An increase in the complexity of systems onboard ships in the last decade has seen a rise in the number of reported maritime cyber-attacks. To tackle this rising risk the International Maritime Organization published high-level requirements for cyber risk management in 2017. These requirements obligate organisations to establish procedures, like incident response plans, to manage cyber-incidents. However, there is currently no standardised framework for this implementation. This paper proposes a Cyber Emergency Response Procedure (CERP), that provides a framework for organisations to better facilitate their crew’s response to a cyber-incident that is considerate of their operational environment. Based on an operations flowchart, the CERP provides a step-by-step procedure that guides a crew’s decision-making process in the face of a cyber-incident. This high-level framework provides a blueprint for organisations to develop their own cyber-incident response procedures that are considerate of operational constraints, existing incident procedures and the complexity of modern maritime systems.

Cyber-attacks are extremely dangerous for all operations relaying upon it-technologies. Today shipping businesses cannot operated without processing large amounts of information. Four biggest shipping companies suffered break-down in their operations after they were struck by malware. International Maritime Organization also was struck by cyber-attack which took its website down. Maritime community noticed rise in cyber-attacks on virtually all computer-based systems on board of vessels. For manned vessels risks to safety of navigation are mitigated by presence of crew on board but remain financial and reputational losses. Introduction of remotely controlled and fully autonomous unmanned vessels will increase seriousness of threats. Cyber-attack may severely hamper ship’s operability or even lead to complete loss of control. International community is developing several countermeasures to protect commercial shipping presently and in future.

The navy is a tool of state policy, including in particular security and foreign policies. Despite the fact that the division of policies in question and the systemic approach to the state’s security strategy emerged in research after the end of the Second World War, naval forces have always been a response to the projected external threats to the state and a means to achieve political goals. This article addresses the problem of assessing the use of the Navy as a tool of the security policy of the Second Republic of Poland. In this approach, the subject of the study is the policy of the Polish state in the years 1918-1939 in terms of ensuring security, mainly in terms of access to the Baltic Sea, and then its use and concept of defense in the light of the geopolitical conditions of the time. In order to realize the aim of the study, the author analyzes the influence of geopolitical conditions on Polish security policy, the tasks of the Navy of the Second Republic of Poland, and changes in its potential.

The purpose of the article is to present the diplomatic activity of representatives of the Polish Navy, aimed at creating solid political and military foundations for the foundation, which was the maritime security of the state. Poland found itself in a new reality, becoming a coastal state. It had a maritime border and the company of states that were not satisfied with such a state, namely: the Weimar Republic and Bolshevik Russia. In addition to these countries, new countries have emerged in the Baltic Sea basin, such as Poland, Lithuania, Latvia, Estonia, and Finland. One cannot ignore the eternal Baltic States, i.e., Denmark and Sweden. Poland decided that its foreign policy in the Baltic Sea basin should be based on good neighborly relations with countries that, like it, have regained their independence, as well as with Denmark and Sweden. Today, from the perspective of several decades, it can be said that this task was difficult to implement. This was influenced by many factors, which will be presented in the article. Unfortunately, one of them, independent of the Polish side, were the provisions of the Treaty of Versailles, which were not able to prevent the revival of German power and the revolutionary Soviet Union. The Versailles order achieved neither legitimacy nor a balance of power. A key role in the foreign policy of coastal states is played by the navy, which is its most important component. The Navy is the only branch of the armed forces of a country that, through the sovereignty of the decks and their immunity, has a much greater diplomatic „potential” than the land forces or the air force. Therefore, representatives of the navy are participants in universally understood diplomacy and function as naval attachés. It is they who are responsible for maintaining „maritime” relations between the states with which international relations are maintained. It is they who prepare the visits of warships in a given country and take care of their proper setting. It was, it is, and it will be. Poland began to fit into this mechanism practically from the establishment of the Polish Navy and continues to this day. The presented article focuses on the diplomatic missions of PMI officers in the interwar period.

Due to its strategic importance and vast impact on the world economy, maritime transport has become a cyber battlefield. Cybersecurity organizations across the world notice and analyze adversaries such as Bear from Russia, Panda from China, Buffalo from Vietnam, Chollima from North Korea (DPRK), and others from Columbia, India, Turkey, and Iran, as well as hacktivist and E-Crime. In 2014 - 2023, Ukraine became the object of massive cyberattacks aimed at its political, social, and economic destabilization. This situation changes the perception of cyberspace and its importance for ensuring the security of the global economy, in particular, the maritime economy. Reports published by the US Coast Guard show that. In this publication, the author reviews the cybersecurity threat landscape targeting the maritime industry and transportation systems and analyzes the technics, tactics, and procedures (TTPs) used by threat actors.

