Maritime education and training (MET) are under constant pressure from the maritime industry, characterized by extremely rapid development. Due to the high risk in the transport and handling of crude oil, seafarers employed on oil tankers are required to have skills and competencies well above the minimum education standards set by the International Maritime Organization (IMO) and the International Convention on Standards of Training, Certification and Watchkeeping (STCW). Therefore, tanker companies should provide additional training for their employees to ensure the fundamental goals of zero‐accident rates and reduce human error to a minimum. This especially applies to seafarers at the management level, who must have the competence and knowledge to operate oil tankers at the highest professional level. This paper examines the current challenges in education and the required competencies of seafarers at management levels concerning the rapid growth and development of the tanker industry. In addition, some shortcomings regarding the current form of education and training have been considered, and recommendations for the future upgrade of the education and training system for seafarers at the management level are provided.

The Electronic Chart Display and Information Systems (ECDIS) became inevitable central navigational tool for effective voyage planning and voyage monitoring execution. Furthermore, each model comprises numerous navigational and other display components, each of them with its limitations, reliability and simplicity. This is also supported by the fact that there is a large number of approved manufacturer systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), the system models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The aim of this study is to determine navigators’ response in ECDIS comparison of different manufacturer models to identify pros and cons of specific tasks, features and other navigational functions. The present work is based on international survey in form of questionnaire conducted among ECDIS stakeholders. Answers are presented and discussed, revealing certain shortcomings of specific manufacturer ECDIS system. On the other hand, the analyses show the significant advantages of each system, potentially leading to creation of the ideal system from the end-user’s perspective. The proper configuration of ECDIS should standardise functions and display considering different types, and undoubtedly resolve a problematic issue as a consequence of numerous ECDIS models and their diversities.

The main goal of education at a maritime university is to provide students with knowledge and practical skills necessary for future work on a ship. To receive the diploma of merchant navy officer, students are required to complete a 12-month maritime internship. During the internship, as well as during the entire course of studies, students' expectations regarding their future professional work are developed, related to, among others, working and living conditions on a ship, employment conditions and cooperation with the shipowner. These expectations determine the students’ subsequent choices towards a given shipowner as a potential employer, as well as their decisions about further professional development in this field. From the point of view of operational management, it is therefore important for the shipowner to know the requirements that must be met in order to have a motivated and competent staff. This article aims to classify the requirements for students relative to their future work on a ship based on assessing the impact of the requirement fulfilment level against the level of their satisfaction. The results obtained made it possible to indicate those requirements regarding working conditions, the fulfilment of which should be treated by shipowners as a priority, because they determine the students’ satisfaction to the highest degree.

Vessel Traffic Services (VTS) are to improve the safety and efficiency of vessel traffic and to protect the marine environment by interacting with the ship’s traffic in monitored coastal areas. Today, VTS operators are maritime professionals with nautical education from a university or technical college and practical experience on board. This experience and nautical background is a key element of the work as a VTS operator. It is to support understanding the daily work. The current situation in the maritime domain is undergoing substantial changes, such as introducing new technologies, implementing the e-Navigation concept based on sustainable digitalization and ambitions to realize unmanned and autonomous shipping. This paper will present preliminary results of a pilot study conducted in VTS Centres along the coast of North and Baltic Sea and discuss selected options and opportunities for education and training of future VTS operators, which might not have the advantage of practical sea experience anymore.

