    Artykuł prezentuje ogólne informacje o możliwościach fi nansowania projektów badawczych przez NCN wraz z krótką charakterystyką specyfi ki wybranych konkursów. Następnie omówione zostały podstawowe zasady oceny formalnej oraz merytorycznej wniosków. W części końcowej zaprezentowane zostały uwagi dotyczące sposobu przygotowania wniosków, z wykorzystaniem dotychczasowych doświadczeń koordynatorów NCN.
    The article presents an overview of the possibilities of fi nancing research projects by the National Science Centre in Poland and an overview characteristics of the specifi cs of selected proposal calls. Next, it presents the basic principles of formal and substantive evaluation of grant applications. The final section comments on the method of preparation of proposals, using the past experience of the NSC coordinators.

    In this paper the author presents the National Science Centre, a government executive agency set up to fund basic research. In the first section the legal basis, organization of the Centre and role of discipline coordinators are covered. Next, funding schemes of grants, fellowships and internships, as well as peer‑review procedures are discussed. In the final section the author provides general information on Centre’s performances and results of its activities to date.

    W latach 2011–2018 Narodowe Centrum Nauki (NCN, Centrum) przeznaczyło prawie 7,5 mld zł na finansowanie badań podstawowych, które stanowią fundament rozwoju nauki. Jego trwałość jest bezpośrednio uzależniona od rzetelnego określenia pożądanych kierunków rozwoju, trafnego zdefiniowania priorytetowych dyscyplin oraz efektywnego wykorzystania przez beneficjentów grantów otrzymanych na projekty badawcze. Ustalenia Najwyższej Izby Kontroli wskazują, że ich realizacja nie zawsze przebiegała właściwie, co nie zostało stwierdzone w trakcie oceny dokonywanej przez NCN. Nie wypracowano również metodologii oceny wpływu badań podstawowych na rozwój polskiej nauki, a to utrudnia określenie ich oddziaływania na naukę światową.
    In 2010, two executive agencies were appointed subordinate to the Minister of Science and Higher Education, i.e. the National Science Centre (NCN) and the National Research and Development Centre (NCBiR). It came as a consequence of the changes in the system for research financing, directed towards, e.g. providing a clear division of tasks and competences of individual entities. The management and financing of basic research, conducted in Polish research units, thus became the responsibility of the NCN, while applied research – whose results can be directly used in the economy – was delegated to the NCBiR. NIK examined whether basic research was properly financed and whether the expected results had been met. The audit was conducted at the Ministry of Science and Higher Education, at five public universities, at five research institutes of the Polish Academy of Sciences (PAN), and at five research institutes.

    The article looks at public‑private partnership as an instruments of financing research, development and innovation projects (R&D&I) in Poland. The author introduces the case of the National Centre for Research and Development (NCRD), a governmental executive agency set up to fund applied research. The paper begins with presenting the rationale for changes in the structure of R&D&I funding by increasing the private expenditures, as it can result in a more innovative economy. Next, the author presents the tasks, range and results of NCRD activities, which focus on strengthening of cooperation between science and business, as well as increasing the business investment in R&D&I projects. The author also covers new pilot undertakings based on public‑private partnership created by NCRD, venture capital funds and seed fund investors.

    Opis:
    National Centre for Research and Development (NCBR) is a specialized agency established in 2007 by the Minister of Science and Higher Education. The Act on the National Centre for Research and Development of 30 April 2010 has modified its functioning. The activity of NCBR is focused on performing tasks related to the state policy on science, science and technology and innovation. Its mission is to support Polish scientific institutions and enterprises to develop their capacities to create and utilize solutions based on R&D results. NCBR initializes and realize s'financing research and development works and participates in execution of international programs. Such undertakings stimulate processes going on in science, economy, defense and security of state. They bring tangible scientific results for competitiveness of economy as well as for increase of safety of citizens and the whole state in the domain of national security and defense.

    Opis:
    This paper briefly looks at the history of military higher education in Russia from the times of Tsar Peter the Great, through the reforms launched in 19th-century Russia, up to the changes that took place in the aftermath of the October Revolution, and once the Bolshevik party came to power. It sheds light on the creation of a new system of military education that had survived until the beginning of the reform of the Armed Forces of the Russian Federation in 2008. The overriding goal of the reform was to adapt Russia’s military education to the changes that had taken place in the manners, means and methods of conducting military and non-military operations by the armed forces so as to make it more compatible with the syllabi that civil colleges and academies apply for educational purposes. The reform aims to allow officers who are transferred to a reserve status to move more smoothly into civil life. The paper offers an insight into selected military academies in the Russian Federation. It ends with an overview of the conclusions drawn from the research conducted, as well as the author’s individual remarks that highlight the relevance of delving into this sphere of activity and growth of the Armed Forces of the Russian Federation.
    Artykuł ma charakter przeglądowy. Autor w zarysie omawia historię szkolnictwa wojskowego Rosji od czasów cara Piotra I Wielkiego, poprzez reformy w dziewiętnastowiecznej Rosji po zmiany, które nastąpiły w wyniku rewolucji październikowej i po objęciu władzy przez partię bolszewików. Pokazane zostało budowanie nowego systemu szkolnictwa wojskowego, które przetrwało do początku reformy Sił Zbrojnych FR w 2008 r. Zasadniczym celem reformy jest dostosowanie systemu szkolnictwa wojskowego Rosji do zmian, które następują w sposobach, środkach i metodach prowadzenia działań militarnych i niemilitarnych przez siły zbrojne, aby w większym stopniu był kompatybilny z nauczaniem w uczelniach cywilnych. Ma ona umożliwiać odchodzącym do rezerwy kadrom oficerskim sprawne przejście do funkcjonowania w warunkach cywilnych. Autor zaprezentował kilka wybranych uczelni wojskowych Federacji Rosyjskiej. W podsumowaniu zawarte zostały wnioski badawcze oraz autorskie oceny, które podkreślają celowość zajmowania się tą sferą aktywności i rozwoju Sił Zbrojnych Federacji Rosyjskiej.

    Organizacja NATO ds. Nauki i Technologii to największe na świecie forum międzynarodowej współpracy naukowo-badawczej w dziedzinie bezpieczeństwa. W artykule przedstawiono strukturę tej instytucji oraz opisano obszary wiedzy i techniki aktualnie rozwijane przez panele NATO STO. Zaprezentowano również działalność Centrum Badań i Doświadczeń Morskich, należący do NATO STO ośrodek, który jest dla państw Sojuszu repozytorium wiedzy z dziedziny bezpieczeństwa morskiego. Ponadto artykuł uwzględnia udział polskich przedstawicieli w pracach NATO STO, a także wskazuje na rolę Krajowego Centrum Dystrybucji Publikacji NATO STO w Centralnej Bibliotece Wojskowej w zakresie rozpowszechniania dorobku badawczego przedstawionej instytucji.
    The NATO Science and Technology Organization is the world’s largest international research forum in the field of defence science and technology. The article focuses on presenting the areas of the STO Technical Panels’ expertise. The activities of the STO Centre for Maritime Research and Experimentation (CMRE), a world-class facility which is the Alliance’s repository of expert knowledge in maritime defence and security, were also described. In addition, the article highlights the participation of Polish representatives in NATO STO activities, as well as the role of the NATO STO National Distribution Centre in the Central Military Library in promoting the research output of the presented institution.
