    The paper aims to determine how projects carried out as part of Poland’s National Development Plan for 2004-2006 have influenced the competitiveness of enterprises. The analysis applies to the situation in this area as of the end of December 2007. The authors use available research results including Regional Development Ministry reports on the implementation of operational programs and reports evaluating these programs. The analysis covers the results of selected measures undertaken as part of the following operational programs: Sectoral Operational Program Improvement of the Competitiveness of Enterprises, Integrated Operational Program of Regional Development, and Sectoral Operational Program Human Resources Development. The authors zeroed in on projects financed with the use of structural funds and identified measures with the greatest influence on the competitiveness of enterprises. The analysis involved issues such as the scope of assistance, the effectiveness of applying for regional funds, the structure of beneficiaries for structural funds, indicators of implementation, the influence of individual projects on the operations and competitiveness of enterprises, and the opinions of entrepreneurs about access to structural funds. The analysis showed that, despite the possibility of obtaining additional funds for development, the competitiveness of Polish enterprises has remained almost unchanged. The problem is that companies benefitting from structural funds account for a small percentage of the total number of enterprises operating in Poland, the authors say. The analysis made in the paper confirms that EU structural funds have made a difference-but mainly at the microeconomic level. They have benefited specific enterprises rather than the economy as a whole. Overall, the authors conclude, many positive changes have taken place in businesses that have used EU funds to boost their competitive potential.

    The article describes the forecasts for the 2004-2006 National Development Plan implementation on the performance of Poland's economy up to 2010. The estimations are based on the Polish version of HERMIN model. Several development paths for Poland are predicted upon varying assumptions on the ability to absorb the EU assistance, and varying efficiency of use of those funds. In general, it is demonstrated that Poland's accession to EU will bring a significant economic improvement by increasing GDP growth rate and depressing unemployment rate.

    Ważnym elementem oceny efektów i oddziaływania polityki spójności na rozwój społeczno-gospodarczy kraju są analizy makroekonomiczne. Istotny wpływ na ich wyniki mają dane o wielkości transferów unijnych implementowanych do gospodarki krajowej. Celem niniejszego artykułu jest analiza jakości tych danych. Dokonano w nim porównania wartości transferów w ramach NPR/NSRO, prezentowanych przez Dyrekcję Generalną Komisji Europejskiej ; ds. Polityki Regionalnej (DG REGIO), z wartościami udostępnianymi przez Departament Koordynacji Polityki Strukturalnej Ministerstwa Rozwoju Regionalnego. Ponadto (w wypadku danych MRR) przeprowadzono analizę porównawczą wielkości rzeczywistych z wcześniejszymi prognozami. Rozbieżności pomiędzy unijną i krajową administracją w zakresie wielkości rozpatrywanych transferów wskazują na konieczność ściślejszej ich współpracy oraz na usprawnienie stosowanych przez nie metod prognostycznych.
    The main aim of this paper was to analyze the quality of the above-mentioned data. The authors carried out a comparative analysis of the National Development Plan/National Cohesion Strategy transfers presented by both the Directorate General for Regional Policy and the Department of Structural Policy Coordination of the Polish Ministry of Regional Development. Furthermore, in the case of the Ministry of Regional Development, they compared the actual transfers with earlier forecasts. The discrepancies between the data gathered by the Polish authorities and by the European administration showed that it was necessary for them to start to cooperate in this field and to improve their forecasting methods.

    Opis:
    W opracowaniu przedstawiono w historycznym zarysie rozwój myśli strategicznego rozwoju kraju – w okresie stowarzyszeniowym z Unią Europejską (1991–2004), a następnie w trakcie pełnego członkostwa Polski w UE. W pierwszym ujęciu omówiono strategię szokową L. Balcerowicza, „Strategię dla Polski” G. Kołodki oraz Narodową Strategię Integracji w latach 1997–2003. Wskazano też na uchwaloną przez Sejm w 2000 roku „Długookresową strategię trwałego i zrównoważonego rozwoju Polski w perspektywie 2025 roku”. W dalszych rozważaniach zaprezentowano treści zawarte w traktacie akcesyjnym do UE i w Narodowym Planie Rozwoju na lata 2004–2006 oraz Narodowe Strategiczne Ramy Odniesienia na lata 2007–2013. W ostatniej części opracowania nawiązano do Strategii „Europa 2020” i w jej kontekście omówiono główne treści i założenia Średniookresowej Strategii Rozwoju Kraju 2020, w tym diagnozę na potrzeby tej strategii oraz obszary strategiczne z uwzględnieniem celów i priorytetów rozwojowych. Nawiązano także do wstępnych założeń strategii rozwoju kraju w perspektywie 2030 roku.
    This article presents a historical outline of the development of thought of national development strategy – within the EU association period and then with full membership of Poland in EU. The first part describes the shock strategy of L. Balcerowicz, the “Strategy for Poland” of G. Kołodko and the National Strategy for Integration in 1997-2003. On the other hand, the “Long-term Strategy for Sustained and Sustainable Development – Poland 2025” adopted by the Sejm in 2000 was discussed. Further considerations focus on the content of the Treaty of Accession to EU and the National Development Plan for 2004-2006 as well as the National Strategic Reference Framework for 2007-2013. The last part of this article refers to the Strategy “Europe 2020” and within the context thereof, the main points and assumptions of the Mid-term National Development Strategy 2020 were presented including the diagnosis for the purposes of this strategy as well as strategic areas taking into account developmental objectives and priorities. A reference was also made to the preliminary assumptions of the national development strategy in the perspective of 2030.

