    Opis:
    The paper contains the results of studies relating to the construction of the future strategy for development of forests and forestry, which were based on reports relating to the condition of forests and forestry, and the results of the last inventory of forests in Poland. It was found that realisation of the forest management by State Forests is correct and consistent with the principles of sustainable development and principles of the development of multifunctional forest. It is also static, without the proposal of innovative solutions, under−performing both its economic strength and accumulated intellectual capital and practical experience.

    Opis:
    Artykuł omawia miejsce ochrony lasu w pracach nad Narodowym Programem Leśnym. Tematyka ta nie była przedmiotem oddzielnych debat, ale znalazła się pośrednio lub bezpośrednio we wszystkich obszarach tematycznych paneli ekspertów: KLIMAT, WARTOŚĆ, DZIEDZICTWO, ROZWÓJ, OCHRONA, ORGANIZACJA, WSPÓŁDZIAŁANIE. Jedną z ważniejszych kwestii stała się identyfi kacja przedmiotu ochrony wg tradycyjnej koncepcji ochrony lasu oraz koncepcji pro-ekologicznej ochrony ekosystemów leśnych. Artykuł poszukuje defi nicji „choroby” i „zdrowia” lasu. Z analiz wynikało, że choroba/stres jest naturalnym stanem systemów żywych a szkoda nie odnosi się do rzeczy – odnosi się do właściciela i jest kategorią ekonomiczną. Ochrona lasu mieści się w racjonalnym użytkowaniu przyrody i stanowi ochronę dóbr przed utratą ich wartości ekonomicznej. Ochrona ekosystemów leśnych nie wyróżnia organizmów pożytecznych i szkodliwych, ale widzi potrzebę spełniania ważnych funkcji przez wszystkie elementy ekosystemu leśnego i chroni procesy gwarantujące trwałość i stabilność systemu. Zróżnicowanie to odpowiada różnym typom gospodarki leśnej: od leśnictwa produkcyjno/plantacyjnego do ekosystemowej/ochronnej gospodarki leśnej. Wewnątrz tak zakreślonego zakresu różnicowania leśnictwa mieszczą się wszystkie możliwe jej modyfi kacje ochrony. W ochronie lasu ochronie podlega drzewostan/drzewo/drewno, w ochronie ekosystemów leśnych obiektem ochrony są procesy ekologiczne (naturalna selekcja, naturalne odnowienie, konkurencja, adaptacja, itp.) a narzędzi do realizacji takiego zadania należy poszukiwać w urządzaniu lasu, hodowli, użytkowaniu a także w ekonomice, planowaniu przestrzennym czy zarządzaniu. Obydwie koncepcje są w równym stopniu uprawnione, gdyż służą różnym celom zarządzania lasem: w pierwszym przypadku skutecznemu działaniu w praktyce, w drugim lepszemu poznaniu przedmiotu gospodarowania. Dlatego, zarówno ochrona lasu w ujęciu deterministycznym jak i ochrona ekosystemów leśnych w podejściu holistycznym, nie są wymienialne, ale stanowią wzajemnie uzupełniające się opcje współczesnej, różnicującej się gospodarki leśnej. Propozycje unormowania problematyki ochrony lasu/ekosystemów leśnych w Narodowym Programie Leśnym zawarte są w ponad 40 rekomendacjach wszystkich paneli ekspertów a materiał omawia najważniejsze z nich. Składają się one na strategię, która mieści się w ogólnej teorii zarządzania przyrodą: różnorodności przyrody należy przeciwstawić różnorodność działań, ażeby nasze cele były osiągalne a działania skuteczne.
    Forest conservation or protection of forest ecosystems? From the work on the National Forest Programme. Paper presents the role of forest protection in the works on National Forest Program. The problem has not been subjected as a special item of debate but it was directly or indirectly present in all conference of the expert panels during the NFP discussion: CLIMATE, WORTH, HERITAGE, DEVELOPMENT, PROTECTION, ORGANISATION and CO-OPERATION. One of the more important questions was the problem of identifi cation of the forest protection subject: one, in the case of traditional forestry concept, known as forest protection and the second – forest ecosystem protection concept in the case of so called pro-ecological forestry. Paper is looking for the defi nition of “disease” and “health” of the forest. The analysis indicated that disease or stress are natural state of the living systems on all organizational levels, and that damage does not concern the things but the owner and is an economical term. Traditional forest protection is part of forest management and means the protection of goods against the damage in their economical value. Pro-ecological forest ecosystem protection does not distinguish “harmful” and “useful” organisms, but considers all as necessary and useful for the realization of important functions of the ecosystem, because they are building the sustainability, persistence and allow reproduction of a healthy forest ecosystem. Distinguishing between forest protection and forest ecosystem protection refers to diff erent type of forestry: productive or forest plantation forestry and close-to-nature or ecosystem approach forestry. Between these two concepts we have all possible mutations of multifunctional forestry and, of course, all possible mutations of forest protection. Forest protection in traditional way means protection of stand/trees/wood, forest ecosystem protection means the protection of ecological processes (natural selection, natural regeneration, competition, adaptation and evolution). The instruments for these kind of protection we can fi nd not in the forest protection as such but in the forest management, sylviculture, forest harvest procedures, as well as in economics, spatial planning and administration as well. Both concepts are equally relevant: they serve to realize two diff erent goals: in the fi rst case it is more eff ective practice, and in the second – better recognition of the forest. Forest protection in the deterministic approach and forest ecosystem protection in the holistic approach are not exchangeable, they constitute mutually completing options for diff erentiating contemporary forestry. The proposals concerning the forest protection in the National Forest Program are presented in more than 40 recommendations. They constitute in fact the strategy close to general theory of nature management: we should use diversity of actions to overcome the diversity of nature if we want to achieve our goals.
