The article presents migration as a threat to international security in the 21st century. The first part presents the problem of people migrating to Europe, including third-country nationals. It is shown that uncontrolled mass migration has forced European countries to provide budget, shelter and counselling for migrants. Furthermore, there were many cases when migration met with disapproval of indigenous people and fear of the impossibility of integrating different cultures and customs. European Union has introduced financial tools to support member countries in financing migration-related problems including the Asylum, Migration and Integration Fund; and the Internal Security Fund. The article also mentions the European immigration policy adopted in 1999. The second part of the article refers to negative effects of migration: trafficking in human beings and forced labour. It is shown that they are widely practiced. To eliminate illegal activities, actions, which the author describes, are being taken within Europe. Polish people have also experienced trafficking in human beings and forced labour abroad. Such crimes have been reported within Poland as well. Finally the author states that the security of the European Union is threatened not only by external migrants, but also by citizens who migrate internally.

The aim of the article is to attempt to identify the state of, and prospects for, the development of the common policy of the European Union regarding legal migration from third countries. The subject of interest is, above all, legal economic migration, which is crucial from the perspective of certain demographic processes taking place in the EU, the changes and needs of the Community's labour market, and the challenges posed by the digital transformation. The adopted hypothesis assumes that, within the framework of EU migration and asylum policy, policy as regards legal economic migration is still an underdeveloped area and remains in the hands of individual Member States. Initiatives undertaken in this area remain overshadowed by the main focus of the common migration and asylum policy, namely the development of a common asylum system and the prevention of irregular migration. Policy regarding legal economic migration in the near future will mainly be created by Member States and play out on the domestic stage due to the lack of direct motivation for its development at the Community level. In this case, the strength of particular stakeholders' interests is not balanced out by any direct and easily identifiable benefits to be gained from the adopted common solutions.

In this article the remittance behavior of Polish immigrants to the UK and Ireland is studied. Macro and micro datasets allow to observe this phenomenon from both global and individual perspective. The magnitude of remittances is shown in the first part of the paper. In the second part, theories explaining motivations to remit are presented. This is followed by empirical analysis of decision to remit (who is more probable to remit?) and size of transfers (who will remit more?) on the example of Polish migrants to the UK and Ireland.

The aim of the article is to provide a general overview of main issues related to contemporary migration processes. In the first section, the author introduces definitions and discusses methodological challenges related to migration studies. Next, the brief history of migration and modern migration trends are presented. Although the phenomenon of migration has been a constant in human history, academics identify some patterns which have been characterizing migration only since 1945, including its globalization, acceleration, differentiation and politicization. The last section covers three generations of migration theory, namely ‘push‑pull’ theories, the centre–periphery model and the theory of transnational social spaces.

The article analyses the conclusions of the European Council in the years 2011–2017 from the perspective of the implementation of the so-called principle of migration security priority in the area of EU’s return and asylum policy. In accordance with the theses of the current article, there exists an overarching principle of migration security priority, which is applicable at the level of the shaping of EU’s migration policy, whereas the European Council has a real infl uence on the shape and directions of the development of EU’s migration policy. In actual fact, the European Council performs the function of the creator within the sphere of asylum and return policy – develops programme guidelines, provides solutions to problems and proposes possible changes in the instruments of the law. The article presents the results of an in-depth analysis of the conclusions of the European Council with regard to the management of migration processes in the era of the migration crisis, which escalated in April 2015.

