The third wave of civilization development and information society emerges. Increasingly more often production capacity enables manufacturing goods considerably saturated with modern knowledge to develop into highly advanced technologies. New forms of production developed, including soft ware, media, advertising, consulting, and public relations. Consequently, the stage of relative stabilization comes to its end and threats result from the lack of ability to follow continuous changes.

In the years since Ukraine’s independence, attention has been paid to defense capability of the country, but reforming the national defense sector has been falling behind current needs. The Ukrainian course towards the European community and NATO membership predetermines the advancement of all spheres of public life, including training of officer personnel of the Armed Forces of Ukraine, its education and career progress. The reform of military education requires introducing new academic programs that permit training modern-type officers - military managers, who can constructively interpret theoretical materials, the experience of domestic and foreign scientists and implement them in their practical activities. Against the backdrop of the reform of military education, one of the most important tasks of higher military education involves not only training highly-qualified specialists but also the conformity of their knowledge with international standards that will allow them to be competitive both at the domestic and international labor markets and be compatible with NATO partners. The introduction of practical management experience as management methodology for the relevant system into military medicine will drive the formation of the requirements for organizing the training of specifically qualified personnel. The training of a manager and leader under the dictatorship (authoritarian) principle is passing into history; there is a need for a military manager as a prototype of an intelligent and wise leader. With the advent and expansion of such a control system as management, the following question has arisen sporadically: what is the difference between management and administration? The objective of management is to increase the profitability of business and production activities, i.e., gaining profit. The objective of administration, in particular, state or public, is to regulate social relations, which would be convenient and beneficial to the use of business and all citizens of the state in their day-to-day operations. Management objectives prescribe the features of management methodology which relies on the guiding principle: public administration adopts methodology and action procedure, which is defined by current legislation, and management adopts methodology and action procedure, which is not prohibited by law. Consequently, military administration is close to public administration in terms of the mentioned methodological principle since it is regulated by statutory acts and the system of orders allowed by the relevant laws in force. Thus, heightened attention to the enhancement of military administration is more important than using the terms “military management” and “military manager” within the system of military administration.

The armed forces of NATO, the foundation of military security in the collective and individual sense, have been, for years, constituting the determinants shaping their interoperability and effectiveness. Such actions are taken with varying intensity by all members also in terms of military leadership. The scope and comprehensiveness of these actions mainly oscillate around the perception of leadership in the context of the tool for shaping interpersonal relationships. The goal of the organizational context, which less attention is put to, is the proper section and training of the leaders, who are not accidentally appointed, but were chosen on the basis of a thoughtful process. Therefore, in the area of leadership considered an important organizational phenomenon, a variety of transformations are carried out, which are intended to improve leadership and the units implementing them, so it is used for the benefit of the armed forces. The Polish armed forces have also undertaken such actions. Their scope is to be based on a broad analysis of leadership in conducted in 2018. However, ensuring the optimization of further action requires the recognition of the most significant leadership transformations that have been implemented by the Alliance’sleading armed forces and are a guarantor of substantially higher quality of military leadership. These transformations are described and discussed in this paper.

W artykule przedstawiono charakterystykę wojskowego systemu transportowego w aspekcie wojskowego systemu logistycznego oraz rodzajów sił zbrojnych. Zaprezentowano również charakterystykę wojskowych środków transportu samochodowego, wodnego, powietrznego i rurociągowego. Opisano utrzymanie techniczne w kontekście określeń wojskowych oraz scharakteryzowano wojskowy system utrzymania pojazdów. Na zakończenie sformułowano wnioski dotyczące zasadniczych czynników warunkujących utrzymanie pojazdów, wykorzystania usług zewnętrznych (outsourcingu) w utrzymaniu pojazdów oraz systemów informatycznych wspomagających zarządzanie utrzymaniem.
In the article military transportation system characteristic in aspect of military logistics system and armed forces branches was presented. Characteristics of military means of automotive, water, air and pipeline transport were presented as well. Technical maintenance in aspect of military term was described. Military vehicle maintenance system also was characterized. In conclusion some findings were formulated according to key factors conditioning vehicle maintenance, outsourcing utilization during vehicle maintenance and computerized maintenance management systems.

The term ‘praetorianism’ refers to countries in which the armed forces influence the political system. The army, as an institution, can develop its political power in two ways: in a “direct” and “indirect” fashion. While in the first case the armed forces take control over state institutions, the second is more sublime and is restricted to the building of more concealed methods of influence, such as blackmail. Additionally, the army itself, as the officers are not engaged into politics, shows a high level of political cohesion and military professionalism. Turkey is an example of a country in which a professional army, after decades of acquiring political experience and under favourable conditions, was and still is able to efficiently exert backstage politics. On one side, TSK (Turkish Armed Forces) has developed constitutional and legal means of influencing the government, and on the other, the high public trust in the armed forces allows it to, if necessary, effectively blackmail or even supplant disobedient cabinets.

