Opis:
Marine accidents are caused by complex and diverse causes. Therefore, it is necessary to analyse accidents from the perspective of the whole system rather than the existing analysis models that focus on cause-effect. The STAMP analysis is a constraint-based model that focuses on improper management or enforcement of safety-related constraints in system operation. Thus, as a case study of the application of the STAMP technique in marine accident analysis, the Milano Bridge pier contact accident that occurred on April 6, 2020 in Busan New Port of South Korea was analysed by the STAMP technique in this study. Through this study, it was proposed to break away from the domestic accident investigation, which focused only on the punishment of the ship operator, and to suggest improvements that enable organizations related to the marine accidents to take initiative to take efforts for safety.

An increase in the complexity of systems onboard ships in the last decade has seen a rise in the number of reported maritime cyber-attacks. To tackle this rising risk the International Maritime Organization published high-level requirements for cyber risk management in 2017. These requirements obligate organisations to establish procedures, like incident response plans, to manage cyber-incidents. However, there is currently no standardised framework for this implementation. This paper proposes a Cyber Emergency Response Procedure (CERP), that provides a framework for organisations to better facilitate their crew’s response to a cyber-incident that is considerate of their operational environment. Based on an operations flowchart, the CERP provides a step-by-step procedure that guides a crew’s decision-making process in the face of a cyber-incident. This high-level framework provides a blueprint for organisations to develop their own cyber-incident response procedures that are considerate of operational constraints, existing incident procedures and the complexity of modern maritime systems.

The year 2022 was marked by economic risks with potentially very sensitive impacts for countries in the Black Sea region. Given the limited capacity of Ukrainian ports, as well as the sanctions imposed on Russia, due to ongoing conflict, it was necessary to identify new destinations capable of taking over the flow of goods that normally went to the countries involved in this conflict. In addition to the risks specific to maritime transport, the risk of armed conflict comes with new challenges that can also materialize in the form of environmental impact. To analyze this potential impact, the study is being focused mainly on the analysis of the pollution risk generated by the emissions caused by the vessels calling the container terminal CSCT, located in Constanța harbor, and the emissions generated by the vehicles moving in the terminal. As estimated from the start all levels of pollution have increased, with the level of CO2 increasing from 11072.7 tons in 2021 to 11915.7 tons in 2022. The NOx emissions have a similar trend, as well as the other emission level measured and calculated.

Opis:
Design and construction of container ships follow consolidated requirements, with standard consideration of fire management. Indeed, cargo fires can have important consequence on crewmembers and cargoes, as well as impacting coastal zone and marine environment. Innovative strategies include prevention of events and mitigation of consequences. Digital solutions, providing with situational pictures onboard and around the vessel are fundamental for new fire management solutions, seamless and integrated into the vessel IT infrastructure, according to IMO regulations and the recent EMSA CARGOSAFE Report. The assessment of these solutions requires theoretical evaluation, validation activities in simulated environment and demonstration activities in real environments, with use cases to prove feasibility and benefits. This paper, after a review of traditional preventing and mitigating solutions against fire and an analysis of container ships fires, proposes applicable innovative technologies and operational measures, emerging problems for their potential implementation and requirements for virtual and real tests design.

Polish maritime areas - both those forming part of the territory of the Republic of Poland and those located outside it - are covered by appropriate state jurisdiction ensuring that Polish interests in these waters are taken care of. The subject-matter diversity of legally protected values requires systemic action by competent entities. The security of Polish maritime areas in military (defence) as well as non-military (protection) terms at the national level is guaranteed by the naval forces of the Republic of Poland. The aim of this article is to present the role of the Maritime Border Guard Regional Unit (MOSG) - against the background of systemic solutions and existing threats - in counteracting non-military emergency situations in Polish maritime areas. As a result of the conducted research it should be assumed that the scope of statutory tasks and powers in combination with the personnel and equipment potential of the MOSG makes this unit of the Border Guard the main non-military component of the maritime forces of the Republic of Poland.
Polskie obszary morskie - zarówno te wchodzące w skład terytorium Rzeczpospolitej Polskiej, jak i te znajdujące się poza nim są objęte odpowiednią jurysdykcją państwa zapewniającą dbałość o polskie interesy na tych akwenach. Różnorodność przedmiotowa prawnie chronionych wartości wymaga systemowych działań kompetentnych podmiotów. Bezpieczeństwo polskich obszarów morskich w ujęciu militarnym (obronnym), a także pozamilitarnym (ochronnym) na poziomie krajowym jest gwarantowane przez siły morskie RP. Celem artykułu jest przedstawienie roli Morskiego Oddziału Straży Granicznej - na tle ustrojowych rozstrzygnięć i występujących zagrożeń - w przeciwdziałaniu pozamilitarnym sytuacjom nadzwyczajnym na polskich obszarach morskich. W wyniku przeprowadzonych badań należy przyjąć, że zakres ustawowych zadań i uprawnień w połączeniu z potencjałem kadrowym i sprzętowym MOSG czyni tę jednostkę Straży Granicznej głównym pozamilitarnym komponentem sił morskich RP.

