Since the 1970s, ships in the Kattegat area and the Baltic Sea entrances have been advised to use one of the routes established by the Danish Maritime Safety Administration. As time passed, traffic increased significantly, demanding adjustments to the introduced solutions to accommodate new volumes of ships passing through the entrances to the Baltic Sea. It is estimated that about 70,000 vessels are passaged via Kattegat yearly. Additionally, an increase in the traffic of fishing vessels and small pleasure crafts of different types has been observed, necessitating regulation to ensure the safety of navigation for everyone involved. Therefore, on the 1st of July 2020, a new routing system was introduced in the area of Kattegat by the decision of the International Maritime Organization (IMO). This paper focuses on the exact changes made and how those changes may influence the safety of navigation in Kattegat and the Sound, considering the COLREG rules and human factors in planning and executing passage via this area. A short presentation of recent accidents, and a study of difficulties arising from the new traffic organization, will be given. Brief traffic analysis is conducted using IWRAP MK II software, and historical AIS data from research will advance a more detailed examination and simulations. Finally, the introduced routing system’s effectiveness is compared using density plots from chosen periods. Furthermore, the analysis of the influence on the safety of navigation, as the introduced solution, is observed to be unusual. New routings have been in force for over two years and are accepted and used by most merchant vessels operating in Kattegat. Even so, this period is too short to clearly state that it is completely safe.

Vessel control systems and maritime communication are essential and sending and receiving alarm signals is critical to contemporary ship navigation. Numerous location and shipping information systems, such as GPS, Loran-C, and Decca, have arisen in recent decades to improve navigational safety. Other systems, including VHF and Inmarsat, have been developed to enhance the efficiency of maritime communication on board and to transmit risk and safety-related data. Additionally, safe navigation requires systems like Navtex, EGS, DSC, Epirb, and others [1].

Most ship collisions and grounding accidents are due to errors made by watchkeeping personnel (WP) on the bridge. International Maritime Organization (IMO) adopts the resolution on the Bridge Navigation Watch Alarm System (BNWAS) detecting operator disability to avert these accidents. The defined system in the resolution is very basic and vulnerable to abuse. There is a need for a more advanced system of monitoring the behaviour of WP to mitigate watchkeeping errors. In this research, a Bridge Navigation Watch Monitoring System (BNWMS) is suggested to achieve this task. Architecture is proposed to train a model for BNWMS. The literature reveals that vision-based sensors can produce relevant input data required for model training. 2D body poses belonging to the same person are estimated from multiple camera views by using a deep learning-based pose estimation algorithm. Estimated 2D poses are projected into 3D space with a maximum 8 mm error by utilising multiple view computer vision techniques. Finally, the obtained 3D poses are plotted on a bird’s-eye view bridge plan to calculate a heatmap of body motions capturing temporal, as well as spatial, information. The results show that motion heatmaps present significant information about the behaviour of WP within a defined time interval. This automated motion heatmap generation is a novel approach that provides input data for the suggested BNWMS.

Opis:
Navigation traffic and the danger of collision are steadily increasing. Features of navigation in narrow corridors (water, air, etc.) require the development of modern methods for assessing the situation of convergence and the choice of maneuvering divergence of vessels. A method is proposed for forming the area of inadmissible values of the parameters of the movement of any vehicles (including marine) with remote control of the process of their divergence. Situations are considered when a collision of sea vessels can be avoided only by changing the speed in case such vessels cannot change course. The proposed method can be generalized to any environment of navigation.

Over the years, many publications have been published on planning ship’s passage through the NSR and input and output data modeling. Results were not considered in terms of errors of modeled output data. Basic research for the years 2008 - 2020 was carried out in the study on opening and closing dates of ice-free transit corridor on the NSR and probable number of tariff zones where paid assistance of icebreakers would be required. Mathematical relationships of average values and probable errors of navigational, ecological and economic ship voyage performance were developed. For this purpose, partial derivatives of functions were used. The outcomes of the study have shown that changes of total average cost of vessel’s transit voyage depends mostly on number of tariff zones where assistance of icebreakers is required. But navigation with icebreakers assistance ensures smaller standard deviation of total voyage time and thus more precise scheduling of ship's voyage timetable through the NSR. The higher probability of meeting requirements set by decision-maker when planning a long-term voyage of ship, the shorter time window for meeting these requirements. Outside the favorable time window, the navigational, ecological and economic results of voyage deteriorate very quickly.

