Nowadays, there is no legal rules in one statute that would comprehensively regulate the organization and functioning of the national security system, or - narrowly - the national security management system of the Republic of Poland. This does not mean,  that the steering system does not function (or at least its elements). However, it is difficult to indicate the existence of one act in which the superior system would be regulated. Therefore, this article will present the legal aspects of the national security management system, which are dispersed in over a dozen legal acts.
W polskim prawodawstwie nie ustanowiono – jak do tej pory ustawy, która kompleksowo regulowałaby organizację i funkcjonowanie systemu bezpieczeństwa narodowego czy też - wezej - systemu kierowania bezpieczeństwem narodowym RP. Nie oznacza to jednak, że system kierowania nie funkcjonuje (albo przynajmniej jego elementy). Trudno jednak wskazać istnienie systemu nadrzędnego. Dlatego w niniejszym artykule przedstawione zostaną aspekty prawne systemu kierowania bezpieczeństwem narodowym RP, które są rozproszone w kilkunastu aktach prawnych.

The article consists of two parts. The first part describes the essence of the national security system and its structure. Using the Ishikawa diagram and the value chain, the authors presented the shortcomings of the national security system and a sequence of actions that can improve it. The second part of the article is devoted to material stocks and their role in the analyzed system. The survey research presented in this part of the article confirmed the importance of material stockpiles in ensuring national security. In addition, the research highlighted the need for government organizations to cooperate in the continuous replenishment of material stocks during a crisis.

A rapid change in the geopolitical sphere – precisely in Ukraine, Georgia and Moldova – caused by an aggressive posture of Russian Federation (RF) and difficulties accelerated by an immigration crisis in Europe, for which one more time Russians play a significant role, have induced an evolution of adhering the Polish Armed Forces (PAF) to the new security circumstances. The perspective projected by RF for reshaping the order of current World with its invading foreign policy challenging equally: close neighbours as well as other partners regardless of their attitude towards recognition of RF’s hostile behaviour aiming at an economic, diplomatic, social and military pressure have irreversibly acquired analysts’ attention on today’s security. Having considered basic variables affecting the European security, this is indispensable assumption that strengthening the Polish Armed Forces (PAF) with additional capabilities will contribute to the intentional tendency subjected by armies in time of instability and threat. Consequently, Poland has stepped up and decided to reinforce its PAF by forming an additional component in response to the current challenges. A fivephases deliberate process was triggered with a following procedural cycle: 1. Analysing; 2. Planning; 3. Execution; 4. Assessment; and 5. Implementation. It is flexible enough for any corrections coming from practical effecting, lessons identified and finally lessons learned. The analysis serving as inputs for activating this cycle was performed by the Territorial Defence Bureau experts of Polish Ministry of Defence (POL MOD). The aim of this study is to show some aspects of an official concept of POL MOD on the development of the Territorial Defence Forces (TDF) in Poland and basic characteristics related to the synergy gained with non-military system1 . TDF are mainly considered as a capability reinforcing PAF by complementing operational forces, nevertheless the added value is to be gained by achieving a suitable interaction with non-military actors i.e.: government administration, government organizations (GOs), non-governmental organizations (NGOs) and the other players for having a possible crisis solved in a comprehensive manner

The Police Academy in Szczytno has a long and very variable history. Over the years, in place of existing militia schools of a military nature, new ones have been created, which were to meet the didactic needs of the then Civic Militia. Political changes from the early 1990s brought a wave of reforms in various areas of social and political life in The Republic of Poland. Serious reforms also concerned the security and public order authorities, including the newly appointed Police. A number of major changes were introduced to the level of police education, and in particular in the newly established Police Academy in Szczytno. These were not only formal changes, but ones that actually diametrically changed the profile and functioning of the academy. It was on the wave of these changes that the academy boldly started, and in the following years intensively developed, cooperation with Polish security and public order formations, to an extent that had not been done here until then. In this article, the author wishes to demonstrate, in a synthetic way, the participation of the academy in the process of improving the staff of the Polish security and public order system through intensively conducted cooperation in this field, not only in the didactic dimension, but also in scientific research