This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

The maritime industry plays a crucial role in the global economy, with roughly 90% of world trade being conducted through the use of merchant ships and more than a million seafarers. Despite recent efforts to improve reliability and ship structure, the heavy dependence on human performance has led to a high number of casualties in the industry. Decision errors are the primary cause of maritime accidents, with factors such as lack of situational awareness and attention deficit contributing to these errors. To address this issue, the study proposes an Ant Colony Optimization (ACO) based algorithm to design and validate a verified set of instructions for performing each daily operational task in a standardised manner. This AI-based approach can optimise the path for complex tasks, provide clear and sequential instructions, improve efficiency, and reduce the likelihood of human error by minimising personal preference and false assumptions. The proposed solution can be transformed into a globally accessible, standardised instructions manual, which can significantly contribute to minimising human error during daily operational tasks on ships.

Safety of crew, passengers, cargo and vessel is the most important aspect in terms of navigation. Boat Captain’s is responsible for the safety of vessel of less than 35GRT. The primary reason while MARINA conducting the MBSTC Training with Typhoon Awareness together with the ISCOF to be sure that they are enough knowledge in terms of safety at sea. Life is a very important to all of us that’s why the boat Captain must be aware about the safety of his crew, passengers, cargo and vessel. When disaster and emergency happen onboard you must know what to do. Based on this premise, the objective of this study is to train the Boat Captain and Motormen in Medical First Aid, Advanced Fire Fighting, Personal Survival Techniques and Collision Regulations. The study employed qualitative research using purposive sampling to gather the opinions and ideas of the respondents.

In this paper are introduced alternative architectures for the novel development of the enhanced Global Maritime Distress and Safety System (GMDSS) satellite communication network and equipment within the Gostationary Erath Orbits (GEO and Non-GEO satellite constellations. Since its founding in 1959, the International Maritime Organization (IMO) and its member states, in close co-operation with the International Telecommunication Union (ITU) and other international organizations, notably the World Meteorological Organization (WMO), the International Hydrographic Organization (IHO), the International Mobile Satellite Organization (IMSO) and Cospas-Sarsat partners, have striven to improve maritime distress and safety radio and satellite communications, as well as general communications for operational and personal purposes. This paper also reviews the principal concept of the GMDSS network, an overview of existing LRIT and maritime Integrated Radio-Automatic Identification System (R-AIS) and Satellite-AIS (S-AIS) networks. In addition, new proposed by author networks of the Satellite Data Link (SDL), Maritime GNSS Augmentation Satellite Data Link (GASDL), Maritime Global Ship Tracking (GST), and Maritime Satellite Automatic Dependent Surveillance-Broadcast (SADS-B) are also described in this paper.

The safety of vessels navigating in the sea waterway system is ensured by fulfilling the acceptable restrictions called safe ship operation conditions in that system. The assessment of navigation safety is particularly important when the conditions for safe operation of ships in the waterway system are changed concerns increasing the maximum parameters of vessels, increasing the allowable hydrometeorological conditions or changing the minimum tug assistance. The article presents a method for assessing navigation safety when the conditions for the safe operation of vessels in the waterway system get changed. The method uses two indicators, which are difference in navigation risks and relative navigation risk. To determine the navigational risk, algorithms were developed for calculating the probability of accidents caused by the deterioration of navigation conditions and technical failure of ship equipment and tugs. Another algorithm was developed for calculating the consequences of the accidents that involve blocking a waterway by a ship anchoring in an emergency, grounding, impact of the ship against a port structure or moored ship and a collision with another ship in motion. The method developed for assessing navigation safety by means of relative navigation risk can be used in practice when changing the conditions for safe operation of vessels in the waterway system and when the system is modernized. Navigational safety management is a decision process that is implemented in the loop presented in the article. The acceptable risk is determined on the basis of vessel traffic intensity and ship parameters defined by safe operation conditions for a given waterway system. Relative navigational risk may be used in assessment and comparison of various conditions of safe ship operation. The probability of an accident caused by ship's moving outside the available navigable area due to technical failures of ship equipment or tugs is determined, depending on the type of port waterway and the manoeuvres performed.