The article explores soldiers’ participation in process of creating and accepting ordinan- ces and articles of war. It was possible because of existance in army Sejmików – distinct for rittmeisters (Rittmeisters Council) and for the companions from one unit (Banner Council). In the beginning only rittmeisters had an influence over forming the articles of war. From the XVII century also companions could present their will. The acceptance of the officers was necessary to put legal rules into practice. From the nineties of the XVI century we can observe, that commander in chief (Hetman), Jan Zamoyski resigns from knights’ participation and tries, with the help of his own authority and Sejm’ enablement, to create legal rules by his own, without soldiers’ participation. Councils had a much greater authorisation in confederated units, that played a major role in legislation process.

This article attempts to analyze the problems arising at the junction of two social institutions: the army and military families. It shows, in the face of the transformations taking place in the area of family life and in the face of professionalization of the Polish Armed Forces, how complex relationships between these two worlds are created. The article raises the issue of dual loyalty and „greed” of these institutions. A feature that modern family and the army share is the fact that each of these institutions would like to focus the attention and energy of its members and involve them in their actions as much as possible, which would secure their operations. Such a demanding attitude, however, has a negative impact on the performance of social roles outside the institution. The empirical analyses on the topic conclude with the condition and problems of modern military family. They also show how the duties and requirements for the profession of a soldier affect the organization, structure and functions of the family, the course and the rhythm of their life, homely atmosphere, the content and scope of the role played, the manner of satisfying their needs and the lever of the satisfaction. This text is a contribution to further research of the presented issue.

Вивчення роботи військових професіоналів, надісланих у складі місій з передових європейських держав і США до армій країн Європи, Азії, Африки і Латинської Америки, що реформувалися, в останній третині ХIХ – першій третині ХХ ст., неодноразово було об’єктом уваги досліджень професійних істориків. Дослідження інструкторської діяльності воєнних місій у вище зазначений період дозволяє побачити загальні та окремі проблеми історії військової модернізації. Завдяки значному проміжку часу і різним регіонам світу, в яких виконували обов’язки офіцери місій, можна побачити наукові перспективи та проблеми вивчення воєнно-інструкторської діяльності, використовуючи компаративний метод. Порівняння інструкторської діяльності місій із різних країн сприяє аналізу національних військових шкіл. Цей факт, надає вирішального значення роботі воєнних інструкторів. При порівнянні більш чітко простежується регіональна специфіка професійної роботи членів воєнних місій. Порівняльна методика дозволяє завдяки безлічі історичних прикладів простежити еволюцію інструкторської діяльності офіційних воєнних місій в історичній ретроспективі. Чималий проміжок часу дозволяє побачити, що саме і чому залишилося поза межами аналізу в дослідженнях багатьох істориків, і які напрями розглядалися авторами як обов’язкові для вивчення. Дослідження виявляє найбільш вдалі роботи науковців з проблематики, що вивчається. Однією із цілей статті є визначення найважчих напрямів вивчення роботи військових професіоналів зі складу місій у чужих арміях та шляхи їх розкриття. Наукове дослідження є актуальним у зв’язку з постійним інтересом професійних істориків до теми військової модернізації та використання воєнних місій для більш швидких реформ збройних сил у складні періоди розвитку деяких країн.
The study of the work of military professionals sent as part of missions from the advanced European states and the United States to the reformed armies of the countries of Europe, Asia, Africa and Latin America in the last third of the 19th – the first third of the 20th centuries has repeatedly been the focus of research by professional historians. The study of the training activities of military missions at the time under study allows us to see general and particular problems of the history of military modernization. A significant time span and various regions of the world in which mission officers served, allow for the scientific prospects and problems of studying military training activities using a comparative method. Comparison of training activities of missions from different countries contributes to the analysis of national military schools. This factor, along with other causes, has a decisive importance for the work of military instructors. By comparison, the regional specifics of the professional work of members of military missions are more clearly visible. The comparative methodology allows us to trace specifically the evolution of training activities of official military missions in historical retrospect through a set off historical examples. The extensive time span enables us to see what and why in the studies of a number of historians remained outside the scope of analysis, and which are as a reconsidered by the authors as mandatory for study. The study reveals the most successful works of researchers on the issues understudy. One of the aims of the article is to determine the most difficult areas for study the work of military professionals from missions in foreign armies and the ways of their disclosure. The study is relevant due to the constant interest of professional historians in the topic of military modernization and the use of military missions for faster reforms of the armed forces during difficult periods of development in some countries.

