The main purpose of this paper was to present the extent of using municipal bonds and to find a statistically significant relationship between the location of a municipality in the macroregion and the use of bonds. The study was carried out in 2017. The basic research tool was a survey questionnaire administered in 606 rural municipalities., and132 surveys were sent back by rural municipalities located across all voivodeships. Approximately 90% of the municipalities surveyed access EU financing, loans and credits while less than 30% issue bonds. This seems to be primarily caused by the municipal authorities’ cautiousness and reluctance to rely on instruments they do not know well. Municipalities located in the north- -western and north-eastern macroregions willingly issued bonds.. Conversely, municipalities located in the eastern and central macroregions are the least interested in these instruments. A chi-squared-based analysis of correlation was performed.
Główne cele pracy to zaprezentowanie stopnia wykorzystania obligacji komunalnych, a także znalezienie związku statystycznie istotnego między położeniem gminy w makroregionie a wykorzystaniem emitowania obligacji. Badania przeprowadzono w 2017 r. Podstawowym narzędziem badawczym był kwestionariusz ankietowy rozesłany do 606 gmin wiejskich. Zwrotnie otrzymano od gmin wiejskich 132 ankiety. Około 90% gmin uczestniczących w badaniu korzystało z dofinansowania z UE, pożyczek i kredytów, a niecałe 30% – z emisji obligacji. Wydaje się, że ważnymi powodami takiego stanu rzeczy są ostrożność gmin oraz niechęć do korzystania z instrumentów, które nie są im dobrze znane. Gminy położone w makroregionie północno-zachodnim i w północno-wschodnim chętnie korzystały z emisji obligacji. Najmniejsze zainteresowanie nimi wykazały gminy z makroregionów wschodniego oraz centralnego. Analizę korelacji przeprowadzono, stosując statystykę chi-kwadrat.

Research background: According to classical labor economics, wage differences among regions of a country that has free-factor mobility should eventually vanish. However, the level of wage inequality among Mexican territories is increasing. The nature and causes of this discrepancy are worth identifying. Purpose of the article: To identify the spatial relationship of wage inequality that existed in the Mexican metropolitan system during the years 2010 and 2015. Methods: We develop a model of wages that considers the interaction between spatial units within a region. Then, we specify a spatial autoregressive model with the average wage per municipality as a dependent variable. This variable is spatially lagged along with other controls such as productivity, schooling, and migration. We combine data from population and economic censuses. Then, we perform a quantile regression to estimate the spatial effect of wage in a region upon quartiles of the wage distribution. Findings & value added: Wage inequality increases within a given region when the average wage increases in one of said region?s municipalities. This phenomenon occurs because in municipalities that are neighbors of the one that enjoys a wage increase, the average wage tends to decrease. The impact is larger in those municipalities whose average wage is in the lower range of the regional wage distribution. Wage inequality is also increased by internal migration and increased productivity. These latter findings are some of the first for Mexico at this aggregation level. A novel aspect of our study is its use of territory as an observation unit for which statistics from population and economic censuses are combined to draw inferences about spatial inequality.

Znaczenie nadwyżki operacyjnej w budżecie jednostek samorządu terytorialnego wzrosło w związku z obowiązywaniem od 2011 roku wymogu równoważenia budżetu bieżącego, a od 2014 roku indywidualnego wskaźnika zadłużenia, wyliczanego na podstawie nadwyżki operacyjnej. Rozwiązania te skutkowały przeformułowaniem gospodarki finansowej tych jednostek. Celem artykułu jest zbadanie na przykładzie województwa wielkopolskiego i lubelskiego, w jakich jednostkach samorządu terytorialnego występuje nadwyżka operacyjna i na co jest przeznaczana. Realizacji wyznaczonego celu posłużyła analiza takich wskaźników, jak średnie dochody i wydatki bieżące oraz wynik operacyjny i wydatki majątkowe. Zostało również przeanalizowane wykorzystanie nadwyżki operacyjnej przez badane jednostki do zaciągania i spłaty zobowiązań.
The importance of the operating surplus in the budget of local government units increased due to the requirement to balance the current budget from 2011, and from 2014 the individual debt index, calculated on the basis of the operating surplus. These solutions resulted in a reformulation of the financial management of these units. The purpose of the article is to examine, on the example of the Wielkopolskie and Lubelskie voivodships, in which local government units the operating surplus is available and for which it is allocated. The implementation of the set objective was used to analyze such indicators as average current income and spending as well as operating result and property spending. The use of the operating surplus by the audited units to incur and repay liabilities was also examined.