The Strait of Istanbul, 17 nautical miles long, is one of the main routes of international maritime trade. Connecting the Black Sea countries with other countries of the world, the Strait is the second busiest waterway in the world in terms of international ship traffic. In addition to busy sea traffic, limited geographical conditions also make it difficult to navigational safety. The Strait of Istanbul is the only chokepoint that stands out with the risk of maritime accidents on the primary routes of world maritime trade. This situation poses a risk for both the transiting ships and the city of Istanbul, which has a dense population around it. Some of the accidents that took place in the recent history have caused worldwide concern due to the environmental pollution they cause. Considering the advantages provided by the developing shipbuilding technology and today load capacity of the ships, a disaster that will occur in a possible accident today will cause much greater destruction than in the past. In this direction, it has become a necessity to examine the accident profile in the strait in order to develop effective accident prevention measures and to strengthen the level of navigational safety in the region. In this study, maritime accidents that occurred in the Strait of Istanbul over a 16-year period were discussed in terms of their types and the response time of tugboats to a possible accident was examined.

Na etapie opracowywania projektu wykonano następujące założenia projektowe: opis techniczny przyjętej instalacji wykrywania pożaru, dobór elementów liniowych, prowadzenie linii dozorowych i dobór przewodów, lokalizacja centrali sygnalizacji pożarowej oraz warunki zasilania. Ponadto w tej części przedstawiono kompleksową koncepcję ochrony przeciwpożarowej. Na końcu sformułowano wnioski mające wpływ na proces projektowania systemów sygnalizacji pożarowej.
In this article a concept of fire protection of the Regalica cargo ship was developed. In the theoretical part the issues concerning the fire protection regulations for sea vessels were discussed and characteristic features of the Regalica ship were presented. The practical part consists of a plan of a fire alarm system on the described bulk carrier based on relevant maritime regulations. In the design development stage, the following design assumptions have been adopted: technical description of the approved fire detection system, selection of linear elements, routing of supervisory lines and selection of cables, location of the fire alarm control panel and power supply conditions. Furthermore, this section includes a comprehensive fire protection concept. The final part formulates conclusions that affect the design process of fire alarm systems.

Opis:
The maritime industry is a high-risk industry, which constantly has to make decisions in a rapidly changing environment. Therefore, understanding the essence of "situational awareness" is very important for making the right decision. In this regard, it is obvious that a correct situation analysis, based on a theoretical basis, creates the proper prerequisites for making the right decision in a developing situation, and vice versa. Considering this fact, this article proposes to study the factors that influence this phenomenon, their regularities and connections. It presents the data of a survey among seafarers to determine the level of understanding of situational awareness as a predominant component of the human factor in most accidents in the maritime industry.

Celem niniejszego opracowania jest wskazanie wyzwań i zagrożeń bezpieczeństwa morskiego obszaru Morza Bałtyckiego, dotychczas występujących oraz zagrożeń w nowych odsłonach. Zagrożenia i wyzwania w tym obszarze wywierają negatywny wpływ na środowisko morskie jak również na uprawianie żeglugi morskiej. Wynika z tego potrzeba realizacji konkretnych działań przez właściwe komponenty sił morskich. W opracowaniu wskazano zadania Morskiej Służby Poszukiwania i Ratownictwa, których istotą będzie przeciwdziałanie różnorakim zagrożeniom na morzu, poczynając od holowania awaryjnego uszkodzonych statków, asysty ratowniczej, gaszenia pożarów na statkach, zwalczania zagrożeń ole-jowych na morzu a także poszukiwania i ratownictwa rozbitków, udzielania im pomocy medycznej, pełnienia funkcji ośrodka koordynacyjnego w przypadku akcji ratowniczych oraz innych sytuacji kryzysowych na morzu.
The aim of this study is to identify the challenges and threats to the maritime security of the Baltic Sea area, existing so far, and threats in new versions. The threats and challenges in this area have a negative impact on the marine environment as well as on shipping. Hence, there is a need for concrete actions to be implemented by specific components of the naval forces. The study indicates the tasks of the Maritime Search and Rescue Service, the essence of which will be to counteract various threats at sea, starting from emergency towing of damaged ships, rescue assistance, extinguishing fires on ships, fighting oil threats at sea as well as searching and rescuing survivors, providing them with medical assistance. , to act as a coordination center for rescue operations and other emergencies at sea.