    The Common Agricultural Policy after 2022 is shaped on two levels. European, which sets the framework for maintaining the EU’s internal market, and the domestic one, which flexibly implements the shaping of rural development. Strategic plans will be one of the key documents enabling the financing of agriculture after 2022 in the EU. In the case of Poland, it will be the National Strategic Plan. The article presents the main assumptions of the plan and the procedural issues related to the issuance of the plan. An assessment of the implementation of the postulates to simplify the Common Agricultural Policy on the example of new regulations was also presented. Attempts were made to find an answer to the question of how the new regulations will affect the competitiveness of Polish agriculture. The National Strategic Plan, by selecting only some aid instruments, has a significant impact on the shape and development of Polish agriculture.

    Autor uważa, że jednym z głównych czynników powodujących chaos w przestrzeni Polski jest zły system prawny: nadmiar aktów prawa i brak jednoznaczności ich ustaleń. Artykuł zawiera wykaz i krótki opis podstawowych uchwał – dokumentów i aktów prawa miejscowego, mających wpływ na kształtowanie przestrzeni kraju, poszczególnych województw, powiatów i gmin oraz wykaz kluczowych ustaw, które są podstawą do podejmowania powyższych uchwał. Jest rodzajem monografii. Dla zachowania precyzji wypowiedzi posłużono się szeregiem cytatów, aby uświadomić czytelnikowi funkcjonowanie identycznych lub bardzo podobnych zakresów działań, przywoływanych w poszczególnych aktach prawnych, obowiązujących na poszczególnych poziomach planowania regionalnego. Przedmiotem artykułu nie jest szczegółowa analiza porównawcza zakresu stanowienia opisanych poniżej 14 uchwał (koncepcji, strategii, planów, aktów prawa miejscowego). Artykuł jest pierwszym z serii artykułów dotyczących kształtowania przestrzeni. Następne będą poświęcone w szczególności planowaniu i gospodarowaniu przestrzenią na poziomie gminy.
    The author of the article believes that one of the main factors causing chaos in the Polish space is wrong legal system: excess of legal acts and their ambiguity. The article contains a list and a short description of fundamental acts – documents and acts of local law, which affect the shape of spatial development in Poland, particular regions, districts and municipalities; as well as a list of key laws which are the basis for adopting the above acts. It’s a kind of monograph. In order to maintain the precision of the statement, various quotations were used to bring reader’s attention to the functioning of similar lines of action (referred to individual legal acts) in force at particular levels of regional planning. The subject of this article is not a detailed comparative analysis of the scope of enacting the 14 acts described below (concepts, strategies, plans, acts of local law). The article is the first in a series on imposing spatial order. The next ones will be devoted in particular to planning and spatial development at the level of municipalities.

    This article explores current legal problems related to legislative work in the field of rural development. An analysis is offered of European regulations concerning the shaping of financial aid in the new perspective of the Common Agricultural Policy for 2023–2027. A preliminary evaluation is carried out of the draft strategic plans for rural development and an attempt is made to assess the advantages and disadvantages of the adopted legal solutions enabling the EU Member States to shape the aid mechanisms. The current issues of direct payments, including eco-schemas or agricultural innovation, are indicated. Issues related to the definition of an active farmer are also raised.

