Artykuł przedstawia analizę możliwości wykorzystania danych Państwowego Zasobu Geodezyjnego i Kartograficznego oraz pewnych danych gromadzonych w urzędach miast i gmin jako podstawy tworzenia szczegółowych systemów informacji przestrzennej. Zwraca uwagę na specyficzne oczekiwania grupy zawodowej geodetów w stosunku do treści i funkcjonalności systemów udostępniających dane w Internecie. Pokazuje również, że odpowiednio zbudowany system lokalny bazujący na danych PODGiK i jednocześnie oferujący serwisy WMS/WFS może być idealnym źródłem danych do krajowej infrastruktury danych przestrzennych.
The possibility to utilise data from the State Geodetic and Cartographic Resource together with that accumulated by municipal authorities, as the grounds for creating detailed spatial information systems, has been studied. Attention is drawn to specific expectations of geodetic communities as to the contents and functionality of systems providing data in the Internet. It has been also demonstrated that a properly constructed local system based on the PODGiK data, at the same time offering the WMS/WFS services, can be an ideal data source for the national spatial data infrastructure.

Powiatowe Ośrodki Dokumentacji Geodezyjnej i Kartograficznej są w Polsce podstawą funkcjonowania Krajowego Systemu Informacji o Terenie. Zgromadzone w nich dane są ciągle aktualizowane w wyniku realizacji prac geodezyjnych. W przyszłości dane te zapewne będą stanowiły podstawą Krajowej Infrastruktury Danych Przestrzennych. Aby tak się stało muszą zostać jednak przetworzenie do postaci numerycznej. W wielu powiatach wymaga to jeszcze dużego nakładu pracy, ale są również takie, w których dane osiągnęły już pełną postać numeryczną. W referacie autor zwraca uwagę na wykorzystanie dostępnych technologii geoinformacyjnych nie tylko do prezentacji danych w Internecie, ale również na usprawnienie procesu zasilania zasobu. W szczególności dotyczy to zautomatyzowania procesu wydawania materiałów, dostępu do specjalistycznych informacji i funkcjonalności oraz zautomatyzowanego przyjmowania zaktualizowanych danych do zasobu.
County Centres of Geodetic and Cartography Documentation are the basis for the functioning of the National Land Information System. The pooled data supplied by the centres are continuously updated as a result of the geodetic work. In the future, the data will probably constitute the basis for the National Infrastructure Spatial Information. However, the data have to be converted to numerical format. In many counties, the conversion still requires a substantial amount of work, but there are also counties where the data have been already fully converted. In the paper, the author draws attention to the use of available geoinformation technologies not only to present the data in the Internet, but also to improve the process of supplying the data resources. In particular, this is applicable to automation of data release, access to specialised information as well as functionality and automation of updated information transfer to the database.

Critical infrastructure plays a key role in ensuring national security of a state, due to important functions thereof in military, economic, and public administration sectors. The destruction, damage, failure or other deprivation of critical infrastructure of its operational capabilities constitutes a direct threat to the structural and personal security of the state. The research methods and techniques implemented in the research process itself primarily hinge on critical analysis of acts of law and organisational and competence-related documents, subject-matter literature, synthesis and inference in order to reach the formulated objectives based on efficiency criteria. The main findings indicate that critical infrastructure is perceived as a set of systems which exerts a substantial impact on the security of the state and, obviously its residents. The results advocate for a reflection that critical infrastructure embraces a number of facilities which appear to be remarkably diverse. They are buildings, structures, installations, equipment and services which, integrally, form cohesive systems which allow proper functioning of a given state. It is the state whose role is just to supervise and coordinate whereas the operators of critical infrastructure are the ones who are to protect it. The overall findings of this paper present the notion that safeguarding critical infrastructure is a task of crucial importance to national security of a state and, therefore, it would be worth reconsidering the intensification of rules which apply to the infrastructure of the national security and its efficient functioning.

This study was to discuss and overview the infrastructure of digital citizenship in fostering the reinforcement of national identity in Indonesia. This study was prompted by a problem in the development of digital citizenship infrastructure, which could be an instrument in fostering national identity in Indonesia. The process of forming a national identity could be emphasized through various platforms in the digital citizenship infrastructure, so that the internalization of national values among Indonesian citizens could strengthen their identity as such. This study took the form of qualitative research with a phenomenological approach, constructing theories and phenomena concerning the infrastructure of digital citizenship in Indonesia. The results showed that the infrastructure of digital citizenship reinforced national identity in Indonesia in three ways, namely: 1) internalizing awareness of digital literacy through Citizenship Education learning, 2) implementing Habituation of national identity values in the digital citizenship infrastructure, and 3) running digital forums that could reinforce the digital citizenship infrastructure and strengthen national identity.

Critical Infrastructure (CI) plays a significant role in maintaining public order and national security. The state may use many different methods to protect and control CI allocated to commercial companies. This article describes the three most important ones: legislation, ownership and government institutions and agencies. The data presented in this paper is the result of research done on the most developed countries in the EU (United Kingdom, France, Germany and Italy) and their strategic enterprises in the ICT sector, one of the most important sectors in any national security system.

