Tematem artykułu są zmiany w organizacji i systemie zarządzania w Bibliotece Uniwersytetu Finlandii Wschodniej przeprowadzone w związku z fuzją poszczególnych jednostek bibliotecznych. W artykule opisano przeobrażenia na poziomie struktury organizacyjnej, polityki gromadzenia, przechowywania i udostępniania zbiorów oraz w zakresie zarządzania zasobami ludzkimi w kontekście koncepcji organizacji uczącej się, która potrafi funkcjonować w niestabilnym otoczeniu, dostosowuje się do zmian, ale także poszukuje alternatywy zapewniającej ciągłość i rozwój organizacji.
The ever-changing, dynamic and increasingly more and more demanding environment of the modern research library exerts pressure on innovative processes related to changes in the applicable managing model. The article discusses the changes in the organization and the managing system at the library of the University of Eastern Finland that had to be effected as a result of a merging process of individual library units into one. The article provides a description of a number of the said transformations at the level of the organizational structure, acquisition policy, storage and circulation of resources and at the level of human resources management within the context of the concept of the institution that has to learn in the process and can adjust itself to unstable environment and the following changes. Within this concept, the library is also to be in position to be ready to adopt alternative solutions that would secure continuity and further development of the institution.

Opis:
This article shows the importance of legal deposit to the national culture. The legal deposit collections provide the contemporary readers with a research and education workshop, and they also document the intellectual, cultural and social life of the country. Legal deposit is particularly substantial to the preservation of publications that are out of sale. It is also the basis of the national bibliography and editorial statistics. The state of legal deposit is influenced by the law in force, by the attitudes of publishers and libraries, and also by the behaviour and opinions of other environments. The failure of some publishers to fulfil their legal obligation results in the distortion of statistics as well as in the absence of their publications in library reference databases. Of course, it also influences the number of books in the authorised libraries. The desired change in the current law, though obviously essential, is hampered by the conflict of interests between libraries and publishers. It should also be underlined that legal deposit has played a significant role in the formation of the book collection of the Jagiellonian Library already for over two centuries. Thanks to this, the Jagiellonian Library enjoys the unofficial status of a national library and its special and worthy image is being established in the social consciousness.

Eleven monasteries of the Dominican Brothers and one of the Dominican Sisters existed in the area of the Diocese of Kamyanets-Podilskyi in the first half of the 19th century. Thanks to the visitations preserved from that period, we can find out about the personal makeup, emolument of the monastery, and its book collections. The latter are the subject of this article. Their analysis is based on the visitation protocols from 1824. Documents that allow for a detailed analysis and comparison of all monasteries as far as their book collections are concerned are preserved in the National Archive of the Khmelnytskyi Oblast. The source is even more important as it is the last one pertinent to all monasteries before their dissolution in 1832 (only the Dominican Sisters in Kamyanets-Podilskyi were dissolved in 1864). Based on these visitations, we managed to learn about the size of the book collections, their thematic scope, age, as well as the languages in which the books were written. The analysis led to the conclusion that Dominican libraries in Podolia were rather small. The biggest ones were in Kamyanets-Podilskyi and Letychiv, the rest of libraries fell far behind them. In the remaining libraries, homiletical and ascetic literature dominated, evidently corresponding to the preaching work of the monks. The only convent that belonged to the Order of St. Dominic also did not possess an exceptional collection. However, the negligent catalogue did not allow for a deeper analysis.

Katalog druków polskich XVI wieku przechowywanych w Słowackiej Bibliotece Narodowej w Martinie (Slovenská národná knižnica – w skrócie SNK) zawiera opisy ok. sześćdziesięciu starodruków, szeroko rozumianych jako polonikowe, w ujęciu, do jakiego przyzwyczaił nas Karol Estreicher starszy. Wszystkie opisy druków zostały sporządzone z autopsji w czasie dwóch kwerend, wykonanych w ramach wymiany międzybibliotecznej pomiędzy Biblioteką Jagiellońską a SNK, w oparciu o dostępne katalogi kartkowe, katalogi drukowane i elektroniczne. Druki opisano w najszerszy możliwy sposób, z uwzględnieniem proweniencji oraz opraw, w kilkunastu przypadkach na nowo bądź w nieco inny sposób odczytano znalezione proweniencje.
The catalogue of Polish sixteenth-century prints kept in the Slovak National Library in Martin (Slovenská Národná Knižnica, SNK) contains the descriptions of about sixty early printed books, which, according to the criteria established by Karol Estreicher, are Polonica in the broad sense. All of these descriptions were completed on the spot, with the aid of available card, printed and digital catalogues, during two journeys which were part of an interlibrary exchange of staff members between the Jagiellonian Library and SNK. The descriptions of the prints are as detailed and complete as possible; they also include provenances and bindings. A dozen or so provenances have been either read anew or in a slightly different manner.

