Opis:
An observed trend, which can be defined as tourist interest in natural hazards and disasters, has persuaded the authors to attempt to research several issues, including tourist motivations and specific tourism properties and functions of this form of activity. The objective also covered the allocation of this social and natural process in the general structure of tourism. This interest has a long history, and a new stage is currently forming, which partly results from factors affecting society, such as information and education, which provoke antagonistic reactions. Extreme natural phenomena entail a common reduction of tourist interest in the destination which hosted the event; however, it never drops to zero. Differences are visible depending on the type of phenomenon. On the other hand, natural hazards and disasters are considered to hold a specific tourism value. This article discusses the allocation of this human activity in the tourism forms known to scientists, accounting for its diversity and relating to ethics.

In the article the author has attempted to characterize certain contexts of the 1947 flood – one of the worst calamities in Poland in the 20th century. According to incomplete data, at least 65 people died as a result, which is more than in the 1934 flood, which until then had been considered the worst (with 55 victims). The discussion, based mainly on source materials which have not been used before and press articles, relates to issues such as: anomalous weather conditions in Poland and Europe in the years 1946–47 (a cold wave), reasons for the flood (climate-related, organizational, economic), loss of property, everyday life in areas struck by the calamity and attempts at its political objectifycation, and forms of aid for the victims.

Climate change affects all people, regardless of their place of residence, class, skin color or gender. However, some communities are more vulnerable than others to the effects of the climate catastrophe. These groups are often marginalized, discriminated against and underrepresented. Women constitute one such social group. The article shows that they are disproportionately affected by one of the consequences of climate change, which is the more frequent occurrence of extreme weather events that can lead to natural disasters like floods or hurricanes. The purpose of the article is to show that women’s unequal economic status, as well as some cultural norms in certain regions of the world, increase women’s mortality during natural disasters.

Safety is the basic need for every human as it determines the existence and proper development. Over the years, different levels of safety threats have been identified, as it was stated that the protection against external aggression is one of many challenges that must be faced in order to ensure the security of a country. It should be noted, however, that recent years have been a time characterized by a particular intensity of natural disasters in the form of adverse natural phenomena causing both natural catastrophes and technical failures. Natural disasters such as earthquakes, tsunamis, hurricanes, floods, epidemics such as acute respiratory distress syndrome (SARS), Ebola or the SARS-CoV-2 coronavirus causing the COVID-19 disease are gaining in importance and intensity. A quick response of medical personnel during a disaster is of key importance for the health care of mass casualties. Thus, a key aspect of the health care entities in situations of a threat to public safety is the ability to quickly expand the health care system operating under normal conditions of the functioning of the State.

Paper conducts a comparative analysis of two different national approaches to national resilience in an attempt to identify useful considerations and recommendations for Poland: two models chosen were the Norwegian Total Defence Concept (TDC) and Australia’s National Disaster Response and Resilience approach. They were selected due to their different areas of focus: the Norwegian model is centred on societal mobilisation and its military enablement with the primary purpose of national defence against conventional military and hybrid threats, while the Australian approach is still focused on enhancing national resilience in order to respond to major natural calamities. By examining both models and extrapolating their strengths while noting their vulnerabilities, the basis for a well-rounded national resilience strategy can be identified. While the TDC appears to best suit Poland’s current security challenges, the country would benefit from enhancing its comprehensive local engagement, perhaps through its Territorial Defence Forces. Caution should be exercised with regards to over-committing the Polish military in its support to disaster response at a time when the nation’s eastern flank is once again highly volatile.

The aim of the following paper is to present the threats that have a direct impact on social development. The article adopts the distinction of threats into primary and secondary ones. The former entails natural phenomena such as the movement of tectonic plates, various forms of precipitation, or ambient temperature, both high and low. They result in floods, fires, earthquakes and massive water movements, e.g. tsunami, responsible for the damage of industrial and public infrastructure as well as private properties. Secondary threats are results of human activity. Industrial growth and technological advance lead to unsustainable exploitation of natural resources and change the demand for workforce in terms of both quality and quantity. Such threats to safety can be identified, resolved and prevented as opposed to those targeted directly at a given country, e.g. terrorism or cyber attacks. Often unexpected, they become increasingly common. It is essential for public administrations to detect and recognise both kinds of threats in order to react in time and minimise their negative effects.

Wraz z globalnym ociepleniem wzrasta częstotliwość i skala klęsk naturalnych. Ich skutki mają charakter nie tylko społeczny i środowiskowy, ale także ekonomiczny. Zdolność do odbudowy oraz jej tempo, w przypadku jednostek gospodarczych może decydować o pozostaniu na rynku oraz uzyskiwanych przez organizacje wynikach. W artykule przedstawiono wyniku badania poziomu odbudowy krajowych organizacji, po wystąpieniu wybranych klęsk naturalnych. Skoncentrowano się na uwarunkowaniach tego poziomu, tj. wielkość i wiek organizacji, sektor działalności.
Along with global warming, the frequency and scale of natural disasters increases. Their generates not only social and environmental effects, but also economic. The ability to recover and its rate, in the case of business, may decide about staying on the market and the results obtained by organizations. The article presents the result of the study of the level of recover of polish organizations after the occurrence of natural disasters. We focus on the determinants of this level, i.e. the size and age of the organization, the sector.

The article is an attempt to present the problem of natural disasters and their influence on the economy and the functioning of the insurance market during the interwar period in Poland. The Author reveals the picture of Poland grappling with a number of challenges such as the unification of the legislation or rebuilding of the economy deteriorated by the war. The country had to increase its expenditure in the aftermath of natural disasters. Poland is presented as a state that had to cope with disasters and various economic turbulences every three years on average. As early as in 1921, the whole territory of Poland was struck by scorching heats resulting in huge loses in its economy, especially in agriculture. Mid 1920s was a period of raging inflation but also a struggle with the flood, which had been the greatest natural disaster in the territory of Poland in over three centuries. The years 1926–1929 were the heyday for the Polish economy, yet Poland suffered the first signs of an economic breakdown in 1929. In the summer of 1928, it had faced a tornado that destroyed houses, obliterated forests and claimed the lives of many. A similar occurrence was recorded in 1931 in the area of Lublin, where a hurricane of unprecedented force ravaged the land. The turn of the year 1929 went down in the history of our nation as the winter of the century. Another flood ravaged Poland in 1934, when the country had not yet fully recovered after the economic collapse caused by the Great Depression. The flood caused losses exceeding 84 million zloty. The Author also presents changes in the legislation of that time forced by the disasters and, above all, the law concerning prevention of fire and other natural disasters. It was a law which owing to the support of insurers enabled fire brigades and fire fighter units to develop so that the general public and its property could be safeguarded against disasters in the future.