Artykuł prezentuje koncepcję wychowania morskiego realizowaną w środowisku harcerstwa żeńskiego w okresie międzywojennym. Do opracowania tematu wykorzystano materiały archiwalne przechowywane w Archiwum Akt Nowych, Muzeum Harcerstwa oraz w zbiorach Biblioteki Uniwersyteckiej KUL i Głównej Biblioteki Lekarskiej. Ponadto cenne informacje pozyskano z zasobów prasy harcerskiej, a także opracowań tematycznych, zwłaszcza tych o charakterze wspomnieniowym. Analiza danych źródłowych wskazuje na stopniowe wdrażanie idei wychowania morskiego, które dokonało się początkowo w ramach działalności środowisk harcerskich we Władywostoku, a następnie w Wejherowie. Od drugiej połowy lat dwudziestych zauważalny stał się rozwój ruchu wodniackiego wśród harcerek, który związany był początkowo z drużynami męskimi z Poznania, Wilna i Warszawy. W 1931 r. zastęp XIII Błękitnej Drużyny Harcerek im. Gen. Zamoyskiej w Poznaniu uzyskał charakter żeglarski. Od tego czasu harcerki rozpoczęły serię szkoleń specjalistycznych na potrzeby jachtingu morskiego. W 1934 r. harcerki pozyskały samodzielny jacht szkoleniowy „Grażyna”. W drugiej połowie lat trzydziestych samodzielne załogi kobiece pływały po Zatoce Gdańskiej i wodach Bałtyku. Wychowanie morskie związane było z polityką morską państwa. Podlegało też w tym czasie założeniom wychowawczym harcerstwa i było popularyzowane na łamach prasy harcerskiej. Do najwybitniejszych postaci związanych z żeglarstwem kobiecym należały harcerki: Jadwiga Skąpska-Truscoe, Jadwiga Wolffowa, Janina Bartkiewicz.  
This article describes the concept of maritime education implemented in the female scouting environment in the interwar period. To develop the topic, archival materials stored in the Archives of New Records, the Scouting Museum and the collections of the University Library of the Catholic University of Lublin and the Main Medical Library were used. In addition, valuable information was obtained from the resources of the scouting press, as well as thematic studies, particularly of memoirs. The analysis of the source materials indicates that the idea of maritime education was gradually implemented, initially as part of the activities of scouting circles in Vladivostok and then Wejherowo. From the second half of the 1920s, the boating movement—which had been initially associated with male scout teams from Poznań, Vilnius and Warsaw—was developed among girl scouts. In 1931, the troop of the 13th General Zamoyska Blue Team of Scouts in Poznań acquired a sailing character. At that time, the girl scouts started a series of specialised sea yachting training. In 1934, the scouts acquired an independent training yacht ‘Grażyna’. In the second half of the 1930s, independent women’s crews sailed in the Gulf of Gdańsk and the waters of the Baltic Sea. Maritime education was related to the maritime policy of the state. At that time, it was also based on the educational assumptions of scouting and was popularised in the scouting press. The most outstanding girl scouts specialising in women’s sailing were Jadwiga Skąpska-Truscoe, Jadwiga Wolffowa and Janina Bartkiewicz.

This study investigates the challenges and opportunities of using cloud-based simulators for training in maritime education and training (MET). The aim is to map bachelor students’ use and perspectives to inform educational design when implementing cloud simulation into the curricula. This study uses an ethnographic design approach in the tradition of Computer Supported Collaborative Learning (CSCL) and draws on video-recorded exercises and interviews (n=22) from 1st and 3rd-class maritime bachelor’s students engaged in navigation exercises on cloud simulation. The findings suggest that individual training with cloud-based simulators in MET can enhance the repetition of skills necessary for better performance in a full-mission simulator with current technology and rather straightforward instructional designs. However, the findings also emphasise that simulator exercises need to be more engaging for students in order to provide a meaningful learning experience. Hence, simulator software needs to provide the means for students to collaborate during exercises, and feedback provided by the system needs to be carefully aligned with the student’s previous knowledge in order to provide adequate scaffolding.

