    Article 51 of the UN Charter, in affirming the inherent right of self-defence of each UN Member State 'against which an armed attack has occurred', clearly indicates that the concept of armed attack plays a key role in delineating the right of self-defence. The concept in question was not, however, defined in the UN Charter, and no universally acceptable definition has yet emerged either in practice or in doctrine. One of the fundamental questions to be addressed in this context is who must engage in armed activity for it to qualify as an armed attack. This question is of particular relevance today because of the threat of international terrorism and the expansion of the concept of armed attack through the inclusion of an act of terrorism. The article discusses in some detail the emerging legal framework for attribution of actions undertaken by non-state actors to states.

    Aim. The paper is aimed to investigate the students’ opinion about the social responsibility carried out by higher education institutions (HEIs) in Ukraine. Nowadays social responsibility has become one of the key characteristics of modern HEIs. Ukrainian universities are trying to become 'civic universities', i.e., institutions which contribute to the development of the local community. The students, as key stakeholders of the university activities, also take part in this process. Methods. To investigate the social responsibility of the Ukrainian HEIs, the case study method is used in the present paper: the case of Mariupol State University and its social functions within the city are highlighted. The online survey was applied to investigate the level of students’ awareness of the university social functions and the role played by the university in the local community. Materials published by the university and the results of the survey have been analysed to test the hypothesis that students consider Mariupol State University to be a socially responsible university which cooperates with the local community. Results. The students’ opinion on the social functions carried out by Mariupol State University is that this local university has strong ties with the local community and authorities and perform its social mission. However, the social functions of the university, according to the students, are limited by teaching and research activities. Few students consider social responsibility of the university in a wider context. Conclusion. On the example of the MSU the paper shows that modern universities in Ukraine perform social functions and try to become truly civic universities to contribute to the development of the local communities in cooperation with different stakeholders. Nevertheless, students as a key stakeholder of the university activities still consider social responsibility of the university primarily aimed at teaching and research.

    The prospect of weapons of mass destruction (WMD) terrorism poses a danger for contemporary societies. However, the incidents related to an application of weapons of mass destruction (that is, nuclear, chemical, biological and radiological weapons) by non-state actors are relatively rare. The aim of the paper is to present recent incidents and to estimate the threat from particular types of WMD. The author focuses both on the question of motivation to undertake these operations and on the problem of technological capabilities. To sum up, the risk of a massive WMD terrorist attack should be perceived as quite moderate due to the technological barrier, but selective attacks carry a greater potential risk because of their higher probability and significant psychological effect.

    This article aims to address the issue of alleged hybrid warfare attacks on Lithuania, Latvia, and Poland. The scope of the article covers the Belarus operations conducted in 2021. Firstly, the author addresses the issue of pushing migrants from a descriptive perspective. Secondly, he debates whether Belarus operation was conducted within the scope of hybrid warfare, hybrid threat, and lawfare? The author concludes that the Republic of Belarus has operated lawfare falling within the hybrid threat spectrum. It means that the situation is not to be classified under the law of armed conflict from the perspective of international and non-international armed conflicts and ius ad bellum violation. Thirdly, the author claims that Belarus has violated international law, so certain legal redress is appropriate and justified. Belarus's actions may result in a court proceeding before the International Court of Justice and before other international institutions.

    The article presents the analysis of the role of non-state actors in shaping global security. It points out the functions performed by states and the observation that their role is gradually diminishing in favor of non-state actors. Zwraca uwagę na funkcje, jakie obecnie pełnią w tym procesie państwa oraz wskazuje, że ich rola stopniowo maleje na rzecz aktorów pozapaństwowych. Artykuł jednocześnie dostarcza klasyfikację tychże aktorów (organizacje rządowe, pozarządowe, korporacje, grupy zbrojne, think-tanki, diaspory, partie polityczne czy Kościół katolicki), różnicując ich znaczenie dla bezpieczeństwa międzynarodowego.

    The main aim of the article is to show the deficits related to the defense of interests by non-state actors related to the Polish raison d’état. Moreover, the article presents the articulated and promoted interests of Poland at the European Union level. The article also focuses on non-state actors involved in lobbying at the European and national levels. The article also attempts to establish the place of non-state actors in the institutional system of the European Union in the context of increasing promotion of the Polish raison d’état. In addition to the theoretical dimensions, this article offers a practical insight into the functioning of Polish non-state actors at the European level, which has developed in recent years.

    In light of contemporary circumstances, on the 30th anniversary of the Nicaragua judgement it is worth revisiting and considering again certain legal problems decided by – and raised by – the ICJ judgement. This article addresses the importance of the judgement in terms of international legal regulations on the use of force. First and foremost, the article examines the concept of armed attack based on the “gravity” criterion elaborated by the Court and the exercise of the right of self-defence. Moreover, the relationship between customary international law and treaty law, as well as forcible counter-measures and military actions against non-State actors are also discussed in the article. It is argued that the “gravity” criterion used by the ICJ seems controversial and, consequently, may limit the right of self-defence. On the other hand, however, the judgement established a strong barrier to the realization of individual political interests by militarily powerful States. This is the Nicaragua judgement’s long-lasting legacy. In this sense the judgement has stood the test of time.