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

Myślenie i działanie na rzecz zbudowania takiego zbioru, posiadającego cechy systemu, nie może być realizowane w oderwaniu od innych – już istniejących – szczegółowych systemów bezpieczeństwa, z systemem obronnym państwa na czele.
The current organization of national security can be treated as a system (or rather collection) distributive, and thus one that does not exist in reality, only contractual and artificially created through mental operations, by indicating (calculation) unrelated items – items separated from due to their possession of certain common characteristics (features). However, the complex nature of the functions performed by the state in the field of security that makes them the equivalent of subjective and objective should be unified, collective and structured set of elements capable of coordinated action in all conditions and circumstances of the state.

Od zarania dziejów życiu człowieka towarzyszyła potrzeba zapewnienia sobie bezpieczeństwa. Wraz z postępem cywilizacyjnym, technicznym i technologicznym, masowym dostępem do informacji, rosnącym znaczeniem rozwoju nauki i edukacji oraz innymi dynamicznymi zmianami zachodzącymi w świecie, człowiek coraz bardziej uświadamiał sobie, że praktycznie wszystkie sfery jego życia związane są też z bezpieczeństwem, a osiągnięcie pełnego bezpieczeństwa nigdy nie będzie możliwe, ponieważ niemożliwe jest pełne wyeliminowanie zagrożeń dla bezpieczeństwa. Coraz bardziej powszechny przepływ ludzi, towarów i usług oraz idące za tym przenikanie się kultur (ich współistnienie oraz rywalizacja między nimi) uzmysławiały także, że nowe zagrożenia mogą mieć różny charakter i natężenie, a także trudne do przewidzenia skutki, jakie mogą one wywoływać. Dlatego naturalnym dążeniem każdej społeczności jest pragnienie istnienia i funkcjonowania w otaczającej nas zmieniającej się rzeczywistości, w oparciu o więzi łączące tę społeczność, zapewniające jej zaspokojenie potrzeb indywidualnych i zbiorowych. Każda społeczność, w ramach wytworzonej przez siebie formy organizacyjnej (np. państwa), będzie dążyć do utrzymania wewnętrznego porządku oraz zachowania bezpieczeństwa wobec zagrożeń zewnętrznych i wewnętrznych, a także tworzyć dobre podwaliny dla dalszego bezpiecznego funkcjonowania: skutecznego i zrozumiałego prawa, przejrzystych i racjonalnie usytuowanych kompetencji i struktur, szybkich i bezpiecznych kanałów łączności i komunikacji, inwestycji w naukę i technologię, wreszcie: większej współpracy i zaufania w relacjach państwo – obywatel oraz pomiędzy obywatelami. Nie ulega wątpliwości, że w Polsce konieczne jest usystematyzowanie wiedzy na tematy bezpieczeństwa narodowego w dobie współczesnych zmian zachodzących na arenie międzynarodowej, w tym przyszłych czynników, które w nieodległej przyszłości będą musiały być uwzględnione w procesie transformowania i rozwijania systemu bezpieczeństwa naszego państwa. Szczególne znaczenie w tym względzie powinna odgrywać spójna i długofalowa polityka wielokulturowości.
Human life from the very beginning was accompanied by a need to provide the security. A man, noticing civilizational, technical and technological progress, mass access to information, the growing importance of development of science and education, and dynamic changes taking place in the world, increasingly realized that practically all spheres of human life are related to a security. The full achievement of a security will never be possible, because it is impossible to fully eliminate threats and challenges. The increasingly widespread movement of people, goods and services, and the consequent merging of cultures (their coexistence and competition between them) have already proved, that new dangers can be different in nature and intensity, as well as difficult to predict in the sense of effects they may cause. Therefore, there are natural efforts of every community to fulfill the desire for further existence and functioning in the changing security environment, based on the ties between the community, meeting individual and collective needs. Every community, functioning in the framework of its organizational form (i.e. the state), will seek to maintain internal order and security against external and internal threats, and create good foundations for further existance: an effective and comprehensive law, transparent and reasonably located responsibilities and structures, fast and secure communication systems, investment in science and technology, finally, greater cooperation and trust between the state’s structures and citizens and among the citizens. There is no doubt that it is necessary to optimize the knowledge on the issues of national security in Poland, in the era of modern developments in the international arena. These efforts should include evolving new factors, which have to be taken into account in the process of transforming and developing the security system of our country. The consistent and long-term multicultural policy shall have a significant meaning in this regard.