Russia’s incumbent government is seeking to prepare the country for permanent warfare conditions and aim at making its Armed Forces at constant readiness level against any foes (for instance, NATO, ISIS, etc.). Transformation of Russian military institutions and structures into level of permanent combat readiness level – creation of National Defence Centre, setting up Special Destination Forces, adoption of new Military Doctrine (December 2014), preparation military planning documents for peaceful time, etc. Russia recently created an Operational-Strategic Command HQs as independent Army Group HQs and its usage as independent Army HQ entities in autonomous regime that make possible to use nuclear strike attack even in convenient warfare operations.

This article analyses the evolution of civil-military relations in Spain from 1923 to 2021. The research defines the role of the military organisation during two authoritarian regimes in the 20th century along with the country's democratic transition. After a historical overview, the military change process known as Experimental Brigade 2035 is selected as a case study to determine whether its origin is civilian or military in nature. The results of the research evidence the civilian influence in budgetary issues and limits in performance. At the same time, the military has a certain autonomy to implement modernisation plans in the framework of assigned competences.

The paper presents a comparative analysis of two documents forming the political basis for the concept of civil-military cooperation (CIMIC) in the North Atlantic Treaty Organisation, namely NATO Military Policy on Civil-Military Cooperation (CIMIC) and Civil-Military Interaction (CMI) no. MC 0411/2, approved on 5 May 2014, and its predecessor entitled NATO Military Policy on Civil-Military Co-operation (CIMIC) no. MC 0411/1, published on 6 July 2001. The analysis of the structure of both documents, their substance and thematic scope as well as their origin and background made it possible to identify the principal directions in the transformation of the CIMIC concept since its beginnings and to present its new elements, mainly the issue of civil-military interaction. The article discusses also the further anticipated directions of changes arising from the assumptions of the new NATO policy for CIMIC and CMI and the progress made so far in operationalising the strategic assumptions contained in MC 0411/2, including in particular the works on a new NATO doctrine concerning CIMIC and CMI.

Military diplomacy can be defined as a set of activities carried out mainly by the representatives of the defence department, as well as other state institutions, aimed at pursuing the foreign policy interests of the state in the field of security and defence policy, and whose actions are based on the use of negotiations and other diplomatic instruments. This meaning differs military diplomacy from some other related phenomena such as gunboat diplomacy or coercive diplomacy. Military diplomacy as such performs several basic functions, which include the following: 1. Gathering and analysing of information on the armed forces and the security situation in the receiving state, 2. Promotion of cooperation, communication and mutual relations between the armed forces of the sending and the receiving state, 3. Organization of working visits of representatives of the defence authorities and of peaceful stay of the military units of the sending state in the receiving state, 4. Support of business contracts with arms and military equipment between the sending and the receiving state, and 5. Representation of the sending state and its armed forces at official ceremonies and other events in the receiving state.

Treści zamieszczone w artykule poparte są analizą literatury oraz obserwacją uczestniczącą, wynikającą z udziału w misji w czasie trwania XIII zmiany Polskiego Kontyngentu Wojskowego.
The publication introduces the concept of total institution which was undertaken by Erving Goffman as part of his studies. He reveals a duality in the understanding of this institution. Something else, that is, when it comes to a military unit in the country and very different to a military base abroad. The authors’ considerations refer to the military base located in Ghazni in Afghanistan. The content of the paper is supported by analysis of the literature on the topic and participant observation, resulting from participation in the mission of the XIII Polish Military Contingent.

The goal of the paper was to present the selected socio-demographic features of Borne Sulinowo, a unique town in Poland, established within the area of the former secret military base of the Soviet Army and never used for non-military purposes before 1993. Borne Sulinowo is located in the north-west, approx. 20 kilometres from Szczecinek town. Before the World War II it had been a German garrison with the Wehrmacht Artillery School and after 1945 the area was taken over by the Soviet Army. The troops were present there until the end of 1992. Once the Soviet soldiers and officers have left the garrison, new Polish inhabitants started to come to Borne Sulinowo and develop the “new” town. That is why the socio-demographic structure of the town in its first 20 years (1993–2013) was peculiar, and so were the factors determining its transformation. The influence of the military past on the structure of Borne Sulinowo population has been shown in the paper. In 2013 the population of Borne Sulinowo consisted of approximately 4900 people; 60% of whom were between 18 and 59 years old. People under 18 made up 18% of the total population, whilst inhabitants over 60–22%. Because of the short Polish history of the town and the lack of traditions, Borne Sulinowo’s citizens are not fully integrated. Most of them came from different regions of Poland, thus having various backgrounds and cultures.

