In the article the author is trying to show the process of complicating national structures and the evolution of the national identity on the area of the borderland. These changes are happening in progressing social, cultural and political transformations which touched these areas upon last decades. An Ukrainian minority in podlaskie voivodeship is a subject of these transformations. Within the last decades this population was subject of intense and characteristic identity transformations. It is interesting to trace the evolution of the national identity of Ukrainian minority in podlaskie voivodeship and simultaneously state that this proces still didn’t end. The article is leaning on two rounds of own examinations as well as researches conducted in the past by historians and linguists concerning areas of today’s podlaskie voivodeship.

From an economic point of view, protected areas do not bring in high profits, in comparison to other possible ways of land usage. National parks and nature reserves are costly in their creation, as well as in their subsequent upkeep and management. In developing countries, their operation can be the source of many political and economic problems. Usually, local communities neighboring protected areas perceive the existence of a protected zone negatively, although they are often able to avail themselves of park resources in various ways. Besides being given the opportunity to rationally make use of certain park resources, community members may be employed as park attendants, which is a practice that is widespread. A part of the profits obtained from the developing tourist industry may be allocated towards local development programs, e.g. the building of a new hospital or school. Some national parks, while lacking the adequate infrastructure necessary for tourism, grapple with a lack of funds. The lack of earning opportunities in connection with the development of tourism results in the local community's over-exploitation of park resources. This often manifests itself in an increased incidence of poaching in the protected area.

The aim of the paper is the comparison of 2007 and 2014 National Security Strategies focusing on the role of Armed Forces in the system of National Security. Moreover, the author tries to verify the need for changes in relation to the current international situation in Central and Eastern Europe. The parts of this analysis are related to the given chapters of the strategies. The article indicates the reasons and presents conclusions resulting from the changes incorporating in the current document. Moreover, the author analyses the legitimacy of adjustments in the context of current threats to the security of Poland and Europe.

The article deals with the role of patriotic songs in shaping national identity of the Polish. The discourse is divided into three matters. The first part is introductory and treats about the most essential issues and research problems, regarding the key topic. I attempt to answer the raised questions in the last part of the work. The middle part of a historical character presents crucial research assumptions, along with all the transformations that have taken place over the years, and have been influencing our comprehending of national songs and strengthening the feeling of national identity. The final part sums the discourse up and is critical to the key topic. I strive to foresee possible consequences of the described phenomena. I derive my conclusions from the analysis, presented in the second part of the article, and from my personal experience, which has been gained due to long years of participating and organizing patriotic concerts and performances.
W poniższym artykule zajmuję się rozważaniami na temat współczesnej roli pieśni patriotycznej w kształtowaniu tożsamości narodowej Polaków. Artykuł został podzielony na trzy części. Pierwsza z nich ma charakter wprowadzający i przedstawia najważniejsze problemy badawcze dotyczące tematu. Druga część ma charakter historyczny, przedstawia najistotniejsze założenia badaczy oraz przemiany na przestrzeni lat naszego rozumienia znaczenia pieśni patriotycznych w kształtowaniu i umacnianiu polskiej tożsamości narodowej. Ostatnia część stanowi próbę przewidzenia przyszłych następstw analizowanego problemu. Przedstawione wnioski opierają się na analizie oraz obserwacjach własnych wynikających z wielu lat uczestniczenia, organizowania i tworzenia koncertów o charakterze patriotycznym.