    Rewitalizacja miejskich obszarów zdegradowanych to element działań samorządów, których postulatem od kilku lat było przyjęcie ustawy o rewitalizacji, wyznaczającej ramy prawne i standardy działań rewitalizacyjnych oraz określającej możliwe wsparcie z budżetu państwa. Ustawa z października 2015 roku stanowi ważny element systemu tworzonego przez Krajową Politykę Miejską i założenia Narodowego Programu Rewitalizacji. Umożliwia ona realizację założeń rozwojowych gmin w zakresie odnowy obszarów zdegradowanych, a potencjalnym beneficjentom stwarza możliwość uzyskania dofinansowania remontów nieruchomości, znajdujących się na obszarze rewitalizacji.
    Regeneration of urban degraded areas is a component of a day-to-day activities of local authorities, which were waiting for the Urban Regeneration Act for the last several years. The Act constitutes legal framework and standards of urban regeneration and defines possible support from national budget. The October 2015 Act constitutes an important element of the system created by the National Urban Policy and assumptions of the National Urban Regeneration Program. The Act allows to implement local authorities’ development plans in terms of regeneration of degraded areas and to obtain subsidies for renovation works by owners of real estates located in the urban regeneration areas.

    Małe elektrownie wodne są obecne w systemie planowania przestrzennego w Polsce. Na szczeblu krajowym podkreślono dużą rolę planowania przestrzennego w rozwoju energetyki odnawialnej, w tym MEW. Wydaje się jednak, że na szczeblu regionalnym (wojewódzkim) postulat ten nie został zrealizowany. Podkreślano konieczność rozwoju małej energetyki wodnej jako OZE, ale nie wskazano negatywnych oddziaływania MEW na środowisko. Na szczeblu lokalnym wskazano instrumenty prawne lokalizacji MEW.
    Small hydropower plants are present in the land use system planning in Poland. At the national level the important role of spatial planning in the development of renewable energy was highlighted, included small hydroplants. However, it seems that at the regional level this demand has not been realized. The necessity of developing small hydroplants as a renewable energy was highlighted, but negative environmental impact was not indicated. At local level legal instrument of small hydropower plants is specified.

    W Unii Europejskiej zastosowanie miał zarówno proces planowania, jak i programowania. W ostatnich latach programowanie stało się podstawowym narzędziem konstruowania ładu rozwojowego państw członkowskich, szczególnie w ramach polityki strukturalnej. Poszczególne kraje, korzystające ze środków pomocowych wspólnoty, zobligowane są do uruchamiania programowania rozwoju opartego na standardach unijnych. Poszczególne rozwiązania organizacyjne, na poziomie kraju i danego okresu programowania, różnią się między sobą. Poprzez korzystanie z najlepszych efektów zastosowanych rozwiązań, w kolejnych latach dochodzi do ich ujednolicania. Programowanie Funduszy Strukturalnych zainicjowane zostało reformą przeprowadzoną w 1988 roku i odbywa się od tego czasu w sposób zintegrowany dla wszystkich funduszy oraz ma charakter wieloletni. W opracowaniu przedstawiono wymagania metodyczne stawiane przez KE wobec krajów członkowskich w dwóch kolejnych perspektywach finansowych na lata 2000-06 oraz 2007-13. Planowanie dotyczy szerszych zagadnień o charakterze horyzontalnym, obejmuje główne polityki UE tj. m.in. ochrony środowiska, konkurencyjności (zasad udzielania pomocy publicznej), równości płci, zatrudnienia, społeczeństwa informacyjnego, zamówień publicznych oraz gospodarki opartej na wiedzę. Z uwagi na powyższe w opracowaniu przedstawiono przegląd dokumentów planistycznych UE powstałych w ostatnich latach, a tworzących system planistyczny o charakterze horyzontalnym.
    In the European Union the process of both planning and programming has been applied. Within the past years programming has become the key instrument of drafting the development guidelines of the member states, notably within the structural policy. Individual countries, making use of the EU’s assistance funds are obliged to launch programming of regional development based on the Union’s standards. Particular organisational solutions concerning a country and a programming period are different from each other. However, by means of making use of the best possible results of the solutions applied, their realignment is achieved within the years. Programming Structural Funds was initiated by the reform enacted in 1998 and since then it has integrated all the funds and is of several years’ character. The research paper presents methodological requirements posed by the European Commission to member countries within two financial periods of 2000-06 and 2007-13. Planning concerns broader issues of horizontal nature, includes major policies of the EU, i.e. environmental protection, information society, public procurement and knowledge-based economy. Given the above the paper presents a review of the EU planning documents developed within recent years and constituting planning system of horizontal character.
