Warehouses are crucial infrastructures in supply chains. As a strategic task that would potentially impact various long-term agenda, warehouse location selection becomes an important decision-making process. Due to quantitative and qualitative multiple criteria in selecting alternative warehouse locations, the task becomes a multiple criteria decision-making problem. Current literature offers several approaches to addressing the domain problem. However, the number of factors or criteria considered in the previous works is limited and does not reflect real-life decision-making. In addition, such a problem requires a group decision, with decision-makers having different motivations and value systems. Analysing the varying importance of experts comprising the group would provide insights into how these variations influence the final decision regarding the location. Thus, in this work, we adopted the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) to address a warehouse location decision problem under a significant number of decision criteria in a group decision-making environment. To elucidate the proposed approach, a case study in a product distribution firm was carried out. Findings show that decision-makers in this industry emphasise criteria that maintain the distribution networks more efficiently at minimum cost. Results also reveal that varying priorities of the decision-makers have little impact on the group decision, which implies that their degree of knowledge and expertise is comparable to a certain extent. With the efficiency and tractability of the required computations, the TOPSIS method, as demonstrated in this work, provides a useful, practical tool for decision-makers with limited technical computational expertise in addressing the warehouse location problem.

Opis:
Development trends (Research Trends) in scientific research on the methods of Multiple Criteria Decision Making (MCDM) and Multiple Criteria Decision Analysis (MCDA) in agriculture are analyzed. Established bibliometric techniques are applied. MCDA/MCDM methods are being very intensively developed in recent years, as evidenced by the number of scientific papers published annually in renowned scientific journals indexed in the Web of Science (WoS) database. In the years 1979-2015 a total of 1,355 scientific articles were collected in the database. The number of articles published annually increased rapidly after 2005. Besides, the annual number of citations of the publications is increasing. Research on MCDA/MCDM is conducted in many research areas. In the years 1984-2015 the Web of Science database accumulated 27 scientific publications on MCDA/MCDM in agriculture area. Therefore, it can be concluded that the MCDA/MCDM issues are currently not sufficiently analyzed in relation to agriculture. In the future this subject will probably be further developed, an increasing number of scientists will conduct research on the MCDA/MCDM and the annual number of articles published in the field will increase.

Research background: technology development and its application for human activities - R&D - have been recognized as the basis of economic performance, a source of technological solutions and of high value-added supply both in scientific literature as well as in the strategic documents of the Government and international organizations. In order to ensure the harmonious activity of the institutions engaged in R&D and to reduce the uncertainty of the commercialization of technologies, an advanced tool for verifying decisions on technology development at early stages of commercialization, i.e. an instrument for assessing the commercial potential of technology, is needed. Over the last decade, the analysis of the tools on a global scale led to the unequivocal conclusion - so far developed methodical basis has suffered from lack of maturity for its practical use in business, a need for assessing commercial potential at an early stage of technology commercialization has been ignored, and the assessment of commercial potential has not considered the specificity of high technology. Purpose of the article: This article discusses in detail the preparation and application pro-cesses of the model for assessment the commercial potential of high technologies. Methods: in the model the multiple criteria method is applied the selection of which was determined by the motive related to the goal of assessment - assess the commercial potential of high technologies. Findings & Value added: The essence of scientific novelty embraces the creation of a qualitatively new, original, science-based model for assessing the commercial potential of technologies thus flexibly applying it to assessing different levels of technologies. The original model is based on: the focus on the specificity of high technologies in assessment the commercial potential of technologies; the focus on the early stage of technology commercialization by assessing the commercial potential of technologies; flexibility in the application of the model taking into account the technological level, legal status, opportunity to assess the commercial potential of technologies in different countries and institutions; mathematical calculations based on assessing commercial potential.

Opis:
In this work we shall be concerned with interactive multiple criteria decision making methods. We show how on the technical level the class of reference point methods can be reduced to the class of weight methods. Though methods from these two classes represent two different interactive decision making paradigms, the equivalence observed opens a way for a joint implementation of a pair of methods each representing a different class. This would establish a firm ground for systematic comparison of both classes of methods as well as for hybrid schemes mixing decisional tools specific for each class.

We propose a methodology to support decisions on how to construct rankings of objects which account for decision makers' preferences. As it is not always so that objects to be ranked are known upfront, the methodology is focused on constructing ranking algorithms rather than rankings themselves. The methodology builds on Multiple Criteria Decision Making paradigms. To operationalize it we provide a consistent interactive framework which allows the decision maker to express his preferences with respect to objects directly, with respect to the criteria selection process (multiple criteria model building), and with respect to attributes resulting from the selected criteria. The methodology is illustrated by a numerical example of municipality rankings.

This article presents a model of searching for some resource, e.g. a job, whose value depends on two quantitative traits. The decision maker observes offers in a random order and must accept precisely one offer. Recall of previously observed offers is not possible. It is assumed that the value of an offer is a linear function of these two traits, which come from a bivariate normal distribution. We consider the following four strategy sets: i) the decision on whether to accept an offer is based purely on the first trait, ii) any decision is only made after observing both traits, iii) after observing the first trait, the decision maker can either immediately accept, immediately reject or observe the second trait and then decide, iv) after observing the first trait, the decision maker can either immediately reject or observe the second trait and then decide. The goal of the decision maker is to maximize his expected reward, where the reward is equal to the value of the offer selected minus the search costs. The optimal strategy from each of these four sets is derived. An example is given.

A new methodology for project portfolio scheduling problem has been presented in this paper. This methodology delivers information about project portfolio schedule, which is important for project portfolio managers. The methodology consists of three steps: multiple-criteria mathematical model building, finding non-dominated solutions and choosing one solution from the Pareto set as the final solution. In the first step a multiple-criteria mathematical model for project portfolio scheduling problem is built. Three criteria are considered in the model: the penalty for projects delays minimization, the penalty for resources overusage minimization and NPV maximization. Disadvantage of proposed mathematical model is a big amount of variables, which is J×T×P. In cases when we will have larger projects or larger planning horizon the number of variables will be huge. That is why activities aggregation was proposed. It reduces a number of variables in given model. It also delivers a general information about project portfolio schedule, which is more important for project portfolio managers. In the second step a set of non-dominated solutions is identified by using an elitist evolutionary algorithm. As research shows using an external set with the best solutions in each generation increases an algorithm efficiency. In the third step the LBS procedure is used to identify the final solution. The LBS procedure proposes is a way of learning-oriented interactive search for the best compromise solution for the decision maker. This procedure makes the comparison of non-dominated solution in the decision phase relatively easy. So this step will not burden the decision maker too much. For the future work, the procedure presented in this paper will be applied to the problem described in the section two, and given results will be compared with the current situation in the company.

Creating local cultural tourism products (CTPs) requires the involvement of many entities, e.g., local government units, culture and tourism institutions, non-government organisations, etc., as well as organisational, technical, financial, and human resources. When deciding on a future product venture, it is important to establish visions, goals, or the product’s desired functions common to all these actors. Then, the alternative instances of such CTP need to be designed and examined from the viewpoint of these goals, which may be mutually exclusive due to the various preferences of the actors. Furthermore, despite their importance, these criteria may conflict with, e.g., the tourism policy of local authorities. The issues mentioned above make the decisions regarding creating CTPs very complex and have behavioural, group multiple criteria character. This paper aims to identify the structural elements of creating the best possible CTP promoting local post-industrial heritage in the Czeladź Commune. The specific assumptions, conditions, and criteria are defined to formulate the problem for further consideration using multiple criteria group decision-making (GDM) approaches.
