było wysłanie przez brytyjską Royal Navy największej armady na Morze Południowochińskie, co spotkało się ze sprzeciwem strony chińskiej.

The High-Tatric succession of the Tatra Mountains represents the Tatricum domain of the Central Western Carpathians, which in the Jurassic was located on the southern margin of the incipient and expanding Vahic Ocean – a branch of Western Tethys. This paper describes the various depositional consequences of extensional tectonic activity as it impacted on sedimentation in the High-Tatric succession of the Tatra Mountains during the Early and Middle Jurassic. Evidence of such impacts on depositional style and facies development are present within the Dudziniec, Smolegowa and Krupianka formations, in all the High-Tatric tectonic units. These impacts also include erosional surfaces and sedimentary gaps separating particular formations, commonly associated with minor angular unconformities. The Lower Jurassic, pre-Bajocian, Dudziniec Formation of the Kominy Tylkowe (autochthonous) Unit is developed in mixed carbonate-clastic facies. The occurrence and proportion of sand-dominated and carbonate-dominated facies, as well as their thickness differences, were controlled by syndepositional tilt-block tectonics, taking place both in depositional and in neighbouring source areas. The Smolegowa and Krupianka formations (Bajocian–Bathonian) occur in all High-Tatric tectonic units, but in the Czerwone Wierchy and Giewont units they are represented mainly by laterally discontinuous bodies of crinoidal limestone of very limited thickness. The preservation of these deposits only in some areas, as well as their thickness reductions, are effects of differentiated subsidence and uplift of isolated blocks taking place in an extensional regime. Moreover, the Krupianka Formation abounds in condensed facies with ferruginous crusts and stromatolites – a feature characteristic of rapidly drowning ocean margins. Deposits of the Dudziniec, Smolegowa and Krupianka formations are also preserved as infills of extensive systems of neptunian dykes penetrating mainly the Triassic substrate, which is yet another classic symptom of synsedimentary extension. The dominant influence of tectonics on sedimentary development ceased with the onset of deposition of the Raptawicka Turnia Formation in the Callovian.