One form of activity in cyberspace is the information battle. One of the proposed definitions will define it as a negative co–operation in the sphere of information acquisition, information distortion and information defense, where each side of the action is subordinated to the antagonistic side of the other. It leads to the achievement of political objectives and is aimed at overthrowing the systems of the state responsible for the state of its security. It is important that this condition is at a high, or at least acceptable, level. To ensure this level, it is important to define cybersecurity fighting models that are adequate for the threats and to determine their impact on the level of national security risk in cyberspace. Literature on the subject contains many models of cyberwarfare information that have been shaped in recent years. However, there is no assessment of the adequacy of these models for the risks and risks associated with national security threats. It should be noted that information security itself, as part of national security, is variable. New threats are emerging and, at a very high rate and with high activity in cyberspace, they are capable of destabilising the security of key state administration bodies, military facilities and other important state– run infrastructures. It should be emphasised that existing cyberspace fighting information models are not universal and cannot be used for any type of threat to national security. They need to find, organise and evaluate those that would be the most appropriate not only for national security threats but also for geopolitical determinants. Assumptions for the research and its results are a noticeable increase in the number of cyberattacks, some of which are important from the point of view of national security – the military system and critical infrastructure elements of the state. The following subject of the research was adopted in the article – models of information fight, related to threats to national security coming from / to cyberspace. The purpose of scientific research is to define models of information combat and to determine the suitability and evaluation of these models for the purpose of evaluating the risks of national security threats. Identifying the subject and objectives of the research led to a general research question: What appropriate models of information fight in cyberspace can be defined and used for the risks of national security threats? The research method applied theoretical methods (analysis, synthesis, generalisation, abstraction, inference, analogy and comparison) as well as the empirical method of dialogue and the method of participant observation.

Critical infrastructure determines the survival and well-being of all citizens. The main purpose of its protection is to maintain the continuity of providing key services for the state. The mission and responsibility of CI participants, coordination of activities are very important things. Understanding this is the basis for the effectiveness and sustainability of this system. CI operators are people with the best knowledge about the specifics and functioning of critical infrastructure items (facility/installation/device/service). They also have the conditions to eliminate threats and reduce their negative effects. In this article provides space for entities designated to protect CI, i.e. the person responsible for maintaining contacts and the plenipotentiary for critical infrastructure.

This article tackles the problem of the ownership structure of the enterprises managing airports. The process of privatization of certain airports that has recently been conducted in France provoked a discussion about the possible effects of this process. The critical report of the Court of Auditors (Cour des Comptes), published after the privatization of the airports in Toulouse, Nice and Lyon, as well as the strong opposition to the privatization of Group ADP (managing the airports in Paris), leads to the conclusion that it is necessary to verify if the legal measures adopted in European Union’s and national legal systems are efficient and adequate to ensure the proper functioning of airports after privatization.

This article is an attempt to show changes which concern social state of inhabitants living in Biebrza National Park communes, in terms of their equipment of water supply and sewage system and accessibility to basic educational facilities, such as primary and junior high schools. Multi-indicator characteristics was performed for time interval equal to 13 years (from 2001 to 2014), with 3–5 year step, i.e: 2001, 2004, 2009, 2014. Information was based on statistical data of Central Statistical Office, available in Local Data Bank (LDB). The assessment of socio-spatial availability has been based on the measures showing the given indicator in relation to the area or the number of population. The conducted analysis allowed to show differences in life quality of inhabitants living in communes where development highly depend on environmental factors. Except for actual state, attached graphics show the rate of change for socio-technical infrastructure, which is basic for sustainable development.

W artykule przedstawiono etymologię pojęcia infrastruktury krytycznej oraz rolę obiektów infrastruktury krytycznej w funkcjonowaniu gospodarki narodowej. W dalszej części artykułu omówiono pojęcie zagrożenia oraz podstawowe zagrożenia, na jakie narażony jest obiekt infrastruktury krytycznej, w tym zagrożenia naturalne i spowodowane działalnością człowieka. Celem artykułu jest przybliżenie najistotniejszych zagrożeń funkcjonowania obiektów infrastruktury krytycznej z położeniem akcentu na jedno z najważniejszych zagrożeń dla obiektu przemysłu rafineryjnego, to jest pożaru.
The article presents the etymology of the concept of critical infrastructure and the role of critical infrastructure facilities in the functioning of the national economy. The article goes on to discuss the concept of threat and the primary threats to which a critical infrastructure facility is exposed, including natural and man-made hazards. The aim of the article is to present the most important threats to the operation of critical infrastructure facilities, with the emphasis on one of the most important threats to the refinery industry facility, i.e. fire.

Polish National Risk Assessment is produced every two years to identify, analyse and evaluate all risks which can cause a significant harm to the national security. Identified risks include natural disasters, major accidents and civil hazards as well as terrorism and other malicious attacks. Critical infrastructure might be destroyed or damaged as a result of events caused by the forces of nature or human action. Simultaneously, destruction or damage to the critical infrastructure might cause a serious threat to the state and the life of its citizens.

The content of the article presents a proposal for implementing the risk management process for the protection of critical infrastructure as an important element in the process of ensuring the national security and its citizens, and the also the smooth functioning of public authorities as well as the public administration with its institutions and entrepreneurs. Various stages of risk management are discussed, including its planning, identification and analysis, and also risk response planning and its monitoring and control. A very important role was indicated in the process of risk management to ensure the security of critical infrastructure, including a presented proposal of risk calculation as a method of optimizing security costs.
W treści artykułu przedstawiono propozycję realizacji procesu zarządzania ryzykiem na potrzeby ochrony infrastruktury krytycznej jako istotnego elementu w procesie zapewnienia bezpieczeństwa państwa i jego obywateli, a także sprawnego funkcjonowania organów władzy i administracji publicznej oraz instytucji i przedsiębiorców. Omówiono poszczególne etapy zarządzania ryzykiem, w tym jego planowanie, identyfikację i analizę, a także planowanie reakcji na ryzyko i jego monitorowanie oraz ontrolowanie. Wskazano bardzo ważną rolę zarządzania ryzykiem w procesie zapewnienia bezpieczeństwa infrastruktury krytycznej, w tym przedstawiono propozycję kalkulacji ryzyka jako metody optymalizacji kosztów środków ochrony.
