    The aim of the following article is to introduce characteristics of the Nordic countries’ cooperation in the field of private international law, with particular emphasis on legislative cooperation concerning matters of inheritance law. The study discusses the genesis, characteristics and methods of legislative cooperation, along with selected Nordic conventions on private international law. As an example of a legal act of such kind, the article presents the Convention of 19 November 1934 comprising private international law provisions on succession, wills and estate administration, the detailed analysis of which was based on the author’s translation of the act from Swedish to Polish. Selected detailed issues discussed in the content of the Convention were also presented, some of which were compared to the solutions adopted by Regulation (EU) No 650/2012 of the European Parliament and of the Council of 4 July 2012.

    In the Nordic region, a unique co-operation across national borders exists in many different fields. Co-operation in the adult education sector takes place under the auspices of NVL and the Nordplus Adult programme. Nordic Network for Adult Learning (NVL) is a meeting place for Nordic adult learning organisations. NVL supports Nordic co-operation in a LLL perspective, disseminates experiences and innovations, highlights Nordic expertise and creates new co-operation models. The objectives of the NVL strive towards promoting lifelong learning by focusing on cross-sectoral cooperation in the priority areas defined by the Nordic Council of Ministers
    Sieci i sieciowanie w edukacji dorosłych jako środek kształcenia i wyzwanie w Skandynawii. W Skandynawii, wyjątkowa współpraca ponad granicami kraju istnieje w wielu różnych dziedzinach. Współpraca w sektorze edukacji dorosłych odbywa się pod patronatem Nordyckiej Sieci Kształcenia Dorosłych (NVL) i programu Nordplus dorosłych. (NVL) jest miejscem spotkań dla organizacji edukacji dorosłych, wspiera współpracę w perspektywie LLL, upowszechnia doświadczenia i innowację. Celem NVL jest dążenie do promowania kształcenia ustawicznego, koncentrując się na współpracy międzysektorowej w obszarach priorytetowych określonych przez Radę Ministrów.

    Technological advances and the digital revolution have caused much of social activity to move online. The Internet has become a tool without which it is difficult to imagine the functioning of modern states. However, it is also some of conflicts between states that have moved online, and states with the highest degree of digitization, which include the Nordic states, have become a target of attacks by other states or organizations. In this article, the Author will attempt to answer the question of how the Nordic states and their societies defend themselves against cyber threats. The characteristics of the attacks carried out against them and the levels of digitization of the societies will also be compared.

    The aim of the article is to examine whether Nordic area can be regarded as a homogenous and successfully cooperating region, which is providing one unified political front. Considering many similarities between Nordic states, as for example shared values (equality, women rights, common love of democracy, peace and welfare state), one could say that Nordic states constitute a single and unitary area. What is more, the linguistic, cultural and historical closeness of those states is a fact, but at the same time many differences can be pointed, especially considering their security and foreign policies. Those aspects seem to be the main obstacle in introducing full cooperation in the region. Nevertheless, it is worth noticing that current international developments and appearance of new threats to security are influencing the Nordic states which, as a result, are changing their attitudes towards security policy. Those factors could lead to introducing new dimensions of their cooperation.