The operation of an autonomous movable objects, such as a sea transport vessels, implies the presence of a source of potential energy on board the vessel and the possibility of converting this energy into the work required for the autonomous movable object (vessel). Being an autonomous object, a transport vessel should be provided with energy for it moving, energy for heat exchange processes on board and electricity for powering electrical equipment, automation and navigation systems, and household needs on board. An analysis of the component of the engine room equipment made it possible to designate (combine) the generating equipment of mechanical energy flow, equipment which are generating the heat energy flow and equipment which are generating the electric energy flow. Based on the results of the research the relationships between the energy flows are identified connections and ways to ensure stabilization of energy generation on board the cargo vessel is outlined. Using the results of the research the relationships between the energy flows will reduce the likelihood of accidents on board a cargo vessel due to a stop in the generation of one of the energy flows and thereby ensure increased safety of man at sea. Taking into account the peculiarities of the distribution of energy flows in ship power plants can be an effective tool not only to improve the economic performance of it, but also to increase the safety of navigation and navigation in general, due to the reliable provision of uninterrupted and efficient operation of ship power plants.

Offshore wind farms can improve safety at sea because they are clearly visible landmarks at sea. Although they limit the sea area available to sailors and ships, they will increase the scope of observation of the sea traffic from land, constitute additional landmarks and, thanks to the installation of additional devices in their waters, expand the area of communication between ships and land services, and increase the scope of information on sea traffic available to the services. They also practically do not limit the possibility of observation through the farm's reservoir.

Opis:
Navigational safety necessitates careful route monitoring, which includes staying on the planned course. For a ship to achieve effective route monitoring while changing course, a wheel over point (WOP) must be precisely calculated and marked on a charted course. The reason is to warn the watchkeeping officer that the ship must make a course alteration to prevent overshooting the intended route. One of the techniques for appraising the WOP is the advance transfer technique (ATT). During a practical review by means of an electronic and paper chart work exercise of the ATT, this study discovered two research gaps related to the technique. Following that, this study created an improved advance transfer mathematical model (ATMM) by restructuring the use of the ship’s turning circle to overcome the limitations discovered. To validate the improvement of the ATMM over the ATT, data were collected by evaluating both methods using a ship simulator and performing a manoeuvring analysis. The data, specifically the reduction in the cross-track distance (XTD), was validated in three verification stages: compliance with XTL, percentage change, and Mann‒Whitney U test using IBM SPSS. In comparison to the ATT, the ATMM produces better results in terms of the course-keeping capability and it can be implemented as an algorithm in an integrated bridge navigation system for autonomous ship navigation safety.

It is proposed the description of interface for VHF/MF/HF for simplification of DSC communication for implementation in the frame of conception developments in GMDSS services, applied to Maritime Mobile Services. This interface is realized within its integration with INS by an appropriate way on the base of common communication protocol for all three DSC communication sub bands in standardized and harmonized format and significantly simplifies the DSC user interface. It is very important for application in Maritime services, including GMDSS services, VTS services and SAR service. Suggested approach for improving DSC communication is based on the three main outputs of e-navigation strategic direction development related to the integration of communication and navigation equipment/systems, including standardized mode of operation. Implementation of the standardization demands to include in this integration the satellite AIS system. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents.

The Electronic Chart Display and Information System (ECDIS) became the central navigational tool on modern ships. The system comprises numerous navigational and other components, each of them with its limitations and reliability. Due to ECDIS's revolutionary features, navigators are tempted to place excessive reliance on the system. Such reliance on it as a sole navigational aid is undoubtedly a problematic issue. The proposed paper is a segment of a systematically carried out research among ECDIS stakeholders. ECDIS EHO (Experience, Handling, and Opinion) research aims through research activities based on a user-centred approach to develop and improve the educational framework. The overreliance on the ECDIS system motivated the proposed research, which focused on system users' opinions and practice regarding confirmation of the accuracy of information displayed on ECDIS, particularly concerning positional sensors. Analysis of answers collected by the ECDIS EHO questionnaire represents a backbone of the research supported by previous achievements. The answers have been categorized and discussed, revealing certain worrying aspects referring to the system's positional error experienced by users. Furthermore, preferred methods of cross-checking ECDIS information have been identified and have differed among respondents based on their rank on board. Additionally, answers indicate certain doubts between users’ interpretation of the best confirmation method and the actual selection of the used method. The importance of cross-checking navigational data in avoiding overreliance and maintaining situational awareness has been presented in the conclusion chapter and the proposal for further work.