Waga przyznawana dla związku Polski z morzem jest ważna dla Marynarki Wojennej RP, zaś dla bezpieczeństwa państwa i jego gospodarki jest bezsporna. Celem artykułu była próba ukazania, w jaki sposób idea edukacji morskiej, tu w rozumieniu dążenia do związania się w przyszłym życiu zawodowym z pracą na morzu, służbą w Marynarce Wojennej RP, czy wreszcie pasją, jaką jest żeglarstwo, jest propagowana i popularyzowana pośród polskiego społeczeństwa. Tekst stanowi próbę odpowiedzi na pytanie, jakie z wątków prezentowanych w dyskusji publicznej w przekazie „tradycyjnym” (analogowe źródła przekazu), jak i internetowym, mają w tym wypadku szczególne znaczenie. W opracowaniu dokonano przeglądu różnych źródeł, podjęto próbę wskazania zakresu i przykładów literatury, publicystyki, wybranych portali i stron internetowych, muzeów itp., co umożliwiło wstępną ocenę skali i do pewnego stopnia metod oddziaływania społecznego znaczenia wychowania obronnego w zakresie edukacji i wychowania morskiego. Jest to szczególnie ważne w kontekście nowej Ustawy o obronie Ojczyzny z 11 marca 2022 r. Tematyka związana z obronnością, wychowaniem obronnym i morskim, edukacją morską oraz dotycząca związków Polski z morzem, jest obecna w przestrzeni publicznej i często dyskutowana. Świadczy to nie tylko o jej popularności, ale i o wadze. Troska o perspektywy tego tematu jest szczególnie ważna w obliczu popularności wśród młodych ludzi zawodów związanych z morzem, w tym niełatwej służby w Marynarce Wojennej. Jeśli najbardziej skromne prognozy perspektyw dla rozwoju Marynarki Wojennej RP pozostaną w dużej części tylko „na papierze”, to zainteresowanie związaniem swoich życiowych losów z morzem i Marynarką Wojenną będzie pośród młodego pokolenia malało.
The importance given to Poland's relationship with the sea is significant for the Polish Navy, while for the state’s security and its economy, it is indisputable. The article aims to show how the idea of maritime education, here in the sense of aspiring to be associated in one's future professional life with work at sea, service in the Polish Navy, or, finally, with a passion such as sailing, is promoted and popularised among Polish society. The text attempts to answer the question of which of the themes presented in the public discussion in the "traditional" way (analogue media sources), as well as on the Internet, are of particular importance in this case. The paper reviews a variety of sources and attempts to identify the range and examples of literature, journalism, selected portals and websites, museums, etc., enabling a preliminary assessment of the scale and, to some extent, the methods of the social impact of the importance of defence education and maritime training. This is particularly important in the context of the new Homeland Defence Act of March 11, 2022. The topics related to defence, military and maritime training, maritime education and the relationship between Poland and the sea are present in the public space and are often discussed. This demonstrates not only its popularity but also its importance. Concern for the prospects of this subject is particularly important given the popularity among young people of professions related to the sea, including the uneasy service in the Navy. If the most modest prognoses of the prospects for the development of the Polish Navy remain, for the most part, only "on paper," the interest in tying one's life's destiny to the sea and the Navy will diminish among the young generation.

Simulator-based training has become an integral part of Maritime education, and its effectiveness hinges on the use of appropriate assessment protocols. Despite the existence of several subjective and objective assessment techniques, instructors face difficulties in selecting and implementing the best practices that fit different learning contexts. The contextualized utility of the available assessment techniques further complicates the contexts. This study adopts a systematic literature review approach to comprehensively analyse available assessment techniques employed in maritime simulator training and to elicit their relationship with the desired learning outcomes. The study also presents a nuanced understanding of the advantages and limitations of the identified assessment techniques. Further, the state-of-the-art of assessment methods is discussed along with a few proposals for the future considering both research and practical implications. The findings of this study are expected to provide valuable guidance to maritime instructors in selecting and implementing appropriate assessment techniques that align with desired learning outcomes in simulator training.

First, we especially focused on Uchida-Kraepelin performance test (hereinafter, referred to as UK-Test) in order to check the ability of non-technical skills of the officers in charge of a navigational watch (hereinafter, referred to as OICNW). UK-Test is one of the psychological test for understanding the personality. In this paper, we considered whether UK-Test is effective methods for OICNW in order to check the ability of non-technical skills using UK-Test results and collision avoidance manoeuvre experiments results on the ship handling simulator (hereinafter, referred to as the simulator). Specifically, we analysed the correlation between UK-Test results and collision avoidance manoeuvre experiments results on the simulator. We also created the collision avoidance scenario that required a lot of the ability of non-technical skills as OICNW, and evaluated the ability of non-technical skills of OICNW.

