Purpose: The scientific objective of this research was to determine social groups affected by exclusion in Polish health care. Materials and methods: Survey was carried out among local government units and nongovernmental organizations by using authorial questionnaire distributed towards representative research group selected. Results: This work depicts activities of social welfare centers in cooperation with non-profit sector entities, in the field of exclusion from the access to health care benefits in Poland, appointing circumstances, causes and the range of this exclusion. It presents the results of the countrywide research in the context of structure and tasks of the health care, but also two points of view (institutional and social one) for resolving the same population issues. Conclusions: On the basis of the conducted analyses it has been stated that social exclusion, in the field of health care, is a significant social problem, but the biggest difficulty is the access to the rehabilitation benefits and pharmacological therapy

This paper examines the issue of transnational NGOs’ power with a view to identifying the limits of ongoing debates and critiquing some of the assumptions underpinning them. The article focuses on selected aspects of collaboration between public authorities and public benefit organizations (PBOs). PBOs not only enable the development of active citizenship, but also contribute to the effective implementation of public tasks, thus helping the authorities in implementing their statutory duties. An outcome of the collaboration may be, among other things, an agreement to implement certain tasks, taking the form of, for example, the realization of a task or the support provided for its realization following competitive tendering and in justified cases without the tender, or performed within the framework of a local initiative. The main focus of the article is to determine the scope of the autonomy of the parties in the classic approach, keeping in mind that the autonomy is one of the main principles governing civil law. Parties in a civil law contract must be able to create autonomous relationships. Consequently, in order to fulfil its functions, civil law must be an open system which regulates typical situations in a non-authoritative manner. The essential question seems to be to what extent this attitude may be transposed to public law. Undoubtedly, an agreement as a form of an administrative activity will never have the same legal nature as an agreement concluded between private parties. An administrative body that applies private law forms of action does not become subject to the same rights as a private entity and, consequently, is not exempt from the obligation to comply with the fundamental constitutional principles and values that have been established with a view of protecting civil rights and freedoms.

The answer to the following question: ‘Is it possible, pursuant to the applicable laws, to finance the costs related to the transport of children to an independent primary school (petrol, driver’s remuneration, the purchase and maintenance of the school bus) from the educational subsidy granted by the commune to a non-governmental organisation running such a school’? In the first part of her statement the author indicates the differences between the educational part of the general subsidy obtained by communes from the state budget and the grants given to schools run by non-governmental organisations from the budgets of the communes. Mistaking these two transfers is one of the reasons for misunderstandings with regard to the manner the grants given to schools are used. In the second part the author, on the basis of the interpretation of the legal provisions in force, expresses the opinion that a school run by a non-governmental organisation may not allocate the grant obtained from the budget of the commune to cover the costs of transporting children to such a school.

This paper addresses the legitimacy issue of transnational non-governmental organizations. The sources of legitimacy are identified and analyzed and the focus is given on those which are most frequently used by transnational non-governmental organizations. Arguments and counterarguments which dispute this legitimacy are also identified. Emphasis is given on the discrepancy of social and normative concept of transnational nongovernmental organizations legitimacy, because the tendency to consider them under the legitimacy of liberal democratic states as constitutionally defined institutions still persists.

The purpose of this article is to present the results of the research on the issues discussed in the educational initiatives undertaken by Polish non-governmental organizations. The results of the scientific explorations presented in the paper are the outcome of the PhD research project Intercultural Non-formal Education in Poland on the Example of Non-governmental organizations activity. The project included surveying 65 leaders of different non-governmental organizations from three cities with different cultural make-ups, i.e. Bialystok, Poznan and Warsaw. The study was conducted in 2010 – 2012 according to the eclectic research approach, which allowed gathering quantitative and qualitative data. Based on the analysis of the empirical material, the author of the article presents: the issues tackled in the initiatives carried out by Polish non-governmental organizations, the structure of their implementation and the types of activities undertaken (in view of the issues analysed). An outline of the research problems precedes the discussion on the research results.