Protection of natural culture in concepts of the contemporary National Right Wing in PolandIn the centre of the system of values of the National Right Wing which revived after 1989 there are still nation, family and religion. The nation as community of culture is in opinion of the said parties exposed to dangers. The main risks are in their opinion as follows: cosmopolitism, Communist ideology, individualism, liberalism; secularization.In Poland, such ideas are, in the opinion of the National Right Wing, propagated by the liberal and post-communist circles. In the beginning they demanded that the communist activists are brought to justice. Some columnists refer to antisemitism. They perceive also the fall of the literary output. They assess critically the novels of Czesław Miłosz, Stanisław Barańczak or Olga Tokarczuk. Similar assessments regard the works of Polish historians. As preventive measures the following is mentioned: appropriate educational activity, statutory protection of national heritage, broadening of Catholicism, promotion of national culture. They attach great importance to the national branding. Its components are history, language, political regime, architecture, literature, art, religion, icons landscape, music. They would probably accept the opinion of Michael Porter: “Many contemporary discussions of international competition stress global homogenization and a diminished role for nations. But, in truth, national differences are at the heart of competitive success.” Ochrona kultury narodowej w koncepcjach współczesnej prawicy narodowej w PolsceW centrum systemu wartości odrodzonego po 1989 roku ruchu narodowego pozostają naród, rodzina i religia. Naród, traktowany jako wspólnota kultury, narażony jest w ocenie wspominanych wyżej środowisk na liczne zagrożenia. Za najgroźniejsze uznają one: kosmopolityzm, ideologię komunistyczną, indywidualizm, liberalizm, sekularyzację. W Polsce wspomniane idee mają być propagowane przez środowiska liberalne i postkomunistyczne. W wypowiedziach publicystów narodowych pojawiają się także akcenty antysemickie. Krytyczna ocena dotyczy też współczesnej polskiej literatury, a zwłaszcza twórczości Czesława Miłosza, Stanisława Barańczaka czy Olgi Tokarczuk. Podobne oceny odnoszone są do prac polskich historyków. Za istotną uznano więc puryfikację kultury narodowej. Wśród środków zaradczych środowiska narodowe proponują: rozwój edukacji historycznej, ochronę dziedzictwa narodowego, rozwój katolicyzmu i promocję kultury narodowej. W tym ostatnim wypadku za niezwykle ważny uznają one branding narodowy. Jego podstawowe składniki to historia, język, architektura, krajobraz, reżim polityczny itp. Polscy narodowcy zapewne zaakceptowaliby opinię sformułowaną przez Michaela Portera. Twierdzi on, iż co prawda nastąpiła globalna homogenizacja, ale podkreślanie odrębności narodowej jest źródłem sukcesu.

The Russian factor poses a real threat to the national security of Ukraine and Poland. The Russian expansion includes the dismemberment of the Ukrainian and Polish territories and formation of weak, non-viable and quasi-public entities there which would be dependent on Moscow. One of the important features of Russian strategy is to undermine national unity of Ukrainian and Polish societies within the countries, neutralize strategic partnership between our countries and to provoke a new Ukrainian-Polish conflict. Russia’s neo-imperialist policy is substantiated by A. Dugin's neo-Eurasian geopolitical doctrine. The analysis of the doctrine makes it possible to forecast the Russian policy towards Ukraine, Poland, European Union and the USA and to work out an effective counterstrategy. Deepening the Ukrainian-Polish equal partnership and joint efforts to neutralize and dismantle Russian imperial social system should become the response to common threat to the national security of Ukraine and Poland. Without taking such drastic measures the national security of Ukraine, Poland and other countries will always be at constant threat.

The purpose of this article is to indicate changes in the perception of terrorist threats and the approach to them on the basis of normative documents defining strategic objectives in the area of security. The focus is on strategic papers in the field of security from 2000 to 2014, on the one hand, and on the other, on the law of 10 June 2016 about anti-terrorist activities. The content of the following normative documents has been analysed with regard to the recognition, combating, and prevention of terrorist threats. The authors focus their attention on: the Security Strategy of the Republic of Poland from 2000, the National Security Strategy of the Republic of Poland from 2003, the National Security Strategy of National Security Bureau, from 2007, and the National Security Strategy of the National Security Bureau from 2014. The implementation of the Polish security policy strategy is contained in four types of activity, i.e. national activities, integration with Western security structures, involvement in international actions to resolve hazardous situations, and cooperation with other international actors in strengthening international stability and security. The discussed strategies were created on the basis of the provisions of the amended Act on the universal obligation to defend the Republic of Poland.

