    In 2018 Student Services Employee Association (Stowarzyszenie Forum Dzieka na-tów) was established. One of its aims is to get involved in a dialogue with organisations and institutions dealing with higher education, in particular with the Ministry of Science and Higher Education as the relevant public authority. In this regard the Association proposed three amendments to the Act of Higher Education and Science in terms of administrative procedure, in particular: notice on initiation of procedure, simplified procedure and silent settlement of case, which were sub-mitted to the Ministry. As a bottomup initiative of student services employees at HEIs, it enables them to get involved in consulting acts on higher education and proposing amendments to these regulations. This role of the Association is significant due to the fact that in many HEIs student services employees have no ability to provide feedback on the regulations that they are executing.

    The article looks at the problem of inadequacy of evaluation procedures used to assess the level of research applied by government institutions (in particular Science Evaluation Committee) to research units (institutes of Polish Academy of Sciences) and university units in relation to the actual research practice of humanities and social sciences. The author concentrates on the negative consequences for these sciences resulting from the application of the promoted model –stemming from the research practice characterising science, biological science and engineering – which consists in presenting research achievements by researchers. One of such evaluation practices distorting the real understanding of research achievements in the field of humanities and social sciences is marginalising the significance of monographs. The author takes a critical view of the new law on science and higher education introduced in 2018. New solutions which the law brought have become a source of problems concerning the accuracy of the assessment of research achievements in these disciplines. The author is particularly critical of the list of publishers imposed by the Ministry of Science and Higher Education. In his opinion this list should be abandoned. He also sees flaws in the compiled list of scientific journals. Still, despite critical remarks expressed by the academic community, the ministry has not relinquished the practice of automatic conversion of scientific achievements into points. In the author’s view, an appropriate solution would be peer review – especially for humanities and social sciences (particularly for the evaluation of the scientific merit of monographs). The article contributes to the discussion on the future shape of evaluation procedure of the quality of research activity which is being prepared by the Ministry of Science and Higher Education and which will come into effect in 2022.

    Artykuł stanowi próbę rozpoznania i eksplikacji zjawiska uniwersytetów dziecięcych w Polsce, traktowanych nie jako moda edukacyjna czy prestiżowy sposób zaznaczania niezwykłości dziecka-słuchacza kursu organizowanego przez szkołę wyższą, ale jako nowoczesna forma tworzenia kapitału naukowego i społecznego. Wywód jest zorganizowany wokół trzech części: pierwsza stanowi analizę wybranych aspektów, składających się na kognitywno-kulturowe tło rozwoju uniwersytetów dziecięcych w Polsce, druga – prezentuje wyniki kwerendy badawczej odnośnie do ich liczebności, struktury i sposobów funkcjonowania, zaś trzecia przybliża założenia ministerialnego programu społecznego, obejmującego wsparcie dla opisywanej działalności.
    The paper is an attempt to identify and explain the phenomenon of children’s universities in Poland, considered not as an educational trend or prestigious way to point out the outstanding features of a child-participant of a course organized by an academic institution, but as a modern form of creating scientific and social capital. Narration is organized around the three parts: the first is the analysis of selected aspects that form cognitive-cultural background of children’s universities development in Poland, second – presents the results of a research carried out on their number, structure and functioning while the third describes the objectives of ministerial social program that involves support for mentioned activities.

    W 2018 r. powstało Stowarzyszenie Forum Dziekanatów, którego jednym z celów jest włączenie się w dialog z organizacjami i instytucjami zajmującymi się szkolnictwem wyższym, a zwłaszcza MNiSW jako właściwym organem administracji publicznej. W tym celu Stowarzyszenie sformułowało trzy propozycje zmian w usta wie Prawo o szkolnictwie wyższym i nauce w kontekście postępowania administracyjnego, w szczególności: zawiadomienia o wszczęciu postępowania, postępowania uproszczonego oraz milczącego załatwienia sprawy, które zostały przekazane do MNiSW. Powstanie Stowarzyszenia jako oddolnej inicjatywy pracowników dziekanatów szkół wyższych oraz innych osób zajmujących się obsługą toku studiów dało im możliwość uczestniczenia w konsultacji w zakresie prawa o szkolnictwie wyższym oraz formułowania postulatów jego zmiany. Jest to szczególnie istotne, biorąc pod uwagę, że na uczelniach pracownicy dziekanatów nie mają możliwości przekazania informacji zwrotnej na temat przepisów, które wykonują.

    According to the Polish Ministry of Science and Higher Education and Polish Central Statistical Office the number of students systematically decreases since 2015. This demographic change was a reason to examine students motivation for undertaking their studies in order to improve educational program and to encourage students to peruse higher education. By approaching the subject of “Motivations for Undertaking Special Education Studies in The Opinion of Students at Pedagogical University of Cracow”, the answers were sought to the three following questions: What were the main reasons for choosing studies at Pedagogical University of Cracow? What motivators played a key role for students while selecting field of studies? What student’s personality traits did mainly influence their choice? Research material was collected basing on a self-designed questionnaire. The group of first-year 54 students year were tested, in which 39% didn’t know which specialization they would choose after a one year. The article’s conclusions present key factors motivating students for undertaking Special Education Studies and explain how personality traits influenced their choice.

