Abstract The relations between Saudi Arabia and Iran are impact on the current situation in the Middle East. Between Riyadh and Tehran there is hostility arising from ideological differences and from similar geopolitical objectives. Both Saudi Arabia and Iran are trying to become main regional power. The aim of this article is an attempt to answer the question of whether the current Saudi-Iranian relations can be termed as a “Cold War”. The article presents the elements of the Cold War between the United States with the Soviet Union, which were referred to Saudi Arabia’s relations with Iran.

For decades Japanese foreign policy in the Middle East was oriented merely towards economic issues. Its main goal was to secure long-term and reliable deliveries of the Middle East oil, which was crucial to the Japanese economy. Therefore, during the Cold War Japan based its foreign policy in this distant region on the alliance with the United States. Strong relations with the Americans were seen by the government in Tokyo as a guarantee of its oil supplies from that volatile region. On the other hand the Japan-U.S. alliance imposed serious constraints on Japanese independent action in the Middle East. In addition, the tendency to frame foreign policy questions in terms of economic interests has led the Japanese government to underestimating the challenges of relations with the Middle East, an area where vital economic issues cannot be separated so easily from social, political, and strategic questions. The failure of these foreign policy guidelines in the Middle East became apparent in the last decade of the 20th century, and at the beginning of the 21st century, forcing Japan to adopt more active role in the region, and develop more profound relations with the Middle Eastern partners. This new approach of the Japanese diplomacy can be seen in such areas as cultural cooperation (Japan-Arab Dialogue Forum), or political involvement (Iran, Iraq and the Israeli-Palestinian conflict) in the region.

The dominant view towards the Middle East is that the region is stuck in the past and plagued by conflict. Therefore, it was anticipated that Middle Eastern states would take a side in the Russian invasion of Ukraine. Despite expressing sympathy for Ukrainians due to their own experiences of humiliation caused by several wars, the Middle Eastern people and states remained cautious and chose to avoid getting involved in the conflict. It seems that the view of the Middle Eastern middle class had an influence on state decision-making regarding involvement in the war in Ukraine. Considering the rise of an educated middle class in the region, it can be hypothesized that the middle class’s priority is political-economic instability rather than engaging in further wars. The objective of this research is to comprehensively understand the Middle Eastern middle class’s viewpoint on war.

Pollution is one reasons for increase temperature which leads to increase the heat waves which have large socioeconomic and healthy impacts on Middle East. By using monthly daily mean of maximum temperature (C°) at height (2m) covered middle east as a grid of (1581) points for selected months (March, April, May) represent spring and (Jun, July, August) represent Summer for the period 1979 to2018, from the ECMWF, model ERA-interim. Many PDFs have been proposed in recent past, but in present study Logistic, Rayleigh and Gamma distribution are used to describe the characteristics of maximum temperature. This paper attempts to determine the best fitted probability distribution of maximum temperature. To check the accuracy of the predicted data using theoretical probability distributions the goodness of fit criteria Z-test used in this paper. According to the goodness-of-fit criteria and from the graphical comparisons it can be said that Logistic distribution provides the best fit for the observed monthly daily mean of maximum temperature data.

The article refers to the problem of the extinction of Christianity and other religious minorities in the Middle East. This process began in the 19th century in the Balkans and continued with Jews in the Arab countries, Jews and Bahais in Iran, and the Chaldo-Assyrian Christians in Iraq and Syria. The events of 2011 provoked a new wave of anti-Christian feelings in the Arab world with the worst anti-Christian violence against Copts in Egypt. The other question discussed in the article is why the Western press and political elites have ignored or under-reported this persecution.

Many commentators suggest that the Middle East political turbulence was foreseeable and it cannot be said it had been unexpected. However, the diplomatic and intelligence establishments in the United States and the European Union, which have the most crucial stakes in this region, seemed to have been so preoccupied with focusing on Al Qaeda, Hezbol-lah, Hammas, and the Taliban that in a narrow picture they seem to have lost sight of the revolutionary wave, which has altered the governments in Tunis and Cairo and shaved off some of the most hated and oppressive regimes with the sheer example of Hosni Mubarak and Muammar Qaddafi . The spectacular fall of such dictators as Mubarak, has led to the question, whether the “Arab Awakening” was a transformation or a revolution. There are also questions concerning the idea of democratisation of the third world and corruption, which change the Arab governments into “bad apples”. According to the western view, democracy is a Janus-faced ideological god, pulling the strings of both politics and economics. One cannot exist without the other, therefore, when we reconsider the political aspect of the Arab uprising, we should not forget about the economy.

The Russian Federation is actively seeking to reestablish its influence in the Middle East, which at one time was an important area of geostrategic interests of the USSR. In the 1990s, Russia was trying to consolidate itself in the Middle East by demonstrating its participation in the settlement of the Arab-Israeli conflict and in helping to curtail the Iranian nuclear program. Recently, the Russian Federation has strengthened its presence in the Middle East by supporting B. Assad’s authoritarian regime, besides, the provocation of instability in Syria, in the face of the fight against ISIS, has led to an increase in the flow of refugees to the European Union, which thereby undermines its stability and unity. Russia is also interested in spreading control over the extraction and transit of energy resources to Europe, and because of the support of the destruction in the region of the Middle East, Moscow is taking steps to eliminate energy rivals in the European market for hydrocarbons, as the oil and gas transit of the Persian Gulf is carried out precisely by the territory of Syria. In general, the overwhelming task of strengthening Russia’s influence in the Middle East is to patronize the creation of an anti-Western coalition from among such states as Syria, Iran, Iraq, Turkey, Egypt and Libya. An indication of this is the build-up of Russia’s supply of Iran and Egypt with the latest weaponry in order to increase their geopolitical weight and change the balance of power in the region as a whole. With all of the Russian-Turkish relations are unstable, primarily because of differences in the support of the Syrian regime, B. Asad.

Russia’s attack on Ukraine has had huge and destructive consequences for Iran. The war began when the nuclear negotiations between Iran and the Western countries for the revival of the Joint Comprehensive Plan of Action ( JCPOA) were in a promising state and the parties were in the final stages. This paper seeks to examine the effects of this war on Iran’s foreign policy by considering securitization and desecuritization. Considering this, the paper concludes that Iran has faced the direct consequences of the war in its domestic and foreign policies. At the foreign policy level, Iran has faced a decrease in international prestige due to its proximity to Russia, the use Iranian drones by Russia on the battlefield and the ‘death’ of the JCPOA. As the West securitized the issue of Iran, Iranian authorities desecuritized Iran’s relations with Arab countries, while securitized relations with the Caucasus.