Cyberattacks have become a serious global concern, effecting enormous losses to different sectors. In the shipping business, major companies report violations to their operations’ integrity and security, and losing great amounts of money. While the International Maritime Organization (IMO), through the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) 1978, as amended, is yet to release a standard for the cybersecurity education and training of seafarers, some maritime education and training institutions (METIs) have acted proactively and included cybersecurity knowledge and skills in their curricular offerings. This study looked into the cybersecurity course offerings of four METIs that served as the case studies of the researchers. In particular, the following objectives were addressed: the cybersecurity knowledge and skills included in their curriculum; the importance of the cybersecurity knowledge and skills to seafarers; and the educational approaches of the METIs in delivering their topics on cybersecurity. The first and third objectives were answered using different sources of qualitative data, including document analysis, interview and direct observation. The quantitative approach, in the form of a survey questionnaire, was used to address the second objective. The METIs, though not the same in content, were found to have included cybersecurity knowledge and skills in their curriculum. These knowledge and skills were perceived to be very important by seafarers. Similar to the content of their courses, the METIs delivered their cybersecurity courses by employing varied educational approaches. To address the gap on the lack of cybersecurity course design and delivery minimum standards, a framework in the shape of a lantern is developed and proposed to guide maritime courses designers, in particular, and other course designers, in general.

This quasi-experimental study aimed at looking into the effectiveness of blended learning approach in improving the performance in Information, Communication, and Technology (ICT) Course of Bachelor of Science in Marine Transportation (BSMT) first year students at JBLFMU-Arevalo during the second semester of school year 2018-2019. The respondents of this research were the two sections comparable with each other who were enrolled in the subject ICT. There were 40 student respondents composed of 20 in the experimental group and 20 in the control group. A validated and reliability-tested 45 item researcher-made multiple choice test was used as an instrument with a Cronbach index of 0.88. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-Signed ranks test set at .05 level of significance. The effect size was computed to determine the effectiveness of the blended learning approach in terms of students’ performance in ICT. Results showed that in the pretest, though the experimental group had a higher mean score than the control group, the Mann-Whitney test showed that the mean scores of the two groups were comparable because the significant value was greater than .05. When the treatment was introduced, findings showed that there were significant differences in the ICT performance in the pretest and posttest of experimental and control groups as well as in the posttests of both groups. Results inferred that blended learning approach was more than a hundred percent effective showing significant results on the experimental group. It could also be inferred that the better performance of the control group could be attributed to the traditional method of teaching, the lecture method.

Żydowska Szkoła Morska powstała w 1934 r., za zgodą Benito Mussoliniego, na bazie włoskiej Oficerskiej Szkoły Marynarki Wojennej w Civitavecchia. Była inicjatywą Bejtaru, syjonistyczno-rewizjonistycznej organizacji, kierowanej przez Włodziemierza Żabotyńskiego. W III kursach, zorganizowanych przez głównego wykładowcę kpt. Nicolę Fusco i szefa Wydziału Morskiego Komendy Światowej Bejtaru, kpt. Jeremjahu Halperina, wzięli udział kadeci (w wieku 17–23 lat) pochodzący z Europy (głównie Polski, Czechosłowacji, Łotwy i Niemiec) oraz Palestyny oraz Afryki (Egiptu, Somalii i Rodezji). Mimo sugestii ze strony liderów Bejtaru, by nie mieszać się do lokalnej polityki faszystowskiej, kadeci wyrażali publiczne poparcie dla reżimu Benito Mussoliniego, maszerując u boku włoskich żołnierzy i wspierając wojnę włosko-abisyńską oraz zbierając złom metalowy dla włoskiego przemysłu zbrojeniowego. Włoski nacjonalizm był przez nich postrzegany jako doskonały, współczesny przykład wspaniałej dawniej kultury, która stopniowo odzyskiwała swoją rolę w świecie poprzez afirmację władzy i dumy narodowej. W styczniu 1938 r. statek szkolny “Sarah I-o,” czteromasztowy żaglowiec, zakupiony ze środków funduszy “Keren Tel Chaj” i prywatnej donacji małżeństwa Kirschnerów z Paryża, zawinął do portu w Hajfie a jego załoga odwiedziła następnie Tel Awiw, witana uroczyście przez burmistrza Ji’sraela Rokacha. W drodze powrotnej, u wybrzeży Korsyki, statek zatonął, przyczyniając się w sporej mierze do za- mknięcia szkoły tuż przed rozpoczęciem IV kursu. W sumie w latach 1934–1938 placówkę ukończyło niespełna 150 absolwentów (marynarzy, mechaników i rybaków). Oprócz szkoły w Civitavecchia, Bejtar zorganizował również mniejszą placówkę w Rydze, gdzie szkolili się miejscowi syjoniści-rewizjoniści, mając do dyspozycji statek szkolny “Theodor Herzl,” który pływał po Morzu Bałtyckim, odwiedzając m.in. porty w Wismarze i Gdyni.
The Jewish Marine School was established in 1934, with the consent of Benito Mussolini, on the basis of the Italian Naval School for Officers in Civitavecchia. It was set up on the initiative of Beitar, a Revisionist Zionist movement led by Vladimir Jabotinsky. The three courses organised by the main lecturer, Capt. Nicola Fusco and the head of the Maritime Department of the World Beitar Headquarters, Capt. Yirmeyahu Halperin, were attended by 17 to 23-year-old cadets from Europe (mainly Poland, Czechoslovakia, Latvia and Germany) as well as Palestine and Africa (Egypt, Somalia and Rhodesia). Despite suggestions from Beitar leaders not to interfere with local fascist politics, the cadets expressed public support for Benito Mussolini’s regime by marching alongside Italian soldiers and supporting the Italo-Abyssinian war as well as collecting scrap metal for the Italian arms industry. They saw Italian nationalism as a perfect contemporary example of a formerly great culture gradually regaining its role in the world through the affirmation of national power and pride. In January 1938, the training ship “Sara I,” a four-master purchased with the funds obtained from “Keren Tel Hai” and a private donation of the Kirschners from Paris, entered the Haifa port, and its crew then visited Tel Aviv, officially greeted by Mayor Israel Rokach. On the way back, off the coast of Corsica, the vessel sank, and this catastrophe largely contributed to the closure of the school just before the start of the fourth course. In the years 1934–1938, the institution educated nearly 150 graduates (seamen, mechanics and fishermen). In addition to the school in Civitavecchia, Beitar also established a smaller educational facility in Riga, which offered courses to local Revisionist Zionists on the training vessel “Theodor Herzl.” The ship made cruises on the Baltic Sea, touching in, among others, at the ports in Wismar and Gdynia.