Interdisciplinarity is one of the basic postulates of modern scientific research. This postulate is of major significance for security studies. The relationship between security and management is given particular emphasis, as the achievements in the discipline of management and quality sciences are important for security studies. Many factors that directly require management affect the level of security. The paper strives to point to the fact that the construction and application of strategies in the area of human resources management can have a significant impact on improving the social subsystem, and, therefore, have a much better influence on the management of the system of national security.

The purpose of this papers is discussion on the President of the Russian Federation and his role in the management of national security system. Third Vladimir Putin’s presidency continued the assumptions that constituted in the years 2000-2008. Its common characteristic is strong foreign and home policy according to the pattern of authoritarian type of autocracy. It is associated with close bounds with the elements of force in the sector of national security and defence (special forces, army). Execution of decisions coming from central department of presidential orders requires the efficient management of national security system. For such purpose, author points out the presidential powers related with such issues. Thereafter, the accompanying apparatus, institutional and organizational structure of administration involved in statutory tasks in terms of national security and defence will be presented.

The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. As the article underlines, the era of separating the concepts of internal and external security has become out of date, which is due to the fact that security is in a process of constant evolution, alongside with its defi nitional scope. Over the years, the process of the evolution of internal security in Poland has involved the change of both the very institutional system, understood as the administrative apparatus of internal security, and the phenomenon of internal security itself, which has been and still is being infl uenced by the changing nature of security threats. The article describes the process of the evolution of internal security in Poland, conditioned both by the socio-economic development and by the transformation of the political system. Attention is also drawn to the technological and information revolution in the context of its huge impact on subsequent changes in the so-called phenomenon of internal security globalisation, which creates a system of interdependencies in the area of security, including international security.

Realization of a national interests is a leading through the country political-economy actions based on a possessed national strategy. In Polish reality the role of leading strategy should be played by a long-term development plans. Now strategy - Long-time National Development Strategy Poland 2030 is one of them. It defines detailed in some, defined by country, areas of its actions and indicate the way of achieve them. In case of Polish sea interest, we should admit that they are not strictly related with sea economy and in a much higher degree are determinate in sectors strategy, energetic, environment and regional development. Achieving them is conditioned by ability to use it’s own potential and due to limited possibility in impact on sea areas, also in use already existing or arising supranational arrangements. Independent leaded by Poland actions should be concentrate in Baltic Sea. Important target should be correlation polish national interests with regional cooperation plans. It should be concentrate in sailing security issue, especially oil tankers and incorporate polish ports into system of transporting commodities form Asia to Europe and combating organized crimes. We should admit that, the most important target of polish presence on others water reservoirs is partial assumption of liability for polish transport of LNG gaze security by UE and NATO. That is why committed ourselves in UE action, including combating immigrations (BRODEX project) is necessary.