Key theories of international migrations: overview, critique and perspectivesThe article aims at critical review of the key theories of international migration. The starting point is the assumption that a critical review of theoretical literature is a necessary component of the research process, especially regarding such rapidly growing field as migration studies. The authors analyze the most important theories developed in migration studies (economic theories, structural-historical theories, migration networks and transnationalism) by pointing out their historical contexts, drawbacks and limitations. At the same time they indicate the new research perspectives, which include relations between migration theory and a broader social context as well as the dialectic of mobility and immobility. Główne teorie migracji międzynarodowych: przegląd, krytyka, perspektywyArtykuł ma na celu krytyczny przegląd głównych teorii migracji międzynarodowych. Punktem wyjścia jest założenie, że krytyczne przeglądy teoretycznej literatury stanowią niezbędny element procesu badawczego, zwłaszcza w tak żywiołowo rozwijającej się dziedzinie jak studia migracyjne. Autorzy analizują najważniejsze koncepcje wypracowane w ramach badań migracyjnych: teorie ekonomiczne, strukturalno-historyczne, sieci migracyjnych i transnacjonalizmu. This paper has been focused on the migration flow changes due to the economic factors, comparing differences and similitudes of two European countries with different migration antecedents and circumstances. Thus, Spain has been a traditional host country for economic migrants and Poland has been traditionally considered a sending or transit country, but after the economic collapse these roles have changed and Spain is involved in a severe economic downturn meanwhile Poland has continued to grow economically, therefore it has supposed several changes on the attractiveness of these countries from the perspective of migration. Through the analysis and comparison of international statistics about economic factors for migration this research has examined the evolution, effects and extension of current changes on migration flow of two countries of Europe with different economic situation that is affecting their future migration tendencies. The results have shown that 1) Changes on the economics factors are immediately reflected on the migration flow; 2) the deterioration of these factors in Spain has changed its status as destination country to a country with increasing emigration 3) opposite circumstances have declined the higher migration of Poland, but further investment in Research and Development should be necessary to maintain the economic development.

    The aim of this study is to identify the scale of Polish emigration of elderly residents in the twenty-first century. At the outset presented in the literature developed concepts explaining the mechanisms of migration of seniors. Analyzing the actual movement of seniors, the focus was mostly on the scale of emigration, and the main directions of movements. The analysis was based on data on permanent emigration from the country in the years 2002-2013 are available on the Central Statistical Office. The result of the analysis indicate that older Poles are small, relatively stable in recent years, the proportion of immigrants. Migrants seniors are most often those who are married, characterized by a low level of education.  
  Celem niniejszego opracowania jest rozpoznanie skali emigracji starszych mieszkańców Polski w XXI wieku. Na wstępie przedstawiono wypracowane w literaturze przedmiotu koncepcje wyjaśniające mechanizmy migracji seniorów. Analizując rzeczywiste przemieszczenia seniorów, skupiono się głównie na pokazaniu skali emigracji oraz głównych kierunków przemieszczeń. Analiza została oparta o dane dotyczące emigracji na stałe z kraju w latach 2002-2013 dostępnych na stronie Głównego Urzędu Statystycznego (GUS). Wynik analizy wskazują, że starsi Polacy stanowią niewielki, względnie stały w ostatnich latach odsetek emigrantów. Emigrującu seniorzy to najczęściej osoby będące w związkach małżeńskich, charakteryzujący się niskim poziomem wykształcenia. Słowa kluczowe: migracje osób starszych, demografia, emigracja

The main aim of the study is to show the influence of migration on the dynamics of the real growth of population in all the 16 present-day voivodeships, with a division into urban and rural areas. Only definitive (permanent) internal and interna- tional (foreign) migrations were taken into consideration here. Since migration is a two- directional movement − inflow (immigration) to a given territory and outflow (emigra- tion) from the former place of residence − we dealt here both with newcomers (incoming population, immigrants) to the territory of all 16 voivodeships and with the population leaving given voivodeships permanently. A particularly detailed analysis was applied to net migrations or migration balances.

The migration crisis of 2015 has left its mark on many EU countries. Some, such as Greece or Spain, were countries on the front line. Others, namely Germany, Great Britain, and Sweden became destination countries for many newcomers. Some, like the countries of the Visegrad Group, opposed the actions and decisions of the EU made in the face of the crisis. European solidarity has become a big question mark and we can observe a serious upsetting of the whole integration project which is, of course, up for discussion. This state of affairs consisted of the attitudes towards the crises of such countries as Poland or Hungary, here anti-immigration and populist parties came to power, creating a vision of flexible solidarity on the European political scene. The purpose of this article is to analyse the Polish migration policy, show the direction of the changes in its construction along with the change of government and the societal reaction to strangers, as a direct result of actions taken by the ruling parties. It is important to understand the political, economic and social context of the changes occurring in the social consciousness and to attempt to formulate a forecast for the future.