W artykule przedstawiono genezę powstania pojazdów typu MRAP oraz ich zastosowanie w innych armiach. W szczególności skupiono się na używanym od niedawna w wojsku polskim wozie Cougar 4x4, przedstawiając jego charakterystykę techniczną oraz zakres zastosowań. Pojazdy klasy MRAP po raz pierwszy pojawiły się na IV zmianie Polskich Sił Zadaniowych w Islamskiej Republice Afganistanu i opisane w artykule doświadczenia z ich eksploatacji dotyczą tego właśnie okresu. Podjęta także została próba określenia miejsca Cougarów na tle innych środków opancerzonych, będących na wyposażeniu PSZ. Na zakończenie przedstawione zostały perspektywy dalszego zastosowania pojazdów klasy MRAP oraz zaobserwowane kierunki ich rozwoju.
History of MRAP class vehicles development and current deployment in other armies are presented in this paper. Special interest was focused on recently introduced into Polish army vehicle Cougar 4x4 - its technical characteristics as well the spectrum of tasks are disputed. MRAP class vehicles appeared first time in IV shift of Polish Task Forces in Afghanistan so presented here conclusions regard this period. Moreover, the attempt of finding place MRAPs between other armored vehic!es being used in Polish contingent was made. Finally, some observed MRAPs development trends and further perspectives of their deployment are presented.

The article presents the method of analysing the operating process of Star military vehicles in their readiness aspect. The subject of research was the Military Economic Unit, recently created in the Polish Army. Markov processes were applied. A simple 5-state model was built, and the research was made in a discrete, as well as continuous time. The limit probabilities, both for the chain and the time, were estimated. Thanks to Chapman-Kołomogorov-Smoluchowski equations, the long-term projections could be estimated. To ensure of operating processes, correctly object’s permissible transitions from the previous state to the next one were chosen. It was defined based on technical documentation and owned operational knowledge on the considered operating process. The mathematical description of a set of permissible transitions includes a matrix of permissible Si → Sj transitions from the previous state Si (lines) to the next one. The five-state system has possible and forbidden transitions are presented. Graph of permissible transitions for the five-state operation model usage, standby, maintenance, repair, standstill in repair; correlogram for the average duration of the state; evolution of the probability of the Star cars’ staying in the state of usage, standby, maintenance, repair, standstill in repair are presented in the article.

In 2008, before the conflict with Georgia began, no one was able to predict the readiness or effectiveness of the Russian Army. A few years later during the military campaign in Syria, the Russian Armed Forces confirmed their standing as one of the best armies of the world, demonstrating a high level of technical potential and combat training. Between 2008 and 2012 Russia’s military education became one of the best and most prestigious forms of education in Russia. The main purpose of this article is to show the changes that have occurred in the Russian military education since the beginning of military reform (in 2008) to 2012. The main research problem is to answer the question: how have the changes in military education and in the training system strengthened Russia’s military potential?

The system of creating of advances for the Armed Forces of the Slovak republic from the citizens of the Slovak Republic has not been supplemented for more than 10 years. With regard to changes in the security environment as well as potential threats of a nonmilitary nature, the issue of deplorability of armed forces advances becomes a question of the most up-to-date. The fact that, for a long time, there was no exchange and, in particular, the training of advances, the back-ups of the armed forces became unusable for practical deployment. For these reasons, the political leadership of the state has also begun to re-educate and refill the process. The process of renewing training is linked to the adoption of the necessary legislative changes. As shown by the results of the first pilot training project on voluntary training and the forthcoming second year, in addition to an adequate incentive contribution, the issue of national pride and patriotism will also need to be addressed in the future.

Przedmiotem niniejszego artykułu są wybrane zagadnienia z zakresu problematyki szkolnictwa wojskowego w obowiązującym porządku prawnym. Autor dokonał przeglądu regulacji zwracając szczególną uwagę na kompetencje Ministra Obrony Narodowej w odniesieniu do uczelni wojskowych, ich charakter, specyfikę organów oraz prawne aspekty przebiegu kandydackiej służby wojskowej. Uwzględniono obowiązujący stan prawny oraz siatkę pojęciową w postaci definicji legalnych. Stosunkowo krótki czas obowiązywania ustawy z dnia 20 lipca 2018 r. Prawo o szkolnictwie wyższym i nauce regulującej obowiązujące zasady funkcjonowania szkolnictwa wyższego oraz prowadzenia działalności naukowej w pełni uzasadniają potrzebę dokonania analizy odpowiednich przepisów. Należy zaznaczyć, że kluczowym postulatem dla ustawodawcy przy wprowadzaniu kolejnych reform wojskowego szkolnictwa powinno być stworzenie jak najlepszych warunków do permanentnego podnoszenia poziomu badań naukowych oraz dydaktyki z uwzględnieniem aktualnych potrzeb Sił Zbrojnych Rzeczpospolitej Polski.
The subject of this article are selected issues in the field of military education in the current legal system. The author reviewed the regulations paying particular attention to the competences of the Minister of National Defense in relation to military universities, their nature, characteristics of their bodies as well as legal aspects of the course of the candidate military service. The current law and the legal definitions were taken into account. The relatively short period of validity of the Act of 20 July 2018 The Law on Higher Education and Science regulating the binding rules of functioning of higher education and conducting scientific activities fully justify the need to analyze the relevant provisions. It should be noted that the key postulate for the legislator when introducing further reforms of military education should be to create the best conditions for permanent raising of the level of scientific research and didactics, taking into account the current needs of the Armed Forces of the Republic of Poland.

