Opis:
This article explores various factors that affect implementation of the Polish health strategy, namely National Health Programme (NHP). On the basis of the concept of the Health Policy Triangle, the authors identify several factors of effective implementation of the NHP for the years 2016–2020 under the current legislation and organisational conditions. Those factors are divided into two groups: internal (dependant on NHP policy document) and external ones (related to legal and organisational context of programme’s implementation). Next, each factor is briefly characterised to provide some general guidance for the NHP for the next period. The final part of the article contain a list of proposed actions and decisions to be taken in order to ensure higher effectiveness of the next NHP.

Objectives: The aim of this article is to assess the health behaviors of Polish Army soldiers participating in the National Health Programme 2016–2020 in relation to types of armed forces, BMI and selected demographic factors. Material and Methods: Anthropometric and questionnaire data were obtained in a group of 1229 soldiers of the Polish Armed Forces (PAF) from military units from all over Poland. Health behaviors patterns were assessed using the Health Behavior Inventory (HBI), developed by Juczyński. Results: The HBI of PAF soldiers was 79.9±12.68, indicating an average score. Statistically significant differences were found in the HBI values and in the individual categories of health behaviors according to the type of armed forces. The highest scores in each category of health behaviors were obtained by the Air Force (AF) soldiers. The lowest HBI score was obtained by the Land Forces and Territorial Defence Forces soldiers. Soldiers with higher education obtained significantly higher scores in such health categories as proper eating habits, preventive behaviors and health practices, compared to respondents with secondary education. Soldiers residing in cities had statistically significantly higher health behaviors intensities in all categories, compared to village residents. A significantly higher score in all health categories was noted in soldiers with normal body weight compared to those with diagnosed obesity. There was no significant relationship between the age of the respondents and health behaviors. Conclusions: The study found that factors such as type of armed forces, BMI, place of residence and education level were significant for the adoption of health behaviors by PAF. The level of health practices was significantly higher among AF soldiers compared to other types of armed forces. It seems necessary to further disseminate education on pro-health behaviors, especially among soldiers with obesity through participation in organized training and psychodietetic consultations as part of the National Health Programme.

Both in developing and developed nations an incorrect diet is a source of health problems. Inadequate nutrition contributes to chronic, non-infectious illnesses such as cardiovascular diseases, some types of malignant cancer and diabetes type 2 (Kuszewski et al., 2007). Due to the dramatic increase in the number of chronic, non-infectious illnesses, implementation of preventive measures became an important challenge for upgrading public health. Improving the population’s diet and food quality, as well as decreasing the amount of obesity, were defined as operational objectives of the National Health Programme for the years 2007-2015 in Poland (operational objective 3). The activities undertaken nationwide are based on the Global strategy on diet, physical activity and health, developed by the WHO and adopted at the 57th meeting of the World Health Assembly (WHO, 2004). The primary goal of the study was to verify the achievement of operational objective 3 of the National Health Programme for 2007-2015, which referred to the improvement of food and its quality as well as the reduction of obesity.

The National Programme for Combating Cancer for the years 2006−2015 (NPZChN) has been implemented by the Minister of Health on the basis of Article 4 of the Act of 1st July 2005 on adopting the multiannual NPZChN programme. The objectives of the programme that have been set in the Act, have not been achieved so far. NIK has for a long time called for considering some new methods that would allow for increasing the number of women participating in cancer screening, and that would provide immediate access to treatment. The indicators for early cancer detection and effectiveness of treatment are still much lower than the European averages. The Minister of Health did not provide conditions for effective achieving of the programme objectives, he did not have sufficient information on the activities of various entities that deal with cancer prevention and treatment, and he did not create an effective system for cooperation and data exchange among these entities. The effectiveness of preventive tests was low due to the low turnout of women for smear tests and mammographic tests.

The organisation of psychiatric care in our country, apart from the low level of its financing, is the main barrier that hampers the access to services to patients with psychiatric disorders. In the past, the model of isolation predominated in treatment. Contemporary science proposes an environmental model of psychiatry which is an optimal solution for the patients and their families. The reconstruction of the system was to be provided through effective realisation of the Psychiatric Health Protection System in the years 2011-2015. In her article, the author discusses the details of the Programme, and she presents the reasons for missing its objectives and tasks that were spotted during the NIK audit.