The aim of the study is to present the phenomenon of population migration and migration policy as part of the state’s economic policy based on the example of OECD (Organization for Economic Cooperation and Development) countries, with particular emphasis on the area of migration policy, which is border control and related illegal migration. The temporal scope of the empirical analysis covers the period 1990-2016. The article consists of four main parts. The discussion began with a presentation of the balance of migration, the scale and dynamics of population immigration in OECD countries. Furthermore, the significance, areas and process of shaping migration policy as a part of the economic policy of the country are presented. Then, it focused on the migration policy in the area of border control in OECD countries. The discussion was crowned with the conclusions that followed.

The article discusses the characteristics of the Ukrainian labour migration to Poland. The author tries to answer the question of why it is so difficult to estimate the actual number of Ukrainians working in Poland. The first section provides a brief overview of available data and estimates. The following sections focus on selected elements of the migration patterns which cause difficulties in estimating the size of the population of Ukrainian workers. The analyses concern, inter alia, the imperfection of the system of employers’ declarations, alternative channels of legalization of stay, the temporality of migration, preferred job search and remittances sending methods, and the specificity of the main sectors of employment.

Migration is a mass phenomenon of our time, a permanent phenomenon which takes many forms, affects all continents and all countries. This phenomenon is one of the most important social and international issues of the modern world. In this context, the Russian Federation is not free from problems arising from migration processes. Migration policy of the Russian Federation is a very important part of that country’s geopolitical game. Location Russia between the European Union and China creates considerable scope to influence the shape of migration processes not only regional but also global. Russia has become a country of immigration. There are two very important aspects in the migration policy of Russia: the internal and external aspects. The internal aspect relates to such phenomena as the fight against the demographic crisis and related deficits in the labor market, national and religious revival of ethnic groups living in Russia, the low level of social integration of immigrants. In terms of external migration policy is treated as an instrument of pressure on the countries of the former Soviet Union, a way of shaping relations with China and the element of national security. Russian migration policy is an active instrument for solving problems within the country, as well as a very important foreign policy wizard. Pejorative side of this policy is that it is planned from above, without taking into account the needs and nature of various Russian regions.

Furthermore, this text points out that the phenomena of globalization and democratization have affected the population movement and caused new patterns of contemporary migration. The European Union is a great example of cooperation between different countries in order to realize the principle of free population movement, which was put to the test over past years. Additionally, this article characterizes the Polish migration, especially the inflow of immigrants to Poland. Poland has become an emigration and an attractive immigration country. This text revels also the consequences of migration in modern Europe.

This article provides a detailed review of the ethnosurvey, a research methodology that has been widely applied to the study of migration for almost four decades. We focus on the application of ethnosurvey methods in Mexico and Poland, drawing on studies done in the former country since the early 1980s and, in the latter, since the early 1990s (including several post-2004 examples). The second case is particularly relevant for our analysis as it refers to a number of novel migration forms that have been identified in Central and Eastern Europe in the post-1989 transition period. Drawing on these studies, we consider the advantages and disadvantages of the ethnosurvey as a research tool for studying international migration. Its advantages include its multilevel design, blend of qualitative and quantitative methods, reliance on retrospective life histories and multisited data collection strategy. These features yield a rich database that has enabled researchers to capture circular, irregular, short-term and sequential movements. Its disadvantages primarily stem from its hybrid sampling strategy, which necessarily places limits on estimation and generalisability and on the technical challenges of parallel sampling in communities of both origin and destination. Here we argue that the ethnosurvey was never proposed and should not be taken as a universal methodology applicable in all circumstances. Rather it represents a specialised tool which, when correctly applied under the right conditions, can be extremely useful in revealing the social and economic mechanisms that underlie human mobility, thus yielding a fuller understanding of international migration’s complex causes and diverse consequences in both sending and receiving societies.

As a process of broadening the security category, securitisation is used to draw attention to urgent and existential threats that cannot be resolved through ordinary political decisions. It presupposes the authorisation of extraordinary measures as long as they are accepted by the “audience” (the elite or society as a whole). Due to the growing importance of these processes, more and more objections and doubts have been formulated towards the theory of securitisation regarding, inter alia, the morality of these processes, including the intentions of securitising actors (just or unjust securitisation). This article presents case studies on the Poland’s migration policy, in which securitisation movements reinforced social mobilisation by referring to the category of security. The methodological framework of the securitisation theory and the just securitisation theory have been implemented. The presented results indicate that in the process of extending the security category, it is important to study the intentions of securitising actors and the existential dimension of the reported threats due to the power of influence and the effects of securitisation measures.

