European Arrest Warrant is cleary one of the most important institutes within the criminal justice co-operation of the European Union´s organs. Its implementation significantly simplified way of surrender for the purpose of prosecuting, imprisonment or safety measures. When taking to the laws of the Member States and a long-term use of proved application problems related to it what in Slovak Republic led to an adoption of two laws on the European Arrest Warrant. Nevertheless, it can be concluded that without such an institute in those days of free movement of people, would be very difficult searching for those people, their transfer from a state to another state where a criminal prosecution or punishment is taking place.

Notary in France was formed in substantial part by the Law Loi du Notariat contenant organization (literally: the Act containing the notarial organization), which was proclaimed by Napoleon Bonaparte on 16 March 1803, by chich the Frenchnotary began to respond advancing the spirit of the nineteenth century . Founding of this Act by the French Republican calendar is 25 years Ventosa IX. The Act was supplemented by the Decree (the Regulation) of 2 Nivôse twelfth year (ie 24 December 1803) of the device and the organization of chambers of notaries, according to which the prototype was created as a local notary notary's chambers.This Act, amended several times, had a notary in the operation, a huge influence on the legislation of most EU Member States and continues to provide the basis for the functioning of the French notary despite numerous revisions.

The paper is a translation of parts of the amended Code of Civil Procedure. It is incorporated in articles 1442-1527 of the French Code of Civil Procedure ( Le Code de procedure civile ). Décret n° 2011-48 portant réforme de l’arbitrage, was published in France’s Official Journal, alongside a report commenting on the reform. The New French Arbitration Law ( Décret n° 2011-48 du 13 janvier 2011 portant réforme de l'arbitrage ) aimed at increasing the efficiency of arbitration in France entered into force on 1 May 2011. France has had amongst the most arbitration-friendly legal regimes since 1981, when French arbitration law was modernized. Since that time, the French courts have demonstrated unfailing support for arbitration. It is worth noting that reform concerns both domestic and international arbitration. The new law becomes effective and applicable as of 1 May 2011, except for a number of specifically enumerated provisions which apply only if the arbitration agreement was entered into, the arbitral tribunal constituted, or the award rendered, after that date. The new decree codifies many jurisprudential developments, thus making existing French law more user-friendly and accessible. But the decree also takes into account international best practices in arbitration, introducing changes to French arbitration law that will make France an even more effective jurisdiction as a seat for arbitrations and with respect to the enforcement of arbitral awards. Article 1447 codifies the fundamental principle of the autonomy of the arbitration agreement, according to which the arbitration clause remains unaffected even if the underlying contract is found void. The provision states that the arbitration agreement is independent from the contract it relates to. Another example of codifying existing case law can be found in Article 1466. According to this provision, which is clearly inspired by previous French case law as well as the common law concept of estoppel, a party who – in knowledge of the facts and without any legitimate excuse – fails to invoke an irregularity of the arbitral process in due course, is prevented from doing so at a later stage. Another notable innovation is contained in Article 1526, which provides that a challenge of the award does not automatically result in suspension of enforcement proceedings. Rather, according to Article 1526 para. 2, a suspension has to be specifically requested and is granted only if the enforcement would be highly detrimental to the rights of the party requesting the suspension. The report accompanying the new law notes that the aim of this provision is to discourage bad faith annulment proceedings which seek to delay the enforcement of fully valid and legitimate awards. Article 1526 will apply to awards rendered after 1 May 2011. Finally, it remains to mention a few words about the translation. The author in this respect is based on the so-called. method dynamic equivalence or functional equivalence conveys the essential thought expressed in a source text — if necessary, at the expense of literality, original sememe and word order.

This paper presents a new high performance Bulk-Driven current differencing transconductance amplifier (BD-CDTA), a recently reported active element, especially suitable for analog signal processing applications. The proposed BD-CDTA provides high output impedances at port Z and X, excellent input/output current tracking. The proposed BD-CDTA circuit operates at supply voltages of ± 0.6V. PSPICE simulation results using TSMC 0.18 μm CMOS process model are included to verify the expected values.

Operational Transconductance Amplifier (OTA) is one of the most significant building-blocks in integrated continuous-time filters. Here we design Low Power Low Voltage Bulk Driven OTA with a new concept of high-linearity OTA with controllable Transconductance is proposed. The OTA is simulated in a standard TSMC 0.18 mm CMOS process with a 0.6 V supply voltage.

In this paper it is presented a balun LNA, with voltage gain control that combines a common-gate and common-source stage, in which transistors biased in triode region replace the resistive loads. This last approach in conjunction with a dynamic threshold reduction technique allows a low supply voltage operation. Furthermore, a significant chip area reduction can be exploited by adopting an inductor-less configuration. Simulations results with a 130 nm CMOS technology show that the gain is up to 19.3 dB and the NF is below 2.3 dB. The total dissipation is 4 mW, leading to an FOM of 2.26 for 0.6 V supply.