The research task of the essay is to answer the question of what is the face of the nation in the ethnic enclaves situated at the peripheries of national states. The subject of the analyses is the local population of the village Jaworzynka. In 1922, the settlement Herczawa was founded as a local unit independent from Jaworzynka. Since then Herczawa began to belong to Czechoslovakia. The state-owned status of Jaworzynka, which started to be a part of the Republic of Poland, was recognized after the World War I. The author takes into account the longue durre of folk and national culture generated in the Silesian Beskidy in the second half of the 18th century. The national culture is the main term applied to the investigations of the borderland regions. According to the ethno-symbolic approaches (Anthony D. Smith) and culturalism methods in sociology (Antonina Kłoskowska), the author analyses in his research: 1) language, 2) religion, 3) folkways and mores 4) arts, 5) local knowledge and literature. These elements delineate the sphere of symbolic culture. Based on the common folk culture, two national cultures have been formed nowadays – the Polish and Czech ones. Both Polish and Czech Census Bureau data and objective elements of national culture discussed in the essay indicate the process of national revival. The local people of Jaworzynka identify themselves as Poles and the population of Herczawa define themselves as Czechs. The content and the form of the local culture are visible in Jaworzyna, but they seem to be latent or diminishing in Herczawa.

The article presents the results of a research on Polish national identity among people applying for the Polish National Card in Minsk, Belarus. The research project covered 125 persons who between March and the end of July 2013 had completed a course preparing them for an interview with the Consul of the Republic of Poland in order to obtain the Polish National Card. The research was to evaluate the traditional, ethnic criteria of the national bond, which largely overlap with the criteria required to be met by applicants for the Pole’s Card according to the Act on Pole’s Card of 7 September 2007. The results of the research suggest poor internalisation of the criteria of traditional national identity among the respondents.

The National Security Strategy of the Russian Federation to 2020 sets the national interests of the country and strategic national priorities, which could affect strategy for the military security of Baltic States. This paper will argue that the threat to the military security of Baltic States has considerably increased since their restoration of independence because the Russian army reforms in recent years have increased the military capabilities near the Baltic States borders and military operations and other military activities have risen around the Baltic region, which have decreased the environment of the security on the entire area. The aim of this paper is to identify the Russian military threats and to analyse their implications to the concepts of the military security of Baltic States, which based on territorial defence and to make further recommendations based on research findings and analysis.

National megalomania in Polish reflection in the early 20th centuryIn the early 20th century, a number of Polish thinkers betrayed a mentality in which was deeply rooted the notion of the Polish nation’s unique character. These thinkers also expressed a conviction that Poles had a special mission both in Europe in general and towards other European nations. The signs of the intellectual elite’s national megalomania were reflected in Polish journalistic writings in the final period of World War I and the initial period of regained independence shortly after it.The article analyzes the views of selected thinkers: the philosopher W. Lutosławski, the journalist and literary critic A. Górski, the publicist A. Chołoniewski, and the historian J.K. Kochanowski. All of them believed in an optimistic picture of Polish history and emphasized the significance of the Polish mission in an ethical dimension understood as a desire to establish European order based both on respect towards the individual and at the same time on national diversity. This attitude was clearly based on Romantic thought – a historiosophy tinted with mesianism. All these authors dealt with the same themes from Polish history, treating them as a justification of their attitudes (such as: the Republic of Nobility as an embodiment of the ideal of freedom, Poland as an intermediary between the East and the West, as well as the propagator of Christian civilization in the East; the prominent role of Poles among the Slavic peoples, the importance of Catholicism). All in all, they created a mythologized vision of the Polish Republic in order to integrate the Polish society and mobilize it to act. This stream of glorification of the Polish statehood met with severe criticism after Poland regained its independence. S. Zakrzewski, F. Bujak, J.S. Bystroń, Bocheński brothers and others protested against falsifying the history of Poland.

Tatra National Park is the only national park in Poland located within Alpine mountain range. Berchtesgaden National Park can be regarded as an analogous example in Germany. So far, as many as 23 national parks have been established in Poland (1% of country’s total area), and 14 national parks in Germany (0.55%). The main aim of this article is to compare the availability of both these mountainous areas for touristic activity including legal foundations, elements of touristic development, and tourist arrivals. Touristic activity in Tatra and Berchtesgaden Alps dates back to the last decade of 19th century. No permanent tourist facilities existed in both considered parks during their official establishment: in 1954 (Tatra National Park) and 1978 (Berchtesgaden National Park). Presently, chiefly the Tatra National Park grapples with very intense tourist attractiveness. Mountain hostels available to the general public exist in both parks, but they are diverse as far as their functions and elevation above the mean sea level are concerned. Other forms of tourist facilities found in both parks include: accommodation for advanced activities (available for mountaineers and cavers) and food service. Nevertheless, ski resorts operate only in Tatras. These mountains are also distinguished by roads and parking lots located within the National Park’s boundaries whereas in Berchtesgaden Alps such infrastructure is located beyond the protected area. Both parks are comparable with respect to the length of mountain trails, but not to the number of tourist information points, something more typical for Berchtesgaden National Park. Lastly, all of the considered elements of touristic development are confronted with fixed protected zones in order to detect man-made impacts upon natural resources in both parks.