Bulgaria’s European Union accession in 2007 turned the country’s citizens from third-country nationals with restricted mobility rights into EU citizens with rights to free movement within the EU. Economic rights were restricted for seven years by transitional periods in the free movement of workers. This article explores changes in the Bulgarian migration pattern to Germany after 2007 in the specific context of free movement with restricted freedom to work, and analyses the extent to which those changes can be related to that particular regime. Starting from this point, Bulgarian migration patterns to Germany are overviewed and a periodisation of migration since the World War II is suggested. Changes in the dynamics, forms and composition of migration after EU accession in 2007 are analysed, based on administrative data and a small-scale survey among Bulgarian migrants in Hamburg. Both the administrative data and the survey results provide empirical grounding for a plausible relation between EU accession and migration patterns. The scale of migration has increased and more temporary migration has taken place. However, the rise of migration can be attributed not only to new migration from Bulgaria but also, to a large extent, to a redirection of migration flows from other destination countries and the legalisation of irregular migrants. Circular migration has lost to a great extent relevance which could be plausibly explained by changed migration strategies under a regime of free movement. Despite transitional periods in the free movement of workers, labour migration has become a predominant form of mobility. Transitional periods did not prevent migrants from moving to Germany but, given the reduced labour market opportunities, may have hampered their successful labour market integration.

In the post-communist era, the European migration space changed significantly. It has become characterised predominantly by temporary labour migration and new forms of circular, return and onward migration which are collectively theorised as ‘liquid’. The 2004/2007 eastward expansion of the EU resulted in the re-emergence of large-scale East-West intra-EU migration; however, Czechia continues to have one of the lowest levels of emigration among EU member-states in Central and Eastern Europe (CEE). This article analyses Czech migration to New Zealand, which constitutes a considerable portion of overall Czech emigration. It is hypothesised that this flow can be understood as an example of ‘liquid’ migration beyond the EU to a distant settler society. Data from Immigration New Zealand and Stats NZ are examined to identify the trends, patterns and sociodemographic profile of Czech-to-New Zealand migration; other secondary sources provide a preliminary sketch of the motivations behind (and lived experiences of) Czech migrants in New Zealand. The study finds that this migration is increasing – mostly for temporary work, holidaying or visiting friends and relatives – and one of the largest, youngest and most recently arrived migrant groups from the CEE EU-10 countries. It is concluded that Czechia’s comparatively high standard of living may be an explanatory factor behind the relatively large flow of its people to New Zealand and that further qualitative investigation is needed to elucidate the motivations and diverse experiences of individual Czech migrants. The article ultimately contributes to comparative migration studies by exploring a potentially unique case of liquid migration to a traditional settler society.

Migrations constitute nowadays important and actual problem. The subject of the study are internal migrations among subregions (NUTS3) in province slaskie, considered from the spatial point of view. There are applied econometric migration models, i.e. gravitation and distance models, for inflow as well as for outflow of the migrants in subregions; an attempt was undertaken to indicate the factors influencing the level of migration in the province. It turned out that the most important factor for migrants flow are distances among the subregions. Unemployment rate in subregions seemed to hinder the migration processes while high level of wages and incomes stimulated them. Positive balance of migration was characteristic for low industrialized subregions, located in the periphery of the province, while in subregions of high level of industry the migration balance was negative.

Social distances are shortening in contemporary European Union by easier and cheaper travelling, increasing language skills and as a consequence, migration rates are growing. On the other hand, despite the spreading of virtual communities, participation and activity in these communities has become more and more common in our everyday life but civic publicity is still not a part of the discourse thus it cannot have any influence on migration related decisions. Moreover, virtual communities cannot give real integrity in every aspect. We researched migration outflows from Hungary with university communities to find out whether a personal connection or a stronger cohesion could result a shift in influential mechanism of information on human attitudes. Chain migration is motivated by many reasons and in our viewpoint gathering more information about possibilities and other circumstances of migration is not enough to extend the limits on emotional level. These fears would mean the limitation of migration potential and the possibility of further growth in the future.