    In the last decades, Estonian Liberal Adult Education (LAE) has been supported by the Nordic-Baltic cooperation in adult education. Relying on a strong professional network, cooperation would have been impossible without inputs from practitioners of Estonian LAE. From their perspective, what is at the core of the phenomenon of Estonian LAE? This paper is based on the findings from explanatory single case study and discusses the meanings that LAE practitioners attribute to their experiences with the Nordic-Baltic cooperation. The paper shows how the meanings developed over the period of post-USSR, pre-EU independence during 1991-2004. Parsons’ model of social change was used to frame the period as moving the LAE system from one state of equilibrium to another. Focusing on the change in the meanings, empirical data was collected using two retrospective focus group interviews with 14 LAE practitioners and explored a variety of sources of secondary data from the time. Thematic and ethnographic content analysis methods were applied for data analysis, and results were presented in a case story. It appeared from the findings that three periods of apprentice, transformation and equality were distinguished. The temporal dimension of the phenomenon was further expressed in the metaphors, such as starter, sowing the seeds and sprouting. The new equilibrium found by 2004 was described as time for recognition of the main values; self-development; equal international cooperation and joint ventures; learning how to share experience. The practitioners experienced confidence and trust as main resources Estonian LAE used for Nordic-Baltic cooperation in adult education.
    ostatnich dziesięcioleciach Estońska Liberalna Edukacja Dorosłych (LAE) otrzymywała wsparcie w ramach współpracy nordycko-bałtyckiej w obszarze edukacji dorosłych. Współpraca, oparta na prężnej sieci zawodowej, byłaby niemożliwa bez wkładu ze strony praktyków estońskiej LAE. Co z ich perspektywy leży u podstaw zjawiska, jakim jest estońska LAE? Niniejszy artykuł odnosi się do wyników studium przypadku i omawia znaczenia, jakie praktycy LAE przypisują swoim doświadczeniom współpracy nordycko-bałtyckiej. Artykuł ukazuje, w jaki sposób znaczenia te kształtowały się w okresie niepodległości po upadku ZSRR i przed członkostwem w UE, w latach 1991-2004. W celu ujęcia tego okresu jako przejścia systemu LAE z jednego stanu równowagi do drugiego wykorzystany został model zmiany społecznej Parsonsa. Koncentrując się na zmianie znaczeń, zebrano dane empiryczne za pomocą dwóch retrospektywnych zogniskowanych wywiadów grupowych przeprowadzonych z 14 praktykami LAE oraz w drodze analizy danych zastanych z różnorodnych źródeł z owego okresu. W analizie danych posłużono się metodami tematycznej i etnograficznej analizy treści, a wyniki przedstawiono w ramach historii przypadku. Na podstawie wyników zostały wyróżnione trzy okresy: okres praktykanta, transformacji i równości. Czasowy wymiar zjawiska został dodatkowo przedstawiony w metaforach, takich jak początkujący, zasianie ziarna i kiełkowanie. Nowy stan równowagi, uzyskany do 2004 roku, został opisany jako czas na rozpoznanie podstawowych wartości, samorozwój, równa współpraca międzynarodowa i wspólne przedsięwzięcia, uczenie się dzielenia się doświadczeniem. Praktycy doświadczyli pewności siebie i zaufania jako głównych zasobów, wykorzystywanych przez estońską LAE w ramach współpracy nordycko-bałtyckiej w zakresie edukacji dorosłych.

    The Baltic Sea region was involved in, and impacted by, several significant political transformations in the 1990s: The USSR had disintegrated; Estonia, Lithuania and Latvia had achieved statehood; Poland had regained sovereignty and joined NATO; and Sweden and Finland had become members of the EU. Conditions for developing cooperation in the Nordic-Baltic region were present, and the establishment of the CBSS in 1992 was crucial in this respect. Poland became a viable partner for the Nordic countries. The Nordic-Baltic region started to play an important role in the European Union, and in the foreign policies of Germany, the USA and Russia. Many regional initiatives have emerged. The author carries out an analysis of the international situation in the region. He points out the importance of the northern component of Polish foreign policy, and he describes conditions, priorities and risks of this policy. The issue of Poland’s northern policy today remains open for further consideration

    The goal of this work is to outline the current mutual relations between Poland and the Nordic countries, taking into consideration not only their internal differentiation but most of all the scope of their impact on the European scene and beyond. When examining Poland’s relations with the Nordic countries today, we must do so on a multifaceted level: firstly, within the bilateral dimension considering, however, the growing internal cooperation among those countries in various fields; secondly, in terms of a regional cooperation, and, thirdly, as a very important aspect of the European Union and Transatlantic policy towards the East. Hence it is in the interest of Poland to develop all structures of cooperation which bond the Baltic countries. The strengthening of the Baltic-Nordic cooperation will determine the status of Poland as an important regional center both for the EU and the contacts with Russia, Ukraine, and other countries of Eastern and South-Eastern Europe.