The paper comprises the study of the governmental control over Armed Forces in Ukraine. The principal aim of the present study is to enhance the level of understanding of CMR and to commence a debate and discussion on it among the concerned actors, including civil society, military, insurgents and pro-Russian militants of the so-called Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR), ATO soldiers and ordinary citizens of Ukraine. It explores stateof-the-art notions found in the literature and thoughts of prominent philosophers of CMR. Moreover, the authors intend to disclose the concept of CMR that bridge the gap and strengthen dialogue between the civil society institution(s)/individual(s) and military or armed forces institution(s);specify and delineate the powers and relationships between government, parliament, the defence and internal ministries and the armed forces. It reflects the existing civilian control measures of Armed Forces of Ukraine (UAF) and the legitimacy of the proRussian militants of the Donbas, guaranteed by the peace accord, agreements, and understandings including the Constitution 1996 and Minsk Protocol.

Accurately forecasting the demand of critical stocks is a vital step in the planning of a military operation. Demand prediction techniques, particularly autocorrelated models, have been adopted in the military planning process because a large number of stocks in the military inventory do not have consumption and usage rates per platform (e.g., ship). However, if an impending military operation is (significantly) different from prior campaigns then these prediction models may under or over estimate the demand of critical stocks leading to undesired operational impacts. To address this, we propose an approach to improve the accuracy of demand predictions by combining autocorrelated predictions with cross-correlated demands of items having known per-platform usage rates. We adopt a data mining approach using sequence rule mining to automatically determine crosscorrelated demands by assessing frequently co-occurring usage patterns. Our experiments using a military operational planning system indicate a considerable reduction in the prediction errors across several categories of military supplies.

Military thought and military issues traditionally played an important role in Russia’s history. Even economic, political, social and educational reforms were mainly triggered by the needs related to military issues – preparation for wars or unsuccessful military campaigns of the Russian Empire (between the 17th and 19th centuries against Poland and Ottoman Turks and in the 20th century by Russia’s defeat in the war against Japan). It should be noted that the reforms during the reigns of Peter the Great and Catherine II and also in the 19th century, were introduced under military and external security challenges. In this regard, after the seizure of power, despite their tremendous critics on Tsarist government militarization policies, Bolsheviks hugely relied on military power too. The military affairs were doctrinalized during the Bolsheviks rule for the first time in Russian history. This paper analyzes the military thought in the Russian Empire in the end of the 19th century and its transformation during the first years of Soviet rule in the early 20th century. It also studies discussions among the Soviet political and military elite on theoretical and practical facets of the military and methods of waging war in 1920s as well as explores the creation of the Russian non-linear warfare theory, the only warfare concept of the Soviet Union which is recognized worldwide. The paper concludes that the thought dating back to those periods is also used in contemporary Russia.

This paper presents some remarks on the situation of Poland in NATO. The problem of ‘predictability’ is analysed on the basis of a simple scheme (system, its environment, their interactions). The geopolitical analysis of this dynamic model leads to the conclusion that the future cannot be described as highly predictable, although some long-term scenarios seem to be relatively plausible and may be used in the construction of more realistic global and national/ regional strategies. The results of this analysis suggest global cooperation and regional integration.

Since the beginning of the 1990s, for over a decade, Poland experienced an education boom, springing from social ambitions and the population boost. It is history now. At the beginning of the 21st century this trend started to decline. In accordance with the estimates such a state of affairs can continue until 2025. Higher education institutions do not exist in the void, nor do they operate as islands. Therefore, it should be asked how, under these circumstances, a civil-military higher-level institution, such as the Military Academy of Land Forces (MALF), can be competitive on the demanding education market? Therefore, rational control and coordination of the servicemen’ training process is a very important factor in preparing contemporary Lithuanian Armed Forces. The Lithuanian Military Doctrine (2010) defines training principles of the Lithuanian Armed Forces and is a key document for preparing the military training strategy.

This article provides a short overview of the Parthian military and it tactics, and what were the Roman responses to that and what were the Parthian countermeasures against the Roman methods from ca. 53 BC until AD 224. It also suggests that when the sources claim that the Parthian monarchs fielded massive numbers of cataphract cavalry that we should really accept what these sources state: namely that the entire Parthian cavalry force of Parthia proper was really encased in armour as cataphracts.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.