The publication presents the structure of the agent system, tasked with control of the formation of unmanned port tugboats capable of performing pilot and towing services. The use of autonomous tugboats with installed software was presented with respect to the existing regulations related to Resolution MSC.467 developed by the Maritime Safety Committee (MSC) belonging to the International Maritime Organization (IMO), which creates guidelines for the definition and harmonization of the structure and format of maritime services in the context of e-navigation. The use of a multi-agent system structure enables synergistic cooperation of tugboats carrying out joint port operations, such as: assistance in maneuvers of ships, precision movement of ships and other objects in port areas, monitoring and patrolling of port areas, carrying out ice operations, carrying out inspections of quays, the possibility of assistance in liquidation of petroleum and similar pollutant spills. The paper presents the structure of the agent system and the description of possible scenarios of port operations. The control algorithms and the applied methods of artificial intelligence, such as evolutionary algorithms with elements of fuzzy logic, were discussed. The recorded traffic parameters from the actions carried out in the simulator of the marine navigation environment were presented.

The use of the Automatic Identification System (AIS) devices for ensuring the safety of navigation and the errors occurring when using AIS equipment have been the focus of a number of research studies. The users of AIS equipment installed onboard sea-going vessels are required to familiar with the proper use of the devices and potential errors that may occur. A significant problem revealed in this study is the lack of understanding of potential error sources and the necessity to eliminate such errors prior to transmission of the AIS data message reading of the errors and failure to update the data processed by the AIS system. This results in a hypothesis on the insufficient training of seafarers and their familiarisation with the AIS devices and errors. This research is aimed at increasing the safety of navigation in the Adriatic Sea, as well as other seas, i.e. better accident prevention and protection of human life and material property at sea. The results produced by the research are used as an input for creating a model for enhancing the safety of navigation when using the AIS, through additional training of the seafarers.

This paper has been issued in the framework of the SHERPA project under the Grant Agreement No 287246 with the GSA (European GNSS Agency). This document contains the main technical activities conducted by PANSA in the frame of project’s WP2000. The objectives of WP2000 are: To work towards the implementation of a LPV procedure at each of the scenarios; To develop EGNOS National Implementation Plans, To develop and EGNOS Regional Implementation Plan, To summarise EGNOS expected benefits in a single airport. Specifically, the objectives of this document are technical activities conducted towards the implementation of a LPV procedure in scenario: procedure design, safety assessment, business case, EGNOS service provision requirements. The first step shall be to describe the operational environment at the scenario including the level of ATS provided, CNS equipment, the airport ground equipment, airspace and any procedures in place. The purpose of the operational description is to define the CONOPS specific to the airport. The Final FHA of LPV approaches is based on the Operational Model of LPV approaches in the ECAC Area, which clearly defined nominal operations prior to analyse degraded cases. For each operational action (performed by either system, human operator or jointly in the successive phases of flight), relevant failure modes were identified. Each failure mode was then analysed in turn in terms of examples of causes (to check its validity), operational consequences and mitigations, hazards, rough risk comparison against ILS operations, and when pertinent, recommendations in terms of risk reducing measures to be considered. Safety Case Activities drawn up as part of the SHERPA project was accepted by GSA, EUROCONTROL. At present an algorithm of acting while designing and executing procedures constitutes final approaches according to GNSS.

High level solution S4 of the IMO E-navigation Strategy Implementation Plan provides integration and presentation of available information in graphical displays received via communication equipment. At the same time, the problem of the correct application of digital selective calling (DSC) operational procedures in navigation practice has existed since the introduction of the GMDSS and requires a solution. This problem may be resolved on the base of integration maritime navigation and radiocommunication equipment. The article proposes approach for practical realization of this integration by implementing a SMART (specific, measurable, assignable, realistic, and timely) DSC interface within S4. Using this approach the practical realisation integration of AIS – DSC – Information display was implemented. It makes possible implementation of user-friendly human-machine interface (HMI) for navigator. An experimental prototype of communication graphical interface is designed, which allows effective decision-making on radio communication control/monitoring. The use IEC 61162-1/2 (Maritime navigation and radiocommunication equipment – Digital interfaces) data transfer provides standard inter-module connections and eliminates the negative impact of the equipment diversity from different manufacturers by means uniform HMI implementation.