This article presents the main recent developments in migration trends to and from Belarus. It studies these trends via the migration systems theory lenses, according to which Belarus belongs to the Eurasian migration system. The most significant migration flows are directed towards Russia, due to the existence of the Union State. However, over the last decade, Belarusian statistics have shown a gradual transformation in the direction of these migration flows. After the recession in Russia in 2015, the number of emigrants from Belarus to EU countries increased. The most significant changes have occurred in the migration dynamics between Belarus and Poland and Lithuania. The existence of the Pole’s Card makes it more difficult to measure the number of Belarusian immigrants in Poland, therefore, I provide a comparative analysis of Belarusian and Polish statistics in order to show a more realistic picture of the number and structure of Belarusian emigrants and the problem of underestimation in the sending country. Particular attention is paid to the consequences of the political situation in Belarus after 2020; this has become an additional push factor for emigrants and may also lead to a further reduction of Belarusian migratory links within the Eurasian migration system. Thus, the statistics for 2021 show a significant increase in the number of Belarusian emigrants to the EU, while emigration to Russia has remained at the same level.

The phenomenon of Italian migration is characterized by a clear caesura, which makes Italy a country with a long history of emigration and a much shorter experience of immigration. The mid-1970s are considered a breakthrough, when the zero-migration balance was recorded for the first time. The growing wave of arriving foreigners forced the rulers to change the current immigration policy, which rarely responded to the needs of both foreigners and citizens of the Republic. Subsequent laws, usually created in extraordinary circumstances, were also subject to the process of alternating power. Lack of legislative continuity and insufficient social integration gave birth to additional tensions around the observed influx of refugees. In this situation, it seems that the management of the migration crisis is no longer the responsibility of a single nation, but should be an action taken at the level of solutions of the European community.

Deutschland ist ein Land mit einer langen Migrationsgeschichte. Im Laufe der Jahre hat sich eine multikulturelle Gesellschaft entwickelt, die das Leben in der Bundes- republik prägt. Dieser Artikel verwendet statistische Daten, um die Migrationssituation des Landes zu signalisieren. Daher werden sowohl das Ausmaß der Migration nach Deutschland als auch nationale Unterschiede zwischen Migranten dargestellt. Die Folgen der Migration für Deutschland werden getrennt nach wirtschaftlichen, religiösen und kulturellen Faktoren dargestellt. Die Bewertung der Migration gestalltet sich recht schwierig, da sie je nach dem untersuchten Gebiet bzw. Bereich unterschiedlich darstellt. In allen Sektoren - wirtschaftlich, kulturell und sozial - gibt es sowohl positive als auch negative Folgen der Migration.
Germany is a country with a long migration history. Over the years, a multicultural society has formed that shapes life in the Federal Republic. This article uses statistical data to signal the country’s migration situation. Thus, both the extent of immigration to Germany and the national differences of migrants are presented. The consequences of migration for Germany are presented separately according to economic, religious and cultural factors. An assessment of the migration is very difficult as it varies according to the spectrum studied. In all sectors, whether economic, cultural or social, there are both positive and negative consequences of migration.

The aim of the paper is to analyse migration networks from the mezzo- and microsocial perspective on the example of the Strzyżów district in the Podkarpackie Voivodeship. The research focuses on the ties between migrants and people who do not actively participate in international movements. Migration networks from the Strzyżów district are analysed in a comparative framework from the following perspectives: 1) diachronic, in relation to contemporary migration flows, as well as those of the early 20th century, 2) synchronous, taking into account internal and external networks of the studied villages and towns. Comparative analysis is based on both primary and secondary sources. The data describing migration flows at the turn of the 19th and 20th centuries originate mainly from the Ellis Island Archives. Based on the analysis of passenger lists, which is also available on the Archive’s website, I managed to reach more than 4000 immigrants from the examined localities of the Srzyżow district, who left for the United States between 1873 and 1924. As far as modern migrants are concerned, data was collected using various methods: ethnosurvey, participant observations and in-depth interviews. The research was conducted from both perspectives: country of origin (Poland) and country of destination (United States).