The COVID-19 pandemic has very quickly changed various human behavior including the world of education. Maritime Education is one that feels the impact of the pandemic. Various Solutions in educational technology must be quickly adjusted to fill the gap and ensure learning is not disrupted. Although online learning is not new, with the pandemic can accelerate digital learning used to overcome and improve the quality of online learning. Article we want to convey our experience in organizing maritime education at the Semarang Shipping Science Polytechnic using case study techniques. The results of this study revealed that although online learning is very helpful for teaching and learning activities during the pandemic, it has not been able to replace practical learning. With the decline of Covid-19 pandemic cases in Indonesia, the author wants to make short-term breakthroughs and possible long-term solutions that can contribute to learning in the future. The use of learning recordings with simulators, practicum recordings and theoretical learning recordings is expected to help maritime learning in the future.

Opis:
The rapid global spread of COVID–19 has created numerous challenges for educational organizations of all levels around the world. Maritime Education and Training (MET) institutions are no exception and have faced major disruptions from the pandemic. Differing technological and organizational solutions have had to be quickly adapted in short timeframes in order to fill gaps and ensure continued teaching and learning. Although online education is nothing new, COVID-19 has accelerated the necessity for distributed learning, digital tools and infrastructure needed to not only cope, but excel in the restructuring of MET. In this article we present our experiences from the blended course offered to maritime bachelor students at our university in Norway through a case study. The findings from the study have revealed that although blended learning has helped continued education during the pandemic, it still has to overcome general as well as MET specific challenges to be successful in future. Considering the impact and challenges of the COVID-19 pandemic on MET, we further discuss the short-term responses and possible long-term solutions that can contribute to uninterrupted, high-quality learning for future MET. The use of emerging technologies for education, such as virtual reality (VR) and web-based training simulators, are likely to play an essential role in the future direction of MET.

Opis:
This article presents the results of the works of the PROMETHEAS project, which focuses on the mental health of sea workers. This project is carried out at the Maritime University of Szczecin and brings together a consortium of various maritime institutions from Slovenia, Greece, Spain, Finland and Great Britain. PROMETHEAS aims to provide tools for assessing the mental health of sea workers that can be used by professionals and stakeholders alike. The most important ones will include an application for mobile systems (Android, iOS) and an online and offline e-learning course.