Celem autora było przedstawienie projektów digitalizacyjnych prowadzonych przez bibliotekę oraz omówienie procedur stosowanych przy cyfryzacji jej zbiorów. W artykule została również krótko opisana historia i struktura organizacyjna biblioteki.
This article is the report of the author’s training stay in the National Library of the Czech Republic in Prague. Its purpose is to present the digitalisation projects conducted in that library as well as to discuss the techniques involved in the digitalisation of its collections. The article also briefly describes the history and organizational structure of that library.

Georg Andreas Helwing (1666–1748) was the author of two important early accounts on the flora of former East Prussia: “Flora qusimodogenita” and “Supplementum florae prussicae”. Along with his son-in-law Matthias Ernst Boretius, he prepared several herbaria viva. Four of these herbaria survived until WWII; however, their whereabouts since WWII have been generally unknown. In this paper, two of these herbaria are described: one preserved in the collections of the National Library of Poland and another in the herbarium of the Faculty of Biology of the University of Warsaw. Both were formerly in the possession of the Königsberg city library. These herbaria document not only Helwing’s studies on the native flora of Prussia but also his experiments with acclimation of exotic species in his garden in Stullichen (Stulichy, Poland). They are also an important source of vernacular Polish and German names of plants.

W artykule omówione zostały doświadczenia, jakie autorka zdobyła podczas stażu w ramach programu Erasmus w Centralnej Bibliotece Uniwersyteckiej Karola I w Bukareszcie, jednej z najbardziej dotkniętych przez los bibliotek. Autorka odnotowuje różnice i podobieństwa między rumuńskim i polskim systemem bibliotecznym, omawia metody opracowywania książek w Oddziale Zbiorów Specjalnych, pozostałe usługi biblioteczne oraz przypomina burzliwą historię biblioteki. Bukareszteńska Biblioteka Uniwersytecka pierwsza w Rumunii wprowadziła zintegrowany system informacji. Książki opracowuje się w programie komputerowym opisów bibliograficznych VUBIS, który używa formatu UN IMAR C. Współpraca biblioteki z partnerami zagranicznymi pozwala na dostęp do najnowszych wyników badań i kompleksowych usług badawczych.
The article summarises experiences gained through the author’s practice as a trainee during a placement internship organized within the framework of the Erasmus programme at the library of the Carol I National Defence University (Romanian: Universitatea Naţională de Apărare “Carol I”) in Bucharest. Differences and similarities between Polish and Romanian library systems are discussed as well as the methods for book processing in the Special Collections Division of the library,other library services and the tumultuous history of the library. Bucharest University Library was the first Romanian library to introduce a fully automated integrated information system. Book processing is carried out in the VUBIS bibliographic record program based on the UN IMAR C format. The cooperation of the library with 350 foreign partners allow its users to have access to the most recent research results and advanced research services.

The legal status of libraries in Poland was defined by the decree on libraries and the care of collections dated 17 September 1946. This decree was repealed by the Act on libraries, dated April 9, 1968, which was repealed by Article. 31 of Act on libraries, dated 27 June, 1997. The legislature didn’t define the concept of a library, but only pointed out the basic tasks of the library. Not every entity that uses its name in code “library” is a library within the meaning of the Act. Public libraries can’t be combined with other institutions, school libraries or pedagogical libraries. The Act regulates the notion of library materials, the National Resource Library, the competence of the Council for this resource, the tasks and functions of the National Library Council. The problem is in the library policy, which hasn’t been defined in the an appropriate manner. In addition to public libraries, there are scientific, school and pedagogical libraries. The law doesn’t regulate the status of library staff. The important role of libraries show numerous provisions of the Constitution