Złożony i wielopłaszczyznowy charakter misji, celów i zadań państwa w dziedzinie bezpieczeństwa sprawia, że ich podmiotowym (organizacyjnym) odpowiednikiem powinien być jednolity, kolektywny i uporządkowany zbiór elementów, zdolny do skoordynowanego działania we wszystkich warunkach i okolicznościach funkcjonowania państwa. Zbiór elementów, na którym opisujemy dowolny system, a takim zbiorem może być również państwo, składa się z wielu odrębnych organizacji, które jednak razem wzięte organizacji nie tworzą. A dzieje się to za przyczyną m.in. i tego, że organizacje te, podlegając prawu państwowemu, działają tylko w zakresie swoich właściwości, odrębnie od siebie, a nawet ze sobą „konkurują”, choć na szczęście na ogół współpracują. Nie wytwarzają jednak produktu w myśl jednolitego celu, co sprawia, że nie tworzą razem jakiejś celowej organizacji wyższej natury. Można jednak, ze zbioru różnych podmiotów, jakim jest państwo, wyodrębnić celowo określony układ elementów, który charakteryzować będą występujące między nimi sprzężenia i wzajemne powiązania wyrażające jakieś uporządkowanie, służące realizacji misji z zakresu bezpieczeństwa narodowego. Jest to możliwe przez zapewnienie odpowiedniej koordynacji, która jest rolą organów administracji publicznej. Ta jednak, aby mogła tej roli podołać musi, zgodnie z zasadą jej działania na podstawie prawa i w ramach prawa, posiadać stosowne kompetencje (uprawnienia i obowiązki), które mogą jej przysługiwać na mocy aktów prawa obowiązującego w państwie. Jednak ustalenie owych kompetencji nie będzie z kolei możliwe bez uświadomienia sobie istoty bezpieczeństwa narodowego oraz tworu powołanego w celu jego zapewnienia, tj. systemu bezpieczeństwa narodowego.Celem niniejszego artykułu jest przedstawienie zasadniczych (wybranych)wniosków z dotychczasowych badań autora dotyczących problematyki obecnego stanu i koncepcji zbudowania systemu bezpieczeństwa narodowego RP.
The complex and multifaceted nature of the mission, goals and tasks of the state in the field of security means that their subjective (organizational) counterpart should be a uniform, collective and orderly set of elements, capable of coordinated action in all conditions and circumstances of the functioning of the state.A set of elements, on which any system is described, such a set can also be a state, consist of many different organizations, which, however, are together. And this happens too important, among others and the fact that these organizations are subject to state law, they cover only within their competence, they differ from each other and even "compete" with each other, although fortunately they cooperate on cooperation. Do not produce the same product in thoughts of a uniform goal, which means that they are not connected together. However, you can use different sets, as it is the state, to deliberately extract a set of systems of elements that is characterized by interrelationships between them and interrelationships expressed by different formulation, configuration of implementation in the field of national security. This is possible thanks to the available coordination, which is the role of public administration. The same, in order to be able to cope with this role, must comply with the principle of action on the basis of law and within the law, have the appropriate competences (rights and obligations), However, these competences will not be possible in turn without realizing the essence of national security and the creation forced in purpose of its use, i.e. the national security system.The purpose of the article is to present the main (selected) reports from previous research on problems related to the current state and design of the constructed national security system of the Republic of Poland.