The article presents views of Florian Zebrzydowski (Hetman of the Crown, Greater Castellan of Lublin) concerning preparedness of castles for defence and the admissibility of their surrender. Zebrzydowski was the first person in the Commonwealth to formulate the need to rebuild castles and to introduce bastion fortification. He stressed that it was important to build field fortifications and to construct provisional tower fortifications next to castles. As far as organizational matters are concerned, he divided the army in such a way that only 10% of soldiers stood guard while maintaining vigilance. Finally, he was critical about his contemporary military practitioners and theoreticians, who considered various circumstances allowing to surrender a fortress. According to the Hetman, the only premise to do so was hunger combined with the lack of possibility to get rescue. Summing up, with reference to the analyzed matter, Florian Zebrzydowski presents the most coherent and rational program among those created by the XVI c. Commonwealth military theoreticians.

History of the Roman army – in a broad sense – was one of the pillars of Géza Alföldy’s scholarly studies and investigations. His inspiring interpretations of various inscriptions had a fundamental impact on the shape of contemporary science. He was particularly interested in such issues as religion of the Roman military, the origins of soldiers, the rules of promotion and the careers of officers with senatorial and equestrian lineage.   The article offers an overview of major studies in history of the Roman army published in the recent years. There is no doubt that many had been inspired by the work and writings of Géza Alföldy. Although it is merely a subjective selection, the list of publications appended to the article attests to the intensity of such research, showing that it truly flourishes.  Strictly speaking, Géza Alföldy did not come up with any novel research problems as far as the Roman military was concerned. He would address those which had been present in science, as it is documented by works of such scholars as  Alfred von Domaszewski, Konrad Kraft, Emil Ritterling, Eric Birley or Arthur and Ernst Stein. Nonetheless, Géza Alföldy understood the essence and appreciated the need to pursue those studies in greater depth while utilizing epigraphy to the broadest possible extent. Quite rightly, he considered inscriptions to be the foremost sources in that respect. Guided by hic saxa loquntur as his motto, Alföldy determined the shape of methodology employed in studies of the Roman army through his work. The ordinary soldiers and officers became genuine individuals, which in a sense enabled one to gain insight into their personal lives, professional careers, family ties, and religious beliefs. Thus far, research in the two first decades of the 21st century follows the same path. It may only be desired that, as a result, the current state of our knowledge will be substantially enriched.

The aim of the article is to study the Ukrainians’ understanding of social collective and individual responsibility in the context of the Russia-Ukraine military conflict. Research methods and materials. Discourse analysis was selected as the most suitable method. The research material was publications and comments posted on Facebook in the period from 24.02.2022 to 15.05.2022 by Ukrainian social media users. Results and discussion. Although in the Ukrainian sector of social networks responsibility for military aggression is undoubtedly seen as collective, it is unequally shared among groups. During sharing of collective responsibility Ukrainians distinct two approaches: 1) all citizens of the aggressor country are equally to blame; 2) citizens of the aggressor country may be related to the crime on different scales, so they have different levels of responsibility. In the view of Ukrainians, the main responsibility should be ascribed to those who can be called a “random collection of individuals.” After the beginning of the Russia-Ukraine military conflict the concept of personal responsibility has been losing its meaning, and the relationship between an individual, social group and society as a whole is prioritized by collective responsibility. Herewith, it is not the culpable event or action that is emphasized, but the “metaphysical guilt” that is imposed on all citizens of the aggressor country on the basis of membership in a “vicious” community.

This is the second part of a review of equipment in hands of Muslim states armies. It includes the Muslim states of the Middle East, Turkestan and Southern Asia, as well as the Muslim states of the Balkans. This review should serve for future powernomics ratings and for creation of geopolitical scenarios. The information and data concerning Muslim states armies which are included in the paper, were supplemented by verified data on armament industries in these countries. In conclusion, after presentation of contemporary state of the military affairs the possible future scenarios and the future probable geopolitical interactions have been suggested. They were presented on both the civilizational level and the regional one.