The democratic transformation in Poland, the beginning of which dates back to the 1980s, brought political and economic freedom that additionally inspired the activity of civil movements taking the form of non-governmental organizations. Since the early 1990s, Polish society has become clearly divided, which was illustrated by the emergence of three distinct areas of public activity. The Law of March 8, 1990 on Territorial Self-Government began the rapid development of local governments, which were given the task of handling local public matters. The Law on Business Operations, which was in force at the time, ensured freedom of operations and the principle of quality of all participants of business life. Other laws, the Law on Foundations of April 6, 1984 and the Law on Associations of April 7, 1989 restored the possibility of civil self-organization, working for one’s own circle and fulfilling social needs. Throughout the whole period of political transformation, and in particular in the decade after Poland’s accession to the European Union, NGOs have become one of the most active actors of public life, and a capable partner to local and regional authorities in designing policies. One significant element of politics involves ensuring the security of citizens. Social security is of particular importance. NGOs initiate a number of projects aiming to fulfill the basic needs of residents, thereby ensuring their personal development and confidence. Cooperation with territorial self-government isof exceptional importance here.

Celem pracy jest analiza ram prawnych oraz aspektów ekonomicznych udziału organizacji pozarządowych w rozwoju ekonomii społecznej. Artykuł wyjaśnia podstawowe zagadnienia związane z partycypacją organizacji pozarządowych, w tym pojęcie ekonomii społecznej, definicję organizacji pozarządowej oraz treść zasady subsydiarności. W ramach analiz prawnych stwierdza się, że prawo udziału organizacji pozarządowych w rozwoju ekonomii społecznej zagwarantowane jest w normach prawnych zawartych w ustawie z roku 2009 o finansach publicznych Zasadniczy charakter tych norm, a w szczególności art. 43 ustawy o finansach publicznych nie budzi wątpliwości, ze względu na jej umiejscowienie wśród regulacji istotnych dla organizacji finansów publicznych. W artykule podkreśla się, że zaangażowanie organizacji pozarządowych pozwala rozwinąć się lokalnym inicjatywom i stwarzać warunki rozwoju społeczeństwa obywatelskiego. Istnienie ekonomii społecznej przyczynia się z kolei do budowy sieci relacji kapitału zaufania społecznego. W opracowaniu zwrócono uwagę na potrzebę ustawowego włączenia wdrażania ekonomii społecznej do sfery zadań publicznych realizowanych przez organy administracji publicznych, w szczególności jednostek samorządu terytorialnego. Takie rozwiązanie pozwoli na większy udział podmiotów trzeciego sektora w tym obszarze. Należy przyjąć, że efektywne wdrożenie zasad ekonomii społecznej przez organizacje pozarządowe zależy od współdziałania z administra-cją publiczną, a ta podejmuje określone działania jedynie w oparciu o określoną podstawę prawną.
The objective of the thesis is the analysis of legal frames and economical aspects of the in-volvement of the non-governmental organisations in the development of social economy. The article explains basic issues connected with the participation of the NGOs, including the concept of social economy, definition of a non-governmental organisation and the contents of the principle of the subsidiarity. Within the legal boundaries, it is stated that the right of the NGOs to participate in the devel-opment of social economy is guaranteed in the legal standards included in the act on public finances from 2009. The basic character of the standards, especially paragraph 43 of the act on public finance leaves no doubts as it is placed among regulations vital for the public finance organizations. In the article it is emphasised that the involvement of the non-governmental organisations al-lows local initiatives to develop and create conditions for the development of the civil society. The existence of social economy, on the other hand, contributes to building a network of relations and to building the capital of social trust. In the work, the attention is drawn to the need of legal inclusion of introduction of social economy to the area of public tasks realised by public authorities, especially the units of the local governments. Such a solution will allow to increase the participation of the subjects of the third sector in this area. It needs to be assumed that the effective introduction of social economy princi-ples by the NGOs depends on co-operation with public administration, which undertakes certain actions only based on a certain legal basis.

