    The EU Nature 2000 network is generally not a network of strictly protected areas in which no economic activities should take place. Therefore, in most Nature 2000 sites, a strict wilderness approach will not be the most appropriate form of management. This guidance document should therefore not be interpreted as the Commission aiming to turn all Nature 2000 sites into wilderness areas. However, in specific cases, a wilderness approach can be the most appropriate or even necessary management approach for specific Nature 2000 sites hosting habitat types and species of Community interest, the maintenance or restoration to a favourable conservation status of which is dependent on some degree of wilderness qualities and natural processes. Moreover, there will be sites for which a wilderness approach can be useful but not necessarily the only way to restore or maintain the species and habitats at a favourable conservation status. This guidance document is applicable to those specific Nature 2000 sites.

    Though current conservation policy in Poland refl ects world trends and approaches to action, compliance with all of its assumptions would entail the Polish authorities remodelling both the system and the methods by which natural resources are managed. On the one hand this requires a change of approach to the management of natural resources from the traditional, purely nature-related one, to a more modern inter-disciplinary one that takes in social and economic conditioning. On the other hand, a system need to be put in place to allow these ideas to be introduced in practice. The work described here deals with the participation of different stakeholder groups in nature management, with this regarded as a method of increasing the latter’s effi ciency. The many examples (of good practice) presented by the author well illustrate the wisdom of the approach, which often seems to achieve success where it is attempted.     Zrównoważony rozwój turystyki może być istotnym narzędziem stymulującym rozwój obszarów przyrodniczo cennych. Bardzo ważną rolę w tym procesie odgrywa społeczność lokalna, która stanowi cenny kapitał społeczny. Jej postawy, zachowania i zaangażowanie w procesy rozwojowe mają zasadniczy wpływ na realizację celów ekologicznych, społecznych i gospodarczych zrównoważonego rozwoju turystyki. Celem opracowania jest ukazanie i ocena roli społeczności lokalnej w procesie zrównoważonego rozwoju turystyki na obszarach przyrodniczo cennych oraz wskazanie kierunków badań naukowych w tym zakresie. Przeprowadzona analiza rozpatruje rolę społeczności lokalnej w trzech podstawowych aspektach: jako jedną z grup użytkowników walorów i zasobów turystycznych, jako bezpośredniego odbiorcę pozytywnych i negatywnych skutków rozwoju turystyki oraz jako współkreatora kompleksowego, zintegrowanego produktu turystycznego obszaru. W pracy wykorzystano metodę analizy i krytyki piśmiennictwa (krajowego i zagranicznego).
    Sustainable development of tourism can be an important tool stimulating the development of naturally valuable areas. The local community making up significant social capital plays a very important role within this process. Its attitudes, behaviors and involvement in developmental processes have a crucial impact on the realization of ecological, social and economic goals of sustainable development of tourism. The aim of the present article is the portrayal and assessment of the role of the local community in the process of sustainable development of tourism in areas that are naturally valuable as well as the indication of directions of study within this field. The completed analysis considers the role of the local community in respect to three basic aspects: as one of many groups of users of environmental amenities and resources, as a direct recipient of positive and negative effects of tourism development and as the co-creator of a complex, integrated tourism product of the region. The work has made use of the scientific literature study method (domestic and foreign) as well as an analysis of secondary research results.

    The author seeks to show how participation serves as a focal point of a Thomistic personalist account of natural law. While Aquinas himself does not invoke the concept of person in his account of natural law, the author argues that participation can and should be understood as a personal act. According to her, justification for this interpretation is found in the commonality of rationality: that which both makes a substance to be a person and renders the participation of man in the eternal law to be a truly natural law.

    The text compares the concept of participation suggested by Bruno Latour in his Politics of Nature with the 2017 views of Nicolas Bourriaud on the role of art and artist in the dynamically changing world of the Anthropocene. Validating in the context of the goal – building a democratic common world – the role of atomized, grass-root, cognitively eclectic political activity, Latour tries to deactivate the fundamental divisions of the Western ontological tradition (including Nature/Culture and society, object/subject, Science/sciences) as paralyzing the individual’s ability to truly engage in the life of a community. He also points to the special role of art, which in the modern Western tradition did not have the ambition of concealing the constructional character of the shared visions of reality. These references are contrasted with the more philosophically traditional attitude of Bourriaud, who defends autonomous art as a value and a sphere that in intimate reception offers a possibility of a particularly accurate representation and at the same time a particularly accurate conceptual simulation of a selected segment of current reality. At the same time, Bourriaud demonstrates a more helpless and pessimistic attitude when compared to Latour’s concept of participation, remaining in a world largely created by someone / something else.
    Tekst zestawia koncepcję partycypacji sugerowaną przez Bruno Latoura w jego Polityce natury z poglądami Nicolasa Bourriauda z roku 2017 na rolę sztuki i artysty w dynamicznie zmieniającym się świecie epoki zwanej antropocenem. Dowartościowując w kontekście celu – budowy demokratycznego świata wspólnego – rolę zatomizowanej, oddolnej, eklektycznej poznawczo działalności politycznej Latour stara się dezaktywować fundamentalne podziały zachodniej tradycji ontologicznej (m.in. na Naturę/Kulturę i społeczeństwo, przedmiot/podmiot, Naukę/nauki) jako paraliżujące zdolność jednostki do autentycznego angażowania się w życie wspólnoty. Wskazuje także na szczególną rolę sztuki, która nie przejawiała w nowożytnej tradycji zachodniej ambicji tuszowania konstrukcyjnego charakteru współdzielonej wizji rzeczywistości. Poszukiwania te skontrastowane zostały z bardziej tradycyjną filozoficznie postawą Bourriauda, broniącego sztuki autonomicznej jako wartości i sfery, która w intymnym odbiorze oferuje możliwość recepcji szczególnie trafnej reprezentacji i jednocześnie szczególnie trafnej konceptualnej symulacji wybranego wycinka rzeczywistości dziejącej się teraz, demonstrującego zarazem, w porównaniu z koncepcją Latoura, większą bezradność i pesymizm jeśli chodzi o możliwości partycypacji w świecie, tworzonym najczęściej przez kogoś/coś innego.