National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

Bartłomiej Nowodworski’s project of military training for nobility In modern Polish Republic there appeared a number of projects postulating the creation of a new military training system. Many political writers urged for the need to open a school for knights. One of the most interesting projects for training and maintenance of cadets for the so-called foreign  contingent was designed by Bartłomiej Nowodworski, a famous knight of Malta and courtier of Sigismund III Vasa. Due to its interesting character the project is worth presenting to a wider circle of historians. Initially Nowodworski presented his concept during local gatherings of the nobility. In 1611 he presented his project during Warsaw Sejm. The project was undoubtedly inspired by the long and painstaking siege of Smolensk, in which Nowodwroski took an active part and during which he could see for himself inadequate preparation of Polish military forces for the execution of regular modern siege operations. W artykule przedstawiono zasady funkcjonowania systemu obsługiwania sprzętu wojskowego oraz możliwości i metody przeorganizowania systemu w kierunku zwiększenia efektywności jego działania, większej elastyczności na pojawiające się zakłócenia w systemie. Skutkiem zmian powinno być obniżenie kosztów utrzymania systemu oraz zwiększenie zakresu gromadzonej informacji dotyczącej historii napraw, przy jednoczesnym zoptymalizowaniu ilości personelu niezbędnego do utrzymania właściwego funkcjonowania systemu w przedsiębiorstwie – w tym przypadku jednostce transportowej.
In presented article rough outline of military vehicle maintenance system and ability of development maintenance system was depicted in way allowing getting better effectiveness, higher flexibility of system in case of some disturbances concurrently declining cost generated by system. Moreover it was shown how to collect wide information regarding data of vehicle repairing and simultaneously optimizing the number of personnel necessary to keep system the most effective condition – in this case transportation unit.

Background: The current research brings up the perspective of security-critical information systems in shared parameter databases in the context of processing sensitive data at Finnish Naval Warfare Centre. It refers to the environment of isolated military war gaming simulation and modeling systems. The research problem is: How to make an optimal solution for data distribution in different military war gaming simulation and modeling software? Objectives: The objective is to create a single shared database usable with different detail level software, e.g. high-level scenario simulation, technical system-of-system simulations, and system-level physical simulations. Methods: The methods are modeling, simulation and operation analysis. The approach is inductive, the strategy is a qualitative case study and the data collection was implemented by exploring database models and their combinations. The integration was implemented in an object-relational database management system (ORDBMS), PostgreSQL. Results: The shared database led to efficient access to simulation parameters, more straightforward system integration and improved scalability. Conclusions: The results of modeling and simulation indicated that the integration is possible to implement.

Objectives Generally, operational military duties are associated with a variety of stressors, such as prolonged physical activity (PA). However, limited information is available on the occupational workload or changes in PA during international military operations. Thus, the aim of the study was to investigate the changes in body composition, stress biomarkers, PA, and heart rate (HR) responses of 79 male soldiers during a 6-month international crisis management operation. Material and Methods Measurements were conducted 3 times in South-Lebanon during the operation. Body composition was assessed by the bioelectrical impedance method. Blood samples were analyzed for serum testosterone, sex-hormone binding globulin (SHBG), cortisol and insulin-like growth factor. Saliva sampling was used for analyzing stress biomarkers, cortisol and α-amylase. Heart rate and physical activity were monitored by a recordable belt and tri-axial accelerometer, respectively. Results Increases in muscle mass (39.2±4.1 vs. 39.5±4.2 kg, p < 0.05) and testosterone (15.9±4.6 vs. 17.2±4 nmol/l, p < 0.01), and reductions in PA variables (e.g., daily step count 9472±2547 vs. 8321±2720, p < 0.05) were observed during the first half (i.e., PRE-MID) of the study. The increase in muscle mass remained significant during the latter half (PRE-POST, 39.2±4.1 vs. 39.6±4.4 kg, p < 0.05), but also fat mass increased (MID-POST, 10.6±4.6 vs. 11.0±4.7 kg, p < 0.05) while SHBG (MID-POST, 31.8±12.1 vs. 26.6±13.2 nmol/l, p < 0.01) and cortisol (MID-POST, 445±116 vs. 400±123 nmol/l, p < 0.05) decreased. With the exception of increased concentration of salivary α-amylase (PRE-POST, 36.5±33.7 vs. 55.1±39.7 U/ml), the acute stress biomarkers and HR responses remained unchanged. Furthermore, the low quantity of PA, low HR values and subjective ratings of exertion refer to rather light physical workload. Conclusions Due to the operatively calm nature of the working environment, the present soldiers did not express any significant signs of physical overload during the study period. The history of the development of military aeronautical charts began immediately before the First World War. The first charts created at that time did not differ much from topographic maps. Air planes were fairly slow back then and had a small range of action, which meant that the charts were developed at the scale of 1:200,000. When speed of aircraft increased, it soon turned out that this scale was too large. Therefore, many countries began to create charts with smaller scales: 1:300,000 and 1:500,000. The International Map of the World 1:1,000,000 (IMW) was frequently used for continental flights prior to the outbreak of the Second World War, while 1:3,500,000 and 1:5,000,000 maps were commonly used for intercontinental flights. The Second World War brought a breakthrough in the field of aeronautical chart development, especially after 7 December 1941, when the USA entered into the war. The Americans created more than 6000 map sheets and published more than 100 million copies, which covered all continents. In their cartographic endeavours, they were aided foremost by the Brits. On the other hand, the Third Reich had more than 1,500 officers and about 15,000 soldiers and civil servants involved in the development of maps and other geographic publications during the Second World War. What is more, the Reich employed local cartographers and made use of local source materials in all the countries it occupied. The Germans introduced one new element to the aeronautical charts – the printed reference grid which made it easier to command its air force. The experience gained during the Second World War and local conflicts was for the United States an impulse to undertake work on the standardization of the development of aeronautical charts. Initially, standardization work concerned only aeronautical charts issued by the US, but after the establishment of NATO, standardization began to be applied to all countries entering the Alliance. The currently binding NATO STANAGs (Standardization Agreements) distinguish between operational charts and special low-flight charts. The charts are developed in the WGS-84 coordinate system, where the WGS-84 ellipsoid of rotation is the reference surface. The cylindrical transverse Mercator projection was used for the scale of 1:250,000, while the conformal conic projection was used for other scales. The first aeronautical charts issued at the beginning of the 20th century contained only a dozen or so special symbols concerning charts’ navigational content, whereas currently the number of symbols and abbreviations found on such charts exceeds one hundred. The updating documents are published every 28 days in order to ensure that aeronautical charts remain up-to-date between releases of their subsequent editions. It concerns foremost aerial obstacles and air traffic zones. The aeronautical charts published by NATO have scales between 1:50,000 and 1:500,000 and the printed Military Grid Reference System (MGRS), while the aeronautical charts at scales between 1:250,000 and 1:2,000,000 contain the World Geographic Reference System (GEOREF). Nowadays, modern military air planes are characterised by their exceptional combat capabilities in terms of speed, range and manoeuvrability. Aside from aircraft, contemporary armed forces make increasingly frequent use of aerial robots, drones and unmanned cruise missiles. This is why, there has been a noticeable increase, especially in NATO, in the amount of work devoted to the standardization and development of aeronautical charts, as well as deepening of knowledge of navigation and aeronautical information.