The paper presents an analysis of proecological activities undertaken by the management of the Municipality of Sucha Beskidzka. The activities aimed at limiting the low emission and, consequently, at introducing low-carbon economy in the area. The municipality is determined to phase out the burning of fossil fuels and replace it with cleaner and safer energy sources, which is supposed to contribute to the reduction of PM10 and PM2.5 particulate matter emissions and air pollution. In order to combat the problem of low emission, the municipality developed a Low Emission Reduction Programme (LERP) in 2014. The town of Sucha Beskidzka also participates in the Life Program and as part of it, an eco-adviser has been employed. The implementation of LERP has been reflected in the Area Development Plan of the municipality. The actions taken by the local government to protect air are effective. The Municipality of Sucha Beskidzka was one of the two municipalities in the entire Malopolska province which fully implemented the Air Protection Program for the years 2013–2015. In the years 2014–2016 as many as 103 buildings underwent thermo-modernization. In 2016 RES (solar installations) were installed in 402 detached houses. In the period 2014–2016, 1055 coal boilers were dismantled and replaced by gas boilers or class 5 boilers.

Employing 2018 European Social Survey data in a multilevel framework, the paper aims to estimate the effect of working for low pay on a wide range of political attitudes and to explain the attitudinal differences between the Central and Eastern European (CEE) and Western European regions based on their differing socioeconomic and political background. The results suggest that it is mainly the lower living standard of inhabitants together with widespread wage inequality and not the specific legacy of the communist regimes that undermine the individual’s perception of influence on politics, political confidence and satisfaction with democracy in CEE. The results also indicate that working for low pay has a significant positive effect on the individual’s trust in politicians, but the relationship is moderated by the country’s economic development and is only significant in rich countries.

Opis:
This paper introduces a low-noise, low-power amplifier for high-impedance sensors. An innovative circuit using an auto-zeroed architecture combined with frequency modulation to reject offset and low-frequency noise is proposed and analysed. Special care was given to avoid broadband noise aliasing and chopping in the signal path, and to minimize both the resulting equivalent input offset voltage and equivalent input biasing current. The theoretical noise analysis of the proposed topology covers most of the noise sources of the circuit. Simulations show that the input-referred noise level of the circuit is 13.4nV/√Hz for a power consumption of 85µA with a power supply from 1.8V to 3.6V.

Celem artykułu jest przedstawienie zmian udziałów poszczególnych grup przewoźników (autobusowych i kolejowych) oraz odniesienie do przemian rynku przewozów pasażerskich po wprowadzeniu kursów przewoźnika niezależnego (PolskiBus.com) o dużym potencjale. Wspomniano również o historii i rozwoju przedsiębiorstwa na terenie Polski oraz skomentowano dane dotyczące udziału poszczególnych stron konkurujących w ofercie przewozowej na badanych trasach. Artykuł wpisuje się w problematykę ba- dań transportu regionalnego, silnie oddziałującego na rozwój miast i ich dostępność. Dodatkowo autorzy dokonali oceny roli przewoźnika w ramach polityki transportowej regionu i kompleksowej obsługi w ramach publicznego transportu zbiorowego.
The main objective of this article is to present recent changes in the interregional transport market in midsized towns following the introduction of new connections provided by the first Polish low- cost bus carrier – PolskiBus.com. The authors present the history of the firm and its role in changing Polish transportation market. The article includes comments on how the introduction of this new carrier has affected the local market. The new image of transport created by prices and good quality is the current issue in transportation analysis and, accordingly, was made the subject of this article. The authors present their assessment of the role of the passenger carrier within the regional transport policy and as regards complex services rendered in public transport.

W pracy oceniono rolę i znaczenie rolnictwa oraz obszarów wiejskich (w tym leśnych) w planowaniu gospodarki niskoemisyjnej na poziomie lokalnym. Na przykładzie powiatu starogardzkiego dokonano diagnozy w zakresie możliwości utrzymania lub wzrostu zdolności do pochłaniania CO2 oraz ograniczenia emisji gazów cieplarnianych z rolnictwa i gleb. Na podstawie przeprowadzonej analizy SWOT oraz wyników obliczeń śladu węglowego, określono cele szczegółowe, zasady funkcjonowania gospodarki niskoemisyjnej oraz główne kierunki rozwoju niskowęglowego obszarów wiejskich powiatu. Wskazano również kluczowe potrzeby inwestycyjne, działania miękkie i instytucjonalne oraz źródła finansowania i sposoby monitorowania zaproponowanych działań. Propozycje przedstawione w pracy mogą stanowić modelowe rozwiązanie ujęcia rolnictwa i obszarów wiejskich w planach gospodarki niskoemisyjnej przygotowywanych przez jednostki samorządu terytorialnego.
The paper presents an assessment of the role and importance of agriculture and rural areas (including woodlands) in low carbon economy planning at the local level. A possibility of maintaining or increasing carbon sequestration and reducing greenhouse gas emissions from agriculture and soils was determined based on a case study of the county of Starogard. Detailed objectives, the rules of low carbon economy and the main directions of low carbon development in rural areas of the county, were evaluated based on opportunities shown in the SWOT analysis and calculation of the carbon footprint. Key investment needs, soft and institutional activities, funding sources and monitoring the proposed actions were also indicated. Proposals presented here may contribute to more effective approach to agriculture and rural areas in low carbon economy planning at the local level.