    The article aims at analyzing the roles played by the so-called non-state actors (NSAs) in modern armed conflicts. The analysis covered the activities of two classes of entities, i.e. terrorist groups and non-governmental organizations (NGOs), in order to verify the distorted, overly simplified picture of these entities that prevails in colloquial perception. The study suggests that, contrary to popular assumptions, one cannot assign exclusively „good” or „bad” labels to either of these classes. Terrorist groups and NGOs can play a variety of roles during and after armed conflict, and what is more, their actions may be perceived and evaluated differently by different parties to a conflict.

    The COVID-19 pandemic caused not only substantial turmoil in the international environment, both politically and economically, but it also inspired new forms of diplomatic conduct. Since 2020 we could observe new forms of health diplomacy, which is already well-established among theoretical concept. While counteracting the harmful effects of the pandemic was the primary goal of most of the initiatives, it soon became apparent that health diplomacy can be perceived by many as a political tool, supporting foreign policies and strategic goals. This research aims to investigate International Olympic Committee as a non-state diplomatic actor and its efforts related to the COVID-19 pandemic that can be classified as public diplomacy and, more specifically, health diplomacy. The main research question refers to the character of diplomatic conduct, more specifically, whether it can be related to traditional health diplomacy focused on addressing health challenges or also to public diplomacy, aimed at reaching own goals.
    Pandemia COVID-19 przyczyniła się do pojawienia się licznych wyzwań i zagrożeń zarówno o charakterze politycznym, jak i gospodarczym. W środowisku międzynarodowym dało się także zaobserwować pojawienie się wielu nowych inicjatyw dyplomatycznych, które stanowiły niejako odpowiedź na te wyzwania. Szczególne miejsce wśród tych inicjatyw zajmowały działania, które mogą zostać określone jako dyplomacja zdrowotna, rozumiana jako szczególny przejaw dyplomacji publicznej. Kategoria ta jest niejednoznaczna i w najbardziej dosłownym znaczeniu jej celem jest współdziałanie ukierunkowane na minimalizowanie zagrożeń zdrowotnych. Jej drugie znaczenie jest bliższe dyplomacji publicznej, bowiem skupia się na wykorzystaniu działań z zakresu promocji zdrowia jako narzędzia wspierającego politykę zagraniczną oraz osiąganie celów strategicznych. Badanie skupia się na Międzynarodowym Komitecie Olimpijskim jako aktorze niepaństwowym i jego inicjatywach podejmowanych w okresie pandemii COVID-19, które można zaklasyfikować jako dyplomację zdrowotną. Zasadnicze pytanie badawcze odnosi się do charakteru podejmowanych działań – czy noszą one znamiona tradycyjnej dyplomacji zdrowotnej skierowanej na zapobieganie zagrożeniom zdrowotnym, czy też mają charakter narzędzia wspierającego osiąganie własnych celów, również strategicznych.

    Po ataku na Centrum Handlu Światowego (World Trade Center – WTC) we wrześniu 2001 r. Bliski Wschód stał się centralnym punktem amerykańskiej interwencji wojskowej. Chaos powiększyła kolejna interwencja amerykańska w Iraku w ramach operacji „Iracka Wolność” w 2003 r. W swoim artykule autor podkreśla, że obecnie, dwadzieścia lat po ataku na WTC, region Bliskiego Wschodu pozostaje regionem niebezpiecznym, ze zdestabilizowaną architekturą bezpieczeństwa narodowego i bezpieczeństwa regionalnego. Analizując sytuację w czterech wybranych krajach: Iraku, Syrii, Libanie oraz Egipcie, udowadnia tezę postawioną na początku artykułu. Wskazuje wyraźnie, że wielotysięczne demonstracje z okresu tzw. Arabskiej Wiosny nie przyniosły zamierzonego efektu, przyczyniając się do kryzysów humanitarnych, masowej migracji czy wręcz umocnienia władzy autorytarnych liderów.
    After the 9/11 attacks, the Middle East became the centre of the American military interventions. After Afghanistan in 2001, the US decided to invade Iraq and depose Saddam Hussein in order to bring democracy to the country. In 2021, Iraq is still suffering from a number of problems – social, economic, but also political and security-related – as foreign interference and terrorist attacks have become inherent to the Iraqi daily life. In the Arab spring context, Syria and Egypt saw massive demonstrations, leading firstly to civil and proxy wars and to the proliferation of terrorist groups; and secondly, to the re-establishment of a dictatorship facing many security challenges. The Lebanese case is more complex. The fragility of the state and the predominance of sectarianism and the states within a state phenomenon, to which we can add two major refugee issues with the Palestinians and the Syrians, as well as an aggressive neighbour in the South and constant foreign interference, make the national security concept debatable among the population and political leaders, preventing a concrete national security strategy from being established. With the current economic crisis, a new dimension of national security is added to the state which is already struggling to ensure its duties towards its population. Through these case studies, this article aims to present how each of these countries perceives its national security and the problems it is facing in order to suggest some recommendations for long-term sustainable responses to some of these challenges.