W artykule przedstawiono charakterystyki cyklu życia uzbrojenia i sprzętu wojskowego oraz jego uwarunkowania. W poszczególnych etapach tego cyklu przedstawiono charakterystyki formalne i uwarunkowania ekonomiczne. Istotnym zagadnieniem systemowym, to dystrybucja parametrów potrzebnych do wyznaczania zależności ekonomicznych. W tym celu zaproponowano strukturę systemu informatycznego, umożliwiającego identyfikację i ocenę parametrów ekonomicznych.
Main characteristics and conditions for weapon systems life cycle are presented in the paper. There are presented formal characteristics and economical conditions for particular stages of life cycle. The distribution of parameters needed for determination of economical dependencies is an important issue of the system. To provide this an IT system is proposed for identification and evaluation of economical parameters.

The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act “Law on higher education” of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.

The article presents tasks and responsibilities realized by the Military Gendarmerie. The article aims at identifying pro defense activities compatible with obligations executed in order to maintain cooperation and shaping pro defense attitudes of society. For that reason, selected survey results regarding pro defense activities practically executed by the Military Gendarmerie are discussed. Research methods of educational character including a questionnaire, analysis of literature and research results, which constitute substantive grounds for training students at the Military Gendarmerie Training Center, are also applied.

Artykuł ma na celu, zwrócenie uwagi na potrzebę wprowadzenia do programów kształcenia i szkolenia wszystkich szczebli dowodzenia, tematyki związanej z przywództwem i możliwościami jego stosowania. Zintegrowane szkolenia kursowe mogą być jednym z rozwiązań, tak jak to się dzieje w armiach sojuszniczych. Uzyskanie pozytywnej opinii stanowiłoby przepustkę do obejmowania coraz wyższych stanowisk dowódczych lub skierowania do pracy sztabowej. Jednakże podstawą rozpoczęcia szkolenia jest wypracowanie odpowiedniego modelu przywództwa, adekwatnego do zadań stawianych przyszłemu dowódcy w zmieniających się warunkach otoczenia. Do dzisiaj czerpiemy ze wzorców sojuszniczych nie wprowadzając własnych rozwiązań, być może artykuł przyczyni się do głębszego spojrzenia na problem i wprowadzenia zmian.
The ongoing professionalization of the Polish Armed Forces as well as the completion of tasks abroad necessitate redefinition of the current process of troops commanding and training, particularly at the lowest tactical level. The decentralisation of command processes, the saturation of the battlefield with state-of-the-art assets supporting command processes and “personal contact” between a superior and his/her subordinate require full decision-making and an ability to select the right tools to lead in a particular situation. This is the only way to ensure that tasks are carried out at a high level, efficiently and according to the objectives set. Looking into the future, a commander needs to be provided with a certain degree of freedom while feeling the responsibility he/she is shouldering. The specification of these conditions in conjunction with appropriate cohesive education and practical training at all command levels will increase its creativity and allow a military organisation to smoothly respond to new challenges and threats.