The Territorial Defense Force (TDF) is the youngest branch of the Polish Armed Forces. However, the aggressive Russian policy of recent years has made it necessary to think about defense in broader terms, including this type of formations in the security strategy. The growing importance of the Baltic Sea in the policy of Poland and the resulting development of the Polish Navy and fleet make it necessary to tighten cooperation between the formations. In the future, the TDF, as a dynamically developing military formation, could also play a greater role in terms of defending Polish maritime interests. This article indicates some areas of potential cooperation between the Polish Navy and the TDF.

Cyberattacks have become a serious global concern, effecting enormous losses to different sectors. In the shipping business, major companies report violations to their operations’ integrity and security, and losing great amounts of money. While the International Maritime Organization (IMO), through the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978, as amended, is yet to release a standard for the cybersecurity education and training of seafarers, some maritime education and training institutions (METIs) have acted proactively and included cybersecurity knowledge and skills in their curricular offerings. This study looked into the cybersecurity course offerings of four METIs that served as the case studies of the researchers. In particular, the following objectives were addressed: the cybersecurity knowledge and skills included in their curriculum; the importance of the cybersecurity knowledge and skills to seafarers; and the educational approaches of the METIs in delivering their topics on cybersecurity. The first and third objectives were answered using different sources of qualitative data, including document analysis, interview and direct observation. The quantitative approach, in the form of a survey questionnaire, was used to address the second objective. The METIs, though not the same in content, were found to have included cybersecurity knowledge and skills in their curriculum. These knowledge and skills were perceived to be very important by seafarers. Similar to the content of their courses, the METIs delivered their cybersecurity courses by employing varied educational approaches. To address the gap on the lack of cybersecurity course design and delivery minimum standards, a framework in the shape of a lantern is developed and proposed to guide maritime courses designers, in particular, and other course designers, in general.

In order to ensure the highest level of maritime travel safety, standards and rules are applied aimed at eliminating potential risks. In view of changes in the environment – as a result of, among others, the Covid-19 pandemic and Russia’s aggression against Ukraine – it has become necessary to verify expec-tations and preferences towards the provision of maritime transport services from the perspective of its users, representing generation Y. A key factor for evaluating cruise maritime service in the situation of current threats was identi-fied to achieve the objective of this study. At the same time, groups of factors responsible for the emergence of threats to travelers were identified, and pro-posals for measures to increase confidence in maritime transportation were evaluated from the perspective of the surveyed participants.

Maritime transportation, an essential component of world trade, is performed by contemporary vessels. Despite the improvements that rapid advances in technology have brought to vessels’ operational efficiency and capability for safe navigation, the cyber risks associated with modern systems have increased apace. Widespread publicity regarding cyber incidents onboard ships has sparked extensive research on the part of universities, industry, and governmental organisations seeking to understand cyber risks. Consequently, researchers have discovered and disclosed an increasing number of threats and vulnerabilities in this context, providing information that in itself may pose a threat when accessed by the wrong parties. Thus, this paper aims to raise researchers’ awareness of ethical concerns and provide guidance for sound decision-making in areas where the research process must be handled carefully to avoid harm. To this end, this paper presents a literature review that explores the ethical issues involved in maritime cybersecurity research and provides specific examples to promote further understanding. Six ethical principles and four categories of ethical dilemmas are discussed. Finally, the paper offers recommendations that can guide researchers in dealing with any ethical conflicts that may arise while studying maritime cybersecurity.

This article attempts to analyze ASEAN’s response to maritime security cooperation. As an organization in Southeast Asia, ASEAN needs to establish good maritime cooperation to protect the various interests of the members and the busy SLOCs as well. The author uses cooperative security to analyze ASEAN maritime security cooperation and identifies sources of cooperative maritime security to explain their willingness to join or not to join a cooperation agreement. This article shows that there is an overlap of cooperation as the result of different in terms of prioritization, capability, and especially perspective regarding the absolute and collective gain that leads to ineffective cooperation. In addition, there are no legally binding frameworks as an outcome from formed cooperation beside a series of dialogues between ASEAN members. But, although each country has different priorities, capability, interest and perspectives, the Cooperative security may become a bridge to overcome the difference. It is possible as the ASEAN members keep showing their willingness to overcome maritime issue by doing bilateral, trilateral, and multilateral cooperation.