Wydarzenia z ostatniej dekady ubiegłego wieku oraz toczące się obecnie konflikty zbrojne potwierdzają, że znacznie skuteczniej radzimy sobie w sytuacjach, do których jesteśmy przygotowani, niż w tych, które nas zaskakują. Należy mieć świadomość, że współczesne zagrożenia i wyzwania są różne od tych z czasów zimnej wojny, a granice pomiędzy bezpieczeństwem wewnętrznym i zewnętrznym, policją i wojskiem, zapobieganiem kryzysom oraz ich rozwiązywaniem stają się sztuczne i niewyraźne. Wymienione czynniki wymuszają ewolucję narodowych systemów bezpieczeństwa w kierunku integracji sił i środków wchodzących w skład tych systemów, umożliwiających wykorzystanie komponentów militarnych i cywilnych na każdym poziomie reagowania (międzynarodowym, krajowym, regionalnym i lokalnym) w czasie pokoju, kryzysu i wojny. Zapobieganie i przeciwdziałanie zagrożeniom militarnym i niemilitarnym zarówno zewnętrznym, jak i wewnętrznym realizują w Polsce odpowiednio do tego przygotowane i funkcjonujące systemy: obronny państwa oraz zarządzania kryzysowego, a także systemy wsparcia bezpieczeństwa narodowego2. Bazę wymienionych systemów stanowią organy, siły i środki powołane do działań o charakterze politycznym, ekonomicznym, wojskowym i innym, skierowane na zapewnienie bezpieczeństwa jednostce, społeczeństwu i państwu. Należy podkreślić, że pomimo braku jednolitych rozwiązań prawnych w obszarze bezpieczeństwa narodowego, wymienionym systemom przyświecają wspólne cele, określone w dokumentach strategicznych , a realizowane w ramach systemu bezpieczeństwa narodowego. Jest on ukierunkowany na przeciwdziałanie wszelkim zagrożeniom państwa, a w szczególności politycznym, militarnym, gospodarczym, ekologicznym, kulturowym, informacyjnym oraz społecznym. Sygnały dochodzące od praktyków oraz analiza literatury przedmiotu wskazują, że obecny stan prawny w zakresie przygotowań obronnych państwa oraz zarządzania kryzysowego rodzi wiele problemów wykonawczych związanych przede wszystkim z podejmowaniem stosownych działań przez organy administracji publicznej oraz przedsiębiorców w czasie pokoju, kryzysu oraz wojny. Treści zawarte w niniejszym artykule stanowią próbę analizy funkcjonowania obu wymienionych obszarów przygotowań państwa w systemie bezpieczeństwa narodowego RP, w aspekcie ich integracji. Przedstawione w artykule propozycje zmian prawnych i organizacyjnych w przedmiotowym zakresie mają istotne znaczenie przede wszystkim dla szczebla terenowego (województw, powiatów i gmin), ponieważ upraszczają i podnoszą efektywność ich działania w czasie pokoju, kryzysu oraz wojny. Mogą one zostać wprowadzone w ramach istniejącego porządku konstytucyjnego, ale proces integracji będzie wymagał zmiany szeregu aktów prawnych, z ustawami włącznie. Autor ma świadomość, że zaprezentowane w artykule treści nie wyczerpują w całości zagadnień związanych z integracją przygotowań obronnych państwa oraz zarządzania kryzysowego, a stanowią przyczynek do dyskusji oraz badań w przedmiotowym zakresie.
Based on the events of the last decade of the previous century and the ongoing armed conflicts, it is true to say that people manage situations which they are prepared for much more effectively than ones that constitute a surprise for them. One should be aware that contemporary threats and challenges are different from those of the Cold War period, and the boundary between internal and external security, the police and army, crisis prevention and crisis response is becoming artificial and vague. These factors force the evolution of national security systems consisting in the integration of powers and measures included in these systems, which enable the usage of military and civilian components at every stage of crisis response (international, national, regional and local) in times of peace, crisis and war. Preventing and counteracting military and non-military threats, both external and internal, is performed in Poland by appropriately prepared and functioning systems: the state defence system and the crisis management system, as well as the national security support systems . The basis for these systems is constituted by the bodies, powers and measures appointed to fulfil tasks of a political, economic and military character aimed at ensuring security for individuals, society and the state. It needs to be emphasised that, despite the lack of legal solutions in the field of national security, the above mentioned systems share common goals defined in strategic documents , which are achieved within the national security system. This system aims at counteracting any threats to the state, in particular, political, military, economic, ecological, cultural, information and social ones. The signals given by practitioners, as well as the analysis of reference literature, indicate that the current legal situation in the field of state defence preparations and the crisis management system generate multiple executive problems connected, above all, with the undertaking of appropriate actions by public administration bodies and entrepreneurs in times of peace, crisis and war. This article aims to analyse the functioning of both these fields of state preparations in the national security system of the Republic of Poland, from the point of view of their integration. The legal and organisational changes proposed in this article in the objective scope are of significant importance, above all, for the territorial level (province [województwo], district [powiat] and commune [gmina]), as they simplify and increase the effectiveness of their activity in times of peace, crisis and war. They may be introduced within the framework of the existing constitutional order; however, the integration process will require amending multiple legal documents, including acts. The author is aware that the article does not cover the entirety of issues connected with the integration of state defence preparations and crisis management, and constitutes a contribution to further discussion and research in this respect.
