Opis:
Efficient organization of maritime industry is based on adequate human resources. Knowledge and skills are the results of a well organized study process and training. Since education is part of the public administration, the European Quality Management tool for the Public Sector - Common Assessment Framework (CAF) could be used, in accordance with the STCW convention requirements as a starting point to develop a model that allows quantitative assessment of the Maritime Education and Training (MET) institutions. Evaluation results and procedures are usually described qualitatively as verbal assessments that are part of a report or are summarized in statistical reports. Fuzzy reasoning permits a transition from qualitative to quantitative decision making. For this purpose, we suggest fuzzy modelling, which gives a quantitative assessment of education effectiveness. Evaluators‟ verbal assessments could be linguistic input variables of a fuzzy decision model, based on CAF recommendations and STCW convention that produces a quantitative mark of the Maritime Education and Training Institution quality
Wydajna organizacja przemysłu morskiego jest oparta na odpowiednich zasobach ludzkich. Wiedza i umiejętności są rezultatem dobrze zorganizowanego procesu nauczania oraz szkolenia. Od kiedy edukacja jest częścią administracji publicznej, narzędzie Europejskiego Zarządzania Jakością dla sektoru publicznego Powszechne Oszacowanie Struktury (CAF) może zostać użyte zgodnie z wymaganiami konwencji STCW jako punkt początkowy rozwoju modelu, który pozwoli na ocenę ilościową instytucji Morskiej Edukacji i Szkolenia (MET). Ocena rezultatów i procedur jest zwykle opisywana jakościowo jako ocena słowna, SA to części raportu lub są sumowane w raporty statystyczne. Rozmyta argumentacja zezwala na przekształcenie podejmowania decyzji jakościowych w ilościowe. Do tego celu sugerujemy modelowanie rozmyte, które daje ilościową ocenę efektywności edukacji. Ewaluatory słownej oceny mogą być lingwistycznymi zmiennymi wejściowymi dla rozmytego modelu decyzyjnego, opartymi na zaleceniach CAF i jakości instytucji szkoleniowych.

Opis:
Vietnam Maritime University (VIMARU) is a stated-owned institution in Vietnam. Undergoing more than half of a century of development, VIMARU has been facing to many difficulties and challenges such as limitation of budget from government, limited and obsolete facilities, lack of teaching staff, high density of students with very low tuition fee, and especially, limited chances for students to be trained on board training ships, shipyards and other manufacturing sites. For overcoming these difficulties and challenges, since 1990s, VIMARU had decesively renovated the organization system, especially and strongly focused on the enhancement of the linkage with industries and also, the enhancement of the international relations. In this paper, the experiences and results from the mentioned renovation process of the Vietnam Maritime University are presented.

This article undertakes issues included in the Green Paper project on a future maritime policy of the European Union. Emphasis is put on basic features of this study that indicate the need of a holistic approach to the maritime policy, instead of sectoral approach practiced so far. This author presents and evaluates one of the major problems concerning the human factor in the initiative, namely the role of maritime staff education, proper employment policy and participation in scientific research. Author’s view on and proposals of Poland’s participation in the development and implementation of the Green Paper ideas are presented.

This survey research aimed to determine the status of and compliance to and adherence to the quality standards system by the maritime schools in the Philippines. Frequency, mean and standard deviations were the descriptive statistics used and t-test, analysis of variance, stepwise multiple regression analysis and Pearson’s r were the inferential statistics used. The participants’ perceived the status of the quality standards system among maritime schools as ‘strong’. The participants’ perceived the compliance with and adherence to the quality standards system among the maritime schools as “very high”. Location of school, enrolment size, faculty size, size of support staff, accreditation, position in school, work experience and educational preparation are significant predictors of the status, compliance with and adherence to the quality standards system in maritime schools. No significant relationships existed between the participants’ perception of the compliance and adherence to quality standards system among maritime schools and personal-related factors.

From November 2015 to June 2016 Research and Development Centre of the Estonian Maritime Academy (hereinafter R&D Centre of EMARA) carried out a survey among the alumni of maritime institutions in Estonia. The survey based on a questionnaire developed by R&D Centre of EMARA in cooperation with the academies’ management, curricula leaders and maritime associations. Participants included different maritime education institutions alumni, including the citizens of the Republic of Estonia, who had studied in marine educational institutions abroad. In total 343 maritime educational institution alumni participated in the survey.

Opis:
The Merchant Shipping (Training and Certification) Regulations of Kenya adapt The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and the Standard Training, Certification, and Watchkeeping (STCW Code) for Seafarers. The STCW Convention and Code defines the quality standards at a minimum requirement as the harmonized threshold for contracting parties, which includes Kenya. Educational Institutions in Kenya primarily uses Quality Management Systems in application of quality to education and training. This is however contrary to the requirements of the STCW Convention and Code for institutions engaged in Maritime Education and Training. The paper focusses in assessing the extent of non-compliance, the circumstantial challenges and thereafter proposes a framework to address challenges in implementing Quality Standard Systems.