Pandemia CoViD-19 w szczególny sposób uderzyła w globalne bezpieczeństwo na morzu. Już 24 marca 2020 roku pojawiło się ognisko koronawirusa na lotniskowcu USS Theodore Roosevelt, zmuszając załogę do przerwania rejsu. Podobne przypadki uniemożliwiły kontynuowanie dotychczasowych zadań okrętom na całym świecie. Okręt wojenny okazał się środowiskiem sprzyjającym szybkiej transmisji patogenu. Ogniska koronawirusa na okrętach wymusiły zmiany istniejących procedur zwalczania chorób zakaźnych na ich pokładach. W połączeniu z intensywnymi szczepieniami marynarzy, zmiany te przynoszą widoczne rezultaty. Niemniej, z uwagi na perspektywę powstawania dalszych mutacji wirusa, sytuacja wymaga dalszego monitorowania. Zmniejszona aktywność sił morskich w obliczu pandemii wpływa negatywnie na właściwe dla nich działania poniżej poziomu progu konfliktu zbrojnego oraz realizację dyplomacji morskiej. Kluczowym wyzwaniem w funkcjonowaniu floty staje się egzekwowanie wymogów bezpieczeństwa przy jednoczesnym podtrzymaniu dotychczasowych działań. Celem artykułu jest charakterystyka najważniejszych zagrożeń dla bezpieczeństwa morskiego wynikających z pandemii CoViD-19 i sformułowanie postulatów dotyczących kierunków dalszych działań wobec tego rodzaju zagrożeń.
The CoViD-19 has struck global maritime security in a particular way. As early as in March 2020, the pandemic appeared on aircraft carrier USS Theodore Roosevelt, forcing its crew to cease its deployment. Similar outbreaks brought maritime activities of warships to a halt worldwide. Warships have proven to be particularly susceptible to pandemics. The outbreaks forced naval forces to rethink their procedures related to prevention of infectious diseases onboard. These amendments, together with wide-scale vaccination campaigns, result in visible successes. However, due to new coronavirus variants still emerging, the situation requires further assessment. Reduced activities of naval forces in the wake of pandemic hamper their ability to perform activities below threshold of war and naval diplomacy. It is therefore crucial to balance necessary health requirements with ability to perform naval operations.The purpose of this article is to characterize the most important threats for international security arising as a result of the CoViD-19 pandemic, as well as to introduce possible solutions for further countermeasures against such threats.

Sea piracy has undoubtedly become a serious threat to sailing. It is associated with material losses and affects the sense of security of people sailing in endangered sea areas. It also increased the costs of sea transport due to the high costs of insuring the units and the crew. Sometimes, it also forces the necessity to hire armed security during an expedition or pay a ransom to pirates. Until recently, it would seem that sea piracy is long gone, remaining only a motif used in movies. To this day, however, the countries of Southeast Asia must counteract pirates.
Морское пиратство, несомненно, стало серьезной угрозой судоходству. Оно связано сбольшими материальными потерями, а также существенно влияет на чувство безопасности людей, находящихся в морских районах с угрозой пиратства. Это также увеличивает расходы в морском транспорте из-за больших затрат на страхование морских судов, экипажа и грузов. Иногда угроза пиратства также вынуждает нанимать вооруженную охрану во время экспедиции или платить выкуп пиратам. До недавнего времени казалось, что явление морского пиратства было преодолено и оставалось лишь мотивом, используемым в кинопродукции. Однако и по сей день страны Южно-Восточной Азии должны предпринимать совместные действия в области противодействия морскому пиратству.

The Bay of Bengal is the largest bay in the world that forms the northeastern part of the Indian Ocean, bordered mostly by the Eastern Coast of India, southern coast of Bangladesh and Sri Lanka to the west and Myanmar and the Andaman and Nicobar Islands (part of India) to the east. The regional management of the Bay of Bengal water area is performed by regional organisations such as ASEAN, SAARC, BIMSTEC and IORA unifying Bay’s coastal states. Nevertheless, differences in political and economic interests of the states, separate conflicts between states and consequences of the pandemic not only challenged the integrity of the regional management but also led to rising insecurity of the Bay of Bengal and fears to navigate in that area. In this article, the authors, in a more detailed way, will disclose existing regional management systems, concerns related to maritime security and give recommendations on how to increase efficiency in collective management of maritime security issues and how the concept of due diligence may play the vital role in the regulation of not only maritime security aspects but also aspects of environmental protection and potential transition to the blue economy.

In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.