The article aims to evaluate the scale and consequences of the emigration of Ukrainians triggered by the military aggression of the Russian Federation. The paper also attempts to determine the composition of the refugees. The first weeks of the military aggression saw the most active departure of the population from Ukraine, after that the number of those seeking refuge decreased. According to the estimation of the Ptukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine based on the data from the State Border Guard Service, the number of ‘refugees from the war in Ukraine’ reached 3 million as of the end of June 2022. The emigrants are mainly residents of Kyiv and Kharkiv, which results in a much higher specific weight of people with higher education than the national average. This fact combined with an orientation towards employment rather than social assistance (a mentality that is relatively close to Europeans), suggests a high probability (especially compared to the same emigrants from other countries, including Syria and Afghanistan) for most Ukrainian women to successfully adapt to life across the border. This is especially true for those who came to Poland, due to the minimal linguistic and cultural differences between the countries. The potential amount of irreversible migration losses, depending on the military and economic factors, ranges from 600–700 thousand to 5–5.5 million people. Considering the fact that approximately 3 million Ukrainians had already been staying (working) abroad before 2022, the war is likely to result in a demographic catastrophe for Ukraine, whose demographic potential has been utterly exhausted.

They are regarded as a force that generates social and economic progress, political aspirations, a “school” of attitudes, behaviour, tolerance, entrepreneurship, criticism. At the same time it is pointed out that they should not be a spontaneous phenomena and process. It is essential to prepare oneself for functioning in an immigration reality, for various barriers reveal themselves in it and are overcome by immigrants only with effort. The psychological factor is important in this respect. A number of people encounter difficulties to adapt to a new cultural reality because of their personality (e.g. because of neuroticism, distrust towards the outside world, introvertism).

Objectives. The aim of the study is to determine the scale of interregional migrating patients’ hospitalizations in Poland in 2013–2017, as well as their demographic and medical factors, total costs and time changes. Materials and method. Data from the NHF (National Health Fund) regarding hospitalizations in a given province of patients registered in another province in Poland in 2013–2017 were statistically analyzed. Times series analyses as well as coefficients of correlation, determination and variation were used. Results. The number of patients hospitalized outside their regional registration and the cost of their hospitalization increased from year-to-year during 2013–2017. There was a large variation in provinces in terms of inflow of patients and costs of their hospitalization, while there was only a small variation in terms of outflow of patients and costs of their hospitalization in the analyzed years. Among the patients hospitalized outside the province where they were registered, there were more women then men, while the age group was dominated by 60-year-olds and their share in the subsequent years increased, while the share of other age groups remained unchanged or decreased. The most and increasingly more from year-to-year hospitalizations outside the regional registration were due to neoplasms and diseases of the circulatory system. Conclusions. The results of the study may significantly contribute to the proper planning of securing the health needs of the inhabitants of particular regions, and to improving the quality and economic efficiency of health services in individual NHF branches.

Although after 2004 migration studies have become increasingly popular in Poland, the regional aspect of return migration remains a largely unexplored area of research. The fi rst aim of this paper is to conduct a critical review of the studies on return migration at the regional level in Poland. The second aim of our research is an empirical investigation of the determinants of return migration after 2004 in three selected Polish regions: the Dolnośląskie, the Małopolskie, and the Silesian voivodeships. Our results confi rm, to some extent, the general trends of return migration to Poland in the post-accession period, but also show some peculiar characteristics of these processes at the regional level.

Drawing on 40 interviews with Polish graduates of domestic universities who migrated to England after 2004, this paper suggests that the cultural capital accumulated through higher education at prestigious universities in Poland led to the emergence of new middle class graduates. This had an effect in "brain training" after migration, observed as enrollment into institutions of higher education in England. The research also implies that the newly educated middle class resembles British "professionals" and focuses on those who use "brain training" as a strategy in preparation for return and commencement of a new life in Poland. Finally, the paper raises the issue of brain circulation of the Polish new middle class graduates in the context of tuition fee increases at English universities, what may potentially lead to making "brain training" investments elsewhere in Europe.

Poland, traditionally a country of emigration, started to record a positive migration balance in recent years. However, thus far, no forecast has indicated the possibility of Poland’s transition from a net sending to a net receiving regime. This study indicates the theoretical underpinnings of such a change and provides an international migration projection. To this end, we refer to the historical experiences of other European countries, more advanced in terms of the Demographic Transition (DT), Second Demographic Transition (SDT) and Migration Transition. We develop a deterministic migration projection of four types of flow (the in- and out-migration of nationals and foreign citizens) up until 2060, combined with the United Nations’ Bayesian probabilistic models of fertility and mortality projections. The results show that Poland will evolve from having a net sending to having a net receiving status around 2030–2034. The combined effect of migration flows on population ageing will not be significant but, in the long run, when considered separately, the four types of flow will have non-negligible, though opposite, effects: the outflows will contribute to population rejuvenation, while the inflows will accelerate population ageing.