    Hans Urs von Balthasar, znany szerszemu gronu czytelników przede wszystkim jako teolog, w swoich rozważaniach zajmował się także kwestiami filozoficznymi. Do najważniejszych z nich należy zagadnienie prawdy i jej filozoficzna natura, określana przez autora jako prawda świata. Korzystając z bogatego dorobku poprzedników dokonuje jej charakterystyki odwołując się do klasycznych pojęć: natury, wolności, tajemnicy i uczestnictwa, niekiedy nadając im nową interpretację. Tworzy w ten sposób niezwykle spójny system będący podstawą dla podjęcia rozważań o prawdzie, dobru i pięknie z perspektywy Objawienia Bożego.
    Hans Urs von Balthasar was one of the most famous theologians in the twentieth century. Moreover, he was interested in philosophy and obtained the degree of doctor of philosophy. He formulated philosophical account of the truth, which was named the truth of the world. He used classical terms: nature, freedom, mystery and participation, but his interpretation is very original. Everything that exists, exists in its own integrity, but that existence is one of openness to the Other and existence for the Other. The existence of things for themselves is only in relation to their openness to others, in particular, their openness to be known by, to appear to the Other. Thus the truth is objective insofar as it is the loving surrender of being to be known. Nevertheless, there is an important subjective element to knowledge and thus to the truth. The truth is only possible when the human subject is himself open to the appearance of being. There must be a surrender to the world in order to be known. And so the truth involves the mutual loving surrender of subject and object. This model of truth and knowledge is to be contrasted with the Cartestian one which presupposes a distance and rupture between subject and object that simultaneously reduces the world to a set of externally related, atomistic, and mechanized objects and theorizes our knowledge of those primarily in terms of control. Balthasar’s system is a good basis for theological reflection.

    Popularyzacja zagadnienia partycypacji społecznej jako strategicznego podejścia do procesu podejmowania decyzji związanych ze zrównoważonym rozwojem nastąpiła w szczególny sposób po opublikowaniu Brundtland Report w 1987 roku. W konsekwencji już na początku polskiej transformacji Unia Europejska pełniła aktywną rolę w przemianach społeczno-ekonomicznych obszarów wiejskich, przede wszystkim poprzez systematyczne wdrażanie nowych kierunków ich rozwoju, poparte stosownymi mechanizmami finansowania. Po roku 2004 wsparcie Unii Europejskiej dla inicjatyw rozwoju wsi promujących partycypację społeczną uległo znacznej intensyfikacji. Dotyczy to zwłaszcza tych programów, które podkreślają wartość i znaczenie wiedzy oraz społeczności lokalnych w procesie zrównoważonego rozwoju. Dotyczy to m.in. programu Leader, który promuje nowe formy governance poprzez rozwój bazy do partnerstwa między sektorami publicznym, prywatnym i społecznym (Lokalne Grupy Działania). Duże znaczenie posiada w tym względzie również Europejska Sieć Ekologiczna Natura 2000 – najnowsza forma ochrony przyrody utworzona dla ochrony bioróżnorodności w krajach UE.
    Over the past two decades Poland has experienced socio-economic and political changes with the most important stepping stone toward transition from a communist to a democratic political system was the collapse of the Communist Regime in 1989. Since the early 90s, the European Union (EU) has become a primary agent of political transition through different policies and funding mechanisms, having significant impacts on how rural development is implemented. After the country’s accession to the EU in 2004, regional and local rural programs promoted participatory mechanisms with communities acting as the legitimate stakeholder to determine conditions for rural development.

    In spite of widespread support from the population of most member countries for European Union policy, including support for sustainable development, in many EU countries, the levels of acceptance of new environmental protection programmes have been and, in particular in new member states, still are considerably low. The experience of the countries which were the first to implement union directives show that they cannot be effectively applied without widespread public participation. The goal of this study was, using the example of Poland, to assess public acceptance of the expansion of nature conservation in the context of sustainable development principles and to discover whether existing nature governance should be modified when establishing new protected areas. The increase in protected areas in Poland has become a hotbed of numerous conflicts. In spite of the generally favourable attitudes to Nature that Polish people have, Nature 2000 is perceived as an unnecessary additional conservation tool. Both local authorities and communities residing in the Natura areas think that the programme is a hindrance, rather than a help in the economic development of municipalities or regions, as was initially supposed. This lack of acceptance results from many factors, mainly social, historic and economic. The implications of these findings for current approach to Nature governance in Poland are discussed.
