Opis:
This paper deals with an issue of technical facilities location in a public transport system. The decision problem is formulated as a selection of the most advantageous alternative, i.e. the location of a new tram depot among the already existing facilities of this type. The selection is preceded by the evaluation of the alternatives. The assessment is not a trivial task, because there are many groups of interest with usually contradictory points of view. Therefore, the evaluation of the new tram depot locations should represent different aspects, e.g., economical, technical, environmental, and organizational. To handle such a complex decision problem the authors propose a methodology, which is a composition of the optimisation and multiple criteria evaluation techniques. The developed methodology is experimentally applied to the selection of one out of five tram depot locations in the public transport system of the city of Poznan, Poland. All the computational experiments are performed by means of optimization and multiple criteria decision aiding (MCDA) methods and tools, i.e. a linear optimization engine Solver Premium Platform and AHP method with its application AHORNsimple. The calculations are the basis for recommending the location of a new depot in the central part of the transport system network, which is a reasonable solution taking into account, e.g. the proximity of the main railway line, the possibility of triple distribution of the transport means from depot. The proposed methodology of the decision problem solution gives also an opportunity to create the hierarchy of considered tram depot locations as well as to compare the position in the ranking of the best solution with the existing one. Since the proposed methodology assumes the selection of the most suitable MCDA method to the problem under consideration and the decision maker’s preferences, it guarantees that the result of analysis becomes reliable and the decision aiding process is credible.

In recent decades, decision support system has been constantly growing in the field of transportation planning. PROMETHEE (Preference Ranking Organization METHod for Enrichment Evaluation) method is an efficient decision-making support deployed in case of a finite number of criteria. It provides a partial ranking through PROMETHEE I and a complete ranking with PROMETHEE II. This outranking methodology is characterized by the elimination of scale effects between criteria and managing incomparability with the comprehensive ranking. However, PROMETHEE does not provide guidance to assign weights to criteria and assumes that decision makers are able to allocate weights. This review presents an overview of PROMETHEE models applied in transportation and points out the found gaps in literature.

Opis:
Site selection is one of the basic vital decisions in the start-up process, expansion or relocation of businesses of all kinds. Construction of a new industrial system in the form of solar photovoltaic power plant is a major long-term investment, and in this sense determining the location is critical point on the road to success or failure of industrial system. One of the main objectives in industrial site selection is finding the most appropriate site with desired conditions defined by the selection criteria. This work suggests how to define and classify particular criteria considered for solar PV farm siting. Multi-criteria decision analysis (MCDA) is proposed as a method to process available technical information to support decisions in many fields, especially in environmental decision making. In some cases, due to the lack of reliable information on the impact of various natural factors on the economic activity related to the use of land resources, the method of expert assessments can be used. The peculiarity of this method is the lack of empirical evidence of the influence of a given factor on the final result of decision-making. In this case the value of separate factor is judged by experts. When applying this method, expert groups are formed of leading specialists, the main influence factors is established, a questionnaire and a scale of criteria are compiled. Level of reliability of the results is assessed by the coefficient of concordance.

Opis:
When a company decides to enter overseas markets, it must take a number of strategic decisions, such as, for instance, a decision on the appropriate entry mode. The company has a wide array of choices: various forms of exporting, contractual modes such as licensing, franchising and management contracts, turnkey projects and subcontracting or equity-based modes including wholly-owned subsidiary or joint venture. The various entry modes differ greatly in resource commitment, degree of risk, level of control or profit potential. The appropriate choice of entry mode is a key element of the success of foreign operations and the future of the company. Hence, it is essential for the company to conduct a deliberate and conscious analysis of advantages and disadvantages of each entry mode from the point of view of internal and external factors that influence the choice of entry mode, taking into account the opinion of different participants of the decision- making process. The aim of this paper is to carry out the simulation of the entry mode selection, using MCDA methods and stochastic dominance (SD) rules, from the perspective of a dynamically developing company that manufactures and distributes hygiene, cosmetic and medical products for women, children and adults.