The article offers a new perspective on contemporary and past migration processes in the post-Soviet area by testing the usefulness of the concept of a migration cycle for the Russian case. By adopting the longue durée approach, we attempt to assess the advancement of Russia’s migration cycle, arguing at the same time that it constitutes an interesting, yet not an obvious case with which to test the utility of the concept. We postulate that, in tracking Russia’s migration trajectories in pre-1991 times, it is important to account for both the flows between Russia as the-then state entity (i.e. the Tsarist Empire, later the Soviet Union) and foreign countries and the flows between Russia as the core of the empire and its eastern and southern peripheries. Our analyses show that while – taking into account statistical considerations – Russia has undoubtedly already undergone the migration transition, it has not yet reached the stage of a mature immigration country. We also contend that migration transition for Russia occurred internally – within the-then state borders – and revealed itself with its transformation from a Soviet republic into a federative state

The study was conducted in 2016, during the so-called the migration crisis, i.e. the increased influx of immigrants and refugees to the countries of the European Union. Although the wave of this influx did not reach Poland, but the migration crisis has become an important social issue, especially in the mass media. Our survey shows how being a member of an emigrant sending community affects the attitude towards receiving immigrants and refugees.

Globalization, open borders and population movements, especially from war torn countries, have brought a new set of chances and challenges to every modern state. Since its accession to the European Union in 2004, Poland has been experiencing a steady transformation from a country producing emigrants to a destination country for a growing number of immigrants. The aim of the article is to discuss the impact of immigration on policymaking at the national level with emphasis on the legal status of immigrants and integration policy issues. Furthermore, the paper aims to initiate scientific discussion on migration integration policy and a complex system of migration policy and management.The study uses critical analysis of secondary sources: literature and sectoral policies in areas such as the labour market, education, and welfare pointing out benefits offered to immigrants. The analysis presents immigration integration policies and practices adopted and implemented in Poland.The research leads to the conclusion that the number of immigrants in Poland will significantly increase by 2030. Therefore, it is urgent to develop comprehensive migration management system in Poland, which will regulate the status of immigrants paying close attention to resolving integration policy issues.

Partial results of the research on intercultural communication competence were achieved in the North-East Poland, mainly in Podlasie region. The region was chosen deliberately because it was assumed that the rich, centuries-old migration traditions of its population may be the factor that builds competence to intercultural communication. The assumption was partly confirmed: if migration occurs in the biography of the family, the level of intercultural communication competence of young people is higher than in the situation when there is no migration experience in the family. Furthermore, if migration occurred in the family in the past, intercultural communication competence of young people is higher than in the case of young people from “nonmigration” families. Oral tradition passed by significant members of the family who were usually migrating in the past is more important than the actual migration trips of siblings or cousins. Therefore the role of “family memory” is high and much stronger than direct contact of young people with foreign countries.

This short introduction presents the context and background information to the CEEMR special section analysing the migration dynamics, trajectories, everyday reality and policies in the context of Russian full-scale aggression against Ukraine. The special section contains the first group of articles dealing with the unprecedented migration consequences of military aggression against Ukraine, including air strikes on many Ukrainian cities, the use of indiscriminate weapons, killing and deportations as well as the economic consequences of protracted armed conflict. The intensity of the migration movement should also be explained by the quick opening by neighbouring countries of their borders to the incoming refugees. The exceptionality of the situation and high uncertainty about further developments led us to conclude that this special section should not follow any prior conceptual background but should be open to different perspectives and approaches in studying migration from/in/to Ukraine.