To get high efficiency of the activities in the area of health promotion the involvement of many sectors, including citizens, state institutions and third sector orga-nizations, which may have an impact on maintaining and improving the overall health of society, seems appropriate. A key point is the potential involvement of social economy entities, which by acting locally contribute to the growth of social welfare. This translates not only into the efficiency of the management, but also to improve health. The activities of non- -governmental organizations should be recognized as one of the pillars of civil society and an important element of social capital. The study prepared on the basis of nation-wide research identified the playing field of social economy entities in the area of health promotion and the ways of their achievement. Nationwide study was conducted in a randomly selected group of 305 representatives of the social economy entities, declaring to take action for the protection and promotion of health.

Various social, political and economic contexts give rise to visibly different concepts of security and these differences make one ponder on the limitations of traditional concepts of democratization and political development. Scientists, politicians and activists are now ever more boldly beginning to ask difficult but necessary questions about the appropriate dynamics of the processes of creating security and about the priorities adopted within them, searching for ways on which these processes could be co-created by traditional, local visions of needs of citizens’ safe life. The review of scholarly literature and political journalism addressing security points out new spheres of debates and subjects of controversy within this discipline. In a situation where in security-related processes governments cannot be the only ones that dominate, a question about the possibility of expanding activities with non-governmental organizations arises.

Opis:
The objective of this paper is to critically assess the framework of repatriation policy in Poland, with particular attention given to the role of local communities and non‑governmental organizations (NGOs). The author claims that the government still has not elaborated a sound answer to repatriation problems. Therefore, NGOs should play a more important role in immigration policy planning and management. The first section of the article presents the duties of the governmental bodies related to the repatriation process and social adaptation of repatriates. In the second section the author emphasizes the potential advantages of NGOs’ involvement in this process, and looks at existing good practices.

Corporate social responsibility is a response to new business conditions, new challenges and new opportunities. The same is true for the public sector as well as other areas of human activity. Current definitions of socially responsible activities of organizations in public sector rely on general ethical principles, namely neutrality, engagement, active cooperation with stakeholders and transparency. The aim of the article is to highlight the social and behavioural aspects of corporate social responsibi- lity and identify its characteristics and its relations to the public sector.

Introduction. A vital role in health maintenance and the prevention of non-communicable chronic diseases is played by an adequate level of physical activity. In recent decades, numerous guidelines have been developed to determine the criteria of physical activity levels that are essential to obtain overall health benefits. Objective. The aim of the presented study was evaluation of the physical activity of adult members of non-governmental organizations promoting active lifestyle, in compliance with recommendations of the World Health Organization and the American College of Sport Medicine. Materials and method. The study examined 95 adult members of non-governmental organizations (NGOs) promoting an active lifestyle in the Silesian Province of Western Poland. In order to make a comprehensive physical activity evaluation (including all criteria of most complex health-recommendations), both an objective tool (ActiGraph GT3X) and a subjective tool (Daily Physical Activity Log) were used. Results. Compliance with a weekly total time of moderate to vigorous aerobic efforts were observed in 47% of women and 44% of men with regard to WHO guidelines, and in 29% of women and 23% of men, respectively, regarding ACSM guidelines. The criterion for the frequency of strength exercises was met by 24% of women and 15% of men. Flexibility exercises level was adequate in 35% of women and 28% of men. Conclusions. The most frequent cause of non-meeting the criteria of the above- mentioned organisations were insufficient frequency of the weekly resistance (strength) exercises and flexibility exercises. There is a need to create public health programmes based on the complex physical activity recommendations, including all types of physical efforts (aerobic, strength, flexibility), and to emphasise the fact that meeting all of them is essential to obtain overall health benefits.