    Artykuł przedstawia kluczowe problemy polskiego systemu awansów naukowych przeprowadzanych na uczelniach oraz w instytutach PAS i instytutach badawczych. Idzie o nadawanie – przez uprawnione jednostki naukowe – stopni naukowych: doktora i doktora habilitowanego. Autor, po krótkim przedstawieniu tej problematyki w czasach Polski Ludowej (lata 1945-1989) skupia się na ukazaniu ewolucji – i tej pozytywnej i tej złej, psującej ten system – systemu awansów naukowych. Artykuł odwołuje się (w warstwie „dowodowej”) do podstawowych aktów prawnych (ustaw i rozporządzeń) regulujących funkcjonowanie uczelni wyższych oraz – w szczególności – procedury nadawania stopni naukowych. Zdaniem autora w ostatnich kilkunastu latach zaczęły zachodzić w tym obszarze niepokojące zjawiska, które wymagają podjęcia (ale nie pozbawiających autonomii uczelni) działań usprawniających ten ważny system. Aby to uczynić, potrzebny jest konstruktywny dialog obu stron: państwa i uniwersytetu.
    The paper presents the key problems of the Polish system of academic promotions conducted in higher education institutions and institutes of the Polish Academy of Sciences. The issue discussed is conferring – by legitimate scientific units – scientific degrees of PhD and habilitation (postdoctoral degree). The author, following the presentation of these issues in Poland under communism (1945-1989), focuses on showing the evolution of the system of academic promotions, both a positive and a negative, spoiling the system, one. The paper refers (in its evidence dimension) to fundamental legal acts (laws and regulations) which regulate the functioning of higher education institutions and – in particular – the procedures of academic promotions. In the last decade or so, phenomena have been emerging which raise serious concerns in this field. The phenomena in question require actions which would make the system more efficient (without depriving universities of their autonomy). What is needed is a constructive dialogue between the state and the university.

    Opis:
    The article presents the results of the evaluation of the Polish journals from the history of science, history, philosophy of science, and science of science, based on the “List of journals of the Ministry of Science and Higher Education in Poland 2017 & 2019” and “ICI Journal Master List 2014–2017”. A comment has also been added to these results. The following facts were noted:a) the fact that there is a negative correlation between the journal’s rating in the “List of journals MNiSW 2019” and the journal’s ratings in the “ICI Journal Master List 2014–2017” for journals from the history and history of science;b) the fact that the presence of the journal in the DOAJ does not raise the ministerial rating of the journal;c) the fact that the evaluation of the journal in the Scopus database has not significantly affected the increase in the ministerial rating: the rating depends on the discipline and sub-discipline;d) the fact that journals from the ministerial program “Support for scientific journals 2019–2020” (WCN 2019–2020) and ERIH+ received 20 to 70 points; their ministerial ratings depend on discipline and sub-discipline.In addition, it was hoped that for the good of Polish science, some errors of the “List of journals of the Ministry of Science and Higher Education of the Polish Republic 2019” would be removed in a short time, as some magazines received too low marks (this statement results from a comparison of journals’ achievements, including bibliometric indicators).
    W artykule przedstawiono wyniki ewaluacji czasopism z historii nauki, historii, filozofii nauki oraz naukoznawstwa na podstawie „Wykazu czasopism MNiSW 2017”, „Wykazu czasopism MNiSW  2019” oraz „ICI Journal Master List 2014–2017”. Dodano także komentarz do tych wyników. Zwrócono uwagę na następujące fakty:a) fakt istnienia ujemnej korelacji między oceną czasopisma w „Wykazie czasopism MNiSW 2019” a oceną czasopisma na „ICI Journal Master List 2014–2017” dla czasopism z historii i historii nauki;b) fakt, że obecność czasopisma w DOAJ nie podniosła oceny ministerialnej czasopisma;c) fakt, że ocena czasopisma w bazie danych Scopus nie wpłynęła w znaczący sposób na wzrost oceny ministerialnej: ocena ta zależy od dyscypliny i subdyscypliny;d) fakt, że czasopisma z listy programu ministerialnego „Wsparcie dla czasopism naukowych 2019–2020” (WCN 2019–2020) oraz ERIH+ otrzymały od 20 do 70 punktów; ich ministerialna ocena zależy od dyscypliny i subdyscypliny.Ponadto wyrażono nadzieję, że dla dobra polskiej nauki w krótkim czasie usunięte zostaną pewne błędy „Wykazu czasopism MNiSW 2019”, gdyż niektóre czasopisma otrzymały nieadekwatne oceny (stwierdzenie to wynika z porównania dokonań czasopism, w tym wskaźników bibliometrycznych).