Migration of population is an integral part of demographic processes. For their comprehensive study of great importance to determine the socio-demographic characteristics of migrants and medium and long-term forecasting of trends and intensity of migration. This approach is extremely important because, according to UN projections, world population already in 2025 will be 8 billion people, and in 2045 it may reach 9 billion. Under the current population policy should be a decisive influence on the development of family birth children, career choices, employment, population dynamics, structure and population settlement. Around this important issue today should unite national, regional and worldwide policy in the regulation of population. Under the above conditions is extremely dangerous over-current mass migration from Asia and Africa to the European continent. This realization only now, after a series of terrorist attacks in the developed countries of the European Union comes to the minds of European leaders. Earlier in their approaches to migration policy dominated economic thinking, which prevented them and listen to the opinions of scientists, historians, sociologists, political scientists, demographers. At first glance, the logic in their actions was quite motivated, since about 90% of all international migrants is labor migration, which largely contributes to the prosperity of the host country. And this has prompted Western countries to open borders for migrants. But the problems caused by excessive migration incommensurable with economic success. Excessive flow of migrants has led to the growth of ethnic tensions in Europe. First and foremost, on the formation of the territory of the European powers closed areas inhabited by certain ethnic groups. The economic effect of the influx of immigrants already in the medium term appears illusory disappear as incentives for innovation. Cheap labor needs conservation cheap, simplified means of production of certain products, slow process of internal integration of the population. Under pressure from excessive migration eroded European idea of open borders. Establishment of an international migration regime impede intense competition of international migration policy, protection of national labor markets, inequality of opportunities of European states, upholding the priority rights of its citizens on universal human rights. Cigarette migrants as second class people in their environment generates aggression, which is successfully used by representatives of the so-called Islamic State and other terrorist groups. On the other hand directed against migrants growing sentiment and xenophobia among the local population. This leads to confrontation and even open conflict. The most acute problems of migration policy of the EU is the failure of certain positions of the individual Member States. This applies in particular to refugee admission procedures. Among the reasons for the spread of illegal migration is flawed system deportation of refugees in the EU. According to the experts, only a third actually executed decisions to refuse asylum. In terms of migration invasion offset joint agreement on the protection of external borders, as some countries (especially the Balkans, through which there is transit migration flows - Greece, Hungary, Serbia) begin to violate regulations and Brussels to protect its borders all available national means. Global scale migration challenges requires the development of coordinated global strategies of the European Union and individual states, particularly those with limited tools of influence on international migration. This is especially true in Central and Eastern Europe, which is still quite time to prepare their own migration program until the main migration pressure falls on the west European countries with high social standards. Ukraine under these conditions should make greater use of opportunities for cooperation with the EU in the field of migration. In particular, it is necessary to violate European partners question development and implementation of EU support joint projects to facilitate the return of Ukrainian labor migrants and education at home; take into account developments in the development of EU legal instruments in the field of migration, to assess the submitted draft laws for compliance with the basic principles of the EU migration policy; initiate the development of circular migration patterns between Ukraine and the EU jointly develop mechanisms for its implementation.

Artykuł przedstawia główne kierunki geograficzne strumieni migracyjnych w Europie na początku XXI wieku na tle trendów migracji w 2. połowie XX wieku, w okresie stawania się przez Europę jednym z głównych globalnych obszarów imigracji. Autor dowodzi, że podstawowym czynnikiem kształtującym te trendy były zmiany polityczne na kontynencie europejskim. Wskazuje również na małą stabilność obecnych kierunków migracji i ich silną „podatność” na zmienne relacje polityczne, a także sytuację demograficzną i ekonomiczną na świecie.
The paper presents main geographic directions of migration flows in Europe in the beginnings of the 21st century as a consequence of migration trends in the second half of the 20th century, i.e. in the period when Europe has become one of major global magnets for immigrants. The author argues that those trends have been fundamentally influenced by subsequent political changes on the continent. He also points to a relatively low stability of the present directions of migratory flows and their “susceptibility” to variable political relations as well as demographic and economic situation in the world.

The article discusses the notion of return migration with regard to its permanency and temporariness. In reference to selective patterns of return migration, factors conducive to permanent returns and to re-emigration, i.e. subsequent migration after the return, are examined with the use of a logistic regression model. Analyses demonstrated in the article are devoted to return migration to Poland in 1989-2002 and based on the 2002 Polish census data. The obtained results confirm earlier findings on the major role of the level of human capital and family attachments in shaping the nature of the return waves. It was revealed that return migrants who decided on a longer stay in Poland were more often living in Polish urban areas, and had higher human capital and stronger family attachments to Poland, when compared to re-emigrants. It was also observed that return migrants possessing dual nationality were the most likely to engage in re-emigration, while descendants of Polish emigrants tended to settle in Poland on a more permanent basis.

Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensification of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensifi ed by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.