The article briefly presents the direction of changes in Polish non-government organizations in recent years. It will be presented in the context of systematization, the cooperation between government administration (including the structures which coordinate the foreign policy) and NGO, the increase participation NGO in realization public tasks and the connections between NGO and public administration. There will also be described the identity of the main goals and actions of non-government organizations and the Ministry of the Foreign Policy when it comes to international activity. Therefore we can talk about another type of diplomacy – non-governmental and social diplomacy. What is more, the importance of the NGO in this field is high. Their activity influenced the Polish image abroad and others in Poland. There are many international conferences, exchanges and projects which make the integration and exchange of information deeper. As well as the promotion of Poland abroad.

Author discusses the phenomenon of Amnesty International as a global social movement. This issue will be presented on the example of the Polish branch of Amnesty International Association. For this purpose, official data will be presented, taken from reports and studies published by the Association. Studies, which directly relate to the activities undertaken by Amnesty, will be also referred to (e.g. reports and outlines from school lessons on the subject of human rights). The aim of this work is not only to describe the activities of the Association but also to show the phenomenon of a social movement Amnesty International. In addition, author attempts to answer the question, whether the formula of Amnesty International movement makes its actions effective and thus contribute to protection of human rights? For this purpose, the analysis of Amnesty International’s actions will be accompanied by a presentation of social movements’ theories.

Jednym z ważniejszych niematerialnych zasobów współczesnych organizacji jest wizerunek. Kreowanie i zarządzanie nim jest istotne z punktu widzenia wszystkich organizacji, w tym również organizacji pozarządowych, konkurujących o wolontariuszy, sponsorów czy sympatyków. Celem artykułu jest przedstawienie technik public relations umożliwiających zarządzanie komunikacją w celu kreowania wizerunku. W opracowaniu przedstawione zostały podstawowe komponenty, z których składa się wizerunek, techniki public relations wykorzystywane w zarządzaniu komunikacją z otoczeniem wewnętrznym i zewnętrznym oraz wyniki dotychczasowych badań wizerunkowych trzeciego sektora. Przeprowadzone analizy wskazują na potrzebę prowadzenia systematycznych działań wspierających kształtowanie wizerunku zarówno trzeciego sektora jako całości, jak i poszczególnych organizacji działających w jego ramach.
Image is one of the most important intangible organizational resources. Non-governmental organizations competing for volunteers, sponsors or supporters. Increasing competition enforces professionalization of management’s as well as marketing activities supporting image creation. The aim of this article is to present public relations tools and techniques that can be used to maintain or build relations with specific target publics and to create positive image. The study presents the basic components of the image, public relations techniques used in communication with the internal and external environment as well as the results of the current third sector image research. The study shows that non-governmental organizations need to build and solidify their brand image.

Unemployment is one of the elements that shape social policy. There are a number of tools to combat this unfavourable phenomenon. At the time of Poland’s accession to the structures of the European Union, the third sector was strengthened by financial support provided by structural funds. Therefore, in the last 15 years one could observe intensified actions aimed at reducing the unemployment rate not only through the state initiatives, but primarily by non-governmental organizations. The aim of the article was to present the phenomenon of unemployment in the Lublin Voivodeship over the years and to emphasize the role of NGOs in the context of combating this aspect of social reality.
Bezrobocie jest jednym z elementów kształtujących politykę socjalną. Istnieje szereg narzędzi do walki z tym niekorzystnym zjawiskiem. W momencie akcesji Polski do struktur Unii Europejskiej został wzmocniony trzeci sektor poprzez wsparcie finansowe udzielane w ramach funduszy strukturalnych. W związku z tym w okresie ostatnich 15 lat można zaobserwować wzmożone działania mające na celu zmniejszenie stopy bezrobocia nie tylko poprzez wsparcie udzielane przez aparat państwowy, lecz przede wszystkim przez organizacje pozarządowe. Celem opracowania było zwrócenie uwagi na zjawisko bezrobocia na terenie województwa lubelskiego na przełomie lat oraz ukazanie roli NGOs w kontekście walki z tym zjawiskiem.