Wśród narzędzi stosowanych przez samorządy na rzecz kreowania rozwoju gospodarczego ważne miejsce zajmują instrumenty wydatkowe. Do tej grupy działań zaliczyć można podej-mowaną przez władze gminne działalność inwestycyjną z zakresu infrastruktury technicznej i społecznej. Aktywność inwestycyjna gmin determinowana jest w dużym stopniu uwarunko-waniami finansowymi. Celem artykułu jest ocena możliwości finansowania działalności rozwojowej gmin. Analizą objęto gminy województwa podkarpackiego, charakteryzując ich zdolność finansowania inwesty-cji oraz zakres realizowanej działalności inwestycyjnej, na tle pozostałych polskich gmin. W wyniku analizy wykazano, że potencjał inwestycyjny gmin Podkarpacia pozostawał na poziomie zbliżonym do średniej krajowej. W analizowanym okresie można zauważyć spadek możliwości inwestycyjnych gmin w 2009 roku, a następnie w roku 2012. Spadkom potencjału inwestycyjnego towarzyszyło obniżanie się udziału dochodów własnych w dochodach budżeto-wych gmin. Średni poziom wskaźnika dochodów własnych w gminach Podkarpacia odbiegał znacznie od wartości charakterystycznych dla pozostałych gmin w kraju. Udział wydatków inwe-stycyjnych w wydatkach ogółem, zarówno w gminach Podkarpacia, jak i pozostałych polskich gminach, w latach 2008–2011 wzrastał, natomiast w 2012 roku we wszystkich badanych gminach wystąpił jego znaczący spadek. W badanym okresie przeważająca część gmin korzystała z docho-dów zwrotnych. W związku z finansowaniem wydatków inwestycyjnych w badanym okresie rosło zadłużenie gmin. Jednostki samorządu terytorialnego w Polsce realizując zadania, sięgają coraz częściej do zwrotnych źródeł zasilania finansowego.
Expense means are one of the most important measures taken by local governments to boost economic development. Investing activities undertaken by the municipal authorities in the field of technical and social infrastructure belong to this group. The investment activity of the municipali-ties is largely determined by financial capabilities. The purpose of this article is to assess the possibility of financing the development of munic-ipalities. The analysis included Subcarpathian municipalities, by characterizing their ability to finance investment and the scope of its investment activities compared to other Polish communi-ties. The analysis showed that the investment potential of Subcarpathian municipalities remained close to the national average. Due to the financing of investment expenditure in the considered period indebtedness of municipalities was growing. There’s a significant decline in the municipali-ties investment capabilities In the analyzed period in 2009, then in 2012. The decrease in invest-ment potential was accompanied by decline in the share of own income in the budget revenues of municipalities. The average level of the ratio of own income in Subcarpathian municipalities di-verged significantly from the characteristic values for the other the municipalities in the country. The share of capital expenditure in total expenditure increased, both in the municipalities of Sub-carpathian region, as well as the other Polish municipalities in 2008–2011, while in 2012 all sur-veyed municipalities noticed its significant decrease. In the analyzed period the major part of the municipalities use the feedback income more and more frequently.

Goal – the research is focused on two main goals: 1) study of international experience of inter‑municipal cooperation which is considered together with the widespread trends for consolidation of communities; 2) definition of the ways for inter‑municipal cooperation development in Ukraine on the basis of the best European practices and taking into account the implementation of the territorial organization reform at the present stage. Research methodology – for the realization of the research the methods of synthesis, generalization, comparison, observation as well as other general scientific methods were used. Score/results – various types of inter‑municipal entities created in different countries, their legislative basis, responsibility area, financial resources and other aspects were examined in the context of further implementation of the best foreign models in Ukraine. Originality/value – as a result of the conducted analysis recommendations were elaborated for the more successful development of inter‑municipal cooperation in Ukraine as an efficient way for the solution of local economic problems and sustain‑able development of communities.

The aim of the study is to assess the financial situation of municipalities in Poland in the years 2007–2013. The analysis was carried out by using the following division of municipalities: rural, urban-rural and urban areas (city with district rights were distinguished). Various indicators were used to assess the financial situation of municipalities: total income and own income per inhabitant of municipality, financial independence, the ability to realize the investments, budget outturn and the operating result, debt. Financial situation of polish municipalities worsened in 2007–2013. Both range of financial autonomy of municipalities and investment opportunities decreased. At the same time the financial results worsened and the debt increased. As a result, there has been a reduction of local government investments

Voluntary fire protection in Slovakia currently records development in organizational, financial, professional and legislative terms. The intervention of these fire brigades, the willingness to help others with self-esteem, and the will to learn, is a positive response and interest in their activities among the Fire and Rescue Corps, as well as in the professional and laic public. However, there are still gaps, inconsistencies and inadequate legislative basis for this issue in the field of training of members of voluntary fire brigades. These are the inconsistencies between the content of the basic and the improvement of the training of the members of the fire-fighting units, the area of safety and health at work is no longer reworked within the specialized and cyclical training of members and employees.

The research on territorial reforms on the local level has so far focused on municipal amalgamations. However, less is known about municipal splits – a phenomenon that is less frequent, but that occurred in several European countries in recent decades. This paper deals with municipal splits in Slovakia after 1989, and it examines a set of factors that supported municipalities in their effort to obtain independence. The findings show that the massive wave of splits that began shortly after 1989 was primarily motivated by the aim of reversing the consequences of the amalgamation that had been conducted by the Communist regime. Hence, the question of identity was the main trigger leading to municipal splits. On the other hand, the analysis found that economic factors had only a limited role in the establishing of new municipalities in Slovakia.

The aim of the paper is to assess the impact of the territorial division on the finances and activity of Polish local government units (LGUs). The basis for such an assessment was both an analysis of changes in the administrative division and an analysis of statistical data. The authors have drawn some conclusions concerning changes in the administrative system. The most important recommendation is to decrease the number of local government units, which would lead to reducing disparities in their financial capacity. Although the paper focuses mainly on the basic LGU (municipality), it also mentions the problem of powiats and voivodeships in the current shape.