This article provides a short presentation of the activities of the National Education Committee on the plane of Polish educational spheres in the years 1773-1794. Providing an overview of the main directions for reform of the educational institution, the author tries to answer the question whether the decision on the appointment of the Committee was right. The aim of the study was to show the national idea underpinning the National Education Committee. The result of the Committee’s activities was to educate active citizens, who have developed national consciousness and respect for the Polish language. Under the influence of the Committee took place fundamental changes in the structure and profile of the program Polish school. Committee should be regarded as a progressive institution which gave the rank of the Polish language in education, and her ideas are relevant today.

The article investigates changes of national innovativeness and state’s innovation policy under conditions of open economy. An external openness – to the global environment – enables growth of international flows of goods and factors as well as increase of business and institutional linkages. Raising importance and impacts of external conditions on national innovativeness and national innovation system (NIS) are driven by four processes: globalization, regionalization, growing knowledge-based economy and transnational business. A new concept of NIS internationalization process in an open economy is introduced, including external and internal conditions, four groups of entities (including ones of foreign origin) together with their linkages and interactions. The return of the state to active innovation policy in order to influence activity led by all entities of domestic as well as foreign origins, including subsidiaries and research centers owned by foreign firms (TNCs) is justified in the light of the research. The state should influence the activity led by foreign entities with instruments of investment policy (to attract inflow of foreign direct investments to the domestic research sector) as well as instruments of innovation policy directed towards all entities.

The provisions of the Act, which are the subject of questions presented in the order to prepare the expert opinion, ceased to be in force on the 17th July 2018. A fundamental legal effect of the of the legislator’s decision to repeal them is decriminalization of behaviors covered by the statutory description of the type of prohibited act. The most important conclusion of the expert opinion is even in the period of time the provisions of article 55a paragraphs 1–2 were in force representatives of German minority in Poland had the possibility of conducting activities in favor of “discovering, elaborating and commemorating the tragic fate of the German civilian population, embedded in the system of post-war labor camps” under condition they did not contradict the facts.

Opis:
Effective process of creating the national brand should be related to the current image of the country, perceived by international public opinion – also through the prism of stereotypes existing in society. Wondering if the there is a possibility to make use of existing beliefs as a method to create brand of the country, the survey among viewes of “Poland. Come and Complain” advertisement was conducted. The study presented in this article, attempt to answer the question about the possible risks and benefits which may result from using stereotypes in the branding process. The outcome of research conducted among a group of international students indicate differences both in their opinions about Poland and Polish people and campaign reception, allow to draw a conclusions. These however may be useful in the process of national branding creation, especially for Eastern European countries which still face the problem of negative image.
Эффективный процесс формирования национального брэнда требует от лиц, принимающих решения, ссылки на нынешний имидж государства, воспринимаемый международным общественным мнением, а также рассматривание этого вопроса через призму существующих в обществе стереотипов. Размышляя над возможностью использования существующих убеждений, как вспомогательного инструмента в создании образа государственно го бренда, было проведено исследование восприятия польской компании „Poland. Come and Complain”. Цель анализа, представленного в ниже пред-лагаемой статье, заключается в попытке найти ответ на вопрос, касающийся возможных рисков и пользы, связанных с оперированием стереотипами в процессе формирования государственного имеджа. Результаты подсчётов, проведённых в студенческих международных группах, показывающие различия, как в оценке кампании, так и в предыдущих отзывах относительно Польши и Поляков, позволяют сделать выводы. Это может быть полезно в процессе национального брендинга, в частности, для стран Восточной Европы, которые продолжают бороться с проблемой негативного имиджа.