Scientific libraries at universities are interested in transforming traditional scientific resources in the print form into their digital equivalents and also in providing, when possible, a free access to these resources via the Internet. The development of digital versions of scientific work and research and providing access to them can be financed from sources other than the university budget. An overview of main external sources of funding and an analysis of project documentation indicate availability of funds within the scope of activities popularising knowledge, Regional Operational Programmes and Operational Programme Digital Poland, scheduled for implementation in the years 2014–2020. The above-mentioned national and EU funds remain at the disposal of the Ministry of Science and Higher Education, Ministry of Development and Marshall’s Offices. They serve the implementation of small, medium and large projects concerning the development of scientific e-resources by universities in cooperation with their libraries with the subsidy level of 100% of eligible expenditure of the project. The scale of the project being implemented should match the experience of the participating entities held in project management to date, and its execution should contribute to the development of knowledge-based economy and open science resources. It is therefore advised that universities and libraries which do not have enough experience in obtaining and implementing library projects financed from external sources apply for projects with uncomplicated structure and low budget. Whereas universities and libraries experienced in applying for external, national and European project grants, and the implementation of small, medium and large project, should create their own project portfolios for the funding of the development of digital scientific resources.
Biblioteki naukowe szkół wyższych są zainteresowane transformacją tradycyjnych zasobów naukowych w formie drukowanej na ich elektroniczne odpowiedniki, udostępniane w miarę możliwości w wolnym dostępie poprzez sieć internetową. Przygotowanie elektronicznych wersji prac i badań naukowych oraz ich udostępnienie, może zostać sfinansowane z innego źródła niż budżet uczelni. Przegląd głównych, zewnętrznych źródeł finansowania oraz analiza dokumentacji projektowej, wskazuje na dostępność środków w ramach działalności upowszechniającej naukę, regionalnych programów operacyjnych i Programu Operacyjnego Polska Cyfrowa, zaplanowanych do realizacji w latach 2014–2020. Wspomniane środki krajowe i unijne pozostają w dyspozycji Ministerstwa Nauki i Szkolnictwa Wyższego, Ministerstwa Rozwoju oraz urzędów marszałkowskich. Służą one realizacji małych, średnich i dużych projektów dotyczących tworzenia e-zasobów naukowych przez uczelnie we współpracy z ich bibliotekami, a poziom dofinansowania wynosi do 100% wydatków kwalifikowalnych projektu. Skala realizowanego przedsięwzięcia powinna odpowiadać doświadczeniu podmiotów w dotychczasowym prowadzeniu projektów, a ich realizacja winna przyczynić się do rozwoju gospodarki opartej na wiedzy i otwartych zasobów nauki. Wskazane jest zatem, by uczelnie i biblioteki, które nie posiadają wystarczającego doświadczenia związanego z pozyskiwaniem i realizacją bibliotecznych przedsięwzięć projektowych finansowanych ze środków zewnętrznych, aplikowały o projekty mające prostą strukturę i niski budżet. Natomiast szkoły wyższe i biblioteki, posiadające doświadczenie w zakresie aplikowania o zewnętrzne, krajowe i europejskie dotacje projektowe oraz doświadczenie w zakresie realizacji projektów małych, średnich i dużych, powinny tworzyć własne portfele projektów służące finansowaniu rozwoju cyfrowych zasobów nauki.

Opis:
Ogromną rolę w udostępnianiu zasobów kultury za pośrednictwem mediów cyfrowych odgrywają biblioteki cyfrowe. Takie jednostki posiada prawie każda znacząca instytucja kulturalna w Polsce i na świecie. Zgodnie ze swoim podstawowym celem, czyli ochroną i zabezpieczaniem dziedzictwa narodowego, stanowią one platformę dostępu do zdigitalizowanych treści dla wszystkich użytkowników, w tym studentów. Uczelniane biblioteki cyfrowe są ponadto ważnym organem promującym w sieci naukowy dorobek swoich pracowników. Na ich kształt i profil funkcjonowania wpływają, oprócz czynników formalnych, takich jak struktura informatyczno‑technologiczna czy czynniki prawne, także współpraca m.in. z jednostkami uczelni macierzystych – bibliotekami naukowymi. Na przykładzie Pedagogicznej Biblioteki Cyfrowej Uniwersytetu Pedagogicznego w Krakowie (unikatowego w Polsce typu dziedzinowej biblioteki cyfrowej) zaprezentowana zostanie rola i działalność biblioteki cyfrowej w tworzeniu wirtualnej platformy dydaktycznej, ze szczególnym uwzględnieniem promocji przez PBC dorobku naukowego swoich pracowników (wystawy internetowe, materiały pokonferencyjne), a także kontaktów międzynarodowych (kontakty z Biblioteką Publiczną Atatürk Kitaplığı, Stambuł, Turcja).
Digital libraries have a huge role in sharing cultural resources. Digital departments are almost in every significant cultural institution in Poland. All of them have the same primary objective, namely protection and securing the national heritage and serve as an access platform for digitized content for all users, including students. Academic Digital Libraries are also an important tool of promoting the achievements of their employees inside scientific community. Their overall shape and effectiveness is affected by in addition to formal factors such as IT infrastructure, and legal factors, cooperation with University units – institutes, research libraries. Pedagogical Digital Library of Pedagogical University of Cracow was used as an example to present the role and and activities of scientific libraries in creating virtual didactic platform, with particular emphasis on the promotion by PBC’s scientific achievements of its employees (exhibition websites, conference materials), as well as international contacts (contacts with Kitaplığı Atatürk Public Library, Istanbul, Turkey).

The paper attempts to emphasise the significance of using authority files in libraries. In the study the process of integration of local authority files with central files run by the NUKAT Centre was analysed. The analysis was conducted on the basis of the integration of files in the library of the StateHigherVocational School in Tarnów. In the summary, an attempt was made to contrast any difficulties associated with the use of authority files with measurable benefits which such integration can bring
Celem artykułu jest próba zaprezentowania znaczenia stosowania w bibliotekach kartotek haseł wzorcowych. W opracowaniu poddano analizie proces integracji lokalnych kartotek wzorcowych z kartotekami centralnymi prowadzonymi przez Centrum NUKAT. Omówienia dokonano na przykładzie integracji kartotek w bibliotece uczelnianej Państwowej Wyższej Szkoły Zawodowej w Tarnowie. W podsumowaniu skonfrontowano ewentualne trudności związane ze stosowaniem kartotek wzorcowych z wymiernymi korzyściami, które integracja kartotek może przynieść