The present study deals with the evaluation of the management of Veľká Fatra National Park and its comparison with three other selected national parks of the Visegrád Four: Bohemian Switzerland National Park (Czech Republic), Bieszczady National Park (Poland) and the Bükk National Park (Hungary). The information about Veľká Fatra National Park was acquired through a SWOT analysis. The weaknesses and threats found following the SWOT analysis were further evaluated by an analysis of the "force field" and a "problem analysis". The management applied in individual parks was evaluated through the expert system Integrated Protected Area Management (IPAM) with the aim to improve the present management. Another part of the examination is the evaluation of the environmental edification and of the consciousness of students of grammar schools and secondary schools, both in the region where the National Park is located and outside that region. The examination for this study was carried out between 2010-2014. A survey of the environmental consciousness and edification has been implemented in all surveyed countries and the tool of exploratory method was a questionnaire, which was distributed to 1301 respondents. The survey managed to confirm the assumption that in some areas the level of environmental consciousness of the target group is very low. This situation is justified by the fact that schools do not have a precise definition in what form and to what extent attention should be paid to this field. Florian Znaniecki – a representative of humanistic sociology – claims in his works that a nation is a product of civilization, a cultural group, organized on the principle of leadership. As a spiritual community it can exist independently of the territory and state organization, it is historically variable, its existence is determined by culture that encompasses the entire work of a nation, all material- technical, intellectual, artistic and aesthetic products as well as a language and other symbols as means of communication, all patterns of behaviour and actions, values and ideals (freedom, justice, honor) and standards arising from them. National culture, customs, religious worship, beliefs and ideals of national historical tradition are shared values and national groups are potentially available to all members of the group. “The principle of separateness” of a nation as a cultural group is shared culture. In democratic conditions of the Third Republic of Poland circumstances for the functioning and development of various types of societies based on the criteria of identity were created. In accordance with F. Znaniecki’s intention, national and ethnic groups can develop national culture or pursue shared cultural ideals. The article is an attempt to answer the question: "To what extent are the ideas of F. Znaniecki’s national society implemented in the Third Republic of Poland?" Referring to the literature, the author presents the ideas of F. Znaniecki’s national society, selected institutions and national organizations operating in the Third Republic of Poland.

The discourse involves a number of prominent thinkers who express their opinions in quality newspapers and magazines. The concept of Polish national character consists mainly of historical myths, and the dramatically transforming Russian character is to a great extent an absolute rejection of the Sowiet past and an equally approval of the Tsar period.In her analysis, the author identifies the characteristic features of both Polish and Russian national character. The issue can be perceived as a proof of seeking the national identity but also as some camouflage supposed to divert attention from real social problems.

The main purpose of the article is to present the evolution of legal regulations regarding national minorities in Ukraine, the structure of these minorities and the dynamics of demographic change. The authors analyzed the geographical distribution as well as the political, cultural and educational activity of the most numerous national minorities. They presented the main reasons for the increase or decrease in the size of the largest national groups. The political and legal foundations of minority activities, the specificity of the organization of their educational institutions, national-cultural associations and ethnic parties were analyzed. Particular attention was paid to the problematic provisions of the new Education Act (2017), which reduced the status of languages of national minorities in education and led to the deterioration of relations with individual countries with which minorities are associated. The authors discussed the most severe problems in bilateral relations arising from Ukraine’s policy towards minorities and some ideas on how to solve them. The main methods of improving nationality policy in contemporary Ukraine were also presented.

In the article there are considered theoretical and methodological problems of question of national consolidation of modern society. National consolidation is an ethnopolitics, the process that is sent to strengthening ethno national groups that form nation, by the gradual removal of barriers and forming of general values, institutes (political, economic, social, spiritual). It is marked that nations for that peculiar low level of national identity and national consolidation easily become deformed and collapse under act of self-contradictions and by external pressure. The decline of a level of national identity and the reduction of the process of national consolidation, that we can observe in many European states, predefined the globalization processes, height of unintegration moods of separate ethnic minorities, problems of migration.

The article is aimed at analysing the relationship between football and ways of reconstructing the German national identity. At the beginning the origin of football in Germany is decribed. Than the role of „Berno Miracle” (German world championship in 1954) in creation the postwar new German identity is considered as well as the role of football in presenting „new Germany” to the world in the 2006 world championship organized by Germany. At the end the stereotypes considering the connections between German style of play and German „national character” are presented.
